The technology protects pilots by emitting signals across extended frequencies to counter advancing threats, convincing hostile weapon systems that the real target is the decoy, not the aircraft.     Owego, N.Y., October 28, 2019 – Lockheed Martin (NYSE: LMT) was awarded a second Multi-Year contract for AN/ALQ-217 Electronic Support Measure (ESM) systems for the U.S. Navy's E-2D aircraft program.     Queen Liz: Behind the scenes on Britain’s newest aircraft carrier

    by Matt Haskell The British Royal Navy's largest ever warship and newest aircraft carrier, HMS Queen Elizabeth, arrived in Halifax, N.S., on Sept. 12 as part of an historic tour of Canada and the United States The ship is currently participating in a joint three-month exercise to facilitate the arrival of the first British-owned F-35B Lightning II fighter jets, which have short takeoff/vertical landing capability. On Oct. 17, Skies embarked on the state-of-the-art ship in Atlantic waters, just off the Florida coast, for a behind-the-Fscenes view of the historic events. The exercise, dubbed WESTLANT 2019, saw Queen Liz (as she is lovingly referred to by those who sail her) joined by her fellow ships HMS Dragon, HMS Northumberland, and RFA Tideforce, together forming a cohesive Carrier Strike Group. The exercise aims to simulate, test, and evaluate the group's ability to perform the operations and techniques utilized in combat operations. Not only did the ships operate as a group amongst themselves in a British capacity, but at times they would separate and join an American carrier group to demonstrate allied co-operation and interoperability. Further signalling close relations with her allies, the carrier and most of the strike group made an historic first visit to Canada, making Halifax, N.S., Queen Liz's first port of call after crossing the Atlantic. Not only did this visit demonstrate the Royal Navy's close relationship with the Commonwealth nation, but it also showed a high level of regard for one of Canada's oldest dockyards and a key Allied port during the Second World War. Today, Halifax is the home of Maritime Forces Atlantic (MARLANT), the eastern base of operations for the Royal Canadian Navy. Fleet commander for the Royal Navy, VAdm Jerry Kyd, who also was Queen Elizabeth's first captain, further emphasized the importance of this alliance. “We all recognize that the security of the world isn't getting any easier. This reinforces the needs for the fundamental alliances like NATO and bilaterals around the world, but acting in coalition. This ship embodies much of that; embarked today on board are many nationalities from across the Commonwealth, including Canadians. I think it reinforces these links that are so vital as we face down the challenges we will inevitably face in the coming decades.” British F-35Bs The other primary purpose of WESTLANT 2019, however, is the very first arrival and deployment of British F-35B aircraft. Until the first U.K. fighter landed on Oct. 13, Queen Liz had only fielded jet aircraft during her previous WESTLANT exercise in 2018, when American Marine Corps F-35B jets validated the developmental concepts of the ship through more than 500 successful takeoffs and landings. For this year's exercise, Queen Liz would be joined by jets from 617 Squadron “Dambusters” and 17 Test and Evaluation Squadron. Pilots from the newly stood up 207 Squadron have also embarked to further their training and operational preparations. For the United Kingdom, the ship heralds the return of fixed-wing aviation to the Royal Navy and the Fleet Air Arm. British F-35B aircraft have been undergoing testing along with pilot training in the United States, and just this year have begun moving pilot training to the U.K. To facilitate that program, 207 Squadron was reactivated at RAF Marham with jets previously used at Marine Corps Air Station Beaufort in the U.S. 207 Squadron is the third F-35 squadron for the country, alongside the fully operational 617 Squadron. Testing of the fighters continues in the United States with the 17th Test and Evaluation Squadron at Edwards Air Force Base in California. Carrier Air Group commander James Blackmore, who in 2009 flew the final flight of a Harrier from the last British carrier, the HMS Ark Royal, was enthusiastic about the upgrade. “The level of capability is decades on from where we were. What one aircraft can do now . . . you can deliver what would've taken four to eight aircraft in the past. Marrying that with the HMS Queen Elizabeth, a fifth-generation carrier designed purely for the F-35, you've got a marriage made in heaven.” Unlike other aircraft carriers of the world, Queen Liz is arriving on the scene as the first fifth-generation carrier, touting incredible autonomy and a light crew. Compared to her similar-sized American Nimitz and Ford class counterparts, which operate crews of around 4,000 strong, Queen Liz sails on a minimum crew of only 800, rising to around 1,400 with air wing and other specialty staff embarked. Various autonomous aspects of the ship include a fully automated weapons storage system very similar to those found in storage warehouses. Software controlled, robotic platforms and racks within the ship move bombs and ammunition from magazines to the flight deck and hangar bay with only the tap of a screen. The usage of the system is the first of its kind in a maritime application, and it greatly reduces the time and number of crew needed to safely transfer and arm aircraft. The ship herself, and her operations, are quite unique. Featuring minimal personnel on deck, flight operations take place utilizing a system of colour-coded uniforms and are controlled from the ship's second island. Unlike American carriers, Queen Liz features two islands as a redundancy. When in normal operation, the rear island controls flight operations while the other controls the ship itself. Radio communications are relayed between the deck personnel and the islands have large LED information boards showing what is occurring. These boards display information such as flight time, aircraft number, landing/launch site, and direction of flight. The ship, her crew, and her strike group are readying for their first operational deployment in 2021, which will see the full embarkation of a U.S. Marine Corps F-35B squadron, the very first allied deployment of its kind for either nation.     Navy C-40 Fleet Deliveries Complete

