Lee Berthiaume OTTAWA — While the federal government is pressing ahead with plans to buy billions of dollars worth of much-needed equipment for the Canadian Armed Forces, the Department of National Defence's top procurement official says COVID-19 is further slowing down some already delayed purchases. The past six months have seen a number of major milestones for Canada's beleaguered military procurement system, including last week's unveiling of the first of 16 new military search-and-rescue planes after 16 years of delays and controversy. Procurement officials are also now reviewing three bids that were received from fighter-jet makers at the end of July as Canada inches closer to selecting a replacement for the aging CF-18s following more than a decade of political mismanagement. The list of recent successes also includes Halifax-based Irving Shipbuilding having delivered the first of six new Arctic offshore patrol vessels in late July, while progress has been made on a number of other files, such as the long-overdue purchase of new engineering vehicles for the Army. Yet some of those milestones would have been achieved earlier had it not been for COVID-19. And Troy Crosby, the Defence Department's assistant deputy minister of materiel, acknowledges many other projects are being affected as well. That includes the more than 100 military procurements — roughly half of them dealing with new equipment and the rest focused on building new infrastructure on Canadian Forces bases across the country — that were listed as already delayed before the pandemic hit. "COVID didn't speed anything up," Crosby said in an interview with The Canadian Press. "I think everybody would understand that that's going to have some impact. And exactly what that impact is difficult to tell right now." Delays in military procurements can have several impacts. In some cases such the CF-18s, the Canadian Armed Forces is being forced to keep using equipment that was supposed to have been retired years ago. In others, delays drive up the cost of the new purchases due to inflation. The projects most likely to be delayed due to COVID-19 are those in production, Crosby said. Examples include the construction of new naval ships by Irving and Seaspan ULC in Vancouver, which have had to adopt physical distancing and other COVID-19 measures at their shipyards. "For the projects that are at a stage where the work is office-based ... once we got over that initial hump as everybody had to as we moved toward a remote-work posture, the work continued," said Crosby. "If you're in a shipyard and you're trying to advance the production of a ship given all of the physical distancing requirements and the health and safety considerations, that's challenging." Crosby has previously argued much of the frustration around military procurement is the result of unrealistic expectations born of a lack of understanding and appreciation for how the system — which is dealing with more projects than at any time in recent history — actually works. COVID-19 has also prompted speculation the Liberal government could start cutting back on its promise, unveiled in 2017, to spend $553 billion on the military over the next 20 years. Defence Minister Harjit Sajjan told The Canadian Press earlier this month that the funding is "secure." Asked about the spending plan — which is contained in the Liberals' defence policy and known as Strong, Secure, Engaged — Crosby said: "Strong Secure Engaged continues to be our focus and it laid out a program of work and we're trying to get that program of work delivered. "It's been that way right through this whole COVID situation. That hasn't changed anything. ... The people in the materiel group, the people we're working with across government, we're all seized with the program forward." Andrew Eversden WASHINGTON — North Carolina-based defense technology company Curtiss-Wright announced Sept. 24 that it had entered into an agreement to acquire Pacific Star, a major tactical communications vendor for the U.S. Army. Curtiss-Wright, based in North Carolina, bought PacStar for $400 million in an effort to boost its network communications business. According to a press release from Curtiss-Wright, PacStar's business will operate within the Curtiss-Wright defense business and is expected to generate $120 million in sales in 2020. “The acquisition of PacStar establishes Curtiss-Wright as a critical supplier of advanced tactical and enterprise network communications solutions supporting a broad spectrum of high-priority U.S. military force modernization programs,” said David C. Adams, chairman and CEO of Curtiss-Wright Corporation, in a statement. “The combination of Curtiss-Wright's mission-critical