La décision du gouvernement allemand de suspendre les exportations d'armes à l'Arabie saoudite a déjà coûté à Airbus plus de 190 millions d'euros.
L'embargo allemand sur les ventes d'armes à l'Arabie saoudite a coûté très cher à Airbus et le groupe d'aéronautique et défense envisage désormais de présenter la facture à Berlin. Selon un article du « Spiegel » publié vendredi, Airbus envisagerait de porter plainte devant les tribunaux allemands, contre la décision du gouvernement fédéral. « Nous nous réservons la possibilité d'engager un recours », a confirmé un porte-parole du groupe.
Lors de la présentation des résultats du premier trimestre , le 30 avril, les dirigeants d'Airbus avaient chiffré à 190 millions d'euros, l'impact financier de la suspension des licences d'exportation de matériel militaire à l'Arabie saoudite. Une somme à laquelle s'ajouterait une partie des 83 millions d'euros « liés à l'écart de comptabilisation des paiements avant livraisons et aux réévaluations bilancielles ». De quoi expliquer partiellement la forte baisse du résultat net d'Airbus au premier trimestre.
Pour le groupe européen, la potion est d'autant plus amère que le principal contrat avec l'Arabie saoudite visé par cet embargo allemand ne porte pas véritablement sur des ventes d'armes. Il s'agit d'un contrat signé dès 2009 pour un système complet de sécurisation des 9.000 km de frontières du royaume, associant tous les moyens de détection et de surveillance, d'une valeur totale d'environ 2,5 milliards d'euros, et qui devait être partiellement fabriqué sur le site Airbus de Donauwörth, près de Munich. D'où l'envie d'aller en contester la légalité devant les tribunaux allemands.
Toutefois d'autres programmes militaires auxquels le groupe Airbus participe sont également concernés par le gel des exportations d'armes à Ryad, parmi lesquelles les avions de combat Eurofighter Typhoon, l'avion de ravitaillement en vol A330 MRTT, des hélicoptères, des missiles MBDA... A tel point que plusieurs des partenaires européens de l'Allemagne, au premier rang desquels la France , se sont émus de cette situation. Sans effet jusqu'à présent sur le gouvernement d'Angela Merkel, qui sait l'impopularité des ventes d'armes au sein de son opinion publique.
La décision de Berlin de stopper les ventes d'armes à l'Arabie saoudite avait été annoncée en octobre dernier, suite à l'émotion suscitée par l'assassinat du journaliste Jamal Khashoggi au consulat d'Arabie saoudite à Istanbul. A l'époque, Berlin avait toutefois évoqué une mesure provisoire. Mais depuis, ce moratoire a déjà été prolongé à trois reprises, rendant de plus en plus improbable la réalisation des contrats.

Carefully named, the All DIrections Flying Object, or ADIFO, is instead a saucer-like contraption, a flying prototype built at exploring the aerodynamic potential of an alien craft. It is, at its core, an omnidirectional flying wing built around a quadcopter with jets attached. Its designers see a future for the airframe as an unmanned combat aerial vehicle. In a video posted July 1, a narrator discusses the design process and aerodynamics of the craft. Like many VTOL tools built on a quadcopter frame, ducted fans provide initial lift and mobility at low altitudes and low speeds. The addition of vectored jets on the rear of the craft, combined with four vertical vents and four side-facing vents, promising greater maneuverability at high speeds. The ADIFO is the invention of Romanian engineer Razan Sabie in conjunction with Iosif Taposu, a scientist with a long career in aerospace research for the Romanian government. “The aerodynamics behind this aircraft is the result of more than two decades of work and is very well reasoned in hundreds of pages and confirmed by computer simulations and wind tunnel tests,” Sabie told Vice, in the pair's first American interview. That story explores both the specific nature of the ADIFO, and the long and mostly failed history of flying saucer design. Like many other ideas for the first decades of aviation, the possibility of operating the craft without a human on board opens up greater potential in what an airframe can actually do. Human pilots are subject to the limitations of a body and perception, and a flying disk changing directions suddenly at high speed is not the ideal place for a human to be. Uncrewed craft can take on novel forms, and execute turns and twists beyond those human limits. While maneuverability is likely the primary selling point for a future role as combat aircraft, the smooth and fin-free form could easily have stealth characteristics built in, and could be further adapted by a dedicated team to fully realizing that stealth flight. What might a military planner or designer do with such a machine? The proof-of-concept offers little in the way of information about storage space or sensors. With wide enough lenses, a handful of cameras could match the circular symmetry of the vehicle and provide and omnidirectional surveillance presence. The high speeds and potentially low radar profile suggest a role akin to earlier, Cold War spy planes, taking specific pictures in contested space and returning before anti-air systems can act. And as with any aircraft, the potential is likely there for it to release an explosive payload, taking the flying saucer from an extraterrestrial fear to a terrestrial threat. ADIFO might not be the future of anything. The project's home page says the team is still attracting partners, and aviation history is littered with proofs-of-concept that failed to materialize in a meaningful way. Yet there is something to the idea of a flying saucer working the moment it no longer has to transport a human. Nathan Strout WASHINGTON - The Pentagon is trying to move ahead with reforms to how it acquires space systems, even as a report outlining significant legislative changes has gotten held up by the Office of Management and Budget. Released in May, the Department of the Air Force report recommends nine specific proposals to improve contracting under the newly established U.S. Space Force. While most of the changes can be undertaken independently by the Department of Defense, three recommendations would require legislative action by Congress. But according to Deputy Assistant Secretary of the Air Force for Space Acquisition and Integration Shawn Barnes, the report has yet to get past OMB, which oversees the President's budget proposals and ensures legislation proposed by agencies is consistent with the administration. “[It's] still not on the hill. I'm a little frustrated by that, but I think we're very close with OMB at this point and I think we're just about there,” said Barnes during a July 30 call with reporters. “There are a couple of sticking points, but I'm not going to talk about those directly here.” Barnes continued on to say that OMB had no issues with the vast majority of the report. And while the Air Force has to wait for legislative action on some recommendations, Barnes said they are already moving ahead with internal reforms, such as establishing a distinct Space Force budget. “We're in the process of figuring out how to implement those actions within the alt-acquisition report that don't require any legislative change, and of the somewhat less than ten of those specific actions, probably six of them are within the Department of Defense's ability to get after. So we're building implementation plans for that,” he said. The most important recommendation in the report, at least according to the Air Force, is budgetary. They want to be able to consolidate Space Force budget line items along mission portfolios, such as missile warning or communications, instead of by platforms, allowing them more flexibility to move funding between related systems without having to submit reprogramming requests to Congress. This was a point of contention between the Pentagon and legislators last year, as the Air Force issued repeated reprogramming requests to secure the funding needed to push up the delivery date of the first Next Generation Overhead Persistent Infrared satellite. Barnes insisted that managing funding at the portfolio would give the Space Force more flexibility to react to program developments without sacrificing transparency.