    Adds Two Airplanes, One Squadron The Navy's C-40 fleet has undergone some major changes in the last few months - adding two airplanes, one squadron and completing its current planned aircraft procurements. The Tactical Airlift Program Office (PMA-207) took delivery of the Navy's 16th aircraft in June and 17th aircraft on September 26. The Navy's latest C-40A aircraft will be assigned to U.S. Naval Reserve Fleet Logistics Support Squadron (VR) 57. These last two deliveries have allowed the C-40 fleet to realign and expand its horizons. "The C-40 plays an important role in the Navy Unique Fleet Essential Airlift (NUFEA) fleet," said CAPT Steve Nassau, PMA-207 Program Manager. “These extremely flexible logistics support aircraft are an integral part of every type of maritime mission, from humanitarian assistance to long-range, high priority deliveries.” The sixth Navy C-40 squadron was established last month. VR-51, nicknamed the Windjammers, deploying from Kaneohe Bay, Hawaii, received two C-40 aircraft from the fleet. The squadron will be fully operational in October, following receipt of its “Safe for Flight” certification. “The Safe for Flight certification is an entire program overview in which the government ensures that all contractor, air crew, and government operating procedures are in place and functioning correctly,” said Darwin Lazo, PMA-207 Medium Lift DAPML. “It is the final certification for a new squadron.” VR-51 will soon begin entering the VR deployment rotation. “There is always a C-40 deployed to US Central Command (CENTCOM), US European Command (EUCOM) and US Pacific Command (PACOM) to meet mission requirements,” said Donna Elliott, PMA-207 Medium Lift IPTL. Over the past year, the C-40 fleet logged 24,374 hours of flight time, completed 1,555 missions, transported 95,746 passengers and 20,012,934 tons of cargo. In doing so, the aircraft has maintained a 90% readiness rating and has played a vital role in providing military transport not available with contract or commercial carriers.     After a leadership shakeup at General Dynamics, a murky future for submarine building

Larter WASHINGTON — Submarine building, the pride of the U.S. Navy's shipbuilding efforts over the past decade, is facing a mountain of uncertainty, a point underscored by the replacement of senior members of General Dynamics leadership, compounding delays with construction of the Virginia-class submarine and nagging questions about the quality of the work after a high-profile welding issue threatened to trip up the Columbia-class ballistic missile sub program at the starting line. Adding to the uncertainty for General Dynamics, which operates the Electric Boat shipyard in Connecticut, are indications that profits from constructing Virginia-class subs may be slipping. And challenges in training new workers in the complex world of building subs as well as concerns that the Columbia program might negatively affect General Dynamics' bottom line are impacting General Dynamics' partner yard Huntington Ingalls Industries in Newport News, Virginia, as well as the U.S. Navy. Furthermore, a contract for the significantly larger Block V Virginia-class submarine, expected to be one of the largest in the Navy's history, has been repeatedly delayed amid disputes over labor rates, sources told Defense News. That contract is more than a year past due, according to Navy budget documents. In September, General Dynamics pushed out Electric Boat President Jeffrey Geiger. Industry and Navy sources, speaking on the condition of anonymity, said Geiger's replacement was the culmination of mounting frustration on the part of the Navy. That came to a head when quality control issues surfaced with missile tubes in production destined for the Virginia Payload Module, Columbia-class subs and the United Kingdom's replacement ballistic missile sub. Geiger's ouster came on the heals of General Dynamics replacing long-time executive John Casey as head of the Marine Systems division when he retired earlier this year. The shakeup, delays and lingering issues put the Navy and the submarine-building enterprise at a crossroads. It's clear that the Navy's efforts to ramp up production of its Virginia-class attack boats ahead of Columbia have encountered myriad issues and delays. But while delays may be acceptable for the Virginia program, the interconnected nature of submarine building means those delays could eek into a program that the Navy has for years insisted cannot be delayed any further: the replacement of its aging Ohio-class ballistic missile subs, part of the nuclear deterrent triad. The Navy has said Columbia must be ready for its first patrol in 2031 to ensure the nation doesn't fall below a dangerous threshold where retiring Ohio-class submarines leaving the country without an adequate number of boats to execute its deterrent strategy. But to head that off, the Navy may have reduce its expectations of the industrial