    Navy divers to have automated logging from worn dive computers

    By Bobby Cummings, Office of Naval Research, ARLINGTON, Virginia (NNS) -- For U.S. Navy deep-sea divers, time is of the essence. While operating 100 feet down, with little to no natural light—often in frigid temperatures and limited oxygen—time is everything. But for divers, time remains a precious commodity on the surface as well. For years, military divers have had to manually write and log information from dives while at sea into a system known as the Dive/Jump Reporting System (DJRS). Manual entries can be time-consuming and allow human error. Enter the Office of Naval Research (ONR) Global TechSolutions program, a rapid-response science and technology program focused on solutions to problems submitted by Sailors and Marines. ONR TechSolutions and industry partners have created a new tool called the Scuba Binary Dive Application (SBDA) 100 to digitally plan, record and report dive-profile information to DJRS. The application will accelerate the process of logging and uploading dive information, and will help eliminate potential data-entry mistakes. The idea originated from Force Master Diver Scott Brodeur, Naval Expeditionary Combat Command. “Scott has completed over a thousand dives during his career and he recognized the need to make the logging and reporting process more efficient for his peers,” said Jason Payne, TechSolutions acting program manager. The SBDA 100 is a software application on a ruggedized tablet used to log, compute and accurately compile dive-profile data. The data, collected from a wrist watch that divers wear during operations called a Navy Diver Computer, includes dive site conditions, equipment used by the divers, dive events, such as, when a diver left the surface or left the bottom of the ocean floor, and if the dive required decompression stops. SBDA 100 syncs this information and automatically uploads it to DJRS. “For years, I witnessed how many hours it takes to manually log dives—watching the young guys that have to—at the end of a long 12 to 14-hour-day—come back and manually go through the dive logs and write everything down, and double check it and triple check it,” said Brodeur. During a recent training exercise in the Gulf of Mexico, Brodeur, the Naval Experimental Dive Unit and other U.S. Navy divers stationed around the globe had the opportunity to test the technology for the first time. “The designers gave me a crash course on how to operate the technology,” said Chief Navy Diver Marshall Goble, ship repair facility, Yokosuka, Japan. “I used the device as a primary but still used the ‘old school' way and wrote down the information as well. Both calculations came out 100 percent accurate. I found the tablet easier to use, and I have no doubt it's going to streamline efficiency.” Throughout the process of the development of the SBDA 100, ONR TechSolutions has worked in conjunction with Space and Naval Warfare Systems Command (SPAWAR) Atlantic; industry partner Intelligent Automation Inc.; and Naval Surface Warfare Center (NSWC) Panama City, which is the home of the U.S. Naval Diving and Salvage Training Center. SPAWAR served as the principal investigator and NSWC Panama City provided technical support and hosted the training and demonstration of the SBDA 100 at sea. “The technology has tested very well,” Brodeur said. “It's a testament to the value of the ONR TechSolutions program and everyone who worked on this project. Witnessing this idea come to fruition and have it be built, demonstrated, designed and ready for use is pretty exciting.” Watch a video of the demonstration.     NGEN-R: What is the Navy thinking?

