US Army confident any tech schedule slips are recoverable

WASHINGTON — The U.S. Army is girding for modernization program delays and a rise in acquisition costs as the coronavirus pandemic ripples across its installations and through its network of suppliers.

Army leaders told reporters Thursday they are confident the service can juggle schedules to make up for any emerging delays and would ask Congress to help address future cost growth. While some larger prime contractors have adapted quickly, officials said, they warned that lower-tier companies with less slack in their workforces remain vulnerable.

The Army's Integrated Air and Missile Defense Battle Command System had several major tests and evaluations scheduled, including a long-awaited limited-user test, or LUT. However, Army Futures Command chief Gen. Mike Murray said in a call with reporters that the testing schedule “will slide a little bit, but we will be on time” for the program's other milestone decisions.

“I am very confident we will get the LUT done this summer or early fall,” he said.

The Army is in the third year of an ambitious modernization overhaul, which depends in part on “soldier touchpoints,” or user evaluations of new equipment. The modernization efforts are now in question as commanders apply physical distancing measures to protect their soldiers.

For example, a touchpoint at Fort Riley, Kansas, for a future replacement of the RQ-7 Shadow unmanned aircraft system is going ahead, but the commander at Fort Campbell, Kentucky, decided to postpone one there.

Whether wider program delays are coming, “we're still watching very closely, and what I am very much focused on is there may be some slips in key decisions and soldier touchpoints,” Murray said. “The current estimate is we will deliver that [UAS] capability to our soldiers by the time we said we would.”

The Army will also push a critical touchpoint for the Integrated Visual Augmentation System from the summer to the fall after Microsoft — a subcontractor for the prime — temporarily closed. The device is a set of goggles meant to provide soldiers next-level night and thermal vision as well as enhance navigation and targeting.

“Not only for that program but for all our programs, input from the soldiers that were actually asked to use this equipment has been critical,” Murray said. “That has been impacted.”

The comments came as the Pentagon expects a broader three-month delay for major acquisition programs and speeds progress payments to primes that should trickle to small businesses. Army acquisitions officials have worked to help get second- and third-tier suppliers access to small business loans as well as facilitate cash flow to them.

“The supply chain does have some challenges, and that's probably where the vast majority of any slips would occur that are tied to individual companies,” said Bruce Jette, the Army's acquisition chief. “These companies are small, and if one person gets COVID in the company, the next thing you know you've lost 14 days with the company because everybody that didn't get it is in quarantine.”

BAE Systems coordinated a temporary closure with the Army and plans to scrap a planned summer break to make up the time. Boeing's closure in Philadelphia also came and went.

“It's like that down [the] chain for the primes: They tend to be coming back online,” Jette said. “The ones where we end up with two or three weeks are the ones where we've got small individual companies of maybe 20 to 30 people who were suppliers of cables, or connectors and things like that.

“There's something there that tends to have a bigger impact or take a little bit longer time. And with them, we try to execute those portions of the program which aren't dependent upon those components, and then we'll come back and clean up the battlespace.”

Some big agenda items for the Army don't appear to have been knocked off balance. For example, the Army is still planning on another flight test of Lockheed Martin's Precision Strike Munition, or PrSM, by April 30, which will deliver a new long-range precision fires capability to the battlefield. The capability is the Army's No. 1 modernization priority.

“I'm confident enough that we're going to do the next test flight [of] PrSM that I scheduled a military aircraft to go out and see it, so I'm very confident,” Murray said.

The Army's latest “night court” review — used to divest the service of unneeded programs — proceeded virtually, as much of the Pentagon shifted to remote work. As part of the review, Army leaders recently received the final brief concerning equipment.

“A lot of the recommendations are pretty much close to being finalized,” Murray said.

    The Air Force tested its Advanced Battle Management System. Here’s what worked, and what didn’t.

