Airbus wins DARPA contract to develop small constellation satellite bus for Blackjack program

HERNDON, Va., USA, 14 January 2019 - Airbus Defense and Space Inc. has been awarded a contract from the Defense Advanced Research Projects Agency (DARPA) to develop a satellite bus in support of the Blackjack program.

DARPA describes the Blackjack program as an architecture demonstration intending to show the military utility of global low-earth orbit constellations and mesh networks of lower size, weight and cost. DARPA wants to buy commercial satellite buses and pair them with military sensors and payloads. The bus drives each satellite by generating power, controlling attitude, providing propulsion, transmitting spacecraft telemetry, and providing general payload accommodation including mounting locations for the military sensors.

“Airbus has previously co-invested hundreds of millions of dollars in high-rate manufacturing technology and supply chain logistics to build large constellations of small satellites,” said Tim Deaver, Director of US Space Programs at Airbus Defense and Space, Inc. “Airbus is committed to growing manufacturing capability in the US and our government customers can leverage this commercial capability to develop low-earth orbit constellations to complement large existing systems.”

This contract positions Airbus Defense and Space, Inc., of Herndon, Va., and its strategic joint venture partner, OneWeb Satellites, of Exploration Park, Fl., as the ideal service providers for Blackjack.

High production rates and design-to-cost management techniques enable OneWeb Satellites to offer low cost constellation solutions for the U.S. government and current customers. Constellations of inexpensive satellites permit wide scale disaggregated architectures enhancing survivability across many different mission areas.

OneWeb Satellites is pioneering new value propositions in space. They are leading the design and manufacturing of ultra-high performing satellites at high-volumes.

This facility, which will ultimately support thousands of jobs and follows the opening of our U.S. Manufacturing Facility for A320 aircraft in Mobile, Alabama, from which we delivered our first aircraft in 2016. An A220 assembly line on the same site in Alabama will break ground in January of 2019.

    Defense Agency Wants To Acquire UAS Services For Use In Disaster Relief

    By Calvin Biesecker The Defense Department's agency charged with providing logistics support to warfighters is seeking information from vendors capable of providing unmanned aircraft systems (UAS) that can deliver food and water to people in remote areas following a disaster. The Defense Logistics Agency (DLA) in an information request lists key capabilities and requirements for its UAS needs as part of a forthcoming acquisition for the services in the East and Gulf Coasts of the U.S. “This is in support of Defense Logistics Agency Troop Support's Subsistence Contingency Operations and Natural Disaster relief efforts,” the DLA says in a Jan. 10 Request for Information on the government's FedBizOpps site. In addition to supporting warfighters with their supply needs, DLA also provides support to the Department of Homeland Security's Federal Emergency Management Agency (FEMA), which supports disaster response to U.S. states and territories. Support for FEMA is “becoming more routine,” a DLA spokesman told Defense Daily on Thursday. The DLA announcement doesn't specify a specific event or series of disasters that is driving the need for remote delivery of food and water by UAS but it does follow a series of dramatic storms and wildfires over the past 16 months. In particular, Hurricane Maria, which hit the U.S. Virgin Islands on Sept. 19, 2017, and Puerto Rico the day after. Maria impacted 100 percent of the populations of Puerto Rico and the U.S. Virgin Islands. The Caribbean islands of Puerto Rico and the U.S. Virgin Islands are both U.S. territories located a 1,000 or more miles from Florida. The devastation in Puerto Rico made deliveries of relief supplies difficult. “Hurricane Maria severely damaged or destroyed a significant portion of both territories' already fragile critical infrastructure,” FEMA said in a July 12, 2018 after-action report on the 2017 hurricane season. “Maria left Puerto Rico's 3.7 million residents without electricity. The resulting emergency response represents the longest sustained air mission of food and water delivery in Federal Emergency Management Agency history.” Rather than acquire the systems outright, DLA wants a contactor that can provide the delivery services through a “turnkey deployment” based on a performance-based concept of operations developed as part of a research effort. Capabilities must be in place within one to two days of an event, the agency says. It also says the drones must be non-developmental and be able to operate beyond visual line of sight in austere conditions. Payloads on the UAS will weigh between 250 and 500 pounds and “typically” consist of cases of bottled water, Meals-Ready-to Eat, and other related operational items that will be released remotely without damage to the supplies. For the deployments, the drones must be able to operate from maritime vessels to land, land to sea vessel, and land to land. DLA says that sea-based operations “will be coordinated with the U.S. Coast Guard.” In the late summer of 2017, before Maria hit, Texas was hit by Hurricane Harvey, which was followed by Hurricane Irma, which slammed into Florida, Puerto Rico and the U.S. Virgin Islands. Harvey affected 30 percent of the population in Texas and Irma affected 85 percent of the combined populations of Florida, Puerto Rico and the U.S. Virgin Islands. Around the same time the three storms hit the U.S. and its territories, another hurricane interfered with maritime operations in the Caribbean Sea and FEMA also supported California's response to “some of the most devastating wildfires to ever impact the state,” the after-action report said. The DLA wants responses to its Request for Information by Jan. 25.     The sparring partner who roughs up Marines with Snapchat

