US Air Force demonstrates increasing F-35 capabilities

A little more than four years after receiving their first combat-coded F-35A Joint Strike Fighter aircraft, Hill Air Force Base's fighter wings have achieved full warfighting capability – shedding light on the future of the RAAF's future air combat capability.

The term describes a set of focus areas within the 388th and 419th Fighter Wings: fully trained pilots and maintainers, a full complement of 78 aircraft and the mission and support equipment needed to fly.

While the designation of full warfighting capability is an important milestone, the wing has been combat capable since the Air Force declared initial operational capability in August 2016.

Since then, the wings have participated in several large combat exercises, deployed twice to Europe and once to the Pacific and supported two Middle East combat deployments, including one short-notice tasking.

Colonel Steven Behmer, 388th Fighter Wing commander, explained, "Every training opportunity, exercise and deployment we've completed over the past four years has been a key stepping stone in reaching full warfighting capability.

"This is just the beginning of sustained F-35A combat operations and we will remain focused on staying ready to deploy whenever, wherever we're needed."

The first F-35As arrived at Hill AFB in September 2015 and the final aircraft arrived in December 2019. In the intervening years, airmen at Hill AFB have been training and developing tactics as the aircraft systems and capabilities have matured.

Reaching the right balance of qualified manning can be a challenge when activating a brand-new weapon system.

The first squadron to stand up, the 34th Fighter Squadron, started with a core of pilots who had some level of F-35A training and experience in other platforms.

As the wing began to grow, that experience level was diluted, and each squadron has been through a period where a majority of pilots could be considered "inexperienced wingmen".

When the first jets arrived at Hill AFB, about 50 per cent of the maintainers were fully-trained, seasoned F-35 maintainers from Eglin Air Force Base, Florida, and Luke Air Force Base, Arizona. That number decreased due to PCS, retirements and separations.

Since then, there has been an influx of new manning with less experience, and every other maintainer has been “homegrown”.

"We really relied on our more experienced personnel, and as we received more aircraft, spread them throughout the group to train and equip the next F-35A aircraft maintenance units the right way. When you have the right mix of leadership, with the right focus, they can empower their people and everyone develops maintenance capability quickly," explained Colonel Michael Miles, 388th Maintenance Group Commander.

When the first aircraft arrived in 2015, the goal was to fully equip each squadron with 24 primary assigned aircraft and six backups by the end of 2019. That was realised in December with the delivery of the 78th jet.

Over that four-year period, the wings received roughly two jets every month and immediately began putting them to use. In the spring of 2016, the 34th FS deployed six jets to RAF Lakenheath, UK.

In some cases, the delivery process became so streamlined that the aircraft were able to fly combat training missions within 24 hours of arriving at Hill AFB. This was more than just convenient. It meant that it was possible to deliver a jet from the factory straight into combat if necessary.

Fifth-generation technology on the F-35A requires more specialised equipment than legacy aircraft. Every system on the F-35A has an associated piece of equipment to keep aircraft loaded, fueled and flying.

There are more than a dozen critical pieces of heavy equipment, from the standard – power generators and weapons loaders, to the unique – 5.8 ton air conditioners to cool the jet's advanced avionics.

There's also other equipment – like the high-tech, personalised helmets that integrate with the jet's mission systems – and computer and network systems to support flying and maintenance.

COL Miles explained the importance of the milestone: "At IOC (initial operational capability), we had the equipment to support one squadron that could do some semblance of combat operations. Now, as each squadron has progressed, and we're on track to have all the required assets, we demonstrated that we can rely on the program for the technical support and weapons system parts we need while we deployed all our squadrons last summer."

In 2019, the wings proved that they could balance the equipment requirements to support all three squadrons away from home station – the 4th FS was deployed to the Middle East, the 421st FS was in Europe and the 34th FS spent two months at Mountain Home AFB, Idaho.

In a seven-day span, the wings had aircraft, equipment and personnel operating out of nine different countries.

"Through hard work, providing programmatic feedback, and developing new processes and procedures, we shaped and pushed the program. Each airmen can look back with pride and see their contributions over the last four years standing up this wing, and enabling F-35A combat capability for our country," COL Miles added.

