    New Army cyber gear for drones and teams test, protect units in another domain

    By: Todd South A prototype device used recently at the Army's premiere combat training center has soldiers using precision cyber techniques to target small drones that might have been missed with other equipment and methods. Soldiers with the 3rd Brigade Combat Team, 1st Cavalry Division used the cyber precision drone detection system during a January rotation at the National Training Center. The equipment allowed soldiers to get alerts of drone presence and ways to target it that helped protect the brigade, according to an Army release. Capt. Christopher Packard said the prototype integrated with existing signal, intelligence and electronic warfare capabilities. Five soldiers embedded with the opposing force to attack the brigade with enemy drones for more realistic training, according to the release. A group of software developers at the Army's Cyber Command along with others at the Defense Digital Service built custom software and modified commercial equipment to make the early versions of the prototype last year. “The (Rapid Capabilities and Critical Technologies Office) and Tobyhanna (Army Depot) helped out with taking it from an advanced prototype and turning it into an engineering design model,” said 1st Lt. Aneesh Patel, with ARCYBER's Cyber Solutions Development Detachment with the 782nd Military Intelligence Battalion, 780th Military Intelligence Brigade. “We designed our own hardware and schematics, but what we didn't have was the proper ability to scale, and I think that's important in a bridging strategy and for any prototype.” The system is an “interim solution,” according to the release. “Being a newer system and a new tool for a maneuver unit, there are going to be a lot of things we don't know as [cyber] engineers, and a lot of their specific needs for the capability that may not have gotten through to us. So being out there was very important to this and any other project like it,” Patel said. The system will be followed by an upgraded version slated for Special Operations Command for an operational assessment this summer. Phase two will maximize the capability's operational life span by adding software updates that improve performance, according to the release. That type of equipment hits drones, but the Army also has its own cyber protection teams, such as the one featured in another release out of Grafenwoehr, Germany in June, where the 301st and 172nd CPTs used defensive measures for the Sabre Guardian 19 exercise. The annual exercise is taking place this year in Bulgaria, Hungary and Romania, co-led by the Romanian Joint Force Command. The teams “create chaos by accessing the network and either disabling it or stealing classified information and using it against the units involved in the exercise.” Though cyber threats have been a talking point among commanders for years, it wasn't until this most recent rotation that cyber threats were simulated for the exercise, said Capt. Joe McNerney, 301st CPT battle captain. The captain explained that the CPTs simulate an insider threat. The 172nd is a combination of soldiers and airmen from units based in Indiana, Michigan and Ohio. The 301st is an Air Force unit out of the Battle Creek Air National Guard Base, Michigan. “They're people we work with on a daily basis so we want to beat them," said Sgt.     Construction of first permanent US F-35 campus in Europe begins at Lakenheath

    By CHRISTOPHER DENNIS RAF LAKENHEATH, England — A $205 million construction project to prepare RAF Lakenheath for the arrival of two squadrons of U.S. Air Force F-35A Lightning II fighter jets in 2021 officially got underway Monday. The commander of U.S. Air Forces in Europe - U.S. Air Forces Africa, Gen. Jeffrey Harrigian, and other dignitaries plunged shovels into dirt at what will become the first permanent site for U.S. F-35s in Europe. U.K. firms Kier and VolkerFitzpatrick will build a flight simulator facility, maintenance unit, hangars and storage units at the site, in time for the arrival of 48 F-35s in November 2021. The Royal Air Force currently has nine F-35s at RAF Marham, about 25 miles north of Lakenheath. “This will be a great opportunity to reinforce together how we will train, execute and operate on a daily basis, and allow us to deepen what is a critically important relationship,” Harrigian said at the groundbreaking. The project is the first in a broad program to support Air Force operations in the U.K. A further $1 billion is expected to be invested in the program over the next seven to 10 years, said the Defense Infrastructure Organization, which last year awarded the contract for the F-35 campus. “The project team is in good shape — we are on schedule for completion in 2021,” Kier's managing director of aviation and defense James Hindes was quoted as saying by The Construction Index, an industry website. The completed campus will host around 1,200 U.S. airmen. Currently, more than 9,100 U.S. servicemembers are based in the U.K, according to Pentagon data. Recent problems with engine delivery of the F-35A are not expected to delay the arrival of America's newest fighter jet at Lakenheath, a 48th Fighter Wing spokeswoman said Monday. Of the 81 engines that were delivered in 2018, 86% were late, according to a Government Accountability Office report in April. That was up from 48% that were not delivered on time the previous year, when fewer engines were delivered. The delays were due in part to an increase in the “average number of quality issues per engine”— 941 in 2018 against 777 a year earlier, the GAO report said.     Thales tests FASGW(L) weapon system for Royal Navy

