Vance’s plan to buy U.S.-made uniforms for Canadian military raises issues

My Postmedia colleague Christie Blatchford reports the Canadian military is looking for a new camouflage uniform for its 95,000 regular and reserve force members – potentially at a cost of as much as $500 million to taxpayers.

Chief of the Defence Staff Gen. Jon Vance favours one originally developed for the U.S. military, according to documents obtained by Blatchford.

In a seven-page briefing note on Vance's recent visit to Halifax, the general's senior staff officers last month wrote, “The CDS stated his desire to replace” current uniforms with the new “MultiCam” pattern now being used by the force's Special Operations Command.

As Blatchford wrote, except for special forces, most Canadian soldiers now wear “CADPAT,” short for “Canadian Disruptive Pattern,” a Canadian-developed digital camouflage print that comes in several varieties, depending on the environment (desert, temperate, Arctic, etc.) and for which the Canadian government has a copyright and trademark. The uniforms are manufactured by a number of Canadian companies.

    'Interim' icebreakers to be used for decades

    OTTAWA — The Canadian Coast Guard says three "interim" icebreakers that were recently purchased without a competition will be used for the next 15 to 20 years. Coast guard officials revealed the timeframe in interviews with The Canadian Press while playing down concerns about the state of their aging fleet — and the challenges in building replacements. The government in August agreed to sole-sourcing the purchase of three used icebreakers from Davie Shipbuilding for $610 million, saying a stop-gap was needed until replacements could be built. The deal represented a win for the Quebec-based shipyard, which had been lobbying hard for additional federal work, and should ease pressure on the coast guard's icebreaking fleet. The coast guard's existing vessels are on average more than 35 years old and have lost hundreds of operational days over the past few years due to mechanical breakdowns. Yet there are no immediate plans to replace them; the government's multibillion-dollar shipbuilding plan includes only one new heavy icebreaker, which won't be ready until the next decade. Deputy Commissioner Andy Smith, who is overseeing the shipbuilding plan for the coast guard, said the service is instead in the midst of extending the life of its current fleet another 20 years — during which it will rely on the Davie ships to fill any gaps. "The icebreakers that we recently purchased were envisioned to backfill behind those various ships as we put them into a refit or an extended maintenance period," Smith said in an interview. "And we have mapped that out over 20 years." Deputy Commissioner Mario Pelletier, who is responsible for coast guard operations, confirmed that time period in a separate interview, saying: "I would expect that we're going to have them for 15, 20 years. "The urgent need is just to make sure we do have a surge capacity to backfill when those ships come out of service," he added. While few would argue the need for additional icebreakers, the timeline has nevertheless resulted in fresh criticism of the country's procurement system — and questions about the shipbuilding plan. The federal government previously purchased "interim" icebreakers in the 1980s and those vessels are still in use, said Rob Huebert, an expert on the Arctic at the University of Calgary. That, plus the absence of any real plan to replace the majority of the coast guard's icebreakers, leads Huebert to believe the three Davie ships will eventually become part of the permanent fleet. "What's going to happen is we have been overworking our three medium icebreakers and those three (Davie ships) will replace them even though no one is saying they're replacing them," he said. The two Canadian Coast Guard officials both insisted that the Davie deal would not undercut the shipbuilding plan, through which Vancouver Shipyards is building several coast guard ships. Those include three fisheries-science ships, an ocean-science vessel and a heavy icebreaker, in that order. Two naval support ships will be built between the ocean-science vessel and the icebreaker. But defence analyst David Perry of the Canadian Global Affairs Institute wondered whether calling the Davie deal an "interim" measure was intended to sidestep the plan — and any legal trouble. Either way, he said, the arrangement only underscores many of the enduring issues facing Canada's troubled procurement system and the long amount of time it takes to buy new equipment. "If they're defining an interim period being up to 20 years, only in Canada is that considered an interim basis," he said, noting that the shipbuilding plan is already years behind schedule. "Only in a country where you run things for 40-plus years is two decades a temporary solution." Smith and Pelletier said the current coast guard fleet is nonetheless in good shape and that there are positive signs of progress at Vancouver Shipbuilding, despite some hiccups. Those included a welding problem discovered on the three fisheries-science ships that has pushed back delivery of the first of those vessels until next year. The design and budget for the ocean-science ship also remains up in the air, while the construction schedule for the navy support ships and heavy icebreaker remain in limbo. "It's really a dynamic time as we look to regrow the whole ecosystem of shipbuilding in this country, and they are in various stages of design and construction," Smith said of the challenges.     Royal Canadian Navy Unveils New Details On CSC Frigates

