    U.S. Small Businesses May Get More COVID-19 Emergency Funding

    Sean Broderick WASHINGTON—The Trump Administration has asked Congress for an additional $250 billion in small-business payroll loan funding, providing more cash to the coronavirus pandemic emergency funding program that many small aerospace suppliers are expected to tap. U.S. Treasury Secretary Steve Mnuchin tweeted the news April 7, confirming that, “at the direction of President Trump,” he has asked Democrat and Republican leaders in both the House of Representatives and Senate for more Paycheck Protection Program (PPP) funding “to make sure small businesses get the money they need!” The PPP, part of the March 27 Coronavirus Aid, Relief, and Economic Security (CARES) Act, was set up to quickly get funds to eligible businesses to cover eight weeks of payroll costs as well as most rent, utility and mortgage-interest expenses. Companies can apply for a one-time PPP loan of up to 2.5 times their average monthly 2019 payroll, up to a maximum $10 million. So long as 75% of the funds are used for payroll costs, the loans do not have to be repaid, making them de facto grants. The CARES Act allocates $349 billion to the program, but early popularly suggests that more funding may be needed to meet demand. The Small Business Administration (SBA) processed more than $70 billion in loans in PPP's first three days after the program opened April 3, though it did not say how much of that has been funded. Some 250,000 small businesses, out of an estimated 30 million, have applied for PPP funds. Mnuchin said he has spoken with Congressional leaders and is confident that he has bipartisan buy-in. “We look forward to the Senate passing that on [April 9], and the House passing that on [April 10]” Mnuchin told reporters during an April 7 media briefing. Additional funding could be approved quickly. Senate Majority Leader Mitch McConnell (R-Kentucky) said in a statement that he would work with Mnuchin and fellow Senate leaders to approve further funding within days. House Democrats are already working on a larger bill, which leader Nancy Pelosi calls CARES 2, that includes more PPP funding. PPP loan applications, submitted through the SBA Small Business Administration (SBA) and funded by participating lenders, began rushing in as soon as the program opened April 3. SBA Mnuchin said April 7 that more than 3,000 lenders are onboard, with additional institutions expected to participate. The program experienced some early hiccups, due in part to its scale and how quickly it has come together. CARES became law on March 27, and interim rules on how PPP would work were issued late April 2, just hours before applications were set to start. The PPP's broad applicability, lack of requirements for guarantees or other collateral, and de facto grant properties—the loans become forgivable if guidance is followed—have made it a catch-all for many small businesses. The general SBA limit for a small business is 500 employees, but it is based on staff or revenue limits set in the North American Industry Classification System. Many aviation businesses, aircraft and engine parts makers and maintenance providers, have limits above 500 employees.     Future US Navy weapons will need lots of power. That’s a huge engineering challenge.

Larter WASHINGTON ― The U.S. Navy is convinced that the next generation of ships will need to integrate lasers, electromagnetic rail guns and other power-hungry weapons and sensors to take on peer competitors in the coming decades. However, integrating futuristic technologies onto existing platforms, even on some of the newer ships with plenty of excess power capacity, will still be an incredibly difficult engineering challenge, experts say. Capt. Mark Vandroff, the current commanding officer of the Carderock Division of the Naval Surface Warfare Center and the former Arleigh Burke-class destroyer program manager who worked on the DDG Flight III, told the audience at last week's American Society of Naval Engineers symposium that adding extra electric-power capacity in ships currently in design was a good idea, but that the weapons and systems of tomorrow will pose a significant challenge to naval engineers when it comes time to back-fit them to existing platforms. “Electrical architecture on ships is hard,” Vandroff said. Vandroff considered adding a several-megawatt system to a ship with plenty of power to spare, comparing it with simultaneously turning on everything in a house. “When you turn everything on in your house that you can think of, you don't make a significant change to the load for [the power company],” Vandroff explained. “On a ship, if you have single loads that are [a] major part of the ship's total load, [it can be a challenge]. This is something we had to look at for DDG Flight III where the air and missile defense radar was going to be a major percentage of the total electric load ― greater than anything that we had experienced in the previous ships in the class. That's a real technical challenge. “We worked long and hard at that in order to get ourselves to a place with Flight III where we were confident that when you turned things on and off the way you wanted to in combat, you weren't going to light any of your switchboards on fire. That was not a back-of-the-envelope problem, that was a lot of folks in the Navy technical community ... doing a lot of work to make sure we could get to that place, and eventually we did.” In order to get AMDR, or SPY-6, installed on the DDG design, Vandroff and the team at the DDG-51 program had to redesign nearly half the ship — about 45 percent all told. Even on ships with the extra electric-power capacity, major modifications might be necessary, he warned. “We're going to say that in the future we are going to be flexible, we are going to have a lot of extra power,” Vandroff said. “That will not automatically solve the problem going forward. If you have a big enough load that comes along for a war-fighting application or any other application you might want, it is going to take technical work and potential future modification in order to get there.” Even the powerhouse Zumwalt class will struggle with new systems that take up a large percentage of the ship's power load, Vandroff said. “Take DDG-1000 ― potentially has 80-odd megawatts of power. If you have a 5- or 6-megawatt load that goes on or off, that is a big enough percentage of total load that it's going to be accounted for. Electrical architecture in the future is still an area that is going to require a lot of effort and a lot of tailoring, whatever your platform is, to accommodate those large loads,” he said. In 2016, when the Navy was planning to install a rail gun on an expeditionary fast transport vessel as a demonstration, service officials viewed the electric-power puzzle as the reason the service has not moved more aggressively to field rail gun on the Zumwalt class. Then-director of surface warfare Rear Adm. Pete Fanta told Defense News that he wanted to move ahead with a rail gun demonstration on the JHSV because of issues with the load. “I would rather get an operational unit out there faster than do a demonstration that just does a demonstration,” Fanta said, “primarily because it will slow the engineering work that I have to do to get that power transference that I need to get multiple repeatable shots that I can now install in a ship.” https://www.defensenews.com/naval/2018/06/24/future-navy-weapons-will-need-lots-power-thats-a-huge-engineering-challenge/