mobile and secure COTS-based processing, data management and communications technologies with PacStar's highly complementary hardware and software solutions will enable us to deliver best-in-class platform network integration and tactical data link network management to the warfighter.” Curtiss-Wright ranked No. 72 in Defense News' Top 100 annual report on the world's largest defense companies. Larter and Aaron Mehta WASHINGTON — The Pentagon's upcoming recommendation for a future Navy is expected to call for a significant increase in the number of ships, with officials discussing a fleet as large as 530 hulls, according to documents obtained by Defense News. Supporting documents to the forthcoming Future Navy Force Study reviewed by Defense News show the Navy moving towards a lighter force with many more ships but fewer aircraft carriers and large surface combatants. Instead, the fleet would include more small surface combatants, unmanned ships and submarines and an expanded logistics force. Two groups commissioned by Secretary of Defense Mark Esper to design what a future Navy should look like suggested fleets of anywhere from 480 to 534 ships, when manned and unmanned platforms are accounted for — at least a 35 percent increase in fleet size from the current target of 355 manned ships by 2030. The numbers all come from an April draft of inputs to the Future Navy Force Study conducted by the Office of the Secretary of Defense. While the number will likely have changed somewhat in final recommendations recently sent to Esper, the plans being discussed in April are notable as they reflect what will likely be major shift in the Navy's future — and the expectation is that a larger-than-planned Navy based on the concepts laid out in the documents will remain intact in the final analysis. Esper himself hinted at that in comments last week. In a speech delivered at the think tank Rand, the secretary called for a Navy of “over 350 ships,” specifically by increasing the Navy's shipbuilding funding account. “In short, it will be a balanced force of over 350 ships — both manned and unmanned — and will be built in a relevant time frame and budget-informed manner,” he said. Indeed, the fleet compositions presented in the inputs broadly reflect the concept of a lighter fleet more reliant on unmanned or lightly crewed vessels that Esper described to Defense News in a February interview. “One of the ways you get [to a larger fleet] quickly is moving toward lightly manned [ships], which over time can be unmanned,” Esper said then. “We can go with lightly manned ships, get them out there. You can build them so they're optionally manned and then, depending on the scenario or the technology, at some point in time they can go unmanned.” The Future Naval Force Study, overseen by Deputy Secretary of Defense David Norquist, kicked off in January after Esper decided he wanted an outside take on the Navy's self-review of its future force structure. The OSD-led review tasked three groups to provide their version of an ideal fleet construction for the year 2045, one each by the Pentagon's Cost Assessment & Program Evaluation office, the Joint Staff, the Navy and a group from the Hudson Institute. Those fleets were war-gamed and the results were compiled into the Future Naval Force Study, which was briefed to Esper earlier this month. Ultimately, the Navy is using the feedback from the study to create their shipbuilding plan and fiscal 2022 budget request, the service said in a statement. “The Future Naval Force Study is a collaborative OSD, Joint Staff and Department of the Navy effort to assess future naval force structure options and inform future naval force structure decisions and the 30-year shipbuilding plan,” said Navy spokesman Lt. Tim Pietrack. “Although COVID-19 has delayed some portions of the study, the effort remains on track to be complete in late 2020 and provide analytic insights in time to inform Program Budget Review 22.” The April documents viewed by Defense News included notional fleets designed by CAPE and the Hudson Institute. Gareth Jennings The United States Department of Defense (DoD) has contracted Lockheed Martin to conduct aircraft carrier trials of its F-35 Lightning II Joint Strike Fighter (JSF) for potential international operators. The award, announced on 24 September, is part of a wider USD245.5 million developmental support contract for DoD and international operators of the F-35 that will run through to March 2022. “[Additional to the wider developmental support work], this modification provides unique sea trials on aircraft carriers for non-DoD participants,” the contract notification stated. Though no further details pertaining to the aircraft