base's capacity to build submarines, said Bryan Clark, a senior fellow at the Center for Strategic and Budgetary Assessments think tank and a retired submarine officer. “The Navy is going to have to reduce its appetite for submarine capacity while it gets the construction process in a better position,” he said. “All of the things we have seen in the past year in the submarine-building enterprise are the results of the ramped-up production levels and the challenges that EB [Electric Boat] faces in hiring more workers up in Connecticut. “They've been growing capacity, investing in infrastructure; they're trying to hire a bunch of workers and design engineers. [But] there just isn't a large workforce of those kinds of people up there as opposed to in Hampton Roads or the Gulf Coast. So there are a lot of challenges in ramping up production to [increase] Virginia-class production and, in addition, starting Columbia and beginning the Virginia Payload Module-equipped Virginias, which is a 30 percent larger submarine.” A bridge to Columbia In March, Defense News reported that all the Virginia-class submarines under construction were between four and seven months behind schedule. Naval Sea Systems Command pointed to the cumulative effect of ramping up to building two Virginia-class submarines per year. In a statement, the service's top acquisition official said the Navy was continuing to confront material, labor and shipyard infrastructure issues. Labor issues in particular hit the Newport News yard, which told investors in a recent earnings call that profits had slipped by about 23 percent on the Virginia sub building because of delays associated with labor issues. In the face of the mounting issues, the Navy should be willing to make difficult choices to get back on an even footing, Clark said. “Are we going to make some tough choices and dial back submarine construction deliberately to make sure we can get Columbia started correctly?” he asked. “And that means maybe we slow down Virginia, maybe we go to one per year for at least a couple of years to catch up.” Clark said the Navy should continue to fund two submarines per year but should expect that they will take longer to build while General Dynamics and Newport News stabilize their labor and parts issues. Paring back submarine production is a tough pill to swallow for the Navy, as it's been fighting for years to prevent a shortfall of attack submarines in the coming decade. The Navy expects its inventory of attack boats to drop from 52 to 42 by the late 2020s as Cold War-era Los Angeles-class attack subs retire. Furthermore, there's the question of whether scaling back production might invite a funding cut, which could make matters worse. The supplier and labor issues, after all, primarily stem from the 1990s when the Navy all but stopped buying submarines, which resulted in a contraction of the number of businesses that built submarine parts and a loss in skilled laborers who knew how to build them. Less funding would likely have a detrimental effect on sub-building efforts, said Bill Greenwalt, a former Senate Armed Services Committee staffer. “Under our current budget and appropriations process, slowing down — which likely implies cutting program funding — would exacerbate industrial base problems as it already has in the past due to lack of program demand,” Greenwalt said. “Congress and the Navy need to be prepared for industrial base surprises and seriously face the past problem of the underfunding of naval shipbuilding.” “A flexible schedule and more realistic and flexible funding mechanisms will be needed to meet whatever industrial base challenges ... will inevitably arise,” he added. “In the near term we may even need to look at some of our allies' capabilities to meet shortfalls and help us keep on schedule until we rebuild U.S. capacity.” Greenwalt's view tracks with that of General Dynamics, according to a source with knowledge of the company's thinking on the difficulties it has faced. The company considers ramping up production on the Virginia-class sub as essential to building a sufficient labor force and supplier capacity so the resources are available to build Columbia class on schedule, the source said. ‘Two-hump camel' The Navy's top acquisition official, James Geurts, has similarly described the issue. On the possibility of building a third Virginia-class submarine in 2023, Geurts told the House Armed Services Committee's sea power panel in March that it would benefit the Columbia-building effort. “We can get some of the additional workforce trained up, get some more of the supplier base and get some of the supplier builds out of the way before Columbia gets here,” he said. Officials everywhere seem to agree that the labor force is the most critical factor when it comes to getting submarine building on track. In an exit interview with Defense News in August, outgoing Chief of Naval Operations Adm. John Richardson said turnover at shipyards was a challenge but also an exciting chance to build a new generation of skilled labor. “We're asking a lot of the submarine industrial base right now to continue with Virginia, two to three per year including that payload module, and deliver Columbia,” Richardson said. “And the workforce is going through a transformation. “The people who built and delivered the Virginia program, the Los Angeles program and Seawolf — those folks are retiring. We used to have this two-hump camel in terms of the demographics of the shipyard: You had the Cold Warriors and you had the post-9/11 folks. And that Cold War hump is gone.     Submarines are poised to take on a major role in strike warfare, but is that a good idea?

