    NATO declares space ‘operational domain,’ but more work remains

    By: Bradley Bowman and Andrew Gabel The North Atlantic Treaty Organization recently declared that space is an “operational domain” for the alliance. Though much work remains to actualize an integrated NATO space posture, the affirmation is an important benchmark as NATO scrambles to meet rapidly evolving space and counter-space threats. Today, space-based assets are an Achilles' heel of U.S. military operations, representing a vital enabling mechanism upon which success often depends. In addition, great power adversaries could target civilian space assets to wreak havoc on the homeland in ways that redound far beyond the military realm. America's enemies have taken notice. “Foreign governments are developing capabilities that threaten others' ability to use space,” according to a 2019 U.S. Defense Intelligence Agency assessment. “China and Russia, in particular, have taken steps to challenge the United States.” Russia has spent decades building up its counter-space arsenal, from cutting-edge electronic warfare capabilities to probable ground-launched anti-satellite weapons. Moscow believes that “achieving supremacy in space” can enable victory in future conflicts. China's People's Liberation Army apparently agrees. Beijing has also identified space superiority — and space denial — as essential planks in its modern “informatized” military strategy. Indeed, China “continues to improve its counterspace weapons capabilities and has enacted military reforms to better integrate cyberspace, space, and EW into joint military operations,” the DIA assessment read. These threats are already materializing. Russia is suspected to be behind nearly 10,000 GPS spoofing incidents — affecting over 1,300 civilian navigation systems — according to a report by C4ADS released last June. China has also targeted America's vulnerability in space, notoriously hacking U.S. weather systems and satellite networks in 2014, after testing an anti-satellite weapon in 2007, which generated a cloud of hazardous space debris. Fortunately, NATO is beginning to respond. In June 2019, NATO approved a new space policy, which NATO Secretary General Jens Stoltenberg has described as an acknowledgment of NATO's reliance upon satellites for a range of fundamental military functions. These include, for example, communications, tracking, early warning, surveillance and navigation. Though only a “framework” for now, it is an important start. Today the U.S. shares space situational awareness data with its NATO allies and vice versa. Yet, there is potential for deeper collaboration in additional areas such as hosted payloads on satellites and communications. And while there is disagreement within the alliance with respect to space weaponization, this tension should not prevent the alliance from forging ahead on a number of important initiatives. Examples include general space-asset resilience (including within the electromagnetic spectrum), space-reliant communication, synchronized threat warning, command and control, and surveillance and reconnaissance. A space sensor layer, for instance, will be critical to tracking and intercepting Russian hypersonic missiles, an emerging threat against which there is currently no adequate defense. NATO must take swift action to redress these areas of exposure. But how? To begin with, NATO could publish a publicly available strategy document analogous to the U.S.-produced National Defense Strategy. This would provide multiyear strategic signposts and, because of its public availability, outside accountability. As proposed by others, NATO could also run annual “Space Flag” exercises akin to the current “Red Flag” exercises, which today help hone large-scale, multinational joint air operations. “Space Flag” could likewise be used to systematically develop and refine space contingencies against red cell adversaries. In addition, NATO could explore co-developing NATO-specific space assets from inception, tailored for NATO's mission and permanently integrated into NATO's command structure. The United States and Europe's combined space experience and infrastructure is a comparative advantage vis-a-vis Russia and China. If put to proper use, it could give NATO's space dominance efforts a significant leg up. Finally, NATO could entertain the formation of a combined NATO-operated space assets pool, to which existing current member states could contribute existing capacity. A study conducted by the NATO-sponsored Joint Air Power Competence Centre found it “demonstrably feasible” to complete multination, multi-satellite constellations. The study suggested such an approach could emulate NATO partnerships related to the E-3A, C-17 and A-400M platforms but would be “potentially conducive to additional flexibility and innovation.” The same report cites the Disaster Monitoring Constellation, or DMC, program — an existing multinational satellite-monitoring program used for disaster relief — as an existing example of effectively marshaling space assets. DMC's shared capabilities “reduce cost, enable sharing, and can be upgraded and expanded to address emerging concerns.” So, too, might a NATO constellation. Officially recognizing space as an operational domain and establishing a framework for a unified space policy are laudable steps forward for NATO — necessary to counter both present and future threats. But waking up to the threat is not enough. Now is the time for tangible and urgent collective action to secure the ultimate high ground.     Canadians won't be allowed to work on portions of new Canadian spy planes because of U.S. security regulations

