White House Orders New Icebreaker Strategy For Coast Guard

WASHINGTON: The White House today ordered a major rethink of current plans for a new Coast Guard heavy icebreaker fleet, calling for the ability to launch drones, install intelligence-collection systems, and consider “defensive armament” to “defend against threats by near-peer competitors” and consider the “potential for nuclear-powered propulsion.”

The call to consider new designs for at least three ships already slated to be built over the next half-decade is a sure sign of growing concern in Washington over Russian and Chinese advances in putting more heavy, nuclear-powered ships in the water while the US remains stuck with just two 40 year-old operational breakers. The Coast Guard already has plans for three new, non-nuclear icebreakers to be built by 2026, with several medium icebreakers to follow in later years. It's not clear if the White House is asking for a complete redesign of those ships, but the memo clearly indicates a desire to expand their capabilities significantly.

The memo gives acting Homeland Security secretary Chad Wolf, in conjunction with the State and Defense departments, just 60 days to come up with a plan to run a study of how to build a new icebreaking fleet that consists of “at least” three heavy polar-class security cutters that are “operationally tested and fully deployable by Fiscal Year 2029.”

The ships should be able to perform “the full range of national and economic security missions (including the facilitation of resource exploration and exploitation and undersea cable laying and maintenance),” the memo states, a clear nod to worries that both China and Russia are rushing to secure natural resources long trapped under the polar ice caps.

The Pentagon and Navy are slated to take part in the snap 60-day assessment, which includes a demand for recommendations for least two new bases in the US, and at least two new international bases.

At least one of those bases would likely be in Alaska, meeting a years-long demand from Alaska Senator Dan Sullivan, who is waiting for the Pentagon to finish a study on a potential strategic port in his state later this summer.

Sullivan managed to get language in the 2020 defense authorization bill ordering the Pentagon to study new ports in Alaska, after years of the military saying there was no need.

“At long last, the federal government has woken up to the fact that the Arctic is a region of great strategic competition,” the senator said in an emailed statement. “Unfortunately, our adversaries are well ahead of the United States when it comes to Arctic infrastructure.” Noting his efforts to bring the Pentagon's attention to these issues, he added, “this presidential memo will add weight to these efforts and will send a signal to our adversaries and those who are laying claim to the Arctic that the United States will not cede ground in this strategic location.”

Pentagon officials have said privately that refurbishing existing ports in Alaska for military use would be expensive, and they're not fully convinced there is a need. Sullivan, aware of those arguments, added, “I certainly hope the Pentagon is not going to come back after studying this again, saying there's no need. The infrastructure is not fine. It doesn't exist. And we need it to exist.”

One congressional staffer who is familiar with with the issue said part of the problem Arctic advocates have encountered is that “there is no clear official within the Department of Defense that handles Arctic issues,” and despite some efforts on Capitol Hill to create a new deputy assistant secretary of defense for the Arctic, military leaders see the region as “not as high a priority as some other things — the Department of Defense seems to be one of the last federal agencies in the country to understand the strategic importance and relevance of the Arctic.”

While the Coast Guard already has an icebreaker plan in hand, this new White House push might scramble those if the executive branch demands significant changes to the class, the first of which is slated to begin construction in 2021.

As Washington ponders the possibility of building nuclear-powered icebreakers, two Russian companies are already at work building the world's most powerful nuclear breaker, the first step in an ambitious new Arctic strategy Moscow hopes will open lucrative new shipping routes in the Arctic. The country currently operates 40 icebreakers along the Northern Sea Route in the high north. Moscow has also unveiled plans to build dozens of non-nuclear new icebreakers in the coming years, including at least 13 heavy icebreakers, nine of which would be nuclear-powered, if plans laid out by Russian President Vladimir Putin hold.

For its part, China has already matched the US in the number of icebreakers it has in its fleet, though only one of the two was built domestically. Beijing has expressed a desire to float a nuclear-powered breaker at some point in the future, though plans remain unclear. The first ship, MV Xuelong, was built at a Ukrainian shipyard but has since been upgraded by Chinese shipyards.