carrier trials were disclosed, they are likely to relate to the short take-off and vertical landing (STOVL) F-35B variant of the aircraft. Destinée à mettre en relation vendeurs et acheteurs de l'environnement Défense et Civil, elle implique un nouveau métier pour le géant français. Le géant industriel français a lancé début septembre une plateforme B2B qui met en relation les clients et les principaux fournisseurs d'articles dédiés à l'environnement Défense et Civil quel que soit le milieu : aérospatial, terrestre ou naval. Fonctionnant selon un modèle de marketplace, Iven – pour Intermediation vendor entreprise – a nécessité deux ans de travail. Lancée le 1er septembre, Iven est un service en ligne dédié aux Industriels souhaitant optimiser leurs approvisionnements. La plateforme compte à date 150 000 références. On y trouve notamment des consommables industriels (pièces détachées), et actualité oblige, des produits liés à la situation sanitaire. DIGITALISER LA SUPPLY CHAIN DE BOUT EN BOUT Iven n'est pas née par hasard. En 2018, l'entreprise se retrouve face à un constat. "Nous avons gagné un gros contrat de supply chain, et nous nous sommes rendus compte que nous devions être plus fluides et plus rapides. Très rapidement, la marketplace nous a paru être la solution pour mettre en relation acheteurs et vendeurs pour de futurs contrats de même nature", explique en préambule Pascal Geoffroy, Directeur Enhanced Customer Operations Services chez Thales. Vient alors l'idée de transformer la supply chain de bout en bout et de "digitaliser les achats pour être compétitif", avec la mise en ligne des catalogues des marchands et par conséquent l'abandon des canaux offline (devis, contrats, téléphone/mail...), la fin de la logique transactionnelle impliquant une négociation pour chaque commande, et la digitalisation du workflow, permettant un gain de temps pour le traitement administratif. THALES, TIERS DE CONFIANCE Iven fonctionne comme une plateforme e-commerce classique. Les marchands y mettent en visibilité leurs produits et leurs offres (prix, disponibilité, conditions de vente...). L'acheteur consulte et compare les différentes offres répondant à son besoin, puis il passe sa commande. Le règlement est effectué par virement à Iven, l'encaissement se déroulant via un intermédiaire financier indépendant. Iven supervise la transaction. La commande est ensuite expédiée et livrée directement par le marchand sur le site client. L'ensemble du parcours est digitalisé, du sourcing jusqu'à la livraison. La solution s'appuie sur l'expertise de différents sous-traitants, dont Mirakl. L'enjeu pour Thales est de se positionner "en tiers de confiance" pour les grands comptes ainsi que pour des organismes d'Etat. Dans un écosystème où intervient parfois le secret-défense, Iven ne peut être, et ne sera pas, une place de marché comme les autres. "Thales se positionne comme un tiers de confiance notamment en matière de cybersécurité, où la fiabilisation des échanges est essentielle", rappelle Pascal Geoffroy. Pour ce faire, l'équipe va "sélectionner les vendeurs et les acheteurs. Il en va de la crédibilité de cette marketplace", insiste-t-il. DES MARKETPLACES PRIVÉES POUR LES GRANDS FOURNISSEURS Fournisseurs qualifiés par Thales, articles certifiés, crédibilité financière... Le paiement est conditionné à la réception, et des technologies de cybersécurité sont garanties pour assurer l'intégrité et la confidentialité des données. Iven jouera d'ailleurs un rôle d'intermédiation en cas de litige. Outre le cas d'usage classique évoqué plus haut, Iven propose aux fournisseurs de construire leur propre marketplace via un système d'onboarding du catalogue privé et des marchands spécifiques. Le lancement d'Iven n'était pas forcément acquis pour une société comme Thales. "C'est un nouveau métier pour Thales, et un nouveau métier de la supply chain", reconnaît Pascal Geoffroy. Pourtant, le rôle fédérateur du groupe, à la croisée du monde militaire et civil, en fait l'interlocuteur privilégié de nombreux acteurs, y compris des PME-ETI. "Le tissu industriel est très fragmenté, il est composé de beaucoup de petites structures, analyse Pascal Geoffroy. Et je suis très attaché à développer cet écosystème dont font partie les PME, qui n'ont pas toujours la puissance de se développer en ligne, y compris à l'international". Iven va en effet être déployée dans cinq pays européens limitrophes à la France, avec des ambitions ultérieures bien plus vastes. Iven s'enrichira d'outils de monitoring de la performance fournisseur ainsi que de fonctionnalités algorithmiques dédiées à l'optimisation des achats. Christen McCurdy Sept. 24 (UPI) -- The Air Force has awarded three contracts totaling $38 million