    ARLINGTON, Va., February 18, 2019 – Boeing [NYSE: BA] and the U.S. Navy have received U.S. Department of Defense approval to offer the EA-18G Growler to Finland. Previously only Australia had been authorized to purchase the airborne electronic attack (AEA) aircraft. Boeing and the Navy have offered the Growler and F/A-18 Super Hornet in a response to query issued by the Finnish Ministry of Defense as part of their HX fighter program procurement. “All strike fighter aircraft rely on Growler escort to increase survivability during high-threat missions,” said Dan Gillian, Boeing vice president, F/A-18 and EA-18G programs. “The combination of the Super Hornet Block III and Growler would provide Finland with superior technological capability particularly suited to Finland's HX mission requirements.” An F/A-18 variant, the Growler is the world's most advanced AEA platform and the only one in production today.     TERMA AND SCANDINAVIAN AVIONICS SECURE F-35 SUSTAINMENT CONTRACT

    Avionics Test Center Denmark (ATCD) formed by Terma and Scandinavian Avionics in collaboration with the U.S. will be responsible for repair and maintenance globally of avionics components. Copenhagen, Monday 18 February 2019 - U.S. Department of Defense F-35 Joint Program Office announced Avionics Test Center Denmark to be responsible for maintenance of avionics (16 components) for the F-35 fighter aircraft. During the period of 2021-2025 Avionics Test Center Denmark (ATCD) formed by Terma and Scandinavian Avionics in collaboration with the U.S. will be responsible for repair and maintenance globally of avionics components. “We are very proud to be selected by the F-35 program to play an essential role in the global F-35 sustainment network. It is a great day for both Terma and for Danish industry since the perspectives for Denmark now being part of the F-35 operational setup in decades to come are huge,” said Mr. Lars Hedemann Hilligsøe, Senior Vice President, Terma Support and Services. From 2025 ATCD will be responsible for regional repair and maintenance of avionics components within Europe. ATCD's sustainment work will take place in Denmark. Major General Henrik R. Lundstein, Director of the Fighter Aircraft Program in Danish Ministry of Defence Acquisition and Logistics Organization (DALO) says: "It is very satisfying that the Danish Defence' close collaboration with the industrial consortium consisting of Scandinavian Avionics and Terma has resulted in Danish industry now being awarded the first major F-35 maintenance contract. This shows that the Danish defense industry is able to compete with the largest companies in the market on competitive terms, i.e. price, time, delivery security, and quality.” In April 2018, the Danish companies Terma and Scandinavian Avionics submitted a joint response, to a so-called Request for Information (RFI), on maintenance of F-35 components. For this purpose, the two companies established Avionics Test Center Denmark, which has now been selected to carry out the task. The RFI that ATCD has won parts of is the second procurement of F-35 components repair to be published. The initial RFI (Tier 1) covers – together with the RFI for Tier 2 – approx. 60% of all the F-35 components published for repair. The remaining approx. 40% will be published among the F-35 Partnership countries later this year and in 2020. Danish Industrial Partnership Within the framework of the Industrial Partnership, the F-35 Joint Strike Fighter Program represented by the Danish Ministry of Defence has been supporting the answers from ATCD. The Industrial Partnership was established as part of Denmark's procurement of F-35 Joint Strike Fighters.     Defence Secretary Gavin Williamson has announced that the UK's new fleet of submarine hunting aircraft will take to the skies over the Arctic next year. While visiting Royal Marines and Royal Navy personnel on winter training in Norway, the Defence Secretary announced that as part of their first deployment next year the RAF P8 Maritime Patrol Aircraft will be in the Arctic to counter Russian submarine activity that has reached Cold War levels. This deployment is part of the Defence Arctic Strategy, which will be published this spring, deepening our relationship with regional partners and sharpen our expertise of operating in the extreme cold environment. Defence Secretary Gavin Williamson said: The Arctic Strategy puts us on the front foot in protecting Britain's interests in this expanding new frontier. Whether it's sharpening our skills in sub-zero conditions, learning from longstanding allies like Norway or monitoring submarine threats with our Poseidon aircraft, we will stay vigilant to new challenges. Nine of the P8 Poseidon aircraft will be delivered to RAF Lossiemouth in 2020 at which point they will begin reconnaissance patrols over a wide range including the High North and North Atlantic.     