    DAVID PUGLIESE, OTTAWA CITIZEN Canadians won't be allowed to work on parts of the country's new surveillance aircraft because they contain sensitive American-made equipment that can only be handled by U.S. citizens. Maintenance of the equipment, installed in new planes that will be operated by Canadian special forces, will be off-limits both to Canadian military personnel and Canadian aerospace workers. Instead, the gear or the aircraft will have to be sent to the U.S. for maintenance or U.S. government staff will have to travel to Canada to work on the planes. The equipment is subject to strict U.S. security regulations. Canadian special forces are to receive three surveillance aircraft from the U.S. government. The planes are expected to arrive in spring 2022. The Beechcraft King Air planes, to be based at CFB Trenton, will be outfitted with sensors and equipment to intercept cellphone and other electronic transmissions, and track individuals and vehicles on the ground. Canadian special forces and, potentially, other federal government departments and the RCMP will use the aircraft for missions overseas and in Canada. Canada is paying the U.S. government $188 million for the aircraft. The overall value of the project is estimated to be $247 million. The funding includes the acquisition of the aircraft and prime mission equipment from the U.S., and an initial portion of the associated in-service support of the planes. The main contractor is Beechcraft in Wichita, Kan. The maintenance plan for the sensitive equipment that only Americans can work on has yet to be put in place, but the Canadian military is hoping it won't disrupt aircraft operations too much. “Arrangements for the maintenance of certain specialized equipment are not yet in-place; therefore, details and costs are not known at this time,” Public Services and Procurement Canada spokeswoman Stéfanie Hamel noted in an email. “However, Canada will ensure the sustainment strategy supports continued operations while maintenance is underway.” The government has not provided details on what parts of the aircraft are covered by the U.S. security regulations. Another in-service support contract, for the aircraft themselves and related mechanical equipment, will also be put in place. Canadians will be able to do that work. A request for proposals from Canadian firms for that work is expected to be issued in January or February. The contract would cover maintenance and support over a 20-year period. Canadian aerospace firms had originally wanted to provide the aircraft and on-board equipment, and in 2013 a number of companies responded when the federal government initially outlined its need for such planes. But the Canadian military decided it needed the planes more quickly than they believed Canadian companies could deliver. The military was also concerned there could be delays if the on-board sensor equipment used was subject to U.S. security regulations. The Canadian companies, however, felt they could meet the military's needs with Canadian-made equipment that wouldn't be covered by U.S. regulations, allowing Canada more flexibility. But the Canadian government instead opted for the American-made solution, which had also been used by Canadian special forces in Afghanistan. The agreement for the aircraft was finalized on April 26, 2019 with the U.S. government. Canadian special forces personnel recently trained with similar surveillance aircraft operated by the U.S. In mid-November members of 427 Special Operations Aviation Squadron and the Canadian Special Operations Regiment, both based in Petawawa, conducted an exercise supported by one of the American aircraft. The U.S. plane operated from the Ottawa airport, and flights occurred between Petawawa and Mansfield-et-Pontefract, Que., according to Canadian special forces. “The intent was to conduct a training and needs assessment to ensure the appropriate personnel are trained and equipped to support the arrival of three Beechcraft King Air 350ER as part of the command's Manned Airborne Intelligence, Surveillance and Reconnaissance project,” Maj.     Deal allows Canada to continue operating aging RCAF VIP aircraft in U.S. airspace

    DAVID PUGLIESE, OTTAWA CITIZEN Two RCAF Challenger aircraft are too old to be upgraded with the modern systems required to meet new regulations for civilian airspace. Canada has cut a deal with the United States to allow two of the military's aging Challenger jets to continue to operate in American airspace despite not having the required new air traffic control equipment on board. The two Royal Canadian Air Force Challenger aircraft, used for VIP transportation and other military duties, are too old to be upgraded with the modern systems required to meet new flight regulations for civilian airspace. The new rules come into effect for the U.S., Mexico, Columbia, Saudi Arabia and the United Arab Emirates on Jan. 1. For most of Europe, those rules will apply starting June 7. In Canada, the rules are being phased in between Jan. 1, 2021, and Jan. 1, 2023. The aviation rules call for increased reliance on data links, new air traffic control surveillance technologies and satellite-based navigation. The regulatory changes are being implemented worldwide and are commonly referred to as ADS-B. Canada had been in ongoing negotiations with the U.S. government and its Federal Aviation Administration (FAA) over the