    By: Amber Corrin The Navy released a long-awaited final request for proposals Sept. 18 for the re-compete of its Next Generation Enterprise Network contract. But it's part one of two, covering only the hardware side of things as the service looks to overhaul its Navy-Marine Corps Intranet. According to analysts at Deltek, each piece of the NGEN-R request is valued at roughly $250 million over a three-year period, per estimates from Space and Naval Warfare Systems Command. That's significantly lower than NGEN's original $3.5 billion price tag. Specifically, the RFP seeks hardware devices for use on the Department of Defense's classified and unclassified networks, including desktops, laptops, two-in-one detachable devices, tablets, ultra-small desktop computers, as well as thin- or zero-client devices. A single device could serve multiple users and associated accounts, according to the RFP. But for the roughly 400,000 devices NGEN-R looks to replace, the service in particular is looking at an end-user hardware-as-a-service arrangement. “It's breaking out the services that are being provided in a way that allows us to gain most effective advantage of how industry does business today,” Capt. Don Harder, deputy program executive officer for Navy enterprise information systems, told Federal Times in a recent interview. “The end user of hardware and devices as its own separate contract, there are those suppliers out there that that's what they specialize in. By breaking that out into its own contractual component within the NGEN-R construct ... we believe will allow us to get more effective advantage to pricing on those components.” The language in the RFP solidifies Harder's thoughts as part of the statement of work. “In acquiring EUHWaaS, the Government is only acquiring the service of using an EUHW device. This is not a purchase, and titles for all EUHWaaS devices remain with the Contractor,” the RFP states. “EUHWaaS includes the provisioning, storage of spares, configuration, testing, integration, installation, operation, maintenance, [end-of-life] disposal of NIPRNet and SIPRNet EUHW, and internal storage device removal and destruction requirements.” Bids for the hardware piece of NGEN-R are due Nov. 19. The second part of the NGEN-R RFP, service management integration and transport or SMIT, is expected in the next 30 days, according to a Navy spokesman. SMIT will cover much of NMCI's backbone and functionality, including services ranging from help desk to productivity suites to network defense — and how they're technically provided. Splitting NGEN-R into two separate contracts was an intentional move designed, at least in part, to give the Navy greater flexibility in the capabilities available to users, and the options for buying them, as technology evolves. “We are modifying how the services are broken out in a way that it allows us to sever some of those services as new mechanisms [and] provide [them as they are] brought into play or brought to our attention,” Harder said, using cloud capabilities as an example. “We may allow a mechanism to pull some of those into either a hybrid cloud or a cloud solution in the future. If so, it may go on a separate contractual vehicle at which point in time we would sever those services away from the SMIT vehicle. So, we're looking at how we take those services and how we manage them contractually, which would allow us, again additional flexibility later on down the road.” Harder said that throughout the development of NGEN-R, he's been eyeing not just the Navy, but also the broader government to benefit from the new approach. “We're building in that flexibility that allows the government the ability in the future even to find components of services that can be done in a more effective or efficient way [and] either sever them or modify them separately as opposed to having to break apart the entire contract to do something,” he said. The hardware piece of NGEN-R was released less than two weeks after Navy officials announced a one-year, $787 million extension to the incumbent provider, Perspecta. Harder declined to put a dollar figure on the NGEN-R contract, as did other Navy officials. The RFP comes after several delays — officials previously had said the contract would be up for bidding this summer. According to Harder, prior to release the RFP had to be approved by leadership at the Office of the Assistant Secretary of the Navy for research, development and acquisition, as well as the Office of the Secretary of Defense's Defense Procurement and Acquisition Policy office. Harder said the Navy has taken extra time to shore up “the education piece” — ensuring the contracting process meets leaders' expectations, particularly with the new strategy. And IT modernization also has come into play, with officials from the broader DoD looking to NGEN as a possible model or even contract vehicle for defense networks down the line, he said. “We need to ensure that what we have placed in the contract and how we're going about the contract meets leadership expectations. And because we are doing things in a different way, that's taking a little bit of time,” Harder said. The Navy's approach to running NMCI today is “one of the more cost-effective ways of managing networks.     Future Pakistan-Turkish defense cooperation likely to be incremental, for now

