    The Space Force considers a new mission: tactical satellite imagery

    Nathan Strout WASHINGTON — The U.S. Space Force is still in its early days, but leaders are already considering adding a new mission for Guardians: providing tactical satellite imagery for beyond-line-of-sight targeting. “That's something that we're thinking through as we speak. I've got a group of folks doing some work on what that design might look like,” Gen. John “Jay” Raymond, the chief of space operations, said Feb. 3 during a Defense Writers Group call. The Space Force, like Air Force Space Command before it, provides the GPS signal, missile warning information, and wideband communications with its on orbit satellites. Tactical satellite imagery, however, has not been part of its workload. “That's largely been more on the intelligence community side,” Raymond said. Specifically, satellite imagery is generally the responsibility of two intelligence agencies: the National Reconnaissance Office and the National Geospatial-Intelligence Agency. While the NRO builds and operates the nation's spy satellites and contracts with commercial providers to access their imagery, NGA sets imagery requirements and transforms that raw satellite data into intelligence products. The military typically relies on NGA for geospatial intelligence (GEOINT) products. “I do think as technology has allowed for smaller satellites to be more operationally relevant and you can do so at a price point that is cheaper, that there is a role for operational level tactical satellites as you described and that the Space Force would have a role in that,” Raymond said “Again, it's early in the study efforts, if you will, and whatever we do we'll make sure that we do it in close partnership with our intelligence partners, because what we don't want to do is duplicate efforts,” he continued. “We want to save dollars and reduce taxpayer dollars, not duplicate.” The proliferation of small and relatively affordable small imaging satellites and the growing commercial satellite imagery market has sparked interest at the Pentagon in using satellites for beyond-line-of-sight (BLOS) targeting. The U.S. Army has been at the forefront of that effort, launching its own small imaging satellite — Kestrel Eye — in 2017. More recently at the Project Convergence 2020 exercise, the Army used commercial satellite imagery to develop targeting data and shoot at BLOS threats. The Air Force and the Navy are also investing in tactical GEOINT products. The Air Force Research Laboratory is investing in commercial tactical GEOINT software to help them find moving targets with satellite imagery, while the Navy is paying for commercial synthetic aperture radar imagery and analytics. Elsewhere in the Department of Defense, the Space Development Agency has set BLOS targeting as one of the main capabilities it is pursuing for its new proliferated constellation in low Earth orbit, which will eventually be made up of hundreds of satellites. “That's where the Army is most affected and that's where we're working very closely with the Army to make sure that we're tied together. So this is the ability to detect and track and maintain custody of anything, say, larger than a truck and to be able to actually give a targeting fire control solution to a weapon in the field in real time anywhere on the globe,” SDA Director Derek Tournear said in 2019. “That's the goal.     Air Force Announces Newest Red Tail: ‘T-7A Red Hawk’

    Official Designation For Boeing's T-X Trainer The Air Force's all-new advanced trainer aircraft, the T-X, has officially been named the T-7A Red Hawk. Acting Secretary of the Air Force Matthew Donovan made the announcement during his speech at the 2019 Air Force Association's Air, Space and Cyber Conference in National Harbor, Sept. 16. Donovan was joined on stage by one of the original Tuskegee Airmen, Col. Charles McGee, who flew more than 400 combat missions in World War II, Korea and Vietnam. Also seated in the audience were members of the East Coast Chapter of the Tuskegee Airmen. After a short video highlighting the aircraft's lineage, Donovan said, “ladies and gentlemen, I present to you the newest Red Tail!” A drape was then lifted to reveal a quarter-scale model of a T-7A Red Hawk painted in a distinct, red-tailed color scheme. “The name Red Hawk honors the legacy of Tuskegee Airmen and pays homage to their signature red-tailed aircraft from World War II,” Donovan said. “The name is also a tribute to the Curtiss P-40 Warhawk, an American fighter aircraft that first flew in 1938 and was flown by the 99th Fighter Squadron, the U.S. Army Air Forces' first African American fighter squadron.” The Tuskegee Airmen subsequently painted their Republic P-47 Thunderbolts and North American P-51 Mustangs with a red-tailed paint scheme. The T-7A Red Hawk, manufactured by Boeing, introduces capabilities that prepare pilots for fifth generation fighters, including high-G environment, information and sensor management, high angle of attack flight characteristics, night operations and transferable air-to-air and air-to-ground skills. “The T-7A will be the staple of a new generation of aircraft,” Donovan said. “The Red Hawk offers advanced capabilities for training tomorrow's pilots on data links, simulated radar, smart weapons, defensive management systems, as well as synthetic training capabilities.” Along with updated technology and performance capabilities, the T-7A will be accompanied by enhanced simulators and the ability to update system software faster and more seamlessly. The plane was also designed with maintainers in mind by utilizing easy-to-reach and open access panels. The T-7A features twin tails, slats and big leading-edge root extensions that provide deft handling at low speeds, allowing it to fly in a way that better approximates real world demands and is specifically designed to prepare pilots for fifth-generation aircraft. The aircraft's single engine generates nearly three times more thrust than the dual engines of the T-38C Talon which it is replacing. “The distance between the T-38 and an F-35 is night and day,” said Air Force Chief of Staff General David L. Goldfein. “But with the T-7A the distance is much, much smaller, and that's important because it means the pilots trained on it will be that much better, that much faster at a time when we must be able to train to the speed of the threat.” A $9.2 billion contract awarded to Boeing in September 2018 calls for 351 T-7A aircraft, 46 simulators and associated ground equipment to be delivered and installed, replacing Air Education and Training Command's 57-year-old fleet of T-38C Talons. The first T-7A aircraft and simulators are scheduled to arrive at Joint Base San Antonio-Randolph, Texas, in 2023. All undergraduate pilot training bases will eventually transition from the T-38C to the T-7A.     Too many cooks in the DoD: New policy may suppress rapid acquisition