    By: Valerie Insinna WASHINGTON — The first field test of the U.S. Air Force's experimental Advanced Battle Management System in December was a success, with about 26 out of 28 capabilities showing some semblance of functionality during a recent exercise, the service's acquisition chief said Tuesday. But the service will seek to be more ambitious during a second demonstration in April, which will focus on space and bring in elements from U.S. Space Command and U.S. Strategic Command, said Will Roper, the Air Force's assistant secretary for acquisition, technology and logistics. "I am thrilled to say that 26 out of 28 things work. That is too high of a success rate at this point in time, but I'll take it. We should be taking more risk than that,” he told reporters during a roundtable. The three-day test took place at Eglin Air Force Base, Florida, and involved a potential cruise missile attack on the United States simulated by QF-16 drones. Through the exercise, Air Force F-22 jets, Air Force and Navy F-35 fighters, the Navy destroyer Thomas Hudner, an Army unit equipped with the High Mobility Artillery Rocket System, as well as special operators shared data in real time in ways the services cannot currently do in an operational environment. What will ABMS eventually look like? That's still a mystery, even to the Air Force, which wants to test different solutions for connecting platforms, crunching data and sending it to other assets with the goal of eventually fielding what works and abandoning what doesn't. “We gave the team the goals of: Pull what you can together in three and a half months to see how far we can stretch, how quickly we could achieve something,” said Air Force chief architect Preston Dunlap, who manages the ABMS effort. “We were quite happy actually, even with 10 percent solutions.” Here's a rundown of some notable successes so far, as well as major failures: The F-35 and F-22 were able to stealthily exchange data. Despite the two jets having advanced “sensor fusion” capabilities, the Air Force's two most advanced fighters can't really talk to each other. The F-35 uses the Multifunction Advanced Data Link, or MADL, to securely share sensitive information with other F-35s, while the F-22 has its own data link, the Intra-Flight Data Link, or IFDL. Even using a non-stealthy connection to share information has its limitations: While the F-35 can both transmit and receive data via the Link 16, which meets NATO standards, the F-22 currently can only receive data. However, the first ABMS test showed hopeful signs for fifth-generation fighter communication. The demonstration involved radio systems — built by F-35 prime contractor Lockheed Martin as well as Northrop Grumman, which manufactures key structures and mission systems for the aircraft, including MADL, Dunlap said. The demo also included Honeywell-made antennas built to speak across both MADL and IFDL, he added. Those systems were integrated onto a ground based rig that “look[ed] like a big piece of hardware with radios on it,” according to Roper. Then, the F-35 and F-22 flew over the system, exchanging data by bouncing it back-and-forth from the ground-based radios, Dunlap said. He noted that the test verified that existing technology can be used to overcome three obstacles: translating the F-35's MADL to the F-22's IFDL; moving data across the different frequencies; and securing the communication. "It was really herculean,” Dunlap said. "[The contractors] were excited by the speed of the acquisition team to get the ball going." During the next ABMS demo in April, the Air Force plans to stretch the capability by putting the translation system inside the unmanned Kratos XQ-58 Valkyrie for flight-based testing. “I also challenged the team to expand the amount of information translated between the different platforms so they can take advantage of new information on the displays,” Dunlap said. An AC-130 gunship connected with SpaceX's Starlink constellation. Although Dunlap did not provide much detail on this element of the exercise, he confirmed that the AC-130 was able to pass data through the constellation of small, high-bandwidth commercial internet satellites. The Air Force has shown interest in connecting its platforms to commercial broadband satellites through its Global Lightning experiment. A demonstration with Starlink and the KC-135 tanker aircraft is in the works, and the service also plans to evaluate equipment from Iridium, OneWeb and L3Harris. The Air Force created a cloud-based application for command and control. Typically, the service performs command and control from air operations centers — physical buildings where analysts sit in front of computers with specialized software that provides data from multiple assets, Dunlap said. Changes to software don't necessarily happen automatically, and they may require assistance from information technology experts. In the ABMS exercise, the Air Force demonstrated a cloud-based battle management and situational awareness application for the first time. It used a “CloudOne” system to host data up to the secret level, which will be a formative system underlying ABMS, Dunlap said. Both Amazon and Microsoft are involved in standing up the CloudOne technology, but Roper said the Air Force could use the Joint Enterprise Defense Infrastructure contract vehicle for CloudOne if JEDI winner Microsoft provides better rates. The robot dogs were a swing and a miss. U.S. Special Operations Command brought the robots that are capable of augmenting surveillance operations to the ABMS field test, but operators couldn't figure out how to connect them with the other platforms involved in the exercise. “We had some robot dogs — apparently those exist — that can go and do patrol. We were never able to patch their feeds in,” Roper said. There's hope for cybernetic canines becoming part of ABMS in the future though. (NNS) -- Sea service chiefs and civilian defense leadership discussed myriad opportunities and challenges commanders face while operating on land, sea and air during the first day of the 54th annual Sea-Air-Space Exposition (SAS), May 6, 2019. Derived from the Chief of Naval Operations' (CNO) Design for Maintaining Maritime Superiority 2.0 (Design 2.0), this year's exposition theme is “Sustainability, Agility, Superiority.” CNO Adm. John. M. Richardson, Commandant of the Marine Corps General Robert B. Neller, Commandant of the U.S. Coast Guard Adm. Karl Schultz and Administrator of the U.S. Maritime Administration retired Rear Adm. Mark H. Buzby each addressed during the sea service chiefs panel the specific obstacles their services contend with in the current maritime environment. Richardson explained that rapid changes in technology and maritime security requires a level of trust and confidence in leaders tasked with commanding maritime forces. “It's very important that our leaders are people of character and integrity so that when we put them in front of our Sailors to lead them, not only do they know their business in warfighting but also that we would be proud for our sons and daughters to follow them,” he said. “Whether at sea or near the sea, responding to any man-made or natural crisis, [they] are so much more than a maritime warrior, [they] are also diplomats and are securing our prosperity.” Richardson also stressed the importance of improving the logistical capabilities, stating that services will only maintain an upper hand in the maritime environment by becoming more agile. ‘'We have got to get capabilities into the hands of our soldiers, Sailors, airmen and Marines – more and faster,” he said. “It's important that as the pace quickens, as new technology enters the fray, as the security environment manifests itself in a really fast-changing world that we don't forget those fundamentals in terms of providing sustainable forces. ” During a panel on the Arctic, speakers explained why partnering with other services is also crucial to maintaining superiority, particularly in places like the Arctic Circle where there hasn't been a large naval presence. “When it comes to maritime readiness in the Arctic, we cannot and should not go alone,” said Rear Adm. John A. Okon, commander, Naval Meteorology and Oceanography Command. “Collaboration is key. Resources and access points are limited, so we must work with our maritime partners to be successful.” Richardson echoed Okon's comments during his keynote remarks at the Sea Services Luncheon. “The Arctic is a very dynamic situation,” he said. “There are seaways that are open that were not open before, continental shelves that are being exposed that weren't exposed before, so I think that merits a response from our maritime forces and there's tremendous value in partnering with our fellow services such as the Coast Guard.” Keeping the waters open for Indo-Pacific trade routes, which bolster global economic prosperity, also remains a top priority for the Navy. “A third of the world's trade flows through the South China Sea, 90% of the world's trade flows by the sea, tens of trillions of U.S. dollars flow through that body of water,” said Richardson. “It's extremely important that those lines of communication and sea lanes remain open, and that's why the United States Navy is there and that's why we're going to stay there.” Other scheduled keynote speakers and panelists include Secretary of the Navy Richard V. Spencer, Undersecretary of the Navy Thomas Modly, Assistant Secretary of the Navy for Research, Development and Acquisition James “Hondo” Geurts and Master Chief Petty Officer of the Navy Russell Smith.     Lockheed Martin-Led Team Begins Construction On Navy’s Littoral Combat Ship, The Future USS Beloit

