Sweden adds another SEK 700 mln to its 2024 defence spending | Reuters

Sweden has again boosted its planned defence budget for 2024, taking the total planned increase for the year to 27 billion crowns ($2.44 billion) and exceeding the NATO threshold of 2% of GDP, the government said on Monday.

    Le magazine Air & Cosmos consacre un dossier au porte-avions de nouvelle génération, dont le programme a été officiellement lancé par le président Emmanuel Macron en décembre 2020 qui avait précisé que le futur porte-avions serait à propulsion nucléaire. La construction du PANG est prévue de 2031 à 2034, avant des essais en mer en 2036 et une entrée en service en 2038. Pour l'amiral Chaperon, conseiller marine de Thales, le PANG représente « le SCAF du naval, le programme qui va porter le combat collaboratif (...) L'activité aérienne, autour de ce porte-avions, comprendra des NGF, mais aussi des remote carriers, le drone va prendre une importance considérable et trouvera sa place à bord du PANG ». D'ici là, l'état-major de la Marine doit obtenir que la problématique RH soit convenablement prise en compte par les Armées, alors que la Marine nationale aura besoin d'un noyau de 300 marins pour permettre de constituer un vivier qualifié à l'horizon 2033.     In chaos, there’s opportunity … and that’s bad news

    James Yeager This year is only four months old and it's already one for the history books — and not in a great way. As the defense community works in tandem with the broader government to keep citizens safe and healthy, cybersecurity threats are only becoming more aggressive. If we've learned anything about cyber adversaries, it's that they will seize on any opportunity to gain an advantage in targeting their victims, including exploiting the fears of the public during a global pandemic. As COVID-19 has moved from the East to the West, adversaries have followed suit, using lures that play into people's desperation for information on the disease. In “The Art of War,” Sun-Tzu said“In the midst of chaos, there is also opportunity.” The COVID-19 virus is infecting more than just people. The pandemic has created chaos and handed adversaries an irresistible opportunity to exploit the situation to gain entry into our networks, whether that's to steal intellectual property, disrupt operations, or gain a strategic advantage if they are a nation-state actor. Already, we are seeing an increase in phishing campaigns using COVID-19 as a hook to launch malware in emails disguised as alerts. Particularly vulnerable are the thousands of remote workers — government employees and contractors alike — who are using their own home networks, which are largely less sophisticated and secure than their work environments. The stakes are high, particularly for those in defense jobs, where an errant click can have devastating consequences. Coincidently, 2020 is the year when the DoD's Cybersecurity Maturity Model Certification has grown teeth and will force more than 300,000 defense contractors to up their cybersecurity game or face bottom-line consequences. Now is not the time to make mistakes. In CrowdStrike's recent Global Threat Report, we captured and analyzed real-world inputs from observed trends in cyber-attacks on commercial and government enterprises. The following are some of the notable attack vectors and trends we observed across the public sector during 2019: An escalation in ransom demands, including ransomware attacks on defense supply chain providers, schools and local municipalities. Surpassing the volume of malware attacks are malware-free attacks that use code which executes from memory or stolen login credentials. Continued state-sponsored targeted intrusions aimed at the government and defense sector. In fact, we have witnessed adversaries exploiting fear around COVID-19 to socially engineer their way to user credentials and sensitive data. In the months ahead, I contend we'll see many more of the same tactics from the same bad actors: Russia, China and newer players on the block, such as Iran, which has leveraged U.S. social media platforms to develop information operations campaigns. Amidst massive change, periodic chaos and long-term disruption, the defense community — government and industry — must put a premium on speed. Speed to detect. Speed to investigate. Speed to mitigate. We recommend that agencies and companies implement cybersecurity practices that follow the 1-10-60 Rule: detect intrusions within 1 minute; investigate and gain a comprehensive understanding of the attack within 10 minutes; and contain and remove the threatening adversary from the network within 60 minutes. This benchmark will limit the damage caused by inevitable attacks. Yes, inevitable. Cyberattacks are a constant and while building a bigger, wider and thicker wall may help keep bad actors out, they are persistent and determined enough to eventually get in, and when they do, you're on the clock. This year will only get worse as the impacts of COVID-19 will be deep, damaging and long-lasting. We're all faced with loss and uncertainty as we attempt to recover from the global pandemic. For the defense community, there is no time to recover and regroup.     The Air Force’s new trainer jet is attracting the Navy’s and Marine Corps’ interests

    By: Valerie Insinna NATIONAL HARBOR, Md. — The U.S. Navy and Marine Corps are monitoring the development of the Air Force's T-X training jet, but it may be years before they can launch their own competitions to replace the T-45, officials said Monday. “We're watching the T-X. Obviously the Air Force is going through that process,” Lt. Gen. Steven Rudder, the Marine Corps' deputy commandant for aviation, said during a panel at the Navy League's Sea-Air-Space conference. “At some point, we're going to have to replace the T-45. We're going to have to replace the F-5,” he said, referring to the T-45 Goshawk (used by the Navy and Marine Corps to train fighter pilots) and the F-5 (used to simulate adversaries during exercises). “Our adversary requirement is not going away. It only increases. That's another one that with our Air Force counterparts we're watching closely on many different fronts,” he added. Last year, the Air Force chose a Boeing-Saab team to build a new, clean-sheet trainer, awarding the firms a contract worth up to $9.2 billion. Although the service's program of record is 351 T-X jets and 46 simulators, the agreement gives it the flexibility to buy up to 475 aircraft and 120 simulators. A Navy and Marine Corps buy would add several hundred aircraft to the Air Force's eventual order — a massive financial win for Boeing, which bid extremely low on the T-X solicitation with the expectation of raking in big profits during the production stage. Boeing is set to deliver the first simulators to Joint Base San Antonio-Randolph, Texas, in 2023. In fiscal 2024, the Air Force will have enough simulators and trainers to declare its first squadron as operational. Angie Knappenberger, the Navy's deputy director of air warfare, said the timing of a T-X buy could be “problematic” because of the current schedule of the TH-57 replacement, which is taking priority over a new jet trainer. “Once we're able to accomplish that — the helicopter trainer replacement — then we're going to look more forward to something like the T-45 replacement. The service wants to buy 130 helicopter trainers from FY20 to FY23. Knappenberger did not elaborate on why the timing of the T-X program could be challenging for the Navy, but the service plans to finish purchasing new helicopter trainers just as Boeing starts producing and delivering T-Xs to the Air Force. Another key factor may be whether the T-X can be outfitted with the gear necessary for taking off from and landing on aircraft carriers, and how quickly Boeing could complete the engineering work involved. Like Rudder, Knappenberger noted the appeal of buying enough T-X trainers to fill the service's adversary air requirements, saying she's “curious to see” the jet's red air capabilities. The Air Force is also assessing the T-X's ability to conduct other mission sets. “You could imagine a version of the airframe that could be equipped as a light fighter. You can imagine a version that is equipped as an adversary air-training platform,” Air Combat Command head Gen.