    Thales has performed firing trials for the Future Anti Surface Guided Weapon (Light) (FASGW[L]) programme for the British Royal Navy. Conducted at Royal Artillery Air Defence Range at Manorbier in Pembrokeshire, the trials are part of the FASGW(L) programme's integration testing phase. The programme includes testing of all parts of the FASGW(L) weapon system, including Thales' lightweight multirole missile (LMM), the launcher system and all key equipment of the Royal Navy's Agusta Westland AW159 Wildcat helicopter. In June 2014, Thales won a contract to develop, qualify and integrate the FASGW(L) system for the Navy's Wildcat helicopter. The system consists of a five-barrel launcher and a laser guidance system. Set to enter service in 2020, LMM is a precision strike missile capable of being fired from a variety of land, sea and airborne tactical platforms. The missile will be called Martlet in the Royal Navy. It is designed to defeat mobile maritime threats such as small ships and inshore attack craft. LMM will offer improved protection for Royal Navy personnel and important sea assets, such as the Queen Elizabeth Carrier. During trials, Thales fired six LMMs at a small boat target at sea at a distance of 4.5km. The missiles feature telemetry software to facilitate collection of test data. Information will be used to analyse the performance of the Thales-designed launcher, the guidance system and missile. In a statement, Thales said: “The FASGW(L) system accurately guided all missiles to the targets and provided extensive data on the excellent performance of all elements of the ground set-up and inflight performance of the missile. “The successful achievement of the ground firings is a major milestone and key to progressing to future testing including air firing trials later in 2019 and culminating in qualification and verification in 2020.” The Royal Navy is also fielding Sea Venom/ANL helicopter-launched anti-ship missile to address its FASGW(H) requirements.     ICF secures cyber services contract from US Navy

    ICF International has received a contract from the US Navy to provide cyberspace technical, management and professional services. The multiple-award indefinite-delivery, indefinite-quantity (IDIQ) contract is with the Navy Information Warfare Center Pacific (NIWC Pacific). With a potential ceiling value of $800m, the seven-year contract includes a base period of three years and two two-year options. The base period has a ceiling of $330m. ICF cyber line of business senior vice-president Jonathan Sholtis said: “We view cyber as an enabler for resilience, one of many domains that affect the security of the entire enterprise. “At ICF, we're focused on providing holistic solutions designed to secure all systems, from IT to people and processes to physical infrastructure, where clients have access to a diverse set of capabilities designed to meet the full scale of diffuse and asymmetric cyber threats.” Under the contract, ICF will provide cyber services to NIWC Pacific and any US Navy client agencies.     U.S. Army Awards BAE Systems $45 Million Contract for Extended Range Cannon Artillery Prototype