    Marinette, Wis., July 22, 2020 – Lockheed Martin and Fincantieri Marinette Marine marked the beginning of construction on Littoral Combat Ship (LCS) 29, the future USS Beloit, with a ceremony in Marinette. As part of a ship-building tradition dating back centuries, a shipyard worker welded into the ship's keel plate the initials of Major General Marcia M. Anderson (U.S. Army, Retired), USS Beloit ship sponsor and a Beloit, Wisconsin, native. This plate will be affixed to the ship and travel with Beloit throughout its commissioned life. LCS 29 will be the 15th Freedom-variant LCS and will join a class of more than 30 ships. To date, four Freedom-variant LCS have deployed to support U.S. Navy presence and peacekeeping missions. In May, LCS 7 (USS Detroit) partnered with a U.S. Navy destroyer and Coast Guard teams to serve interdiction missions in the U.S. Southern Command Area of Responsibility. “With two deployments so far this year, Freedom-variant LCS have proven that they are capable and can serve a unique role in the U.S. Navy's fleet,” said Joe DePietro, vice president and general manager of Small Combatants and Ship Systems. “LCS' speed, maneuverability and flexibility allows the ship to serve a multitude of missions by quickly integrating equipment and deploying manned and unmanned aerial, surface or sub-surface vehicles.” In total, there are more than 500,000 nautical miles under the keel of Freedom-variant LCS. The ship delivers advanced capability in anti-submarine, surface, and mine countermeasure missions, and was designed to evolve with the changing security environment. As near-peer competition from large nation states increases, Lockheed Martin is partnering with the Navy to evolve LCS to meet these threats. Targeted upgrades are already underway with naval strike missiles being installed in support of upcoming deployments. Future installs of improved electronic warfare and decoy launching systems are under development. LCS 29 is the first Navy ship to be named after Beloit, Wisconsin, and the ship's sponsor has personal ties to Beloit. During a long career with the U.S. military, Major General Anderson became the first African American woman to obtain the rank of major general in the U. S. Army and U. S. Army Reserve. As a citizen-soldier, Anderson was employed for 28 years by the United States Courts, where she served as the Clerk of the Bankruptcy Court, Western District of Wisconsin, located in Madison, Wisconsin, until her retirement in late 2019. "The construction of the Navy's newest Littoral Combat Ship and naming it after the city of Beloit, with its rich and storied history of supporting our nation's national security, is more than fitting,” said Major General Anderson. “When completed, the USS Beloit's voyages will be part of the tradition of small cities and towns in America sharing our story around the world."
