    The Government of Canada will award up to $500,000 to innovative Quebec start-ups January 23, 2019 – Montréal, Quebec – Canada Economic Development for Quebec Regions (CED) The audacity and ingenuity of young innovative entrepreneurs is key in propelling Quebec into the economy of tomorrow. It is for this reason that the Government of Canada is launching a new initiative today aimed at helping these young entrepreneurs realize their business projects: the CED Fast Forward Challenge. The Challenge will allow dynamic young entrepreneurs to seize opportunities presented by ever-changing economic and technological conditions. The Challenge is being launched today by the Honourable Marc Garneau, Minister of Transport and Member of Parliament for Notre-Dame-de-Gr'ce—Westmount, who is extending an invitation to young people across Quebec who have entrepreneurial flair and who work in the high-tech sector to submit their business plans to Canada Economic Development for Quebec Regions (CED) between February 8 and April 1, 2019.     Government inaugurates new armoury for Halifax Army Reserve

    January 23, 2019 – Halifax, Nova Scotia – National Defence / Canadian Armed Forces As outlined in Canada's defence policy, Strong, Secure, Engaged, the Government of Canada is investing in modern, functional, and green defence infrastructure to support the evolving needs of our military. Today, Bernadette Jordan, Minister of Rural Economic Development and Andy Fillmore, Parliamentary Secretary to the Minister of Canadian Heritage and Multiculturalism, on behalf of Harjit S. Sajjan, Minister of National Defence, participated in a ribbon-cutting ceremony for the new Willow Park Armoury in Halifax. Valued at $55.2 million, this project was completed on time and under budget, and provided significant economic opportunities for the local Halifax community by creating an estimated 250 jobs during construction. The new 8,574-m2 armoury will bring together three units from the Army Reserve in Halifax, the 36 Service Battalion, 36 Signal Regiment, and 33 Field Ambulance. It includes a modern administration and training space, facilities for storing and maintaining equipment, common mess areas, a large drill hall, and an outdoor compound for military vehicles. This new facility will provide these units with the required space and facilities to carry out critical operational and training exercises, while also accommodating their future growth. Dexter Construction Company Ltd. was awarded a contract for the demolition of a third obsolete building. Completed in August 2018, the new armoury was designed to meet Leadership in Energy and Environmental Design (LEED®) Silver standards, and incorporates green building concepts to minimize its footprint.     Teams Will Test Concepts for Exploring Underground in SubT Integration Exercise

    In early April, nine qualified teams will attempt to remotely navigate the dark and dirty corridors of Edgar Experimental Mine in Idaho Springs, Colorado, in preparation for the Circuits Stage of the DARPA Subterranean (SubT) Challenge later this year. The SubT Integration Exercise, known as STIX, offers teams an opportunity to try out their technologies, including robotics, sensors, and communications solutions, in a representative environment. The locations for the Circuits Stage events have not been announced. The Subterranean Challenge seeks to revolutionize how first responders and warfighters operate in human-made tunnel systems, urban underground settings, and natural cave networks that are too dangerous, dark, deep, and unknown to risk human lives. Teams are competing to develop breakthrough technologies that rapidly and remotely map, navigate, and search subterranean environments. To qualify for STIX, teams were required to demonstrate baseline performance capabilities and appropriate safety measures.     Understanding Warfighter Performance from the Inside Out

