The Pentagon can now buy US-made small drones from these five companies

WASHINGTON — Beginning in September, entities across the U.S. Department of Defense will be able to buy small, American-manufactured drones from five select companies, allowing users in the field to quickly and easily gain a bird's eye view of their environment.

A spin-off of U.S. Army efforts to develop a rucksack-packable quadcopter with the Short Range Reconnaissance (SRR) program of record, the Defense Innovation Unit's Blue sUAS effort let's U.S. government customers purchase trusted small Unmanned Aerial Systems (sUAS) that can take off and land vertically. The new drones were developed to comply with Section 848 of the 2020 National Defense Authorization Act, which prohibits the procurement of UAS built in China.

Drone configurations will be available from five manufacturers: Altavian, Parrot, Skydio, Teal, and Vantage Robotics.

“I think the fact that we started a program with a single requirement around an Army effort and were able to scale it across not only all of the services in DoD to include (U.S. Special Operations Command) and the combatant commands as well as the inter-agency federal government partners ― at least to me ― is super exciting,” Chris Bonzagni, a program manager within DIU's autonomy portfolio and an sUAS subject matter expert, told C4ISRNET. “As a former infantryman, having this capability when I was deployed to Iraq would have been a dream come true.”

While Blue sUAS uses the same aerial vehicles as SRR, it offers a vendor-provided ground control system and radio configurations that can be used by customers across DoD and the federal government more broadly. Blue sUAS drones will be available on the GSA schedule starting in September 2020, though DoD entities can also pursue a production contract via Other Transaction Authority, DIU noted in their announcement.

“Blue sUAS represents a tremendous first step toward building a robust and trusted UAS domestic industrial base that ensures sustained delivery of highly-capable, secure UAS to the warfighters that depend on it,” said Michael Kratsios, Acting Under Secretary of Defense for Research and Engineering. “Blue sUAS showcases how we can both work with small, nontraditional companies and our allies and partners to quickly pilot cutting-edge technologies that support our mutual defense.”

The path to Blue sUAS started about two years ago, according to Bonzagni. The Army approached DIU for help adopting commercial quadcopters for use by every platoon. DIU staff walked the Army through their Commercial Solutions Opening process, distilling about 60 pages of requirements to just a page and a half, making them more accessible to commercial companies looking to work with DoD. Those specifications were posted in November 2018, drawing 34 responses from industry. DIU accepted pitches from half of those companies, and ultimately downselected to just six companies five months later in April 2019. Of those six companies, four had never even worked with DoD before.

“Blue sUAS is a great example of DoD acquisition reform by lowering the barrier to entry for non-traditional companies to rapidly iterate shoulder to shoulder with warfighters to deliver highly capable sUAS tailored to mission needs,” said Under Secretary of Defense for Acquisition and Sustainment Ellen Lord in a statement.

Under those contracts, DIU worked with those six companies to modify their mature commercial products for broader DoD needs. Among other things, the companies had to incorporate a thermal camera, add a DoD data link, cyber test the drones and ruggedize them for field use.

Midway through development, Congress passed a new requirement in the annual defense policy legislation, prohibiting the operation or procurement of UAS manufactured in China. That effort grounded significant numbers of government drones, said Bonzagni, and there were no suitable U.S.-manufactured alternatives available. While the Army continued to focus on developing a solution specifically for its soldiers through SRR, the new requirement opened up a much broader need across the federal government for U.S.-manufactured sUAS. DIU was able to leverage the Army's investment in SRR and make the technology available for all federal government customers — including organizations that use drones every day like the Bureau of Land Management or the U.S. Geological Survey — as Blue sUAS.

Drones available through Blue sUAS can be assembled in two minutes or less and will have an operational range of over 3 kilometers, flight endurance greater than 30 minutes, and can fly through dust and rain. All products are three pounds or greater. According to Bonzagni, DIU is looking for a pricing range between $7,000 and $15,000 per unit, although the end price point will vary based on configuration.

“While all these offerings were derived from essentially consumer-based [products] ― in some cases toys and some cases fun cameras in the sky — these are sUAS built for work,” explained Matthew Borowski, program manager within DIU's sUAS portfolio and an sUAS subject matter expert. “There really is no consumer offering that has the type of payload package that these drones have on them, including higher resolution thermal cameras [and cameras with seamless zoom].”