    With its new space centre, NATO seeks the ultimate high ground

    Murray Brewster It's not the Space Force you may have heard about. Still, NATO's newly announced space centre boldly takes the seven-decade-old institution where no international military alliance has gone before. Most of its leading members and adversaries have sought individual advantage in the final frontier over the decades. And while the European Space Agency is a collective body, its civilian mission and its politics are inarguably different from those of NATO. That difference was on display this week as NATO defence ministers, meeting online, put the final pieces in place for the new centre, which has been in the works for a couple of years. "The space environment has fundamentally changed in the last decade," said NATO Secretary-General Jens Stoltenberg. "Some nations, including Russia and China, are developing anti-satellite systems that could blind, disable or shoot down satellites and create dangerous debris in orbit." NATO "must increase our understanding of the challenges in space," he said. Unlike U.S. President Donald Trump's much-hyped plan to make the Space Force a separate branch of the U.S. military, the North Atlantic alliance has been careful to present its space centre not as a "war fighting" arm but as something purely defensive. A 1967 international treaty commits 110 countries, including the United States and Canada, to limiting their use of space to "peaceful purposes" alone and prohibits the basing of weapons of mass destruction (nuclear bombs, for instance) in orbit. It further prohibits the militarization of the moon and other celestial bodies. Stoltenberg has insisted that alliance activities will be in line with international law. The rising threat of war in space That's an important point for Paul Meyer, adjunct professor of international studies in international security at Simon Fraser University in B.C. He warned in a recent policy paper for the Canadian Global Affairs Institute that the "prospects for armed conflict in space appear more likely than they have been since the days of the Cold War." Meyer said world leaders should think hard about what role — if any — arms control could play in avoiding a war in space. "Diplomatic solutions are not being pursued, despite the fact that irresponsible state conduct in space can ruin it for everyone," he said Friday. NATO has no satellites or space infrastructure of its own — but many member nations do and Stoltenberg said the alliance will draw on their expertise in setting up the new centre. Almost all modern militaries rely on satellites. In any major conflict between NATO and either Russia or China, the orbital communication and navigation grid would be the first piece of infrastructure to be hit. Not only does NATO need satellites for surveillance, reconnaissance and communications, an increasing number of military operations are being targeted from space. A good example is the 2003 U.S. invasion of Iraq, during which 68 per cent of airstrikes employed smart bombs guided by lasers and satellites. Those "eyes in the sky" are also important for defence against ballistic missiles and (naturally) weather forecasting. Diplomacy and deterrence Dan Coats, the former U.S. director of national intelligence, warned Congress almost two years ago that China and Russia have trained and equipped their military space forces with new anti-satellite weapons. Those warnings have not been limited to the Trump administration. In the spring of 2019, Norway accused Russia of "harassing" communications systems and jamming Norwegian Armed Forces GPS signals. Last spring, the NATO space centre reported that Moscow had test-fired a satellite-killing missile. Frank Rose, a senior fellow at the Brookings Institution, said in a recent online policy analysis that outer space will need to be "mainstreamed" within NATO when it comes to planning and operations. He also argued that the alliance will need to find a way to "incorporate diplomacy into any eventual strategy." Meyer agreed and noted in his October 2020 policy paper that Canada is largely absent from any meaningful debate on the militarization of space. The Global Affairs website, he said, contains outdated material, is full of banal, non-specific references and is largely devoid of Canadian content. "Pity the Canadian citizen who wishes to understand where our country stands on this troubling issue of outer space security," Meyer wrote. It's not clear what sort of contribution Canada might make to the new NATO space centre. In a statement, Defence Minister Harjit Sajjan said it's important for Canada's allies to develop a strategy that "ensures a peaceful use of space while protecting ourselves.     Pentagon’s central AI office wants to standardize its acquisition process

    Andrew Eversden WASHINGTON — The Pentagon's top artificial intelligence office released a request for information Aug. 28 outlining interest in establishing a new acquisition approach for standardizing the development and procurement process for AI tools. According to the solicitation, the Joint Artificial Intelligence Center is “considering” starting a competition for a 501(c) nonprofit manager or managers of its prototype “Artificial Intelligence Acquisition Business Model” that looks to use other transaction authorities to more quickly purchase AI products. The JAIC's prototype business model could deliver “AI capabilities through meaningful market research/front-end collaboration and optimal teaming arrangements of both traditional and non-traditional companies for AI product procurement,” the RFI said. If the plan moves forward, the JAIC would also “explore the possibilities of using the model to enable agile AI acquisition processes to the DoD at scale.” The JAIC is the Defense Department's main hub for artificial intelligence and is responsible for increasing adoption of AI across the department. It works with the services and combatant commands to develop AI tools that have practical use. To meet the military's needs, the JAIC uses the traditional government contracting process, known as Federal Acquisition Regulation-based contracts, and works with the General Services Administration, the Defense Information Systems Agency and the Defense Innovation Unit. The traditional acquisition strategy currently being used is unlikely sufficient enough to help the JAIC carry out its mission, the RFI stated. “To scale this strategy to other DoD service requirements or respond to emergent requirements such as COVID-19 is challenging and may not be the most efficient use of acquisition tools,” the RFI read. “The JAIC will therefore prototype a new AI Acquisition Business Model to assess the potential for non-FAR-based contracts mixed with FAR-based contracts to meet JAIC requirements.” JAIC's goals are to streamline awards while maintaining flexibility between FAR and non-FAR awards, and to maximize competition while minimizing restrictions, the RFI explained. The JAIC recently awarded major contracts through DISA and GSA.