    By: Eric Lofgren In 2015, Congress passed middle tier acquisition, or MTA, authorities for rapid prototyping and rapid fielding. Lawmakers expected detailed guidance to follow shortly after. By June 2019, the Government Accountability Office found little clarity on documentation and authority. Congress reacted by threatening to withhold 75 percent of MTA funding in 2020 until the Pentagon released guidance. Dangle the purse strings and compliance follows. The undersecretary for acquisition and sustainment, or USD(A&S), released Department of Defense Instruction 5000.80 on Dec. 30, 2019. The MTA guidance, however, is more likely to pump the brakes on rapid acquisition than propel it forward. Programs designated “middle tier” do not have to follow regulatory processes for requirements and milestone reviews. That can shave years off a program schedule. In return, the prototype must be completed — or system fully fielded — within five years. As of March 2019, there were 35 middle tier programs. The term “middle tier” is perhaps misleading considering nearly half of them exceed the cost thresholds for major weapon systems — roughly $200 million for prototyping or $1 billion for fielding. Many questions remained unanswered until the new policy. How big was a middle tier? What documentation does it require? What is the role of oversight and USD(A&S)? Authority For several years, acquisition authority had been delegated down to the services. While the services only managed 48 percent of major programs in 2014, the figure grew to 90 percent in 2019. DoDI 5000.80 reverses the trend. While the services can approve MTA for non-major programs, only USD(A&S) may approve major programs. Moreover, major programs have far more entrance documentation than non-majors, including approved requirements, an acquisition strategy and a cost estimate. The services may avoid some documentation by disaggregating major systems into multiple MTA programs. For example, two of the Navy's non-major programs are components to Standard Missile-6 Block 1B. The same is true of the Air Force's Airborne Warning and Control System. USD(A&S), however, can still disapprove any MTA program, whether major or non-major. With advisers from all around the Office of the Secretary of Defense, there will be will numerous potential veto points. Each official may extract concessions from MTA programs managed by the services. Even though 31 out of 35 MTA programs are rapid prototyping efforts, the undersecretary for research and engineering, or USD(R&E), has been relegated to a secondary position. All MTA authority rests with USD(A&S). Almost as an affront to USD(R&E), he was given control over a rapid prototyping fund that Congress stopped funding. The outcome reflects a broader weakening of USD(R&E). Congress has reacted negatively to the undersecretary's effort to move fast and reallocate funds to higher value uses. USD(R&E) may lose control of the Missile Defense Agency to USD(A&S). Documentation While MTA exempts programs from traditional requirements and milestone processes, documentation abounds. Each service must create its own requirements process with approval in six months. Joint service requirements are discouraged from using MTA pathways. MTA requirements, however, must still meet the needs determined by four-star generals in the Joint Chiefs of Staff and combatant commands. This may in effect bring the same approvals from the Joint Capabilities Integration and Development System process back into MTA. Many of the DoDI 5000.02 processes also apply. Still required are system analyses, sustainment plans, test strategies, cybersecurity, risk assessments, cost estimates and more. Contractors performing on MTA programs must still report cost data. No exemption was made for earned value management systems. Sidestepping many contract regulations — for example, with other transactions authorities — remains a separate process. Most importantly, Congress requires detailed justification in the budget for every MTA program. That means the services must start justifying MTAs at least two years in advance of funding receipt. Many of today's MTA programs spun off existing, budgeted line items. New programs may find a hard time finding funds. The present situation is reminiscent of the time David Packard attempted rapid acquisition between 1969 and 1971. A couple years later, new layers of bureaucracy descended. Similarly, MTA has built within it the seeds of another slow-paced bureaucratic order. Adm. Hyman Rickover's skepticism to the reforms nearly 50 years ago rings true today. As Rickover wrote to Packard in a memo: “My experience has been that when a directive such as the one you propose is issued, most of the effort goes into the creation of additional management systems and reports and the preparation of large numbers of documents within the Service to ‘prove' that the requirements of the directive are being met in order to justify funds for the Service. “So long as the bureaucracy consists of a large number of people who consider that they are properly performing their function of approval and evaluation by requiring detailed information to be submitted through the bureaucracy, program managers will never be found who can in fact effectively manage their jobs.” https://www.defensenews.com/opinion/commentary/2020/01/02/too-many-cooks-in-the-dod-new-policy-may-suppress-rapid-acquisition/