    The Royal Canadian Navy (RCN) released the latest details on the configuration of its next generation frigates: the Canadian Surface Combatant (CSC). They will be heavily armed, featuring Naval Strike Missiles, Tomahawk and both ESSM and Sea Ceptor! The RCN last week unveiled a PDF document shedding light on the latest configuration retained for its next gen class of frigate: the CSC. Naval News contacted various sources familiar with the program to confirm the selection of a number of systems listed in the document. What stands out in this new document is fact that the CSC will be fitted with a wide range of weapons, both offensive and defense, in a mix never seen before in any surface combatant. Naval Strike Missile (NSM) While NSM launchers were shown in the past on CSC scale models at various tradeshows (Surface Navy and Sea Air Space), the CSC model on display at DSEI 2019 was showing Harpoon launchers aboard the frigate To our knowledge, it is the first time that an official Royal Canadian Navy lists the NSM as the main anti-surface warfare (ASuW) weapon for the CSC. Contacted by Naval News, an industry source said Kongsberg was close to finalizing the deal. NSM has an operational range of 100 nautical miles (185 Km) and a high subsonic speed. It uses Inertial, GPS and terrain-reference navigation and imaging infrared homing (with a target database aboard the missile). The NSM is a fifth generation anti-sip missile, produced by Kongsberg and managed in the U.S. by Raytheon. NSM reached Initial Operational Capability on the Norwegian Fridtjof Nansen-class frigates and Skjold-class corvettes in 2012. It is also fielded by the Polish Navy (coastal defense batteries) and has been selected by the navies of Malaysia and Germany. NSM was also selected in 2018 as the winner of the U.S. Navy Over-The-Horizon Weapon System (OTH WS) competition and by the USMC last year. It will be fitted aboard the Littoral Combat Ship and the Constellation-class frigates. In the case of Canada, is selected, the NSM will likely be sourced from Raytheon via an FMS deal, rather than procured directly from Norway. Tomahawk land attack cruise missile If Tomahawk missiles end up in the CSC weapons package, this would be quite significant. So far, Raytheon's land attack cruise missile has only been exported to the United Kingdom in its submarine launched variant. Canada would become the second export customer for the missile and the only navy, with the US Navy to deploy it from surface vessels. Naval News contacted Raytheon for comment but we have not heard back yet. During the Sea Air Space 2019 tradeshow, representatives from Lockheed Martin Canada confirmed to Naval News the MK41 VLS aboard the frigate were “strike length”. The Tomahawk Land Attack Missile (TLAM) is a long-range, all-weather, jet-powered, subsonic cruise missile that is primarily used by the United States Navy and Royal Navy in ship- and submarine-based land-attack operations. Its latest variant, the RGM/UGM-109E Tomahawk Land Attack Missile (TLAM Block IV) has a range of 900 nautical miles (or 1,000 mi / 1,700 km). ESSM and Sea Ceptor The last thing that really caught our attention in the RCN document is the fact that both the ESSM and Sea Ceptor are listed. On paper, the two missiles are direct competitors and redundant: ESSM is a medium-range, all-weather, semi-active radar-guided missile used in surface-to-air and surface-to-surface roles. According to open sources, the RIM-162 Evolved SeaSparrow Missile (ESSM) has a range of about 27 nautical miles (50 Km) and a top speed of Mach 4+. Unlike ESSM Block 1, the Block 2's active radar homing seeker will support terminal engagement without the launch ship's target illumination radars. The improved ESSM Block 2 will be fielded by the US Navy from 2020. Canada is one of the 12 nations taking part in the NATO-led ESSM consortium and will be deploying the Block 2 variant aboard the future CSC. The will be launched from the Mk41 VLS. The missiles can be “quad packed” in a single cell. According to MBDA, Sea Ceptor is the next-generation, ship-based, all-weather, air defence weapon system. The Weapon System has the capability to intercept and thereby neutralise the full range of current and future threats including combat aircraft and the new generation of supersonic anti-ship missiles. Capable of multiple channels of fire, the system will also counter saturation attacks. It has a range of 25 Km, a speed of Mach 3 and features an active RF seeker. Also known as Common Anti-Air Modular Missile (Maritime) – CAMM(M), this new missiles has already been fielded aboard the Royal Navy's Type 23 frigates and the Royal New Zealand Navy ANZAC-class frigates. Sea Ceptor will also be fitted aboard the future Type 26 frigates. Contacted by Naval News, an MBDA source shed some light on how the Sea Ceptor was selected in addition to the ESSM. The two missiles were not competing against each other. Raytheon's ESSM was selected to provide “point defense”. Instead, MBDA pitched its missile for the RCN's close in weapons system (CIWS) requirement. The Sea Ceptor beat out systems usually used in that role such as the RAM, SeaRam or Phalanx. The final Sea Ceptor configuration aboard the CSC still needs finalized and confirmed but it will likely be 24x missiles launched from Lockheed Martin's Extensible Launching System (ExLS) located amidship. The RCN would become the launch customer for that new launcher alongside the Brazilian Navy (for its new corvette design based on the TKMS MEKO A-100) depending on who signs the contract first. CSC latest configuration Surveillance & Weapon Sensors Solid State 3D Active Electronically Scanned Array (AESA) Radar – LMC SPY-7 Solid State AESA Target Illuminator – MDA Navigation Radars – X & S Band Electro-Optical and Infrared Systems Electronic Warfare & Countermeasures Suite Radar/Radio ESM Frequency Identification Laser Warning and Countermeasures System Radio Frequency and Electronic Jammers Electronic Decoy System Naval News comments: An industry source informed us that except for the Torpedo decoy systems (to be provided by Ultra) the decoy launchers for CSC and their ammunition is one of the few systems that are still “up in the air”. We were told however that the RCN wants the full range of decoy types available on the market today: Infra red, chaff, corner reflectors, smoke for masking / screening and even offboard active decoys (such as Nulka). The EW suite of the CSC will be known as the RAVEN. Designed by Lockheed Martin Canada, it is based on the RAMSES system currently fitted aboard the Halifax-class frigates.     Cormorant helicopter upgrades to deliver improved Search and Rescue capabilities and economic opportunities for Canadians

