    Senop to supply night vision devices to the Finnish Defence Forces

    Patria Group October 13, 2020 - The Finnish Defence Forces will improve its night fighting capability by procuring new image intensifiers for soldiers and hand-held multipurpose observation and surveillance systems for mortar units. Antti Kaikkonen, the Minister of Defence of Finland, has authorized the Finnish Defence Forces Logistics Command to sign a contract with Senop Oy for the procurement of night vision devices. The procurement is based on a Letter of Intent signed on 22 May 2019 and Senop will deliver the systems by the end of 2021. The contract, with a total value of more than 13 million euros, includes a 209 million euro option for the next five years. The option includes image intensifiers, observation and surveillance systems and laser aiming devices. Senop´s new NVG is a small and lightweight night vision device (FDF: Night vision device M20), designed as a soldier's personal night vision device to be used in demanding military environments. NVG utilizes latest aspheric and composite technologies, which enable high performance and low over all system weight. Senop´s laser aiming devices (FDF: Tactical laser aiming device M20 and Soldier´s laser aiming device) are developed to be used as a soldier´s weapon sight and as a target designator for troop leaders. Laser aiming devices are designed for seamless integration with FDF´s existing weapons and are also usable in other weapons / systems. Senop LILLY target acquisition device (FDF: Target acquisition device MPL21) is an extremely light weight device with versatile functions for target acquisition, observation and different types of measuring applications. LILLY is based on high performance thermal imaging, combined with direct view optical channel. This combination enables high performance at all times of day. New image intensifier, laser aiming devices and Senop LILLY sensor have been developed in close cooperation with the Finnish army. “The development work has also required intensive field tests and environmental tests to ensure that the devices are easy to use and stand the strain of hard military operations. I can proudly say that Image intensifier, laser aiming devices and LILLY-sensor have been developed for infantry soldiers with the guidance of real end users”, says Aki Korhonen, Managing Director of Senop. Effective night fighting capability requires overarching capabilities. Senop is developing holistic solutions for networked military environments. Senop has for example delivered Senop VV3X night sights, VVLite night vision devices, and LISA target acquisition systems (FDF: MPL15) for the Finnish Army. All these devices support the capability to fight during the night and in difficult weather conditions. In addition, these systems are networked to modern C2I -systems to support situational awareness. “Our mission is to help customers to build new capabilities by tailoring solutions according to their specific needs and requirements.     UAE issues formal request to buy KC-46A tanker, says Boeing

    By: Mike Yeo SINGAPORE – The United Arab Emirates has emerged as a surprise customer for KC-46A Pegasus, having formally made a request to buy the tanker aircraft, according to manufacturer Boeing. Speaking to reporters at a media event on the sidelines of the annual Shangri-La Dialogue regional security summit in Singapore, Jeff Shockey, Boeing's vice president of global sales for defense, space and security, confirmed that the Middle Eastern kingdom had issued a letter of request for three tankers. The UAE now joins the list of potential markets for the KC-46A, alongside other interested parties such as Indonesia, Israel, Norway, Qatar and NATO. Japan has already joined the U.S. Air Force in selecting the KC-46, with a request for four aircraft approved by the U.S. State Department in 2016 with two having already since been contracted through the Foreign Military Sales program. The UAE's request to buy the KC-46A is a surprise, given it currently already operates three Airbus A330 multirole tanker transports. It currently operates about 150 Lockheed Martin F-16E/F Fighting Falcon and French-built Dassault Mirage 2000 fighter jets. It is unclear if the UAE is holding a competitive tender for additional tankers.     Dispute Not Stalling F-35 Testing System, Lockheed Martin Says

    By Bill Carey ORLANDO, Florida—A legal dispute between Lockheed Martin and the U.S. government that held up development of a key F-35 testing system is not further delaying the effort, says the manufacturer, which is awaiting a verdict by the Armed Services Board of Contract Appeals (ASBCA). Lockheed Martin has delivered its products to the Naval Air Systems Command (Navair) to build the Joint Simulation Environment (JSE), including an “F-35 In a Box” software module that replicates the fighter's mission systems for testing purposes. The software module contains nine algorithms that the manufacturer claims as intellectual property (IP), which the government disputes. The Pentagon is relying on activation of the JSE, a high-fidelity modeling and simulation environment, to complete mission testing required for the F-35's initial operational test and evaluation phase and a full-rate production decision. But the dispute over intellectual property rights has delayed the JSE by 2 1/2 years, according to acquisition executives. The JSE was supposed to begin operating in late 2017 but now is scheduled to achieve the first-use milestone in July 2020, Robert Behler, Pentagon director of Operational Test and Evaluation, told lawmakers during a House Armed Services subcommittee hearing last month. During a briefing Dec. 3 at the Interservice/Industry Training, Simulation and Education Conference, Chauncey McIntosh, Lockheed Martin vice president for F-35 training and logistics, said the IP dispute is not holding back Navair's development of the JSE. “Lockheed Martin has delivered all of its products to the Navair team,” including the F-35 In a Box module, McIntosh said. “The JSE team is currently integrating that product along with the other products that they're fielding. There is no dispute that is preventing development of the Joint Simulation Environment for Navair.” When a Defense Contracts Audit Agency review found no proof of Lockheed Martin's IP claim, the manufacturer appealed to the ASBCA. It continues to await a decision. “We are supporting that appeal and [will] progress from there based on what happens with the appeal,” McIntosh said. Also testifying before the House Armed Services subcommittee on Nov. 13, Air Force Lt. Gen. Eric Fick, F-35 program executive officer, said the program moved forward with the JSE despite the legal dispute. “That slowed our progress in getting started and slowed our early progress once we had begun,” Fick told lawmakers. “In order to get on contract, in order to start moving forward, we had to sign up to accept less than government purpose rights, but reserved the right to challenge that intellectual property assertion.” While Navair is developing the JSE at its headquarters at Patuxent River Naval Air Station, Maryland, the U.S. Air Force announced in January that it was building complementary JSE facilities at Edwards AFB, California, and Nellis AFB, Nevada.