By: Agnes Helou ABU DHABI — BAE Systems signed a memorandum of agreement with the United Arab Emirates repair and overhaul center to transfer technology of some F-16 initiatives to the UAE. The memorandum between BAE and the Advanced Military Maintenance Repair and Overhaul Center, or AMMROC, was signed on the second day of IDEX 2019. BAE Systems will open a facility at Al Ain, along the eastern border, “formalizing the relationship” with AMMROC, which also supports Lockheed Martin and Sikorsky with Black Hawk and C-130 maintenance, and repair and overhaul of ever fixed wing aircraft that the UAE Air Force counts among its fleet. “Our agreement with AMMROC allows us to work with an established leader in MRO and benefit from the skill and experience of their local workforce in the UAE,” said Paul Markwardt, vice president of survivability, targeting and sensing solutions at BAE Systems' Electronic Systems business. Under the MOU, the two organizations will work closely together on multiple projects, ranging from testing and repair services to manufacturing, support, and product installation. Potential projects include BAE Systems' avionics, communication, display, sensor, and survivability products. Among other things, “the MOU provides the testing of the equipment BAE Systems has on the F-16 platform," with BAE transfering technology for the testing of some products and building of some others, another BAE Systems official added. Other potential products BAE Systems could bring to the UAE, are the eye goggle tester, EMI/EMC lightening test equipment, F-16 ground support equipment, and IFF (identification friend or foe) license production. Larter ABU DHABI – A large shore training facility designed to facilitate training for United Arab Emirates sailors and watch teams is tracking on its 2020 delivery date, while hitting a few snags along the way, according to the Canadian firm CAE. The facility, which was announced as part of $113 million in contacts with the UAE's general headquarters in 2016, is approaching critical design review and will have systems ready to use by the end of this year, said Ian Bell, CAE's vice president for the Middle East and Asia in a media briefing at the International Defense and Exhibition Conference in Abu Dhabi. “The building is making very good progress, but will probably be a little bit late,” Bell said. “Some of our development has been delayed through data availability. We're at the point where we are getting close to critical design review, and we hope to step the first ready-for-use later this year. But the ready-for-training isn't due until May of 2020.” The contract is estimated to bring in about $450 million over 15 years, according to the 2016 contract announcement. The center is designed to give UAE sailors training from the individual watch stander to whole watch teams training to fight the ship as a unit.     United Arab Emirates announces $1.3 billion in defense deals at IDEX

    By: Jeff Martin ABU DHABI--In a massive announcement, the United Arab Emirates Armed Forces announced more than $1.3 billion in both orders for new equipment and sustainment of existing ones at the 2019 International Defense Exhibition (IDEX) in Abu Dhabi. Some of the highlights include $355 million worth of Patriot interceptors for the UAE Air Force and Air Defense Force, a $39 million award to the Russian Joint Stock Company for EM150 Kornet antitank missiles for the UAE Army, and a $109 million deal with Lockheed Martin to upgrade radars in the UAE Air Force, presumably for the country's F-16 fighter fleet. The deals, announced on the first day of the massive exposition in the UAE's capital city, also included more than $300 million worth of awards to local companies. Highlights included a $2.1 million contract with NIMR automotive for vehicle maintenance and a $15 million deal with Al Fattan Ship Industries to purchase an unnamed amount of vessels for the UAE Navy. In total, 15 of the 33 deals announced, totalling $1.05 billion, were with international companies, while 18, totalling $300 million, were with local countries. The makeup of the announced deals also offers a window into the unique place in the world's militaries that the UAE occupies, operating a mix of America, European, Russian, and Chinese equipment. What's notable is that at past shows like IDEX, many announced deals for the UAE Armed Forces were for new equipment, but this year, a vast majority were for support.     First Interim Fighter Jets Arrive in Cold Lake

    February 17, 2019 – Cold Lake (Alberta) – National Defence / Canadian Armed Forces Through Canada's defence policy, Strong, Secure Engaged, the Government of Canada is ensuring we have the mission ready aircraft we need to meet our domestic and international obligations in advance of the arrival of jets to replace the entire CF-18 fleet. Today, the Royal Canadian Air Force (RCAF) marked the arrival of the first two interim fighter aircraft, an important milestone and investment in sustaining our current CF-18 Hornet fleet. Canada is procuring 18 fighter aircraft and parts from the Government of Australia to rapidly increase availability of the CF-18 fleet in order to ensure the RCAF can meet all obligations simultaneously. These aircraft are the same type as Canada's current CF-18 fleet and can be integrated quickly into our fleet. Modifications and technical work will begin immediately so they can be brought to a similar configuration to Canada's CF-18 aircraft. The work will continue to be done by Canadian companies. Deliveries will continue at regular intervals for the next three years, and aircraft will be integrated into the CF-18 fleet as modifications are completed. The final aircraft are expected to arrive by the end of 2021.     First two used Australian fighter jets arrive in Canada on Sunday