    April 27, 2023 - National Defence / Canadian Armed Forces – Enfield, Nova Scotia Today, National Defence Minister Anita Anand visited IMP Aerospace in Enfield, Nova Scotia, and joined representatives from Leonardo U.K. Ltd., IMP Aerospace, and other partners, who announced that IMP Aerospace has received a major sub-contract for the Cormorant Mid-Life Upgrade (CMLU) Project. The CMLU project will upgrade Canada’s CH-149 Cormorant fleet, which plays a critical role in our country’s Search and Rescue (SAR) operations. The fleet has been providing reliable and crucial service to Canada since 2001 – but requires upgrades to remain operationally effective. Thanks to a $1.168 billion contract awarded in December 2022 to Leonardo U.K. Ltd, Canada is upgrading its current Cormorant helicopter fleet to the most advanced version of the helicopter, and acquiring additional airframes/parts to increase our fleet size from 13 to 16 aircraft. Minister Anand welcomed today’s announcement by Leonardo U.K. Ltd. that IMP Aerospace and Defence has been sub-contracted to undertake the upgrade of 13 in-service AW101/CH-149 Cormorant Search and Rescue (SAR) helicopters at its facility in Halifax, Nova Scotia. Under its sub-contract award, IMP will deliver 13 of the 16 upgraded Cormorants to Canada from its Halifax facilities. The first three helicopters will be completed at Leonardo’s United Kingdom facilities. IMP personnel will undertake on-the-job training in the United Kingdom to complete the build of the remaining 13 CMLU helicopters in Canada. Minister Anand noted that the CMLU project has the potential to contribute almost $79 million annually to Canadian GDP and 650 jobs annually for Canadian companies over a 12-year period – demonstrating our commitment to ensuring that national security and economic prosperity go hand in hand. With this project the CH-149 fleet will be upgraded to the most advanced version of the helicopter, the AW101 615; similar to the model Norway has recently procured to conduct its rotary-wing SAR missions. Using this already established configuration accelerates the project considerably. Training solutions will also be acquired under the project to move aircrew training home to Canada. This project will reuse as many parts as possible from current CH-149 inventory such as transmissions, landing gears and control surfaces to reduce costs and ensure value for money. Delivery of these upgrades and training systems is expected to begin in 2026 and is anticipated to be fully operational in 2030.  Through the application of Canada’s Industrial and Technological Benefits (ITB) Policy, both CAE Inc. and Leonardo U.K. Ltd will enter into high quality business activities within the world-class Canadian aerospace and defence industry to ensure that economic benefits equal to the value of the contracts are realized for Canadian industry.