continued use of the Challengers in U.S. airspace. “The RCAF has confirmed with the United States Department of Defense and the FAA that we will continue to operate our aircraft in U.S. airspace under a Memorandum of Understanding,” Department of National Defence spokesman Dan Le Bouthillier said. “This interim measure will allow the RCAF to continue operating its Challenger aircraft in U.S. airspace with established processes and is a reflection of our strong relationship with our American partners.” The memorandum covers a five-year period. “Since two of our Challenger aircraft are not ADS-B compliant, they may still be subject to suboptimal flight routings in parts of the U.S., depending on location, density of air traffic and other factors,” Le Bouthillier added. That could mean, for instance, that the Canadian aircraft might need to be rerouted or take a different flight path if the level of air traffic in an area is high. The RCAF operates four Challenger jets, with the two more modern aircraft already outfitted with the new equipment. The Liberal government has been reluctant to buy new aircraft since it is expected Conservative MPs will try to score political points about planes being purchased for VIPs such as the prime minister before new fighter jets are bought for the RCAF. When the Liberals were in opposition, they criticized the Conservative government's use of VIP aircraft. Some within the RCAF support either replacing the two older Challenger jets or purchasing a new fleet of four aircraft, noting the planes are also used for military missions such as medical transportation of injured personnel. The older Challenger planes are not the only aircraft in the VIP fleet that have faced problems. The RCAF's specialized VIP aircraft used by the prime minister won't be flying until August 2020 because of an accident this fall. On Oct. 19, while being towed into a hangar at 8 Wing Trenton by contracted maintenance personnel, the Polaris aircraft was significantly damaged when it rolled into the back wall of a hangar. Engineering teams from Airbus, the original manufacturer of the aircraft, and General Electric, which made the engines, assessed the damages and have provided an initial repair plan. “We do not have sufficient detail about potential costs, or the attribution of those costs, to provide any detail at this time,” RCAF spokesman Lt.-Col. Steve Neta stated in an earlier email. Neta said the RCAF was confident it could meet travel needs of the prime minister and other VIPs. The RCAF has other aircraft that can be used for VIP transport, including other Polaris planes and as the CC-144 Challenger fleet, depending on the requirements, Neta added. In early December, Prime Minister Justin Trudeau used another Polaris aircraft to fly to a NATO summit in the United Kingdom. After that plane arrived, though, problems were discovered in one engine and the aircraft was deemed temporarily “unserviceable” while it was repaired. That will be done with the support of Harjit Sajjan, the Minister of National Defence and Bernadette Jordan, the Minister of Fisheries, Oceans and the Canadian Coast Guard. They will work together “in bringing forward analyses and options for the creation of Defence Procurement Canada, to ensure that Canada's biggest and most complex National Defence and Canadian Coast Guard procurement projects are delivered on time and with greater transparency to Parliament,” according to the mandate letter issued by Trudeau to Anand. “This priority is to be developed concurrently with ongoing procurement projects and existing timelines.” No timelines were provided for when the options for the new organization are needed. In addition, there are no details on when Defence Procurement Canada would be expected to be up and running.     Calgary, Alberta, December 17, 2019 – The ability to fly unmanned aerial vehicles (UAVs) beyond the visual line of sight (BVLOS) significantly improves their effectiveness and potential. The increased range of BVLOS operations requires real-time airspace situational awareness for the UAV pilot and support crew to ensure safe, repeatable operations. Canadian UAVs and Lockheed Martin Canada CDL Systems have signed a memorandum of understanding to provide an unmanned traffic management solution to meet this challenge. This solution will build a complete airspace picture necessary to conduct unmanned operations beyond visual line of sight in Canada and beyond. “A complete airspace picture is an absolutely necessity to conduct unmanned flights beyond visual line of sight,” said Dustin Engen, Lockheed Martin Canada CDL Systems Business Development Manager. “When combined, Canadian UAV's Sparrowhawk radar and our VCSi product will offer all users this complete picture and provide the necessary situational awareness for BVLOS flights in Canada and abroad.” Lockheed Martin Canada CDL Systems will provide integration support for the vehicle control station software called VCSi, a universal Ground Control System based on more than 1.5 million flight hours in military and commercial flight operations. Canadian UAVs will integrate their low-cost, ground-based radar, Sparrowhawk, into VCSi to provide users with a complete airspace picture of manned and unmanned aviation tracking with collision avoidance. Sparrowhawk has been instrumental in Canadian UAVs' first permitted BVLOS flights outside of restricted airspace in Canadian history.     Against Army’s wishes, Congress primes pump to buy newest CH-47 variant for active force