    STERLING HEIGHTS, Mich.--(BUSINESS WIRE)--The U.S. Army has awarded BAE Systems a $45 million contract for the Extended Range Cannon Artillery (ERCA) Increment 1 prototype with the purpose of increasing the range and rate of fire on current and future M109A7 self-propelled howitzers. The development of ERCA is in collaboration with the Army's Combat Capabilities Development Command (CCDC) Armaments Center. This prototype phase will address capability gaps in the Army's indirect fire systems and improve the rate and range of fire with the development of power distribution software and hardware integration solutions. ERCA will be integrated onto the M109A7 and will require the M109A7's current 39-caliber turret to be replaced with a 58-caliber, 30-foot long gun barrel with the objective of creating firepower double the current range. “ERCA is a significant technological step forward for the Army's artillery portfolio,” said Scott Davis, vice president or programs, BAE Systems' Combat Vehicles business. “We were selected based on our years of experience in the development of self-propelled howitzer systems. Long-range precision fire is a top priority for the Army, and we are pleased to be a partner in efforts to equip soldiers with the latest technology.” The development program aims to provide the warfighter with extended range while maintaining the weight found in current systems to minimize performance impacts on the chassis. Under separate contracts, BAE Systems is also developing precision guidance kits with anti-jamming capabilities (PGK-AJ) that can operate in the challenging ERCA firing environment. PGK-AJ is compatible with existing and new long-range rounds for multiple firing platforms, including the M109 self-propelled howitzer.     With Squad X, Dismounted Units Partner with AI to Dominate Battlespace

    DARPA's Squad X Experimentation program aims to demonstrate a warfighting force with artificial intelligence as a true partner. In a recent field test, the program worked with U.S. Marines at the Air Ground Combat Center in Twentynine Palms, California, to track progress on two complementary systems that allow infantry squads to collaborate with AI and autonomous systems to make better decisions in complex, time-critical combat situations. “We are in a race with potential adversaries to operationalize autonomy, and we have the opportunity to demonstrate autonomy in a way that we don't believe any nation in the world has demonstrated to date,” said Lt. Col. Phil Root (USA), the Squad X program manager in DARPA's Tactical Technology Office. “Developing hardware and tactics that allow us to operate seamlessly within a close combat ground environment is extremely challenging, but provides incredible value.” The exercises in early 2019 in Twentynine Palms followed experiments in 2018 with CACI's BITS Electronic Attack Module (BEAM) Squad System (BSS) and Lockheed Martin's Augmented Spectral Situational Awareness and Unaided Localization for Transformative Squads (ASSAULTS) system. The two systems, though discrete, focus on manned-unmanned teaming to enhance capabilities for ground units, giving small squads battalion-level insights and intelligence. In the most recent experiment, squads testing the Lockheed Martin system wore vests fitted with sensors and a distributed common world model moved through scenarios transiting between natural desert and mock city blocks. Autonomous ground and aerial systems equipped with combinations of live and simulated electronic surveillance tools, ground radar, and camera-based sensing provided reconnaissance of areas ahead of the unit as well as flank security, surveying the perimeter and reporting to squad members' handheld Android Tactical Assault Kits (ATAKs). Within a few screen taps, squad members accessed options to act on the systems' findings or adjust the search areas. Between Lockheed Martin's two experiments to date, Root says the program-performer team identified a “steady evolution of tactics” made possible with the addition of an autonomous squad member. They also are focused on ensuring the ground, air, and cyber assets are always exploring and making the most of the current situation, exhibiting the same bias toward action required of the people they are supporting in the field. CACI's BEAM-based BSS comprises a network of warfighter and unmanned nodes. In the team's third experiment, the Super Node, a sensor-laden optionally-manned, lightweight tactical all-terrain vehicle known as the powerhouse of the BEAM system, communicated with backpack nodes distributed around the experiment battlespace – mimicking the placement of dismounted squad members – along with an airborne BEAM on a Puma unmanned aerial system (UAS). The BSS provides situational awareness, detects of electronic emissions, and collaborates to geolocate signals of interest. AI synthesizes the information, eliminating the noise before providing the optimized information to the squad members via the handheld ATAK. “A human would be involved in any lethal action,” Root said. “But we're establishing superior situational awareness through sufficient input and AI, and then the ability to do something about it at fast time scales.” The Squad X program has moved quickly through development and is already well along the transition path, due in large part to the program's focus on partnering with the services to ensure real-world efficacy. For the CACI system, that included an opportunity to test the technology downrange to get real-world information, not simulation. At the most recent experiment with the BSS, service representatives used the system to locate and identify objectives in real time. For both systems, feedback has included a desire for a user interface so intuitive that training takes an hour or less and any available action is accessible in two screen taps. Staff Sergeant Andrew Hall with the Marine Corps Tactics and Operations Group (MCTOG), an advisory teammate to DARPA's Squad X Experimentation program, says the ability to provide early input will guard against developing a product that either isn't used or is used improperly. “The feedback process, in conjunction with the actual experimentation, gives the Marines the ability to use the technology and start seeing what it can do and, more specifically, what it can't do,” Hall said. With the conclusion of third experiment, the CACI system is moving into Phase 2, which includes an updated system that can remain continuously operational for five or more hours. Lockheed Martin will conduct its next experiment in the fall of 2019. CACI's BEAM system is already operational, and the Army has committed to continue its development at the completion of Squad X Phase 2.     GROTON, Conn. (July 11, 2019) - The U.S. Navy today awarded General Dynamics Electric Boat a $174 million contract for nuclear-submarine work. Electric Boat is a wholly owned subsidiary of General Dynamics (NYSE: GD). Under the terms of the contract, Electric Boat will provide design agent, planning yard, and engineering services, as well as technical support for active nuclear submarines and submersible systems. The contract could be worth more than $1 billion over five years if all options are exercised and funded.     Army to Receive 7.62mm Squad Marksman Rifles as Early as Next Year

