    Strategic Air Bases Receive First Counter-UAS Systems

    RACHEL S. COHEN Several Air Force installations with strategic assets are now armed with systems to protect against small unmanned aircraft that might loiter nearby. Steve Wert, the Air Force's digital program executive officer helping to roll out counter-UAS systems, said the service had fielded initial capabilities to an undisclosed number of US Strategic Command and Air Force Global Strike Command sites. Speaking at an Air Force Life Cycle Management Conference recently in Dayton, Ohio, Wert described the new systems as “a command-and-control capability integrated with some detection and some jamming,” but did not mention kinetic attacks. “Much more work to do,” he said. “We're finding the typical problems you will find on some bases. In order to have a radar providing detection, you actually have to build a tower. Building towers is hard because you have to do environmental assessments.” The systems provide “a composite suite of options” to sense and defeat drones attempting to enter restricted airspace around nuclear, space, electronic warfare, long-range strike, and missile defense resources, Air Force spokeswoman Laura McAndrews said. “The concept of ‘tailored and layered defense' provides the ability to execute kinetic solutions, such as traditional ballistic rounds and capture nets, coupled with other countermeasures that disrupt the operator's ability to navigate drones in our restricted airspace,” she said. The Air Force and Army are also collaborating on using 40 mm ammunition with nets that deploy and wrap around the drones to bring them down. “We've had some recent success working with the Army on kinetic defeat, successful test round firings,” Wert said. “The idea of a net round is probably a good solution, but that system's becoming accurate enough where the training rounds are directly hitting UAVs, so very good results there.” In May, Pentagon acquisition chief Ellen Lord told reporters Defense Department officials were concerned that military personnel weren't aware of their options for addressing UAVs and the services weren't sharing their ideas. Combatant command representatives and acquisition officials meet each month to discuss the right way forward. That's generated a list of counter-UAS systems in the DOD with details on their maturity, how many are deployed, and how they are used, Lord said. The Air Force is also working toward laser and microwave weapons for that purpose. The FAA already regulates how and where small UAS are allowed to fly, though those rules are evolving in collaboration with the Pentagon, which called the issue a high priority earlier this year. “I really do think of these UAVs as something that's low-cost, it's easy to manipulate,” then-acting Defense Secretary Patrick Shanahan told the Senate Appropriations Committee in May. “We need to develop the capabilities and the rules because, quite frankly, this airspace is shared by so many different authorities, so it's as much about rules to operate in space as it is the technologies to defeat them.” Over the past few years, Defense Department officials have pointed to instances of enemy combatants dispatching small drones for strike and intelligence-gathering in the Middle East and of unmanned aerial vehicles lingering near high-end aircraft. US Strategic Command did not answer how many little aircraft have been spotted lately or if the number is growing. "So far, they've been incidental activities,” STRATCOM boss Gen. John Hyten said at a 2017 Senate Armed Services Committee hearing. "But the fact that they're occurring, and then if you watch what is happening overseas in the [US Central Command theater] with the use of lethal UAVs and the use of UAVs for surveillance on the part of a terrorist adversary, I'm very concerned that those same kind of UAVs could be employed against our weapon storage facilities, especially on the nuclear weapon storage facilities." Air Combat Command chief Gen. Mike Holmes in 2017 also noted two incidents that interfered with operations on the same day and required reports to Air Force leadership. Conventional military assets need similar policies and protections as STRATCOM has put in place over the past few years, allowing workers to track and engage drones when needed, he argued. "At one base, the gate guard watched one fly over the top of the gate shack, tracked it while it flew over the flight line for a little while, and then flew back out and left," Holmes said.     Fareham Safran Helicopter Engines a signé avec le Defence Equipment and Support du Ministère de la Défense du Royaume-Uni, une prolongation de trois ans du contrat assurant la disponibilité des moteurs RTM322 équipant les hélicoptères Merlin de la Royal Navy et Apache AH Mk1 de la British Army. Portant sur une flotte de plus de 400 moteurs, ce contrat avait démarré en 2013, année du rachat par Safran des parts de Rolls-Royce dans le programme RTM322. Depuis, le Groupe a significativement amélioré la fiabilité de ce moteur et a affiché durant quatre années consécutives une disponibilité des moteurs, accessoires et pièces détachées, supérieure aux objectifs fixés. Safran Helicopter Engines conduira ce contrat depuis ses installations de Fareham (Hampshire) au Royaume-Uni, où plus de 40 personnes sont directement impliquées. Ce contrat intègre l'approvisionnement en moteurs, modules, accessoires et pièces détachées, la maintenance et la réparation, le support technique et logistique, et la fourniture de la documentation technique. Ce contrat est ainsi prolongé jusqu'au 31 mars 2022, avec une option pour deux années supplémentaires. « Safran Helicopter Engines fournit à notre flotte de moteurs RTM322 un support performant, fiable et réactif, garantissant un haut niveau de disponibilité.     Airbus Targets NRO Imagery Sales With New US Corporate Entity

