US, Canada talks underway to decide if the F-35 will be pulled from Canada’s fighter competition

VICTORIA, British Columbia — The U.S. is threatening to pull the F-35 from Canada's fighter jet competitionif the ally to the north doesn't change requirements for the winning bidder to stipulate specific industrial benefits for domestic firms.

The U.S. government is arguing that since Canada is a partner in the F-35 program it cannot request guaranteed industrial benefits for its companies.

Canada has pre-qualified four aircraft for its fighter jet project worth up to 19 billion Canadian dollars (U.S. $14 billion): the Lockheed Martin F-35, Boeing Super Hornet, Eurofighter Typhoon and the Saab Gripen.

The Canadian government plans to purchase 88 new jets to replace its aging CF-18 fighter aircraft fleet. Canada will require that a robust package of guaranteed industrial benefits or offsets be provided by the winning bidder, government officials have said.

But the U.S. government has objected to that, as Canada is still a partner in the F-35 program, which does not guarantee participating nations a set number of contracts. Work on the F-35 program is based on best value and price.

U.S. Navy Vice Adm. Mathias Winter, program executive officer for the Joint Strike Fighter, wrote Canadian procurement officials Dec. 18, 2018, pointing out that the F-35 agreement prohibits partners from imposing requirements for industrial benefits.

“We cannot participate in an offer of the F-35 weapon system where requirements do not align with the F-35 Partnership," he noted in his letter.

Winter's letter was leaked this week to defencs analysts and the Canadian journalists.

The letter has prompted ongoing discussions between Canadian and U.S. procurement officials in an effort to work out some kind of solution, multiple industry and government sources told Defense News.

But the Canadian government will also respect any decision by the U.S. to not bid the F-35 if an agreement can't be reached, sources added.

The Canadian government is putting the final touches on the bid requirements for new fighter jet project. That bid package is expected to be issued sometime this year.

Asked about the U.S. ultimatum, Ashley Michnowski, spokeswoman for Procurement Minister Carla Qualtrough, said feedback from aircraft suppliers is continuing to be collected by the Canadian government. That process has yet to be finished and a final request for bids is expected to be released soon, she added.

Michnowski said Canada continues to be a member of the Joint Strike Fighter program, giving the country “the option to buy aircraft through the program, should the F-35 be successful in the competitive process for the future fleet.”

Lockheed Martin Canada noted in a statement that Canadian firms have earned more than $1.2 billion in work on the program, resulting in hundreds of domestic jobs.

“We continue to provide our feedback to the U.S. government, which leads all government-to-government discussions related to the Canadian fighter replacement competition,” the statement added.

    The Royal Canadian Air Force (RCAF) will be seeking an upgrade to its CH-146 Griffon maintenance and flight training simulators as part of a life extension project for the multi-role utility helicopters. The first phase of the project, which is intended to keep the fleet of 85 Griffons flying until at least 2031, took off on Jan. 26 with the award of a $90 million contract to Bell Helicopter Textron Canada to develop and design options for the avionics systems, engines, integrated sensors and cockpit displays. A follow-on contract to install new systems and upgrade others is expected in 2022. Around the same time, the federal government will be inviting industry to respond to a request for proposals to modernize the Griffon simulators, according to a Department of National Defence spokesperson. “The upgrade to the flight simulation devices will be procured under a separate contract,” she said in an emailed response. The CH-146 simulators were built by CAE and delivered to the RCAF in the mid-1990s, shortly before the helicopters entered service between 1995 and 1997. CAE continues to provide in-service support. As part of what is being called the Griffon Limited Life Extension (GLLE) project, the RCAF wants to replace a number of the helicopter's avionics systems, including communications radios and cryptographic equipment, cockpit voice and flight recorders, the navigation systems, the automatic flight control systems, and the control display units. Obsolescence of critical components has been a problem for maintenance technicians for several years now. The design phase will also look at upgrades to the engines and to the sensor suite. The CH-146, which is based on the Bell 412, performs a variety of transport, close fire support and armed escort missions for tactical aviation and special operations forces. However, it has a top speed of around 260 kilometres per hour, well below that of the Boeing CH-147F Chinook that it escorts during missions such as Operation Presence in Mali. “These helicopters have performed extremely well over the years and with these new upgrades, they will continue to be a valuable asset that will allow our personnel to carry out missions and operations successfully well into the future,” RCAF commander LGen Al Meinzinger said in a statement. While aircrews would like more speed, more lift and bigger guns as part of any upgrade program, the current platform meets most of their needs, Col Travis Morehen, commanding officer of 1 Wing, the RCAF's tactical aviation headquarters in Kingston, Ont., told Skies in a recent interview. “I think we have done a really good job of exploiting what we can do with the Griffon,” said Morehen, who is currently serving as commander of the Canadian Armed Forces task force in Mali. “I don't think there are many nations that have been as agile and flexible with that type of platform as we have, whether it is the combat service support role for search and rescue, or precision insertion for special operations . . . or what we are doing in terms of utility lift, or providing, with the GAU-21 (.50 Cal machine gun), stand off fires.” Whatever the changes that are ultimately accepted as part of the initial design phase now being conducted by Bell, the helicopters will require upgraded flight training and maintenance simulators to match. These ships would provide interim capability for the Canadian Coast Guard, while replacement vessels are being built under the National Shipbuilding Strategy.     Ottawa firm to support Royal Canadian Navy, local robotics company joins Rheinmetall