    DARPA Explores New Computing Architectures to Deliver Verifiable Data Assurances

    Program seeks to create new software and hardware architectures that provide physically provable assurances around data security and privacy Whether a piece of information is private, proprietary, or sensitive to national security, systems owners and users have little guarantees about where their information resides or of its movements between systems. When a user enters information on a phone, for example, it is difficult to provably track that the data remains on the phone or whether it is uploaded to a server beyond the device. The national defense and security communities are similarly left with few options when it comes to ensuring that sensitive information is appropriately isolated, particularly when it's loaded to an internet-connected system. “As cloud systems proliferate, most people still have some information that they want to physically track – not just entrust to the ether,” said Walter Weiss, DARPA program manager. “Users should be able to trust their devices to keep their information private and isolated.” Keeping a system completely disconnected from all means of information transfer is an unrealistic security tactic. Modern computing systems must be able to communicate with other systems, including those with different security requirements. Today, commercial and defense organizations often leverage a series of air-gaps, or breaks between systems, to keep the most sensitive computing devices and information secure. However, interfaces to such air-gapped systems are typically added in after the fact and are exceedingly complex, placing undue burden on systems operators as they implement or manage them. To create scalable solutions that provide safe, verifiable methods of tracking information and communications between systems, DARPA launched the Guaranteed Architecture for Physical Security (GAPS) program. The goal of GAPS is to develop hardware and software architectures that can provide physically provable guarantees around high-risk transactions, or where data moves between systems of different security levels. DARPA wants to ensure that these transactions are isolated and that the systems they move across are enabled with the necessary data security assertions. The intended outputs of this program are hardware and software co-design tools that allow data separation requirements to be defined during design, and protections that can be physically enforced at system runtime. GAPS is divided into three research areas that will address: 1) the creation of hardware components and interfaces; 2) the development of software co-design tools; and, 3) the integration of these components and tools, as well as their validation against exemplar Department of Defense (DoD) systems. The new hardware components and interfaces are designed to provide system designers with a library of hardware tools to securely isolate data during transactions. The software co-design tools could someday allow developers to easily employ GAPS hardware components without requiring changes to their existing development processes and frameworks. Finally, the integration and validation of the hardware and software architectures on DoD systems could be used to demonstrate the capability and maturity of the GAPS approach for the kinds of problems DoD system integrators currently face, and expect to see in the future. Commercializing the resulting technologies is also an objective of the program. The verifiable security properties created under GAPS may also help create safer commercial systems that could be used for preserving proprietary information and protecting consumer privacy. GAPS is part of the second phase of DARPA's Electronics Resurgence Initiative (ERI) - a five-year, upwards of $1.5 billion investment in the future of domestic, U.S. government and defense electronics systems. Under ERI Phase II, DARPA is exploring the development of trusted electronics components, including the advancement of electronics that can enforce security and privacy protections. GAPS will help address the DoD's unique requirements for assured electronics while helping to move forward ERI's broader mission of creating a more robust, secure and heavily automated electronics industry. The contract, announced on Friday, covers recurring and non-recurring services. The B-1 has been in service since 1986, while the B-52, nicknamed the Stratofortress, was first introduced in 1955. Specific work, covered by a $35 million award as part of the contract and to be finished by Dec. 31, 2019, will be done at Tinker AFB, Okla.; Edwards AFB, Calif.; Barksdale AFB, La., and at Boeing's Oklahoma City, Okla., facility.     For IT companies, the secret to success in defense is all about big growth

    By: Jill Aitoro WASHINGTON — The secret to tackling the defense information technology market may be scale. Looking specifically at the pure-play IT companies that landed on the 2018 Defense News Top 100 list, many of those that have doubled down in some capacity saw defense revenue increase during fiscal 2017. That came on the tail end of another trend among the largest defense primes, to get out of the IT business. “The evolution started a couple years ago, where the large defense primes who had boned up on IT service work during the war [on terror] started to realize that for a variety of reasons they might not be able to compete as effectively, or extract the returns they want out of a business like that,” said Jon Raviv, senior analyst and vice president for aerospace and defense at Citi Research. Divestitures followed, and pure-play IT companies were able to quickly scale up not just in size and their ability to support massive contracts, but also in capability set. The acquisition of Lockheed Martin's IT business transformed Leidos from a $5 billion company to a $10 billion company. That deal closed in late 2016, explaining how the company saw double-digit growth in defense revenue in both 2016 and 2017 — despite the buy actually making the company less defense heavy overall. Similarly, CACI closed on the acquisition of L3 Technology's National Security Solutions for $550 million in February 2016 — three months before the end of its fiscal year. The associated revenue contributed to the 16 percent increase in defense revenue during 2017. Leidos CEO Roger Krone, in an interview with Defense News in 2016 soon after the acquisition closed, pointed to “scale, but not scale for scale's sake” as a big factor in the buy — noting, too, the importance of balancing the portfolio and geographic distribution. He also pointed to sheer numbers — 15,000 employees specifically — many with security clearances. The trend does seem to be continuing. CSRA chose to not participate in the 2018 Top 100 because its $9.7 billion acquisition by General Dynamics closed by the time data collection for the list kicked off. While General Dynamics is a top defense prime, its IT business functions as a largely separate entity, similar to the pure-play IT companies. The acquisition of CSRA, which reported $2.25 billion in defense revenue for fiscal 2016 — will add significant scale to GDIT. It is also likely to influence the company's Top 100 rank next year. The future promises more cyber and IT-related merger and acquisition activity in the vein of that deal, according to Daniel Gouré, a vice president with the Lexington Institute think tank. “Raytheon is still in acquisition mode with cyber, so it's an area that's still kind of churning,” he said. “I wouldn't be surprised to see some of these big players acquire some of the more defense-oriented cyber players.” Unclear is what the sweet spot may be for those exclusively IT-focused firms. “Where we sit right now, it's not clear what the right size is,” Raviv said. “GDIT and Leidos are about $10 billion in sales; SAIC and CACI and ManTech are lower tier. All of those companies say they are happy with scale but could do a deal. Whether they call it scale, or marrying capability sets — it's all marketing, I suppose.” And there are other tactics that achieve scale without acquisition. Perspecta emerged on the 2018 Top 100, having launched June 1, 2018 through the combination of DXC Technology's U.S. public sector business, Vencore, and KeyPoint Government Solutions. As one entity, Perspecta reported $2.73 billion in defense revenue and ranked 37. To put that in perspective, Vencore ranked 67 in last year's list, with $886.59 million in defense revenue. And all of these pure-play companies are increasingly marketing themselves as conduits to the “nontraditional players” that the Pentagon is so keen to attract. Amazon Web Services, for example, will often partner with government IT companies on defense contracts to hand off some of the contracting morass. That said, for all the potential, the bulk of the defense IT market is notoriously fickle. Services often set aside IT projects in an effort to preserve platform buys, and margins can be low. Agencies also struggle to balance upkeep of existing systems versus modernization efforts versus research and development into the next great technological marvel. But as Raviv noted, it's all IT. “Yes, there are companies working on high-end cyber, the ability to launch attacks through cyberspace or to harden the communication node on a new missile so it can't be hacked by, say, China. And while the word cyber came up a lot three or four years ago, now you hear a lot about AI, autonomy and machine learning. But it's all technology.
