    The CDA Institute, in collaboration with the 13thDefence and Security Economists Workshop, hosted two panel discussions on the themes of Building Security and Defence in the Canadian Economy and a discussion of the book Small Wars, Big Data, published by Princeton University Press in 2018. This morning of roundtables brought both scholars and practitioners together for a stimulating session of dialogue on the challenges of generating the economic capacity needed to protect Canadians wherever they might be and the role that empirical data can play in shaping military strategy and defence policies in asymmetric conflicts.     DEFENDING DEMOCRACY EVENT SUMMARY - Confronting Cyber Threats

    Over the past decade, the cyber security of elections and democratic institutions has become a critical issue both at home and globally. Canadian elections have proved to be relatively robust so far. Be that as it may, in 2017 Canada's Communications Security Establishment reported a series of major threats to the country's electoral system, including media manipulation and data privacy. Moreover, the urgency of addressing cyber security is clear from incidences of interference in countries as diverse as the United States, Kenya, Estonia and Latvia. This day-long workshop sponsored by the Royal Military College of Canada, SERENE-RISC, the CDA Institute and the Telfer School brought scholars and experts in the field together at the University of Ottawa to explore the range of security challenges posed by new and emerging technology, what solutions are out there and what role Canada's defence community can play in combating these new threats.     Evolving battlespace triggers training innovation

    BY ROBIN BILLINGHAM © 2019 FrontLine (Vol 16, No 1) The global shift to full-spectrum warfare and in-and-out mission fighting have given rise to an evolution in training requirements and methodologies. Previous training technologies were helpful in many ways, including cost savings on operational equipment, but were limited in scope and time-consuming to prepare. Innovative developers have now taken the simulation option to the next level. Digitally-simulated training environments can enhance a soldier's real-time decision-making abilities and improve the likelihood of mission success when confronted by an unconventional enemy – and that was the aim of previous generation technologies. Significant cost-savings are also achieved through these training systems and is a major reason why they have been widely implemented. The evolution of large scale digital training exercises developed quite rapidly once it became feasible to exercise without the huge expense of sending brigades or divisions into the field. Soon, digital exercises were set up to improve responses and efficiencies for all aspects relating to the warfighting effort. Exercise Unified Resolve was initiated in 2012 and has become an annual computer-assisted exercise designed to test command and control capabilities within the Canadian Army. Speaking about Unified Resolve back in 2016, Brigadier-General Trevor Cadieu noted the criticality of simulation exercises for the leadership of the brigade. “It allows us to stress test some of our planning and procedures without needing to pull 4,000 troops into the field, away from their families and other duties,” said then-Commander of 1 Canadian Mechanized Brigade Group.     Trade tribunal rejects rival's bid to block warship contract

    Murray Brewster · CBC News The Canadian International Trade Tribunal has dismissed a complaint by one of the companies that was competing for the job of designing and helping to build the navy's next generation of warships. Alion Science and Technology Corp. and its subsidiary, Alion Canada, filed the complaint in November and asked that the signing of the contract with the preferred bidder be postponed until the matter could be heard. The trade tribunal, in a decision rendered late Thursday, said the company did not "have standing to file a complaint" before the agency. Last fall, the Liberal government announced plans to award the design contract to a group of companies led by Lockheed Martin Canada and opened negotiations with the intention of completing a full contract this winter. Alion, Lockheed Martin Canada and the Spanish company Navantia were all in the running for the Canadian Surface Combatant project, which will be built at Irving Shipbuilding in Halifax. The federal government issued a statement Friday and indicated progress towards a final contract was ongoing. "Public Services and Procurement Canada is pleased with the CITT's ruling," said department spokesman Pierre-Alain Bujold. "We have full confidence in our process, and continue to work toward awarding a contract for the design and design team for the future Canadian Surface Combatants." Alion had pitched its De Zeven Provinciën Air Defence and Command (LCF) frigate, a Dutch-designed warship, for the Canadian competition and has pointed out that the warship is already in service in other countries. The company had asked the CITT to investigate the procurement deal, saying the preferred warship design — the British-built Type 26 — would need substantial changes and and further claimed it doesn't meet the navy's requirements as outlined in the government tender. Alion also had filed a Federal Court challenge of the project last fall. The design competition went on for almost two years as Public Services officials and executives at Irving worked with bidders to ensure a fair competition and to avoid post-decision court fights.     Government of Canada announces contract awards for research and development in support of Arctic surveillance