    DAVID PUGLIESE, OTTAWA CITIZEN BMT Canada Ltd. was recently awarded a $77.8 million contract to provide engineering, logistics, management, and support services to the Royal Canadian Navy's fleet. The contract initially runs for five years but there are options to extend that, according to the latest industry roundup in this month's Esprit de Corps defence magazine. The Ottawa-based company will provide a wide variety of work such as standards development and logistics services for equipment sustainment, according to the Department of National Defence. This contract will support the RCN's current and future fleet in instances where DND does not have the capacity to perform all of this work in-house, the department noted. The contract is known as Engineering, Logistics, and Management Support 2 (ELMS2) and the company's services will directly support the Director General Maritime Equipment Program Management (DGMEPM) and the Director General Major Project Delivery (DGMPD) (Sea) at the DND. Darcy Byrtus, President of BMT Canada, noted that the firm has been handling the ELMS contract since 2009. “Our experience in supporting complex programs positions us uniquely to assist Canada and the Royal Canadian Navy in successful delivery of its acquisition and support mandates,” he added in a news release. Under ELMS, BMT and their Tier 1 subcontractor Fleetway Inc., will provide a highly diverse range of services including the review of deliverables DND receives from capital acquisition projects, such as the Canadian Surface Combatant. The work also entails engineering expertise, technical investigations and program support. Rheinmetall Canada has taken over Provectus, an Ottawa-based firm specializing in the development of advanced robotics systems and software. Though now owned by Rheinmetall Canada, Provectus will continue to operate under its previous managing director, Paul Rocco. In recent product presentations, Rheinmetall has generated great interest with its Mission Master unmanned multi-mission vehicle, which is based on Provectus technology, modified for military use by Rheinmetall Canada. The firm sees unmanned ground vehicles playing an increasingly important role in future military operations on land, much like unmanned air vehicles do in an aviation context. Some will serve in an unarmed logistic or reconnaissance role; others will function as mobile weapon platforms. “We have already been working closely with Provectus in our unmanned ground vehicle project,” Stéphane Oehrli, president and CEO of Rheinmetall Canada, noted in a statement. “This vertical integration gives us a decisive advantage in the field of autonomous mobility technology.” Rheinmetall says it wants to apply expertise from Provectus Robotics Solutions in implementing the Canadian military's ISTAR (Intelligence, Surveillance, Target Acquisition and Reconnaissance) project. Maerospace Corporation has signed of a global license agreement with Raytheon Canada Limited to support the Defence Research and Development Canada by assuming responsibility for the maintenance, design, engineering, manufacturing and international promotion, sales and deployment of the third generation High Frequency Surface Wave Radar (HFSWR) systems. This Canadian system is one of the few operationally deployed HFSWR land-based radars capable of 200-mile, persistent coverage of a country's Exclusive Economic Zone. HFSWR systems have been successfully deployed in Asia and Europe with the most advanced, 3rd Generation system installed in Canada. Maerospace plans to extend the HFSWR system's functionality by integrating its TimeCaster proprietary technology that would add target identification, anomaly detection, and other capabilities, allowing coast guards, navies and maritime authorities to improve their ability to interdict vessels and plan traffic throughout their EEZ. The Canadian government will launch a new satellite in 2022 to demonstrate the use of quantum technology for protecting commercial and national communication networks. Honeywell has received a $30 million contract from the Canadian Space Agency for the design and implementation phases of agency's Quantum EncrYption and Science Satellite or QEYSSat. Under the contract, Honeywell will build, test, deliver, provide training for and commission the QEYSSat satellite, which will create a link between ground and space to transmit encryption keys. The microsatellite is expected to be completed in early 2022. QEYSSat's mission is to test quantum technology with an aim to develop a system to protect both commercial and national communications infrastructure. Longview Aviation Capital and its subsidiary Viking Air Limited announced a seven aircraft sales contract for six new-production CL-515 aircraft and one CL-415EAF. The CL-515 is a newly developed, technically advanced multi-mission aerial firefighting aircraft – the next generation of the CANADAIR CL-415, an amphibious aircraft and used extensively around the world in firefighting missions. The Republic of Indonesia's Ministry of Defense has agreed to purchase six all-new CL-515 aircraft, four of which will be delivered in “First Responder” multi-mission configuration, and two delivered in optimized aerial firefighter configuration, according to Viking. The purchase agreement also includes one CANADAIR CL-415EAF “Enhanced Aerial Firefighter” aircraft. The CL-515 is capable of up to 15 per cent better aerial firefighting productivity, including increased tank capacity and ability to refill in 14 seconds.
