UK must compete future surveillance aircraft procurement, parliament states

The United Kingdom must hold a fair and open competition before selecting any new surveillance aircraft to replace its current Boeing E-3D Sentry airborne warning and control system (AWACS), the country's parliament has said.

The intervention by the Defence Committee followed earlier media reports that the Ministry of Defence (MoD) had already decided to procure the Boeing E-737 Airborne Early Warning and Control (AEW&C) aircraft to replace the Royal Air Force's (RAF's) increasingly unserviceable and expensive E-3Ds.

“The chairman of the Defence Committee has written to the Minister of Defence Procurement to request that any requirement for replacing the UK's AWACS aircraft be put out to a competitive tender, rather than bought ‘off-the-shelf' with no competition taking place,” the committee declared on 3 July, adding: “On the possibility of Sentry being replaced with a new system, the [committee] notes the advantages of a competitive tender in terms of maximising value for money and allowing proper consideration of a range of alternatives. The committee also considers that a competition is particularly appropriate in this case, as there are viable alternatives available, which deserve to be given fair consideration.”

The RAF currently has six E-3Ds in its operational fleet, with the type having entered service in 1991. While other operators of the type have benefited from regular upgrades, the RAF's fleet has fallen behind in terms of capabilities due to a lack of investment. In January 2017, the fleet was temporarily grounded due to an electrical fault, and despite an announcement in the Strategic Defence and Security Review (SDSR) of 2015 that the fleet would be upgraded and extended from 2025 to 2035, the legacy Boeing 707 host airframe is becoming too expensive to sustain and an alternative is understood to be being sought.

    NAVY Raytheon Missile Systems, Tucson, Arizona, is awarded a $199,591,538 firm-fixed-price contract for MK 15 Close-In Weapon System (CIWS) upgrades and conversions, system overhauls, and associated hardware. CIWS is a fast-reaction terminal defense against low- and high-flying, high-speed maneuvering anti-ship missile threats that have penetrated all other defenses. This contract includes options which, if exercised, would bring the cumulative value of this contract to $367,195,456. Raytheon is the only source that can provide the MK 15 CIWS to fulfill Navy, Army, Coast Guard, and FMS requirements without unacceptable delays and substantial duplication of costs that cannot be recovered through competition. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-19-C-5406). Lockheed Martin Rotary and Mission Systems, Manassas, Virginia, is awarded a $27,303,596 cost-plus-incentive-fee, cost only modification to previously awarded contract N00024-18-C-6258 to exercise option for engineering services and other direct costs in support of the Integrated Submarine Imaging System. This modification will provide for the full design and installation of the fire protection system for the P-547 power propulsion facility, Bldg. 633, Bldg. 519, Bldg. 520, and the P-104 test cell.     US Army seeking APS technology for Bradley vehicles

    Ashley Roque, Washington, DC - Jane's Defence Weekly Once again the US army is looking for new active protection systems (APSs) to equip on its family of M2 Bradley infantry fighting vehicles. Whether this is a positive or negative for IMI Systems' Iron Fist remains unclear. On 11 December, the service issued a draft request for proposal in the form of a "market survey" for APSs with a technology readiness level (TRL) 6. "This APS shall have been proven and characterised on the Bradley Family of Vehicles [FOV]," the service wrote in a short notice. "This will be accomplished through the procurement of a B-Kit, consisting of the system and countermeasures." Industry has until 18 December to respond. Recently, the service has been evaluating three APSs: Rafael's Trophy on the Abrams main battle tank (MBT), IMI Systems' Iron Fist on the M2 Bradley, and Artis' Iron Curtain on the Stryker infantry combat vehicle. In June Leonardo DRS (Rafael's US-based partner) was awarded USD193 million to integrate the capability on Abrams MBTs. Artis' Iron Curtain system, however, was cut due to a lack of maturity. IMI Systems' Iron Fist is now uncertain, and the company and an army spokeswoman did not immediately respond to Jane's request for information. Colonel Glenn Dean, project manager for Stryker Brigade Combat Team and APS acquisition, told reporters in August that IMI's Iron Fist technology was still participating in Phase I live-fire and automotive characterisation testing due to an eight-month delay caused by funding gaps, inclement weather, and integration challenges. At the time, he noted that the findings would be turned over to the Army Requirements Oversight Council in the first quarter of fiscal year 2019 for a decision on how to proceed.