    February 1, 2019 – Ottawa, Ont. – National Defence/Canadian Armed Forces The Department of National Defence is investing in defence research and development to produce innovative solutions to surveillance challenges facing the Canadian Armed Forces' (CAF), particularly in Canada's North. In support of this, Member of Parliament for York Centre Michael Levitt, on behalf of Defence Minister Harjit S. Sajjan, announced today that the Department of National Defence, through Public Services and Procurement Canada, has awarded two contracts to Raytheon Canada Limited and the University of Toronto Institute for Aerospace Studies' Space Flight Lab (UTIAS SFL) under the All Domain Situational Awareness (ADSA) Science & Technology (S&T) Program for a total of $46.2 million. Raytheon Canada Limited has been awarded a contract for $31.2 million for the construction of transmit and receive electronics for a study of over-the-horizon radar detection at long range. A contract for $15 million has also been awarded to UTIAS SFL for the development of a prototype of a multipurpose microsatellite equipped with state-of-the-art sensor technology for air and maritime surveillance. As outlined in our defence policy Strong, Secure, Engaged, the ability to conduct leading-edge research and development in satellite and radar technologies plays a critical role in supporting the CAFs capabilities, particularly in remote locations such as Canada's Arctic. Surveillance solutions such as these improve our access to accurate and timely information, enabling the CAF and our partners to better collect, understand and disseminate information and intelligence, and support our ability to succeed on operations at home or abroad. These systems will support our government's ability to exercise sovereignty in the North, and provide a greater awareness of safety and security issues, as well as transportation and commercial activity in Canada's Arctic. This is expected to improve the reliability of the detection and identification performance, leading to improved situational awareness for the CAF and our partners. Upon successful completion and testing of the prototype, two additional microsatellites will be built to create a small formation. These will then be launched for demonstration and testing. The primary objective of the Raytheon project is to demonstrate the feasibility of sky-wave radar technology for the detection of air targets at all altitudes beyond the radar's horizon. This involves reflecting signals off of the ionosphere and back to a receiving station located beyond the line of site. Once operational, the system will be used in conjunction with other systems to further understand the effect of the Aurora Borealis on target detection beyond the horizon. The ADSA S&T Program aims to leverage innovative science & technology expertise from other government departments, academia, industry and allies, to identify, assess and validate technologies in support of air and maritime surveillance, particularly in the North. Through a five-year investment of $133M through to 2020, the ADSA S&T Program is supporting the development of options for enhanced domain awareness of air, maritime surface and sub-surface approaches to Canada, in particular those in the Arctic. The $186 million contracts include acquisition and upgrade for the first six Halifax-class frigates ($103 million) and in-service support (potentially $83 million). The contracts include options to upgrade all twelve Halifax-class frigates, which would bring the acquisition portion of to $170 million. The in-service support contract will maintain and sustain upgraded suites for up to 23 years, if all options are exercised. The first installation of the upgraded underwater warfare suite is expected to be completed in 2021 and operational in 2022. Licensed Defence Research and Development Canada Intellectual Property forms the basis of the winning technical bid for the UWSU Project.     Mississauga-based INDAL Technologies Inc. has been awarded a contract to provide the helicopter handling system for the Joint Support Ships North Vancouver, BC – Seaspan Shipyards (Seaspan) has awarded INDAL Technologies Inc. (INDAL) of Mississauga, Ontario, a contract valued at almost $20M for work on Canada's new Joint Support Ships (JSS). INDAL represents one of more than 60 Ontario suppliers to date that Seaspan is working with to meet its commitments under the National Shipbuilding Strategy (NSS). INDAL is providing its Aircraft Ship Integrated Securing & Traversing (ASIST) System for JSS. The ASIST System is a state-of-the-art integrated helicopter handling system for surface combatants. The System provides the functionality necessary to support helicopter handling, including deck securing on touchdown, on-deck manoeuvring and traversing to/from the hangar space, and helicopter launch. INDAL will also be supplying all the installation support and training, as well as the required maintenance and logistics documentation. A distinct capability of this System is its ability to straighten and align the helicopter remotely from the ASIST Control Console using combined operations of the on-deck Rapid Securing Device (RSD) and Traverse Winch sub-system. Straightening and alignment is achieved with no requirement for external cables attached to the helicopter. Various configurations of INDAL's ASIST systems are operating successfully with navies from around the world including Chile, Turkey and Singapore. ASIST has also been selected by the U.S. Navy as an integral capability within its DDG-1000 “Zumwalt” destroyer program and by the Royal Australian Navy for its Air Warfare Destroyer and SEA 5000 Programs.     