    By: Usman Ansari ISLAMABAD — Pakistan's ambassador to Turkey pledged this week to increase defense cooperation between the two countries to new levels, but after a string of recent deals, analysts believe further cooperation will be incremental. Speaking to Turkey's Daily Sabah, Muhammad Syrus Sajjad Qazi highlighted defense relations such as recent deals for platforms like the T-129 helicopter gunships and Milgem corvettes, which he said would further improve as the countries continue to explore new opportunities. The existing deals alone are likely to see substantial offsets and technological input for Pakistani industry, and build upon existing supply of defense technology critical for all three branches of Pakistan's military. Pakistan's defense industry generally lags behind other nations, and has struggled to offer much in return bar a deal for the PAC Super Mushak basic training aircraft, further highlighting the importance of the relationship between Ankara and Islamabad. Asked exactly how that relationship may further improve, Brian Cloughley, and author, analyst, and former Australian defense attaché to Islamabad, said there is room to do so. He highlighted training as one area of cooperation, thanks to tensions between Pakistan and the U.S., along with armored personnel carriers and future orders of helicopters. While Turkish AFV-related technology is already finding its way onto Pakistani APCs and tanks, Pakistan is exploring options to supplement or even replace its M113 type APCs, perhaps with an IFV design, with Turkey's Kaplan or Tulpar IFV programs potentially of interest. Turkey's T625 multirole transport helicopter may also be considered to replace Pakistan's range of legacy types. Both countries also have active fifth generation fighter development projects, but analysts believe this level of cooperation is presently a step too far. Justin Bronk, an analyst with the RUSI think tank, raises concerns given “the lack of any proven domestic capacity in both Pakistan and Turkey to produce a fifth-generation fighter, than with any issues around security or industrial interests.” “Neither country is in any position to develop such capabilities for the foreseeable future without massive external assistance and technology transfer,” he said That idea is echoed by author, analyst, and former air force pilot Kaiser Tufail, who nevertheless stresses their respective fifth generation programs “must continue for a long-term goal of manufacture”. Tufail believes both nations should co-operate on an interim type of jet, with some of the technical characteristics of a full fifth-generation fighter “rather than jumping straight to a full-capability fifth generation fighter.” Though new to aircraft manufacture, he believes Pakistan has gained a slight edge over its potential partner, having co-produced the JF-17, “essentially a Chinese design based on PAF's specifications”, though there is still “need for collaboration in design and production of any new fighter.” Turkey in comparison, though having license produced F-16s, lacks comparable modern fighter design experience. Their close relationship makes fighter co-production “logical” though, he said.     Obscure Pentagon Fund Nets $2B, Sets Pork Senses Tingling

Donnelly The Pentagon will soon have received about $2.3 billion in the last nine years — money the military never requested — for a special fund intended to help replace earmarks after Congress banned them, our analysis shows. Buried deep inside the $674.4 billion Defense spending measure for fiscal 2019 that the Senate is expected to vote on this week is a chart with one line showing a $250 million appropriation for the Defense Rapid Innovation Fund, the latest installment of sizable funding for a largely unknown program that quietly disburses scores of contracts every year. To supporters, the fund is a way to bankroll innovative systems that the military may not yet know it needs. To critics, the fund is just earmarking by another name. The kinds of systems that net contracts from the innovation fund run the gamut. In fiscal 2016, they included programs to demonstrate artificial intelligence systems for aerial drones, anti-lock brakes for Humvees and underwater communications systems for undersea drones. The systems may be technologies for which the military services have not yet established a requirement because they may not know what is technically possible. It is not clear how many of the systems actually become operational. The defense fund's eclipsing of the $2 billion mark comes as debate heats up in Washington over whether to revive earmarks. And the special account highlights key elements of that debate. Talk of earmarks 2.0 Earmarks have generally been defined as parochial spending, directed by lawmakers and received by people who have not competed for it. In 2011, after earmarks were tied to several scandals and spending projects seen