to improve the airfield at Naval Air Station Keflavik in Iceland. The Air Force Installation and Mission Support Center's Detachment 4 will direct the construction project with support from Naval Facilities Engineering Command Europe Africa Central, the Air Force said Thursday. The work includes expansion of the airfield's parking aprons, beddown site preparation and an upgrade to the airfield's hazardous cargo pad for the safe unloading and unloading of explosives. "We are upgrading infrastructure at Naval Air Station Keflavik to provide a high level of readiness for U.S. Air Forces in Europe," said Col. David Norton, director of AFCEC's Facility Engineering Directorate. "We have incorporated innovative design and construction techniques to build resilient facilities to ensure the longest lifespan at the overall lowest life cycle cost." The construction projects support the European Deterrence Initiative implemented by U.S. European Command -- an initiative intended to increase the responsiveness of U.S. Air Forces and NATO members and allies in Europe. The EDI includes military exercises and training -- including the annual Dynamic Mongoose exercise, which this year was held off the coast of Iceland -- as well as a rotational presence of U.S. forces in Europe. Murray Brewster Intelligence expert says Canadian Forces may be preparing for more missions without American help Canada's elite special forces are looking for some outside intelligence advice — a move that one expert said is likely meant to make the highly-trained special forces section less dependent on allies, notably the Americans. A request for proposals was posted late last week to the federal government's tendering website asking private contractors to submit bids to become a "senior intelligence" adviser to the special forces, which undertake some of the military's most secret and dangerous missions. The individual will be expected to "aid and support in the implementation of current intelligence projects, and the design and implementation of future capabilities." Specifically, the new adviser will be responsible for helping to guide "the establishment of specific [Intelligence, Surveillance and Reconnaissance] capabilities," which will include aircraft. The special forces recently bought three new surveillance aircraft from the U.S. The planes, which are expected to arrive in 2022, will be equipped with sensors and tracking gear to intercept cell telephone and other electronic transmissions. The request for proposals also says the new adviser will be expected to have a deep background in working with other allied intelligence services. In its defence policy, released three years ago, the Liberal government committed to bolstering the military's intelligence-gathering capability. The special forces section itself emphasized intelligence-gathering in its recently released strategy, called Beyond the Horizon. Within the defence community, the strategy is seen as an important effort to refocus the special forces after nearly two decades of concentrating on counter-insurgency warfare. A spokesperson for the Canadian Special Operations Forces Command (CANSOFCOM), Maj. Amber Bineau, had little to say about the rationale for hiring a contract adviser beyond what was included in the request for proposals. The branch "periodically hires contractors, on a case-by-case basis" and the adviser will be working with "oversight from senior leadership within CANSOFCOM," she said in an email. The University of Ottawa's Wesley Wark, one of the country's leading experts in intelligence, said the decision to bring in outside expertise and establish surveillance and reconnaissance capabilities for the special forces is a significant move — especially coming at a moment when the United States is seen as pulling back from engagement with its allies, or focusing on different priorities. Wark said Canada traditionally has relied on the Americans for a variety of intelligence-gathering capabilities, including military intelligence. The request for proposals, he said, amounts to a recognition by the Department of National Defence that some future special forces missions may not involve partnerships with U.S. special forces — and that Canada needs its own independent capabilities. "If you're going to work with some different kinds of partners, the expectation grows that you're going to have to have your own sources and you can't just be relying on the United States," he told CBC News. Wark said he could foresee, for example, Canadian special forces being called upon by the United Nations for specific intelligence help during peace support missions — a task that, in the current political climate, Washington would avoid.