By THERESA HITCHENSon July 15, 2020 at 6:14 PM WASHINGTON: Airbus is angling for a bigger share of the US space and intelligence market with a reorganization of its US operations and an independent board of directors — with its eye squarely on NRO's upcoming contest for commercial remote sensing providers. The new entity, called Airbus U.S. Space & Defense, is based near the Pentagon in Rosslyn, Va. It brings all of Airbus's US operations under one corporate hat. While Airbus, which is headquartered in the Netherlands, has long had a Special Security Agreement that allows it to sell products in the US, the move to appoint an independent board of US citizens to manage the business will give it increased opportunities to break into highly-classified programs, explained Chris Emerson, the newly appointed CEO, in a roll-out brief with reporters today. “The foundation to do business with the US is hinged around what we call a Special Security Agreement, because Airbus is based in in Europe. In order for us to establish the trust and bona fides to be able to work at every security level with the US government, we needed to set up an independent board of directors,” he said. James Darcey, an Airbus spokesperson, clarified in an email to Breaking D that while Airbus has had SSA agreements in the past, as U.S. Space & Defense is a new corporate entity, a new one was required. “So, while Airbus U.S. Space & Defense is not the first SSA company – and we've been selling to the U.S. government under SSA for some time – the new company is structured under a new board of directors, and is moving in new directions than previously,” he said. The independent board of directors is loaded with household names in the defense community: former National Geospatial-Intelligence Agency Director Letitia Long; former Bush DoD exec Frank Miller; retired Gen. Willy Shelton, former head of Air Force Space Command; DoD Defense Innovation Board member Mark Sirangelo; and retired Rear Adm. Kevin Sweeney, former chief of staff to DoD Secretary Jim Mattis. Further, the company just received a license from the Commerce Department that will allow it to sell high-resolution imagery and data analytics to the US government, as well as commercial customers, he said. (Commerce, via the National Oceanic and Atmospheric Administration, licenses all US commercial remote sensing operators.) While Emerson said the firm's primary focus is commercial users hungry for imagery, he said the firm also intends to respond to the NRO's request for proposals (RFP) to expand its pool of commercial suppliers of imagery, including advanced synthetic aperture radar (SAR) that has been traditionally supplied by the NRO's own highly-classified satellites. As Breaking D readers know, that RFP is expected to be released by the end of the year. It also is eyeing sales of data analyses to the National Geospatial-Intelligence Agency (NGA); not to mention technologies to NASA for its space exploration efforts. “As you know, from Airbus we have a pedigree — we're probably the leader in commercial SAR capabilities,” Emerson said. Airbus operates three X-band radar satellites, as well as two Pleiades and two Spot electro-optical satellites that utilize bandwidth into the near-infrared spectrum. Further, the company's UK unit won a design study contract from the British Ministry of Defense for an ultra-high resolution SAR constellation, under a program called Oberon. Airbus also is a 50 percent partner in OneWeb Satellite, based in Florida, that has been building satellites for OneWeb's planned mega-constellation of 650 Low Earth Orbit (LEO) satellites for Internet connectivity. The fate of that operation has been up in the air because of OneWeb's March bankruptcy. But Emerson said that production for OneWeb is restarting, following the July 3 bid by the UK government, in partnership with Indian firm Bharti Global Ltd, to acquire the firm — with each partner contributing $500 million in investment. Further, U.S. Airbus Space & Defense is working to bring third-party US customers for the broadband communications satellites by modifying them at the Florida plant, he said. “That is a critical asset for us that we are only going to continue to grow in the United States. You'll see more than just one product coming from our capabilities in the US and, we're committed and excited about the business that we have with with OneWeb Satellites,” he added.