as excess, Congress barred them — or at least a narrow definition of them, critics contend, noting that, among other loopholes, committees could still add money for parochial projects without spelling out who supports them. President Donald Trump suggested earlier this year that a return of earmarks, which were often used in horsetrading for votes, might be beneficial. Minority Whip Steny H. Hoyer of Maryland, has suggested he would aim to bring back earmarks if his party takes control of the House next year. The senior Democrat on Senate Appropriations, Patrick J. Leahy of Vermont, has also supported a comeback for the practice. Republican leaders are less vocal right now, but many of them also support a return to earmarks. “I don't doubt that the next organizing conference for the next Congress will probably wrestle with this issue,” outgoing House Speaker Paul D. Ryan told reporters earlier this month. Account quietly amasses funds The Defense Rapid Innovation Fund was launched in 2010 (first as the Rapid Innovation Program) in the fiscal 2011 defense authorization law. It was a way to capture what proponents called the innovative spirit of programs called earmarks that were clearly about to be banned. Unlike earmarks, the defense fund's money would be competitively awarded by the Pentagon, not directed by Congress, supporters of the idea pointed out. Democrat Norm Dicks, then a senior Defense appropriator, and other advocates of the program described it at the time as a way to capture the innovation among smaller companies, including many who had received earmarks. “We have not always had an adequate way of bringing these smaller firms and their innovation into the defense pipeline,” Dicks said in 2010. Each year since its creation, the fund has received another installment of funds, never less than $175 million or more than $439 million. The program has awarded several hundred contracts, averaging about $2 million each, mostly for small businesses with technologies that were relatively mature and that could address some military need, according to a fiscal 2017 Pentagon summary of the program's results.     As deadline nears, Senate approves $674 billion defense budget bill

    By: Leo Shane III and Joe Gould WASHINGTON — With the fiscal year winding down, Senate lawmakers on Tuesday advanced a multi-agency appropriations deal that would prevent a government shutdown and give the Defense Department its full-year budget on schedule for the first time in a decade. The measure, which provides for more than $606 billion in base defense spending and nearly $68 billion more in overseas contingency funds, is in line with White House requests and spending targets outlined in the annual defense authorization bill approved earlier this summer. “After subjecting America's all-volunteer armed forces to years of belt tightening, this legislation will build on our recent progress in rebuilding the readiness of our military and investing more in the men and women who wear the uniform,” Senate Majority Leader Mitch McConnell, R-Ky., said before the Senate vote. The funding total — approved by a 93-7 vote — amounts to an increase of more than 3 percent for military spending in fiscal 2019, but as important as the boost is the timing of the measure. In recent years, Congress has struggled to pass any appropriations measures before the start of the new fiscal year, relying instead on a series of budget extensions to avoid partial government shutdowns. That has infuriated Pentagon leaders, who have said the fractured appropriations process prevents them from keeping equipment purchases and new program starts on time. If the House finalizes the appropriations measure next week and President Donald Trump signs it into law in the following week (all parties involved have already signaled they expect to do so ), it will mark the first time since 2008 that Congress and the White House have passed their spending plans on time. Senate Armed Services Committee Chairman Jim Inhofe, R-Okla., called that “a major victory” for Congress and the military. The measure funds a 2.6 percent pay raise for troops starting next January and a boost in military end strength of 16,400 spread across the active-duty and reserve forces. Operation and maintenance spending totals $243.2 billion of the defense total, and research and development efforts another $96.1 billion. Defense health and military family programs would receive $34.4 billion. The appropriations fund 13 new Navy ships ― including three DDG-51 guided missile destroyers and two Virginia-class submarines ― 93 F-35 aircraft, 58 UH-60 Black Hawk helicopters, 66 AH-64 Apache helicopters, 13 V-22 aircraft, and $1.5 billion for the upgrade of 135 Abrams tanks. The National Guard and Reserve Equipment Account would also see a $1.3 billion boost from the appropriations plan. In order to avoid political fights over non-defense spending levels, lawmakers agreed to package the military budget bill with the full-year funding for the Departments of Health and Human Services, Labor, and Education. In addition, the legislation contains a budget extension for a handful of agency budgets lawmakers have not yet finished negotiating. The move will prevent a government shutdown at the end of the month, when the fiscal year ends. Several senators lamented before the vote that all of the appropriations bills have not yet been finalized, but for the first time in years, defense advocates aren't among those complaining.     Congress to buy 3 more LCS than the Navy needs, but gut funding for sensors that make them valuable