    By Matthew Cox Heckler & Koch Defense Inc. will soon begin delivering thousands of 7.62mm squad-designated marksman rifles to the Army to give infantry and other close-combat units a better chance of penetrating enemy body armor. H&K will deliver "between 5,000 and 6,000" variants of the G28 rifle, which the Army plans to issue as its new squad designated marksman rifle (SDMR), according to a July 12 H&K news release. Under the agreement, the rifles will be manufactured by H&K in Oberndorf, Germany, and will begin to arrive in the H&K-USA facility in Columbus, Georgia, early next year, according to the release. Once there, H&K-USA workers will install scopes and mounts purchased by the Army under a separate agreement. "This is a significant achievement for Heckler & Koch," H&K-USA's chief operating officer, Michael Holley, said in the release. "The HK SDMR system will add much-needed capabilities to virtually every squad in the Army. We are honored by this opportunity." The new SDMRs are part of an interim effort to make squads more lethal ahead of the Army's fielding of the Next-Generation Squad Weapon system sometime in 2022, service officials have said. In May 2017, Army Chief of Staff Gen. Mark Milley told Senate Armed Services Committee members that the service's current M855A1 Enhanced Performance Round will not defeat enemy body armor plates similar to the U.S. military-issue rifle plates such as the Enhanced Small Arms Protective Insert, or ESAPI. As a short-term fix, the Army selected the G28 as its M110A1 Compact Semi-Automatic Sniper System in 2016, to be used with the service's new 7.62mm enhanced performance round to give squads more penetrating power. In the past, the Army relied on the Enhanced Battle Rifle, or EBR, 14 -- a modernized M14 equipped with an adjustable aluminum stock with pistol grip, scope and bipod legs -- to fill the growing need by infantry squads operating in Afghanistan to engage enemy fighters at longer ranges. But the EBR is heavy, weighing just under 15 pounds unloaded. The M110A1 weighs about 11 pounds. In the long term, the Army is working with gunmakers to develop the new Next Generation Squad Weapon (NGSW) that is slated to fire a special, government-produced 6.8mm projectile that promises higher velocities at greater ranges, service officials say. The program is being designed to produce an automatic rifle version to replace the M249 squad automatic weapon and a carbine version to replace the M4 carbine.