    By: Leo Shane III WASHINGTON — President Donald Trump finalized an $854 billion spending bill on Friday that fully funds the military for fiscal 2019 and prevents a government shutdown next week, accomplishments that congressional leaders have called important and laudable. But Trump's signature came with one final attack on Democrats over the spending measure, lamenting lawmakers' decision not to include extra money in the appropriations package for his planned wall along the southern U.S. border. “Unfortunately, the radical Democrats refuse to support border security and want drugs and crime to pour into our country,” he said in a statement after signing the bill. The comments came just a week after Trump took to social media to blast “this ridiculous Spending Bill,” raising fears of a presidential veto on Capitol Hill. Instead, Trump largely praised the measure on Friday, calling it “important legislation to rebuild our military” and promote other domestic priorities. The appropriations measure includes $674 billion in defense funding for fiscal 2019, and marks the first time in a decade Congress has finalized the spending measure before the start of the new fiscal year. The measure funds a 2.6 percent pay raise for troops starting next January and a boost in military end strength of 16,400 spread across the active-duty and reserve forces. Trump, in his statement, praised the measure for including “93 new F-35 Lightning Joint Strike Fighters, 142 Apache and Black Hawk helicopters, and 13 Navy battle force ships — made right here in the USA.” In a statement after the signing, House Armed Services Committee Chairman Mac Thornberry, R-Texas, praised the president for pushing for the funding increases in his budget request and past public statements. “By funding our military in full and on time, we can begin to restore its strength, agility, and effectiveness,” he said. “As I have said before, the task before us now is to make full, on time funding of our military the rule in Washington, and not the exception.” The spending bill also includes full-year funding for the departments of Health and Human Services, Education and Labor, as well as bridge funding for a handful of other government agencies to keep them operational through Dec. 7.     by Ashley Roque US Army soldiers are in the midst of a five-month assessment of two different ‘light tank' prototypes – one version by BAE Systems and the other by General Dynamics Land Systems (GDLS) – but the former company has yet to deliver any of its vehicles, according to industry and the service. The army kicked off its Mobile Protected Firepower (MPF) soldier vehicle assessment (SVA) on 4 January and it is anticipated to continue through to June, Ashley John, director for public and congressional affairs for the Program Executive Office for Ground Combat Systems, told Janes on 27 January. Under the larger programme, both BAE Systems and GDLS are under contract to deliver 12 MPF prototypes to the army and soldiers are slated to test out four vehicles of each variant. However, this testing phase began with vehicles from only one company – GDLS. We have received 12 prototypes in total, and four ballistic hull and turrets,” John said. “We will continue to receive the remaining prototypes throughout fiscal year 2021.” Although John did not disclose which company produced the delivered prototypes, a GDLS spokesperson confirmed that the company delivered its 12th and final prototype to the army at the end of December 2020.     Pentagon Predicts Three-Month Major Program Delay

    Lee Hudson The Pentagon predicts there will be a three-month slowdown for major defense acquisition programs because of the novel coronavirus pandemic. Aerospace, shipbuilding and small launch are the most vulnerable sectors in the wake of COVID-19, Pentagon acquisition executive Ellen Lord told reporters April 20. Out of the 10,509 major prime contractors, 106 have shuttered their doors, and 68 have closed and reopened. Of 11,413 vendor-based companies, 427 are shut down, with 147 having closed and reopened, she said. Lord's team has not identified specific programs but anticipates there will be schedule delays, she said. One of the measures the military is taking to support the defense industrial base is boosting progress payment rates to contractors, raising them for large businesses from 80% to 90% and for small businesses from 90% to 95%. “Based on submitted invoices, we expect payments at the higher progress payments to start this week, helping provide $3 billion in increased cash flow to industry,” Lord said. “I commend Lockheed Martin and Boeing for both publicly committing to ensure this cash flow goes quickly down the supply chain to small businesses who need it most.” The DOD is hoping other large defense contractors will make similar public announcements. The Pentagon's small business program office hosted a webinar with more than 1,000 companies to address their unique concerns, she said. Over the last few weeks, Lord's team has focused on supply chain “illumination” tools and found “international dependencies.” Specifically, the defense industrial base is being hit hard by supplier closures in Mexico and India. Lord spoke with the U.S. ambassador to Mexico on April 17 and on April 20 was sending a letter to the Mexican foreign minister asking for help in reopening international suppliers. The Pentagon also is hoping for additional aid from the American people via the second Coronavirus Aid, Relief and Economic Security (CARES) Act. Lord would not pinpoint a particular amount, but the money sought is incremental funding for inefficiencies related to contracting, Defense Production Act (DPA) Title III, the defense industrial base and medical resources. In the inaugural CARES Act, DOD received $1 billion for DPA Title III, $750 million for medical resources and $250 million for the defense industrial base. The DPA Title III medical resources priorities are N95 masks, ventilators, active pharmaceutical ingredients, testing kits, suppliers and reagents, vaccines and delivery systems. The defense sector focus areas for DPA Title III include machine tools and industrial controls, aircraft supply chain illumination, chem bio, directed energy, radar, munitions, missiles, space, shipbuilding, soldier systems and ground systems. To date, the Defense Logistics Agency has provided more than 1.8 million N95 respirator masks, 3.2 million nonmedical and surgical masks, 54.8 million exam gloves, 8,000 ventilators and 275,000 isolation and surgical gowns to the military services, combatant commands, and several federal agencies, Lord said. “We have ordered face coverings for the workforce, 3 million active duty, guard, reserve and government civilians with deliveries starting this week,” she said. “We expect 135,000 by the end of April and 580,000 by the end of May.” For the first time ever, U.S. Transportation Command (Transcom) was able to use the Defense Threat Reduction Agency-developed transport isolation system to move three COVID-19 positive patients from Afghanistan to Germany. The system was developed in 2014 during the Ebola crisis. “The joint staff, Transcom, and the Air Force continue to work to ensure that we can safely transport COVID-19 patients from overseas locations to the United States,” Lord said. “We just issued a memo that directs contracting officers to support a U.S. Forces Afghanistan memo to redeploy at-risk contractor employees due to insufficient medical capability in-country.” The Pentagon anticipates this will affect fewer than 1,000 personnel. https://aviationweek.com/defense-space/budget-policy-operations/pentagon-predicts-three-month-major-program-delay