By Charlie Pinkerton The United States will no longer abide by its nuclear arms agreement with Russia and will be removing itself from the treaty in six months if Russia doesn't come back into its compliance, but Defence Minister Harjit Sajjan said it's too early to think about what the ripple effects could be for Canada. In a written statement, U.S. President Donald Trump said his country will be removing itself from the Intermediate-Range Nuclear Forces (INF) Treaty. Russia and the United States agreed to the treaty in 1987. It eliminated all nuclear and conventional missiles and launchers that had ranges of 500 to 5,500 kilometres. Trump said the U.S. will no longer abide by the treaty as of Saturday and will formally withdrawal in six months. “The United States has complied with the INF Treaty for more than 30 years, but we will not be held back while Russia cheats,” says the White House statement, which repeatedly blames Russia for not conforming to the requirements of the arms treaty. “We agree with our allies' assessment that Russia has been in a breach of the INF Treaty,” Sajjan said. Sajjan said that he and new acting Secretary of Defense Patrick Shanahan didn't discuss the INF “directly” today in Washington, where Sajjan had his first meeting with Shanahan since he's been acting as the U.S. defence chief. Shanahan was previously the deputy secretary of defence but was appointed to the more senior role in an acting capacity after Jim Mattis resigned following U.S. President Donald Trump's announcement of his intention to remove American troops from Syria. “For non-proliferation and (nuclear) disarmament to occur, everyone needs to make sure they're in compliance with the treaty,” Sajjan said. According to the statement from the White House, only Russia's destruction of its INF-violating missiles and launches will keep the U.S. in compliance and stop them from withdrawing completely in August. The defence minister acknowledged that a treaty-free Russia could cause uneasiness for Canadian and U.S. allies in Europe, but that it's too early to say what the impacts could be domestically. “It's important for us to send a unified message to Russia to come back to the rules based order so that we can maintain the stability that we have known for some time,” Sajjan said. “This decision solely rests on the actions of Russia.     DJALLAL MALTI Agence France-Presse Airbus veut profiter de son implantation industrielle croissante en Amérique du Nord pour accélérer dans la défense aux États-Unis et au Canada, avec comme argument clé d'être un acteur local qui investit et crée des emplois sur place. « Pour n'importe quel acteur du secteur aéronautique et défense, jouer aux États-Unis, c'est aujourd'hui pratiquement incontournable », relève Philippe Plouvier, directeur associé au cabinet de conseil Boston Consulting Group. « Parce que dans la défense, les États-Unis, c'est 50 % des budgets mondiaux. » Mais « jouer en Amérique du Nord, c'est avoir une base industrielle sur place. Il n'y a pas de grand acteur là-bas qui n'ait pas une base importante », souligne ce spécialiste de l'aéronautique et de la défense. Airbus a renforcé son empreinte industrielle outre-Atlantique ces dernières années. Déjà présent aux États-Unis depuis 2004 avec une usine d'hélicoptères à Columbus, il a inauguré en 2015 une ligne d'assemblage finale (FAL) destinée à l'A320 à Mobile. Mais avec la prise de contrôle du programme CSeries de Bombardier, il a encore accru cette présence. Au Canada, il a « hérité » de la ligne d'assemblage de l'A220 à Mirabel et aux États-Unis, il a décidé d'en implanter une seconde, à Mobile, ce qui fait du géant européen un acteur local. Airbus se targue d'avoir dépensé 48 milliards de dollars aux États-Unis ces trois dernières années, ce qui se traduit par 275 000 emplois américains soutenus par l'avionneur. « Lorsqu'un industriel de la défense veut vendre ses produits dans un autre pays que le sien, il y a généralement trois étapes à franchir », relève Stéphane Albernhe, du cabinet Archery Consulting. Les deux premières sont les compensations au transfert de technologies. « La troisième, qui est particulièrement importante aux États-Unis, c'est la capacité à être perçu comme un actual good US citizen, qui consiste à mettre les conditions pour que l'industriel soit considéré par les Américains comme pleinement américain. » « Pour réussir cela, beaucoup de leviers peuvent être activés », mais « ce qui compte pour remporter un contrat au-delà du respect des spécifications techniques et du prix, c'est véritablement de s'intégrer pleinement dans le paysage américain. » « Le meilleur avion pour l'armée la plus puissante » Huit ans après avoir perdu celui des avions ravitailleurs face à Boeing, Airbus s'est allié à Lockheed Martin pour répondre aux besoins de l'armée de l'air américaine en termes de ravitaillement en vol. Le géant européen propose son A330 MRTT, qu'il a déjà vendu à une douzaine de pays. « Je ne comprends toujours pas pourquoi l'armée de l'air la plus puissante du monde ne volerait pas avec le meilleur avion ravitailleur sur le marché ? Parce que c'est clairement ce qu'est le MRTT », a lancé le président exécutif d'Airbus, Tom Enders, récemment à Mobile. « Nous avons remporté toutes les compétitions à part les États-Unis », a-t-il poursuivi. « Alors tout ce que nous voulons faire est d'amener l'avion ravitailleur le plus performant à la plus grande armée de l'air du monde. Cela fait sens, non ? » Airbus vise également un appel d'offres de la marine américaine pour 130 hélicoptères, alors qu'il fournit déjà l'armée américaine avec des UH-72A Lakota. Au Canada, il est en lice avec l'Eurofighter Typhoon pour l'appel d'offres qu'Ottawa doit lancer en mai pour remplacer sa flotte d'avions de combats : 88 appareils à livrer en 2025, un contrat estimé à 19 milliards de dollars. Tom Enders a laissé entendre qu'une partie de l'assemblage pourrait se faire sur place. « Quatre-vingt huit appareils, c'est important pour le Canada, ce serait important pour nous aussi », a-t-il l'ché. À plus long terme, Airbus vise le remplacement des ravitailleurs de l'armée de l'air canadienne, à l'horizon 2021-2022.