    Measuring Biological Aptitude (MBA) aims to identify, understand, and monitor in real time the biology that underlies success in specialized roles A new program out of DARPA's Biological Technologies Office could help the Department of Defense enhance and sustain military readiness both by revolutionizing how troops train, perform, and recover, and by mitigating shortages of highly qualified candidates for extremely specialized roles. The anticipated outputs of the Measuring Biological Aptitude (MBA) program are a set of biomarkers — measurable indicators of biological processes — that correspond to traits of highly effective performance in a given role, along with new tools to measure and report on those biomarkers in real time. This information will enable individual warfighters to understand and affect the underlying biological processes that govern their success. MBA technologies could improve training, team formation, mission performance, and post-mission recovery, yielding a better prepared, more effective, more resilient force. At its core, MBA seeks to shed light on the biological factors and processes that support peak performance in each of a set of military specializations. The research will work backwards from phenotypes — that is, how an individual's fixed genetic code expresses as externally observable cognitive, behavioral, or physical traits — and attempt to establish the biological mechanisms that translate underlying genetic makeup into phenotypic traits. At present, those mechanisms of translation — also known as expression circuits — are largely a mystery. MBA researchers will develop new assays and technologies to monitor and report on the biomarkers that reveal the activity of key expression circuits. “With existing technology scientists are able to read out genotype and measure and observe certain aspects of phenotype. Most of what happens in between is a black box,” said Eric Van Gieson, the MBA program manager. “DARPA believes that the information inside the box — these expression circuits — can be predictive of how an individual will respond to a given stimulus or scenario, and more importantly, we believe it will help inform the individual on how to improve their performance throughout their career.” Researchers supporting MBA will initially analyze samples and other data collected from high-performing troops across select military specializations to identify biological signatures of successful performance in each of those roles and determine how they can be measured. For instance, maintaining a lowered heart rate during combat is a valuable trait and easily measured with existing wearable technology. Adaptable problem solving, resilience, and cognitive flexibility are extremely valuable, but less easily measured. MBA analyses should reveal an array of such traits and the expression circuits responsible for them. If DARPA succeeds, the resulting MBA system could support military readiness in various ways. The first improvement relates to how the military initially evaluates recruits and subsequently develops candidates for specialized roles. Many of these roles currently suffer from shortages of qualified candidates, even as more pervasive use of complex technologies and an expanding set of mission profiles are increasing demand for uniquely skilled personnel. For at least the past 50 years, initial assessment of military service members has remained essentially unchanged, comprising a basic medical screening, a standardized physical readiness test, and a written test known as the Armed Services Vocational Aptitude Battery (ASVAB) for enlisted personnel. Scores on the ASVAB feed into the preliminary determination of an individual's qualification for certain military occupational specialties. As a service member's career advances, future placement into other roles does not follow a prescribed protocol and can be based in large part on subjective measures. Against this backdrop, MBA technology could increase the objectivity of the criteria used by military selection committees, remove biases, and raise the baseline of performance for incoming recruits. Additionally, by taking biology into account, the results from MBA measurements could reveal to individuals career options that might not be apparent based on commonly accepted, externally observable traits alone. The second improvement ties to training, both before and after an individual pursues a military career. MBA technology could allow a user to assess his or her personal potential for specialized roles and proactively nurture the traits that are characteristic of successful performers. “Genotypes are fixed, but phenotypes are not. Biology is fundamentally adaptable, and that is the key to enabling performance improvements,” Van Gieson said. “What we're planning to deliver with MBA is a set of continuously updated information that empowers individuals to track their progress throughout their careers and quickly identify what aspects of training and preparation are the most productive.” Third, during missions commanders could employ real-time reporting of changes in service members' biomarkers to inform how a military operation unfolds, adding a layer of biological awareness to provide a more complete assessment of the mission space. Commanders could shift resources or adjust strategies and tactics based on how squad members are performing. Following a mission, biomarker reporting could likewise guide recovery practices and indicate potential health issues. The overall MBA program will be informed by consultations with independent expert advisors in the ethical, legal, social, and regulatory aspects of the work, with particular emphases on privacy, data protection, and responsible utilization of data by individuals. MBA performer teams will be required to provide medical guidance as part of any human study through an embedded genetic counselor, sports therapist, or similar specialist. “Human beings are extremely complex, and although we expect to gain valuable new insights by measuring biology, we also understand that people are not locked into predetermined fates,” Van Gieson explained. “Any breakthroughs we achieve in the MBA program will necessarily be used to address shortages in critical roles by expanding opportunities, not limiting them. If we can provide people with information on their unique biology, and empower them to affect and measure gains in key traits, we'll have opened career pathways that they may not have previously considered.” DARPA will hold a Proposers Day on February 12, 2019, in Arlington, Virginia, to provide more information about MBA and answer questions from potential proposers. Il s'agit de pouvoir moderniser des capacités clés, ce qui signifie un carnet de commandes bien rempli pour les industriels de l'armement. Pour autant, et comme l'avait déjà dit le président Macron en juillet 2017, « l'intérêt des armées doit primer sur les intérêts industriels. » Plus tard, lors de ses voeux aux Armées en janvier 2018, il avait remis une couche en évoquant un « meilleur rapport coût-efficacité » s'agissant des matériels. « L'État est aux côtés de ses industriels, il l'est pour les besoins de ses armées comme à l'export, mais j'attends la même exigence, la même transparence et le même esprit de responsabilité de nos industriels de défense. [...] Nous investissons [...] pour avoir les meilleurs prestations possibles », avait-il affirmé. Depuis, la transformation de la Direction générale de l'armement [DGA] a été amorcée.     By: Jarosław Adamowski WARSAW, Poland — Latvia's public procurement watchdog IUB has stopped the defense ministry from signing a contract worth about €181 million ($206 million) to buy four-wheel-drive armored vehicles from Finland's Sisu Auto after two bidders, AM General from the United States and SouthAfrica's Paramount Group, filed complaints on the tender. Auditors have given the the ministry three months to overhaul the procedure of evaluating all vendors' offers. The development follows another round of controversy surrounding the procurement, as state-run broadcaster LSM reported that an adviser to Defense Minister Raimonds Bergmanis had lobbied for Paramount Group. The aide denied the allegations, saying he was not a member of the tender committee and he had not lobbied for the company since the procedure was launched. Bergmanis said he trusted the source-selection committee and had “no doubt about the persons that implemented the tender”. The defence ministry ranked Sisu Auto's offer as first, followed by the bids submitted by AM General, Turkey's Otokar, and Paramount Group, respectively.     India launches first private-sector howitzer facility

