    Canada Announces Second Peacekeeping Smart Pledge - Will send Aviation Task Force to UN Mission in Mali

Ensuring the safety and security of our citizens – and those of our allies – means working to confront instability and conflict around the world. Canada's support for United Nations peacekeeping will help vulnerable and marginalized communities build a better future for themselves. Last November, in Vancouver, the Government of Canada announced its return to peace operations, including: the Vancouver Principles – focused on ending the recruitment and use of child soldiers around the world; the Elsie Initiative – a pilot project aimed at rapidly increasing the number of women police and military deployed on UN peace operations, supported by the expertise and political commitment of a group of countries who share Canada's ambition for change; and a range of Smart Pledges and military capabilities – aimed at leveraging Canadian expertise. The first smart pledge – a C-130 Hercules aircraft to provide tactical airlift support for the UN's Regional Support Centre in Entebbe Uganda – was announced in Vancouver and preparations for deployment are currently underway. As part of Canada's return to peace operations, the Honourable Harjit S. Sajjan, Minister of National Defence, and the Honourable Chrystia Freeland, Minister of Foreign Affairs, today announced the Government of Canada's second smart pledge: a commitment to deploy an Aviation Task Force to the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) for a period of 12 months. The Aviation Task Force will include Chinook helicopters to provide urgently needed transport and logistics capacity for the MINUSMA mission, as well as Griffon helicopters to provide armed escort and protection. The Task Force will be accompanied by a number of Canadian Armed Forces personnel for support. Canada remains committed to advancing gender equality in its deployment. Canada's contribution will join 57 MINUSMA partner countries in their continued efforts to bring sustainable peace and stability to Mali and the Sahel. Today's announcement builds on the Government's significant development, peace and security initiatives in the region. In the coming days, the Government will register its pledge with the UN, and the Canadian Armed Forces (CAF) will begin their planning process, in conjunction with the UN, partners and the host nation. Chrystia Freeland, P.C., M.P Quick facts During the UN Peacekeeping Defence Ministerial conference hosted by Canada in Vancouver in November 2017, Canada pledged to improve the effectiveness of UN peace operations in a number of ways. Canada committed a number of “smart pledges” of high value military capabilities to be deployed in a 5-year timeframe with planned and predictable rotations with other member states. They are: a Quick Reaction Force and accompanying equipment; an Aviation Task Force of medium utility and armed helicopters; and a tactical airlift support to address critical gaps in the UN's ability to transport troops, equipment, and supplies to their missions. The Elsie Initiative for Peace Operations is a Canadian-led pilot project to test new ways of eliminating barriers to the participation of women police and military in peace operations. Canada will lead this search for a breakthrough, working closely with a Contact Group of countries who will bring their experiences, expertise and political commitment to the project. A tailored package of technical assistance and training will be offered to a select partner country (or two), and an innovative financial mechanism will be designed to incentivize progress among countries who contribute police and military to UN operations.     Canada's fighter jet debacle: This is no way to run a military

    Opinion: In many NATO countries, national defence is a bipartisan or nonpartisan issue. Those governments don't use defence as a political tool By David Krayden Last week the United States Marine Corps flew the F-35 joint strike fighter into combat for the first time. That same day, one of the fighters also set a first: crashing in South Carolina — fortunately without the loss of life. As military aviators would remark, crap happens (or words to that effect). The state-of-the-art fighter jet first flew as a prototype in 2006 and has been flying with the United States Air Force since 2011. The Royal Air Force in the U.K. also uses the F-35. And just this year, in a moment of sheer historical irony, the Royal Australian Air Force took delivery of its first F-35s. Why irony? Because just as Australia was welcoming its new jets to its defence inventory, Canada was at the doorstep begging for Australia's used F-18s. Defence Minister Harjit Sajjan had come calling because politics had again intervened in Canada's storied but sorry defence procurement planning. Prime Minister Justin Trudeau, not knowing what to do with the obsolescent CF-18s — ordered by his father in the late 1970s for a 1982 delivery — had been musing about buying some Super Hornets from Boeing but had decided not to in a peevish fit of trade retaliation. Of course the Super Hornets were only a “stop-gap” measure anyway, as both Trudeau and Sajjan emphasized. The contract to replace the entire fleet of aging CF-18s would be delayed again because Trudeau did not want to buy the previous Conservative government's fighter replacement choice: the F-35. But there's an additional irony here. The F-35 was not just the choice of the Harper government. It was initially selected by the Liberal government of Jean Chrétien. The primary reason: interoperability with our primary allies. The U.S., U.K. and Australia would all be buying the F-35 so it just made sense. I was working at the House of Commons at the time for the Official Opposition defence critic, who thought the decision to participate in the development, and eventually, the procurement of the F-35, was a refreshing but rare moment of common-sense, non-political defence planning on the part of the government.     'Strategic messaging': Russian fighters in Arctic spark debate on Canada's place