Larter WASHINGTON — The U.S. Navy is preparing to ink one of the largest contracts in its history with General Dynamics Electric Boat and the firm's partner shipyard Huntington Ingalls Industries Newport News that will make the new generation of attack submarines a major force in strike warfare. The Block V Virginia contract is expected to produce 11 boats with eight Virginia Payload Modules, and will triple the Virginia's Tomahawk Land Attack Missile capacity to 40 missiles per hull. Experts say that the new Virginia Payload Module will also be large enough to accommodate boost-glide hypersonic missiles like those the Navy is developing with the Army. But the logic for the Virginia Payload Module has always been about replacing the Ohio-class guided missile submarines retiring in the 2020s. Because submarines have been the Navy's go-to asset to penetrate areas threated by Chinese and Russian surface-to-surface and anti-ship missiles, attack submarines loaded with strike missiles would have to be the ones to get close enough to be able to launch land-attack strikes. That model upends decades of the surface Navy's supremacy in the world of strike warfare from the sea, but experts are beginning to question the logic of giving the strike warfare mission to submariners in an era of great power competition. With Russia and, to an even greater extent, China investing heavily in anti-submarine technology, does it make sense to give a stealthy asset a mission that will blow its cover? Bryan Clark, a retired submariner and senior fellow at the Center for Strategic and Budgetary Assessments, wonders if the surface fleet is the best place inside the force to house the strike mission. “I think the requirement may be changing,” he said in an Oct. 22 phone call with Defense News. “Over the past 10 years there has been a real emphasis on the submarine as the one tool we have that may be able to get into contested areas — the East and South China seas, up in the north Atlantic, etc. “That's changing now: These countries are investing in their own anti-submarine warfare systems. China has put a lot of money into ASW systems, they are installing surveillance systems akin to our SOSUS [sound surveillance system]. So the idea that our submarines are our go-to asset to gain access, that may not be true in the next few years as it was in the past 10, so there is a question as to whether we should be investing in submarines to maintain the undersea strike capacity.” ‘Increasingly vulnerable' The issue is not just that submarines run the risk of being detected, which is an ever-present risk anytime a submarine leaves the pier, but that it won't be able to create the volume of fires that the surface fleet could, especially with new concepts in development such as a large unmanned surface vessel that could act as a kind of arsenal ship. “The surface fleet is likely going to be our best strike capacity asset in the next decade,” Clark said. “Submarines are going to be increasingly vulnerable, so the question becomes: Do I want to take my [Virginia Payload Module]-equipped SSN, put it inside the South China Sea to launch strikes, get counter-detected and harassed for days afterward? I lose it from the fight for a long time just evading attacks. “Whereas if you used unmanned surface vessel[s], those can launch just as many cruise missiles as a Virginia class, many times cheaper; they can rotate, get reloaded and just keep launching strikes at a much higher rate of fire as you would ever get out of the SSN force.” Jerry Hendrix, a retired naval flight officer and analyst with The Telemus Group, agreed that the surface fleet is likely going to be the place to house a strike capability, especially in the era of mass hypersonic fires, because of the cost it would impose on the U.S. to try to match Chinese capabilities on subs. “I think there is a powerful argument to distribute these weapons across the surface force,” Hendrix said. “If you can create a strike weapon that allows the surface force to stand outside of DF-21 and DF-26 range and shoot three-pointers from outside, then yes. To create mass and volume in the submerged force is twice to three times as expensive as it is to create that volume from the surface force. “So there is a solid argument just from the standpoint of cost. If I was trying to create 2,000 tubes of hypersonics — which are much more massive than Tomahawks, wont fit into a Mark 41 vertical launch system and hence will have to go into a different configuration — to create that mass in the submerged force is going to be very expensive.” The Navy is looking at back-fitting destroyers with larger vertical launching system tubes to accommodate so-called prompt-strike weapons, Defense News reported in June. Dozens of unmanned underwater, surface and air vehicles from NATO countries gathered in Portugal in September for Exercise REP (MUS) 19 to do just that: test technological advances in unmanned maritime systems networks. Defense News recently received details about the exercise from a NATO official. In a nutshell, what is Exercise REP (MUS) 19? REP (MUS) 19 was built on the 10th annual Portuguese underwater exercise Recognised Environmental Picture (REP), with support from