    Rahul Bedi, New Delhi - Jane's Defence Weekly India's Larsen & Toubro (L&T) officially launched the country's first private-sector Armoured Systems Complex (ASC) on 19 January, in which the Indian Army's (IA's) K-9 Vajra (Thunderbolt) – a variant of the Hanwha Techwin K-9 Thunder 155 mm/52-calibre tracked self-propelled howitzer (SPH) – is already being built. Spread over 40 acres and located in the western coastal town of Hazira, the ASC, which was inaugurated by Prime Minister Narendra Modi, will be used to construct and integrate armoured platforms such as SPHs, future infantry combat vehicles and main battle tanks under the government's ‘Make in India' initiative. The company pointed out in a statement that it has already built 10 of the 100 K-9 SPHs ordered by the IA in mid-2017 for INR45 billion (USD630 million), which were handed over to the IA in November 2018: several months ahead of schedule. Delivery of the remaining SPHs is expected to be completed within the next 22 months. According to Ministry of Defence spokesperson Colonel Aman Anand, the first K-9 Vajra regiment is set to become operational by July.     Rheinmetall and BAE Systems to create a UK based Land Systems Joint Venture

    Rheinmetall and BAE Systems today announced that they have signed an agreement to create a joint UK based military vehicle design, manufacturing and support business. The new Joint Venture will be headquartered at BAE Systems' facility in Telford, England and will sustain over 400 jobs in the UK, as well as preserve key technology and engineering skills. Rheinmetall will purchase a 55% stake in the existing BAE Systems UK based combat vehicles business, with BAE Systems retaining 45%. The establishment of the new Joint Venture is subject to regulatory approvals which are anticipated to be completed in the first half of 2019. Once the approvals have been completed, the Joint Venture will be known as Rheinmetall BAE Systems Land (RBSL). In addition to managing and growing the existing combat vehicle support business, the intent is for the new Joint Venture to play a major role in the delivery of the British Army's new Mechanised Infantry Vehicle (MIV) and other strategic combat vehicles programmes. The combination of Rheinmetall's military vehicles technology and products with the additional capabilities and products brought to the Joint Venture by BAE Systems, such as Trojan, Terrier, Warrior, military bridging and the AS90 self-propelled artillery system will create a European market leader in the military vehicle sector. RBSL will have the potential to create hundreds of additional UK jobs, both in Telford and the wider supply chain. While initially focused on these major UK programmes, RBSL will also form an integral part of Rheinmetall's Vehicle Systems Division and will participate in and contribute to various global military vehicle pursuits and contracts.