    By: Adam Stone The arm of the U.S. Marine Corps charged with tackling emerging threats has inked a deal that it says will allow it to do more realistic testing. “You want a sparring partner who reflects your adversary's capabilities,” said Lt. Col. Dan Schmidt, head of the field testing branch at the USMC Warfighting Lab. Enter MD5, the National Security Technology Accelerator. The Marine lab will identify challenges, develop warfighting concepts and design wargames and experiments. MD5 also will provide a platform upon which to accelerate these evolving concepts. Together the partners will support an Adaptive Threat Force Cadre, specially trained individuals who can share with their cohorts new and evolving response methodologies in the face of a wide range of threats. While the Marine lab will bring a military sensibility to the table, MD5 offers a private-sector approach. It is represented in this collaboration by Quantico, Va. based training-solutions contractor Guard Unit. “MD5 is designed to bring a commercial mindset to help solve problems in DoD,” said Zenovy Wowczuk, chairman of Guard Unit. “We bring technologists and other folks who haven't been standardized with DoD doctrine. They are private sector free thinkers, so they reflect the future adversary who also hasn't been indoctrinated into that mindset.” Schmidt laid out a number of specific warfighting challenges the partners seek to address. The partnership aims to tackle pervasive challenges in the information environment, issues around electronic warfare, cyber security, and command and control. The Marines want to look at technological fixes as well as organizational changes that could make the force more responsive to these threats. “How do we dominate and operate effectively with decentralized execution in a contested information environment?” Schmidt said. “Maybe if we just change a little bit of how we train and organize, we can dramatically impact the way we execute. We have a whole year of experiments lined up to flesh that out.” They also plan to look at hybrid logistics in support of future fighters. “We may have to spread out to greater distances with smaller units. Then you have to move blood plasma to the point of injury in a contested environment with contested networks. Now you are facing a whole new set of problems,” he said. Hybrid logistics could resolve some of these issues by combining the planning skills of human experts with artificial intelligence, robotics and rich data tracking. Another area of interest involves dense urban operations, an emerging combat scenario that brings my it myriad new concerns and challenges. “We know that the Marine Corps will fight expeditionary wars in mega-cities and we are in the process of discovering the implications of that,” Schmidt said. This exploration will likely dig deep into issues of networking, spectra and cyber strategy. “You have tunnels and skyscrapers and all this electromagnetic density,” Schmidt said. “We are in the early stages of developing an urban campaign plan, which has to include a range of emerging technologies. Our ground combat element, our logistics, our electronic environment ― all will play into how we fight in this environment.” MD5's close ties to industry could prove beneficial here. “We could pull in subject matter experts who have done city planning, who understand where the weak points are, and we could mount that data against the Marine Corps force to see how they react,” Wowczuk said. “We could pull from [off-the-shelf] technology to make it very difficult for the Marine Corps to do their job.” Early collaborations between the Marine and MD5 already have proven out the powerful potential of a bringing commercial-side view to the fight. In one experiment, a mock adversary was able to cull social media to gather critical intelligence on Marine activities. “We weren't used to that paradigm, where there is this rich environment of people on Snapchat taking pictures of us. They showed us just how easy it is to gather information, and from there we can devise new ways to protect some of our intelligence interests,” Schmidt said. “We would not have seen that without MD5.