    DAVID PUGLIESE, OTTAWA CITIZEN The Royal Canadian Air Force will be showing off its first two used Australian fighter jets on Sunday at 4 Wing Cold Lake in Alberta. Representatives from the Royal Australian Air Force and the RCAF will mark the arrival of the F-18 jets that morning. Only local media have been invited to cover the event. The aircraft will be used to bolster the RCAF's CF-18 fleet. Pat Finn, assistant deputy minister for materiel at the Department of National Defence, told Postmedia in a recent interview that he expected the first two jets in the spring but there was hope they could arrive earlier. The two aircraft will be prepared for flying as quickly as possible. “I would say it could be by the summer the first couple are on the flight line and painted with the maple leaf,” Finn said. A second group of planes would arrive later this year. Eighteen of the Australian F-18 aircraft will eventually be flying for the Canadian Forces, while another seven will be used for testing and spare parts. Canada is paying Australia $90 million for the aircraft. The federal government originally estimated the purchase of the Australian jets would cost around $500 million, but Finn said that price reflected every aspect of the associated deal, not just the cost of purchasing the jets. Canada is also acquiring extra spare parts, the Australian jets will have to be outfitted with specific Canadian equipment and software and testing will be needed. The $500-million project estimate also included $50 million in contingency funds to cover any problems and another $35 million for the salaries of all civilian and military personnel involved over the life of the project. An additional $30 million will be spent on new infrastructure needed to accommodate the aircraft. Those costs add up to $360 million, Finn said. But DND also plans to upgrade its existing fleet of CF-18s with new communications gear and equipment required to meet regulations to operate in civilian airspace, improvements which the Australian jets will also eventually receive at a cost of around $110 million, an amount that brought the original estimate to nearly $500 million. The Liberal government had planned to buy 18 new Super Hornet fighter jets from U.S. aerospace giant Boeing to augment the Royal Canadian Air Force's CF-18s until new aircraft can be purchased in the coming years. But in 2017 Boeing complained to the U.S. Commerce Department that Canadian subsidies for Quebec-based Bombardier allowed it to sell its C-series civilian passenger aircraft in the U.S. at cut-rate prices. As a result, the administration of U.S. President Donald Trump enacted a tariff of almost 300 per cent against the Bombardier aircraft sold in the U.S. In retaliation, Canada cancelled the deal to buy the 18 Super Hornets, which would have cost more than US$5 billion. Instead of buying the new Super Hornets, the Liberals decided to acquire the used Australian jets. Defence Minister Harjit Sajjan has said the extra jets are needed to deal with a “capability gap,” as Canada does not have enough fighters to handle its commitments to NATO as well as protecting North America. But Conservative MPs say the capability gap doesn't exist and was concocted by the government to delay a larger project to buy new jets, a competition that might end up selecting the F-35 stealth fighter that during the 2015 election campaign the Liberals vowed never to purchase. In the fall of 2016, then-Royal Canadian Air Force commander Lt.-Gen. Mike Hood told senators that the Liberal government brought in a policy change which required the RCAF to be able to meet both its NATO and North American air defence commitments at the same time. That, in turn, created the capability gap, he said. Hood said he was not told about the reasons for the policy change. In November 2018 Auditor General Michael Ferguson issued a report noting that the purchase of the extra aircraft would not fix the fundamental weaknesses with the CF-18 fleet which is the aircraft's declining combat capability and a shortage of pilots and maintenance personnel. “The Australian F/A-18s will need modifications and upgrades to allow them to fly until 2032,” the report said. “These modifications will bring the F/A-18s to the same level as the CF-18s but will not improve the CF-18's combat capability.” “In our opinion, purchasing interim aircraft does not bring National Defence closer to consistently meeting the new operational requirement introduced in 2016,” the report added.