    By: Jen Judson WASHINGTON — Congressional appropriators and authorizers have increased advance procurement funds for the newest variant of the CH-47 Chinook cargo helicopter as preparation to supply the aircraft to the Army's active force, even though the service asked to only buy a small number of the helos in fiscal 2020 for special operations. The service's decision to cut the aircraft from the active force was based on the need to free up future cash to cover the cost of an ambitious plan to buy two new future vertical lift aircraft for long-range assault and attack reconnaissance missions. But Congress has gone against the Army's wishes to divert funding away from procurement for the active force, instead adding $28 million in FY20 funding — in both the recently released spending and policy bill conference reports — for advance procurement to begin to prime the pump to restore CH-47F Block II deliveries to the conventional Army. The cut the service made would only buy 69 special operations variants — or "G" models. The original plan was to procure 473 "F"-model Block II helicopters for the active force. The Army approved the Block II effort to move into the engineering and manufacturing development phase in April 2017, and the program officially began in July 2017. In October 2018, the first two EMD Block II Chinooks were already on the assembly line with plans to fly in mid-2019. Boeing, which manufactures the aircraft, expects a production decision in July 2021. While $28 million won't get the service much, based on the original plan the Army would start building five CH-47F Block IIs in 2021 meant for the active force. The advance procurement in FY20 would support buying longer-lead items from suppliers, but is still a stretch to claim that the additional funding restores the program. Those five aircraft would be delivered in 2023 based on Boeing's typical three-year lead time to build an airframe. It remains to be seen whether the congressional plus-up will prompt the Army to restore funding for the five CH-47F Block IIs in its FY21 budget request due out early next year. It's also unclear how many of those long-lead parts procured in FY20 could be used in G-model aircraft or are exclusive to F-models. Therefore, it's also murky how much of the $28 million in parts might be wasted if the Army sticks to its plan to only procure G-model aircraft. The Army has indicated it might reconsider the CH-47F Block II cut; the FY21 budget request, when it is released, will likely reveal the Army's decision. Shortly after the service's plan to cut the CH-47F Block II was revealed in its FY20 budget request, then-Army Vice Chief of Staff Gen. James McConville, who is now chief, told reporters the Army was comfortable with its decision, but tempered that, adding: “I think in two to three years, we will have a better idea about where we are, as far as developing the helicopters we talked about, and that will drive the decision.” McConville was referring to the Army's plan to buy two future vertical lift aircraft. The same day, then-Army Secretary Mark Esper, who is now defense secretary, told another group of reporters that the service would not be rethinking its plans to build CH-47 Block IIs for the conventional force. The Army has also claimed it is pursuing foreign military sales of its CH-47F Chinooks to soften the blow from cuts made to its intended buy of the Block II variant, but none of the possible sales — to the United Kingdom or to the United Arab Emirates — were newly in the works at the time. And neither country has plans to buy Block II variants.     WASHINGTON — BAE Systems Chief Executive Jerry DeMuro will hand over leadership to Tom Arseneault next year, the company announced Tuesday. Arseneault will transition from chief operating officer to CEO of the U.S. subsidiary of U.K.-based BAE Systems plc in April, with DeMuro taking on a newly created role of executive vice president of strategic initiatives. DeMuro will also continue to serve on the board of directors. “I think it is one of the primary responsibilities you have, as a CEO, to develop the talent,” DeMuro told Defense News when asked about succession planning in an exclusive interview Dec. 7, during the Reagan National Defense Forum. “And leadership succession, in particular CEO succession, isn't always smooth. I think this is a natural progression, making it smooth for our customers, our shareholders, all stakeholders and our employees. “It's just about progressing to that point where we on the board feel it's time to hand that baton off.” DeMuro has served as CEO since 2014, when he succeeded Linda Hudson. Among his key priorities during the last five years has been unifying a business primarily born out of acquisition. With Tom's April appointment, Jerry will transition to an advisory role, providing advice and counsel to leadership with both BAE Systems Inc. in the U.S. and BAE System plc in Europe on a number of priority programs. Within the scope of his responsibilities will be chairing the internal program reviews for several key international pursuits. He will also continue to advance the defense industry's positioning regarding evolving cybersecurity requirements. Arseneault, who in May also added “president” to his title and was elected to the company's board, is currently responsible for delivering business and functional performance across the company's three sectors. He's been with BAE for 22 years, having previously served as president of the company's electronic systems sector and executive vice president