    As tech startups catch DoD’s eye, big investors are watching

    By: Jill Aitoro SIMI VALLEY, Calif. — Private investors are not yet lining up to back defense startups, but they are paying close attention. Two factors have created an opening that could lure venture capitalists to defense investments: first, a few select venture-backed technology startups are gaining traction; and second, there's been a strategic shift in approach to weapons development from the U.S. Department of Defense, focusing more on information warfare and, as such, software. In the words of Mike Madsen, director of strategic engagement at the Pentagon's commercial tech hub, Defense Innovation Unit: "We're at a significant inflection point right now that will be visible through the lens of history.” Nonetheless, for the tech startups, it's been slow going, as discussed during a Defense News roundtable in California. For the second year, leadership from DoD and the tech community came together to discuss the state of the Pentagon's efforts to attract commercial startups — this time digging into the challenges and opportunities that come with investment in defense development. “We went into this eyes wide open, knowing full well that to the venture community, the math doesn't make sense. Making the choice to contribute to the advancement of artificial intelligence for DoD represented for us more of a mission-driven objective,” said Ryan Tseng, founder of artificial intelligence startup Shield AI. But early on, “we were fortunate to get the backing of Andreessen Horowitz, a top-tier venture fund. They're certainly leaning in, in terms of their thinking about defense technology — believing that despite the history, there might be a way to find an opening to create companies that can become economically sustainable and make substantial mission impact.” Shield AI has raised $50 million in venture funding since 2015, with more rounds expected. Indeed, a few key Silicon Valley investors have emerged as the exceptions to the rule, putting dollars toward defense startups. In addition to Andreessen Horowitz, which counts both Shield AI and defense tech darling Anduril in its portfolio, there's General Catalyst, which also invested in Anduril, as well as AI startup Vannevar Labs. And then of course there's Founders Fund. Led by famed Silicon investors Peter Thiel, Ken Howery and Brian Singerman, among others, the venture firm was an early investor in Anduril, as well as mobile mesh networking platform goTenna. Founders Fund placed big bets on Palantir Technologies and SpaceX in the early days, which paid off in a big way. Some of the early successes of these startups have “done an excellent job of making investors greedy,” said Katherine Boyle, an investor with General Catalyst. “There's a growing group who are interested in this sector right now, and they've looked at the success of these companies and [are] saying: ‘OK, let's learn about it.' ” Take Anduril: The defense tech startup — co-founded by Oculus founder Palmer Luckey and Founders Fund partner Trae Stephens — has raised more than $200 million and hit so-called unicorn status in 2019, reaching a valuation of more than $1 billion. As the successes piled up, so did the venture capital funding. According to Fortune magazine, those investors included Founders Fund, 8VC, General Catalyst, XYZ Ventures, Spark Capital, Rise of the Rest, Andreessen Horowitz, and SV Angel. “I started my career at Allen & Company investment banking. Herbert Allen, who's in his 80s, always said: ‘Hey, you should run into an industry where people are running away,' ” said John Tenet, a partner with 8VC as well as a co-founder and vice chairman of defense startup Epirus. “There's so much innovation occurring, where the government can be the best and biggest customer. And there are people who really want to solve hard problems. It's just figuring out where the synergies lie, what the ‘one plus one equals three' scenario will be.” Also attracting the attention of Silicon Valley investors is the growing emphasis by the Pentagon not only on systems over platforms, but software over hardware. Boyle described the shift as the “macro tailwind” that often drives innovation in a sector. Similar revolutions happened in industrials and automotive markets — both of which are also massive, global and slow-moving. That emphasis on tech, combined with some recent hard lessons, also provides a glimmer of hope that the typical hurdles associated with defense investments — lengthy procurement cycles and dominance by traditional manufacturers, for example — could be overcome. Consider U.S. Code 2377, which requires that commercially available items be considered first in procurement efforts, said Anduril's Stephens. He also noted court decisions in lawsuits filed by SpaceX and Palantir, which ultimately validated claims that defense agencies had not properly ensured a level playing field for major competitions. “These types of things are now at least in recent memory for Congress, and so they have some awareness of the issues that are being faced,” Stephens said. “It's much easier now to walk into a congressional office and say, ‘Here's the problem that we're facing' or ‘Here's the policy changes that we would need.' There are also enough bodies like DIU, like In-Q-Tel, like AFWERX, like the Defense Innovation Board, like the [Defense Science Board] — places where you can go to express the need for change. And oftentimes you do see that language coming into the [National Defense Authorization Act]. It's part of a longer-term cultural battle for sure.” For now, all these factors contribute to the majority of skeptical investors' decisions to watch the investments with interest — even if they still take a wait-and-see approach. And that places a lot of pressure on the companies that are, in a sense, the proof of concept for a new portfolio segment. “My fear is that if this generation of companies doesn't figure [it] out, if they don't knock down the doors and if there aren't a few successes, we're going to have 20, 30 years of just no investor looking around the table and saying we need to work for the Department of Defense,” Boyle said. “If there aren't some success stories coming out of this generation of companies, it's going to be very hard to look our partners in the eye and say: ‘We should keep investing in defense because look at how well things have turned out.'” https://www.defensenews.com/smr/cultural-clash/2020/01/30/as-tech-startups-catch-dods-eye-big-investors-are-watching/