NATO's Maritime Unmanned Systems (MUS) initiative, the NATO Centre for Maritime Research and Experimentation, and the University of Porto's Laboratory for Underwater Systems and Technology. The NATO Maritime Unmanned Systems Initiative (MUSI) was launched in October 2018 to promote capability development and interoperability in the field of maritime unmanned systems. What did NATO hope to learn from this exercise? The focus of REP (MUS) 19 was on technological and procedural interoperability. Participating nations tested the integration and coordination of activities between multiple unmanned systems from allied nations in the three domains — above the water, on the water and underwater. This was the first time that so many NATO nations had the opportunity to test together the effectiveness of systems, concepts, techniques and procedures related to maritime unmanned systems, ensuring they can work seamlessly together, bringing together dozens of unmanned underwater, surface and air vehicles for maritime operations. Who participated? The systems were from the Portuguese Navy, as well as from the NATO Centre for Maritime Research and Experimentation, from Belgium, Italy, Poland, Turkey, the United Kingdom, and the United States. During REP (MUS) 19, participants from naval forces, from industry and from academia jointly contributed assets to the operational demonstrations and worked together to test new technological advances and procedures for maritime unmanned systems in real-life operational scenarios. The above U.S. aircraft quantities are inclusive of fiscal 2019 (Lot 13) plus up aircraft. In addition, this modification adds scope for the Air System Diminishing Manufacturing Sources integration, software data loads, critical safety items, red gear, non-recurring engineering, recurring engineering and the Joint Strike Fighter Airborne Data Emulator. This modification exercises an option to provide logistics services in support of the E-6B aircraft and the requirement for parts industry management and support equipment maintenance for the E-6B Take Change and Move Out and Airborne Command Post aircraft. Lockheed Martin Rotary Mission Systems, Owego, New York, is awarded a $43,439,773 modification (P00015) to a previously awarded cost-plus-incentive-fee, cost-plus-fixed-fee contract (N00019-18-C-1066). This modification increases the scope and ceiling of the contract to provide electronic warfare capability development and integration in support of the design, development, and integration of the advanced digital receiver/processor upgrade to the existing E-2D AN/ALZ-217 electronic support measures receiver/processor, active front end, and receive antenna weapons replaceable assemblies. Work will be performed in Owego, New York (99%); and Clearwater, Florida (1%), and is expected to be completed in September 2023. The Whiting-Turner Contracting Co., Greenbelt, Maryland, is being awarded a $30,464,008 firm-fixed-price task order (N62473-20-F-4023) under a multiple award construction contract for an applied instruction facility, a training facility, and site utility infrastructure at Naval Base Coronado, California. The work to be performed provides for construction of two facilities and utilities infrastructure to support the Special Operations Forces Naval Special Warfare Center Advanced Training Command mission to train Maritime Special Operations Forces to meet operational requirements.     DAVID PUGLIESE, OTTAWA CITIZEN Navamar Inc. of Montreal has received a $12 million contract to provide five “ship-to-shore connector systems” to the Royal Canadian Navy. The pontoon barges would be used to move supplies to shore from either the MV Asterix replenishment ship or the future Joint Support Ships, reports Esprit de Corps military magazine. The large craft could be used during humanitarian missions or on operations where no dock is available. The former Protecteur-class replenishment ships also had a landing craft vehicle personnel capability (LCVP), which provided limited support to humanitarian and disaster relief operations, according to the Department of National Defence. “The new sea to shore connectors will be more robust and versatile, and provide a significantly improved capability,” it added in a statement. The connectors will be modular and configurable to adapt to almost any mission, the department noted. They could be used as a temporary jetty anchored to the shoreline or as a large barge to assist in ship maintenance and repair or perform evacuation operations. In terms of cargo capacity, the old LCVP had enough space to transport a couple of pallets of rice bags or 40 people. The new sea to shore connectors will be able to carry thousands of bags of rice, hundreds of personnel, and multiple vehicles, according to the DND. Construction is scheduled to start August 2020 with final delivery in September 2022, said DND spokeswoman Jessica Lamirande. In other JSS news, Seaspan has awarded Hepburn Engineering Inc. of Toronto, ON, a contract for work on Canada's new Joint Support Ships. Hepburn will provide four Replenishment Stations for the Joint Support Ships, which will allow the vessels to transfer fuel, fresh water, and solid goods to and from other vessels.