of the product sectors. “If you've been watching, we had him as the COO [chief operating officer] for several years. I also had him doing strategy and corporate development, and rounding out his portfolio" across the various business units, DeMuro said. “[I]t's just about getting him prepared, and making sure our stakeholders are comfortable.” BAE is currently in low-rate production for the U.S. Army's Armored Multi-Purpose Vehicle to replace the M113 armored personnel carrier and family of vehicles. It's also scheduled to deliver its prototype for the Mobile Protected Firepower vehicle program by 2021 — required ultimately to be a 105-120mm cannon and a tracked vehicle that can withstand a classified level of enemy fire. DeMuro has pointed to electronic warfare as another key priority area for the company, delivering capabilities to the F-35 and all other fifth-generation fighter jets, as well as precision-guided munitions and technologies that support space resiliency.     Graham Warwick Counter-drone systems continue to proliferate on the market, but technical and operational challenges in countering small unmanned aircraft systems (UAS) have not yet been fully surmounted, says a new report by the Center for the Study of the Drone at Bard College, New York. The second edition of the Center's Counter-Drone Systems report lists 537 systems marketed by 227 companies in 38 countries, up from 235 in the first edition published in February 2018. This is despite removing 24 products from the database that no longer appear to be available. Citing a March 2019 solicitation by the Pentagon's Defense Innovation Unit which said “it has proven difficult to identify and mitigate threats using currently fielded technologies,” the report says “dozens of background interviews with military and law enforcement personnel have validated this assertion.” The challenges extend beyond the issue of effectiveness “and include complex questions around safety, practicality, policy and legality,” says the report's author, Arthur Holland Michel, founder and co-director of the Center. When it comes to detection effectiveness, radar may struggle to pick up small UAS flying close to the ground, while cameras might confuse a drone with a bird or aircraft and be degraded by poor weather, low visibility and strong sunlight. Electromagnetic interference may degrade the detection performance of radio-frequency sensors, with many potential sources of interference in urban areas. Radar, some RF systems and electro-optical/ infrared (EO/IR) sensors require line of sight to the drone, which can be problematic in urban areas. Acoustic sensors and RF detection systems rely on a library of sounds and signals emitted by known drones, but given the rapid rate at which drones are emerging on the market “even libraries that are updated often will never cover 100% of the drones that might be operating,” the report says. A major detection issue is the level of false negatives and false positives, the report said, noting that results of FAA testing of counter-drone systems showed distinguishing true positives from false positives in cluttered environments required a high level of manpower. Distinguishing between legitimate and illegitimate drone use is another issue. Remote identification technology and the FAA's pending Remote ID rulemaking, “may go a long way to addressing this issue once implemented, but it will not be a total fix,” the report says. There is a short time window available in which to respond to a drone threat and potential dangers posed to bystanders by some counter-drone interdiction techniques. Long-range systems such as lasers and high-power microwaves “could pose a serious threat to aircraft operated above the targeted drone.” In terms of interdiction effectiveness, the report points to results of a 2017 counter-UAS event staged by the U.S. Joint Improvised Threat Defeat Organization that showed the drones were resilient against damage. “More recent C-AUS exercises indicate this problem remains an enduring one,” it says. Jammers have no effect against drones operating autonomously without an active RF link; many signal jammers have an effective range of only a few hundred meters; spoofing systems may not be universally effective; and all kinetic systems may struggle against drones moving fast or in unpredictable patterns. Drone technology, meanwhile, is not standing still, the report says, noting research underway on UAS that can operate in GPS-denied environments, negating jamming, and are capable of actively defeating jamming or spoofing attacks. Consumer drones may soon be controllable via mobile LTE networks rather than an RF link, the report says. LTE drones could be operated at essentially unlimited range and “would be difficult or dangerous to interdict with jamming systems without interfering with ubiquitous cellular communications,” it says. The proliferation of counter-UAS systems will inevitably accelerate the development of technology to render them less effective, the report concludes, by programming drones to maneuver in patterns that make them hard to detect by automatic target algorithms. The report also highlights the challenges posed by drone swarms. “A swarm doesn't have to be dynamic or truly autonomous to achieve these effects: 10 individual drone operators flying 10 drones in unison may just be as difficult to defend against as a true autonomous swarm of 10 aircraft,” it says. https://aviationweek.com/defense-space/study-counter-drone-systems-proliferate-challenges-endure