    WASHINGTON — Congress loves buying littoral combat ships, but when it comes to the packages of sensors and systems that make the ships useful, lawmakers have been less enthusiastic. In the 2019 Defense Department funding bill that just left the conference committee, lawmakers have funded a 33rd, 34th and 35th littoral combat ship, three more than the 32-ship requirement set by the Navy. But when it comes to the mission modules destined to make each ship either a mine sweeper, submarine hunter or small surface combatant, that funding has been slashed. Appropriators cut all funding in 2019 for the anti-submarine warfare package, a variable-depth sonar and a multifunction towed array system that the Navy was aiming to have declared operational next year, citing only that the funding was “ahead of need." The National Defense Authorization Act had authorized about $7.4 million, still well below the $57.3 million requested by the Navy, citing delays in testing various components. Appropriators are also poised to half the requested funding for the surface warfare package and cut nearly $25.25 million from the minesweeping package, which equates to about a 21 percent cut from the requested and authorized $124.1 million. Nor are this year's cuts the only time appropriators have gone after the mission modules. A review of appropriations bills dating back to fiscal 2015 shows that appropriators have cut funding for mission modules every single year, and in 2018 took big hacks out of each funding line associated with the modules. The annual cutting spree has created a baffling cycle of inanity wherein Congress, unhappy with the development of the modules falling behind schedule, will cut funding and cause development to fall further behind schedule, according to a source familiar with the details of the impact of the cuts who spoke on background. All this while Congress continues to pump money into building ships without any of the mission packages having achieved what's known as initial operating capability, meaning the equipment is ready to deploy in some capacity. (The surface warfare version has IOC-ed some initial capabilities but is adding a Longbow Hellfire missile system that will be delayed with cuts, the source said.) That means that with 15 of the currently funded 32 ships already delivered to the fleet, not one of them can deploy with a fully capable package of sensors for which the ship was built in the first place — a situation that doesn't have a clear end state while the programs are caught in a sucking vortex of cuts and delays. “This is a prime example of program issues causing congressional cuts which lead to further delays, then more cuts in a vicious cycle," said Thomas Callender, a retired submarine officer and analyst with The Heritage Foundation. The Navy has been pursuing a strategy of buying 32 littoral combat ships and then 20 more lethal frigates now in development. Surface warfare boss Vice Adm. Richard Brown told Defense News in August that both the surface warfare package and the anti-submarine warfare package were on track to be ready in 2019, but that future is now in doubt, Callender said. “The appropriators' FY19 cuts of zeroing out ASW module and cuts to the MCM [mine countermeasures] module will likely delay IOC and operational testing,” Callender said. But the appropriators shouldn't take all the heat, he added. The development of the different modules have hit technical issues and are all drastically behind schedule. The minesweeping package, for example, was initially supposed to deliver in 2008, but now isn't slated to IOC until 2020, a date that will be further in doubt if Congress passes the appropriations bill as it left committee, sources agreed. “The technical development issues and subsequent delays with several modules, especially the ASW and MCM mission packages, contributed to congressional angst and some of these cuts,” Callender said. “Many of these cuts, including the cuts recommended from the House Armed Services Committee and Senate Armed Services Committee for FY19 were reductions in the number of initial modules purchased until they have successfully completed operational testing.” Both authorizers on the House and Senate Armed Services committees and the Appropriations committees have taken hacks at the funding to the modules, but ultimately the National Defense Authorization Act from the services committees is more of a guide for appropriators than a set of handcuffs. Appropriators can fund what they want to fund. A statement from the office of Senate Appropriations Committee Chairman Sen. Richard Shelby, R-Ala., said the committee works with the Navy on these programs