    Bob Weber / The Canadian Press Recent Russian moves in the Arctic have renewed debate over that country's intentions and Canada's own status at the top of the world. The newspaper Izvestia reported late last month that Russia's military will resume fighter patrols to the North Pole for the first time in 30 years. The patrols will be in addition to regular bomber flights up to the edge of U.S. and Canadian airspace. "It's clearly sending strategic messaging," said Whitney Lackenbauer, an Arctic expert and history professor at the University of Waterloo. "This is the next step." Russia has been beefing up both its civilian and military capabilities in its north for a decade. Old Cold-War-era air bases have been rejuvenated. Foreign policy observers have counted four new Arctic brigade combat teams, 14 new operational airfields, 16 deepwater ports and 40 icebreakers with an additional 11 in development. Bomber patrols have been steady. NORAD has reported up to 20 sightings and 19 intercepts a year. Commercial infrastructure has kept pace as well. A vast new gas field has been opened in the Yamal Peninsula on the central Russian coast. Control and development of the Northern Sea Route — Russia's equivalent of the Northwest Passage — has been given to a central government agency. Russian news sources say cargo volume is expected to grow to 40 million tonnes in 2020 from 7.5 million tonnes in 2016. Canada has little to compare. A road has been completed to the Arctic coast at Tuktoyaktuk in the Northwest Territories and work for a port at Iqaluit in Nunavut is underway. The first Arctic patrol vessel has been launched, satellite surveillance has been enhanced and a naval refuelling station built on Baffin Island. But most northern infrastructure desires remain unfilled. No all-weather roads exist down the Mackenzie Valley or into the mineral-rich central N.W.T. Modern needs such as high-speed internet are still dreams in most of the North. A new icebreaker has been delayed. Nearing the end of its term, the Liberal government has yet to table an official Arctic policy. Global Affairs Canada spokesman Richard Walker said in an email that the government is "firmly asserting" its presence in the North to protect Canada's sovereign Arctic territory. Walker said Canada cooperates with all Arctic Council members, including Russia, to advance shared interests that include sustainable development, the roles of Indigenous peoples, environmental protection and scientific research. "Given the harsh environment and the high cost of Arctic operations, Canada believes that cooperation amongst Arctic nations is essential," Walker wrote. "While we perceive no immediate military threat in the Arctic region, we remain vigilant in our surveillance of our Northern approaches." Canada needs to keep pace if only because it can't count on the current international order to hold, said John Higginbotham of the Centre for International Governance Innovation in Waterloo. "If the globalized system fragments, we're going to get a world of blocs. The blocs will have power to close international shipping channels. "It's a dreadful strategic mistake for Canada to give up our own sea route." Arctic dominance would also give Russia a potent card to play, said Rob Huebert of the Centre for Military and Strategic Studies at the University of Calgary. "It gives you presence," he said. "Whenever there's issues that happen to occur elsewhere, we've already seen the behaviour of the Russians — they start doing overflights of other countries to bring pressure." Norway, the Baltics and the United Kingdom have all reported increased airspace violations, Huebert said. Few expect Russian troops to come pouring over the North Pole. The country is sticking with a United Nations process for drawing borders in Arctic waters and is a productive member of the eight-nation Arctic Council. "There's vigorous debate over whether their posture is offensive-oriented," Lackenbauer said. "The Russians insist this is purely defensive. It also offers possibilities for safe and secure shipping in the Northern Sea Route. "They're not doing anything wrong." Canada would be mistaken to ignore the awakening bear, said Ron Wallace of the Canadian Global Affairs Institute in Calgary. "It's important for Canadians to be aware of their Arctic and the circumpolar Arctic and what's going on in the North," he said. Canada is unlikely to take much from Russia's command-and-control style of development, Wallace said, but there are lessons to learn. Combining civilian and military infrastructure is one of them. "That's the kind of thinking I haven't seen here, but that's the thinking the Russians are using," he said. "They see the northern trade route as an excuse to put up military bases at the same time they're working with the Chinese to open up trade routes for the export of their resources." That would also help fulfil federal promises to territorial governments, said Wallace.
