Justin Barkowski
Vice President, Regulatory Affairs, American Association of Airport Executives

In his role, Justin represents and advocates for AAAE's members before the U.S. Department of Transportation, Federal Aviation Administration, Environmental Protection Agency, and other agencies overseeing the U.S. aviation industry.

Prior to joining AAAE, Justin managed regulatory and policy issues at the Aircraft Owners and Pilots Association (AOPA), particularly airmen certification, aircraft certification, and unmanned aircraft systems (UAS). Justin served on the Drone Advisory Subcommittee, the Unmanned Aircraft Safety Team, and co-chaired the 26 Coalition for UAS Safety, which brought over 20 aviation associations together to collaborate on safe UAS integration. While at AOPA, Justin also handled a number of airport compliance issues under the FAA's Airport Improvement Program.

Timothy Bennett
PM Air Domain Awareness S&T Directorate, Department of Homeland Security

Tim Bennett has over 30 years managing, designing, manufacturing and testing electronic warfare (EW); intelligence, surveillance & reconnaissance (ISR) and signal intelligence (SIGINT) systems for manned and unmanned systems. He started his career at NRL working on communication programs like the Classic Wizard. His recent accomplishments include leading the design and manufacturing of the Universal Ground Control Systems (UGCS) used to control the Gray Eagle, Shadow, Hunter and Orion UAS. In addition, as the Product Director, he led the effort for the design, manufacturing and testing of Orion UAS that holds the medium altitude long endurance (MALE) long endurance record for continuous flight.

Mr. Bennett took an appointment with the Department of Homeland Security Science and Technology Directorate in 2015 where he was the Deputy of the Program Executive Office (PEO) for Unmanned Aircraft Systems (UAS). He led manned and unmanned airborne research and technology transfer for the Immigration and Customs Enforcement (ICE), United States Coast Guard (USCG) and Customs and Border Protection (CBP) for the Borders, Immigration and Maritime Division (BID). He currently is responsible for air domain awareness for Department of Homeland Security Science and Technology Directorate.

Lisa Ellman
Co-Executive Director, The Commercial Drone Alliance, Lawyer with Hogan Lovells

Lisa Ellman chairs the Global Unmanned Aircraft Systems (UAS) Group at the global law firm Hogan Lovells, where she's a leading public policy lawyer focusing on domestic drones and other emerging technologies. She co-founded and leads the Commercial Drone Alliance, an independent non-profit organization led by key figures of the commercial drone industry. Lisa is widely recognized as one of the “world's foremost authorities on drone and law.”
Lisa's focus is expanding the commercial drone industry. She also focuses on UAS security efforts. Lisa co-founded the Domestic Drone Security Summit Series, bringing together national security agencies with industry to explore collaboration opportunities around drone security.
Throughout her career, Lisa has worked to bridge government policymaking and business innovation. Lisa has held a variety of positions at top levels of the executive branch at the White House and the U.S. Department of Justice (DOJ). Most recently, she led DOJ's effort to develop policy that would govern the use of UAS in the United States and participated in the federal interagency group tasked with integrating UAS into the National Airspace System.