and funds what is ready to be funded. “The Committee has worked with the Department of the Navy to understand the mission system test requirements — which have often changed due to variety of reasons — and focused on funding those requirements that are ready for production,” said Blair Taylor, Shelby's communications director. Merry-go-round Part of the reason the program is vulnerable to these cuts in a way that, for example, the Arleigh Burke destroyers are not to the same extent is because of the program's structure. The ships were to be purchased separately and designed to be highly versatile, switching out in a matter of days when pierside from anti-surface systems to countermine systems to anti-submarine systems as the missions changed. But a reorganization of the program in 2016 ordered by Chief of Naval Operations Adm. John Richardson and led by then-head of the Naval Surface Force Pacific Adm. Thomas Rowden changed each of the ships to single-mission ships, with the first few ships slated to be surface warfare variants. But the warfare packages are still being developed under separate programs, leaving them as low-hanging fruit for cuts. “The separation of the mission modules from specific LCS hull procurement does leave them more vulnerable to these type of programmatic cuts,” Callender said. The whole issue is taking on increasing urgency as LCS builders Fincantieri in Marinette, Wisconsin, and Austal USA in Mobile, Alabama, begin pushing ships to the fleet by the handful each year. As of August, the Navy had 15 LCS vessels delivered, with 29 awarded and 11 in various stages of construction. But as the development modules has devolved into a merry-go-round, where cuts beget delays that beget more cuts, the fix in which this puts the Navy becomes more real by the day. The fleet needs the capabilities the LCS modules are supposed to deliver. For example, the Navy is slated to decommission its last Avenger-class minesweeper in the 2020s. This means the minesweeping package really can't suffer too many more delays without greatly increasing the threat posed to the Navy by cheap marine mines, leaving the fleet with only ad hoc solutions for combating them until the minesweeping package can be fielded in numbers. And while there are other ships in the fleet such as the DDGs that can do anti-submarine and anti-surface missions, it's the minesweeping package that has Bryan McGrath, a retired destroyer skipper and consultant with The FerryBridge Group, worried. “I'm concerned that there aren't enough MCM modules coming along fast enough, and I am concerned that there aren't enough LCS in the current plan (four on each coast) dedicated to the MCM mission,” he said. “I'd like to see the LCS plan re-evaluated and more of them devoted exclusively to MCM.” https://www.defensenews.com/naval/2018/09/18/congress-to-buy-3-more-lcs-than-the-navy-needs-but-gut-funding-for-sensors-that-makes-them-valuable

Larter WASHINGTON — The U.S. surface Navy is moving rapidly toward buying a new large surface ship that will replace the aging cruisers, a ship that Navy leaders and experts say will need to be spacious to accommodate future upgrades and weapon systems. The office of the Chief of Naval Operations Director of Surface Warfare, or OPNAV N96, has convened a “large surface combatant requirements evaluation team” to figure out what the Navy's next large ship will look like and what it will need to do. The goal, according to the N96 head Rear Adm. Ron Boxall, will be to buy the first cruiser replacement in 2023 or 2024. The acquisition process should kick off formally next year once a capabilities development document is completed, but a few main factors are driving the size requirement, Boxall said. The fleet is pushing towards designs that can easily be upgraded without a major overhaul. To do that, the Navy thinks its going to need a lot of extra power for more energy-intensive weapons in the future, such as electromagnetic rail guns and laser weapons. “You need something that can host the [size, weight, power and cooling], so it's probably going to be a little bigger," Boxall said. "Flexibility and adaptability, the ability to upgrade quickly, is going to be a key requirement capability. It's got to have room to grow.     Ukraine plans new naval base as US offers more weapons sales

    By JOHN VANDIVER | STARS AND STRIPES Ukraine announced plans to establish a naval base along the Sea of Azov, a move that came a day after the U.S. said it is mulling more military assistance for Kiev to counter Russia's actions. “This (base) will create conditions for rebuffing the aggressive actions of the Russian Federation in this region,” the Ukrainian government said in a statement on Sunday. U.S. military officials have been watching as tensions have increased in the Sea of Azov and the strategic Kerch Strait, which connects Ukrainian port cities to the Black Sea and from there to the Mediterranean. Since April, Russia has delayed the transit of hundreds of commercial ships attempting to sail through the Kerch Strait. Some security analysts have described Russia's actions as a de facto blockade.
