    Navy Creating Attack Sub Aggressor Unit to Train to Fight Against Russia, China

    By: Megan Eckstein ARLINGTON, Va. — The U.S. Navy submarine force is creating an aggressor squadron as one initiative to ensure all subs are combat-ready as the service trains to take on China and Russia, the commander of Naval Submarine Forces said on Wednesday. Vice Adm. Charles Richard, who took command in August, drew attention during the change of command ceremony by telling the force to “prepare for battle.” He has backed up those words with actions in the months since, moving ahead with a plan – updated in March to reflect the National Defense Strategy – that includes refocusing training and certification on combat and developing new tools and concepts to support high-end warfighting. The plan – called the Commander's Intent for the United States Submarine Force and Supporting Organizations – led to an overhaul of training for the attack submarine force, Richard said today while addressing the Naval Submarine League at its annual conference. “We have restructured and retuned the fast attack training period to ensure that we're ready for that high-end fight, including restructuring what we used to call the Tactical Readiness Evaluation, and it is now a Combat Readiness Evaluation to ensure we're focused on warfighting,” he said. “We've updated the deployment certification process to eliminate duplication, put the right focus in the right place. I'll tell you that I am driving to put competition in everything we do inside the submarine force. I want to produce winners and losers just like we do in battle; it does you no good to be at standards if your opponent is more at standards than you are. You still lose, and in this competition, you may not come home.” The new aggressor squadron fits in with the desire to create more high-end sub-on-sub competitions and ensure the Navy is ready to win. Richard said the plan mimics what the naval aviation community has at “Top Gun.” Navy spokeswoman Cmdr. Sarah Self-Kyler told USNI News at the event that, unlike Top Gun, the squadron won't have its own submarines dedicated to training the squadron and fighting other submarines in training events. Instead, the squadron will include a yet-to-be-determined number of personnel – which Richard said would include active and reserve sailors and civilians – and that personnel would get to work with submarines and sub crews as allowed by operational and training schedules. Richard, calling the new group “a cadre that does nothing but emulate red in all of our training and certification exercises, said “we're taking a page from naval aviation and we're establishing an aggressor squadron with a team that will become experts in employing our adversaries' potential capabilities and then set them up to be able to go head-to-head with our units so that we're always training against what we think is the highest fidelity simulation I can give them in terms of what they might be able to expect when they go into combat.” The Commander's Intent plan also outlines an Undersea Rapid Capability Initiatives (URCI) program that Richard said not only delivers “stuff” but also concepts of operations, tactics, maintenance strategies and more. “I can't go into a lot of detail given the nature of the work – it is classified – but I am able to tell you that we are working on 26 major future projects, including the Navy's number-one priority of strategic deterrence; 13 URCIs; 11 operational initiatives; and a series of advanced workshops and military exercises designed to expand our capabilities in the undersea domain. We are pursuing next-generation weapons, multi-domain sensors, comms systems, navigation aids, and unmanned and autonomous technologies.     Pandemic lengthens delay in US Army’s M113 vehicle replacement program

    By: Jen Judson WASHINGTON — The coronavirus pandemic has caused another delay for the U.S. Army's plagued M113 replacement program, which has struggled with manufacturing problems as the BAE Systems-made Armored Multi-Purpose Vehicle entered low-rate initial production, according to the company's second quarter fiscal 2020 earnings briefing released last week. The company had to delay delivery of the first LRIP vehicles by roughly four to six months, moving delivery from March to July. But as BAE prepared to move ahead on delivery, the pandemic hit, bringing with it another delay of roughly a month, which pushed the vehicles' delivery date to August. The AMPV program entered LRIP in January 2019, but the program office indicated last year that delivery of the first vehicles would be delayed by two months and the completion of production qualification testing would be delayed by seven months due to tooling and assembly line challenges at BAE's facility in York, Pennsylvania. Because of the issues, the Army's AMPV budget request in FY21 showed the program took a hit. The service indicated it would buy 32 vehicles instead of the 143 planned for the fiscal year, and the program's budget was cut from $445 million to $193 million. The Army and BAE developed “a production approach that would allow us to incorporate efficiencies during LRIP that modernize manufacturing and increase the overall throughput of the program,” Amanda Niswonger, a BAE spokeswoman, told Defense News in an Aug. 3 statement. “This included installing new technology and processes such as robotic welding, digital X-ray, and advanced machining. And we worked closely with the Army to update and refine manufacturing processes to incorporate the most modern weld and inspection technology,” she said. “These changes had an impact on our delivery timeline which was not reflected in the original delivery schedule, but continues to meet the Army's fielding schedule.” The service and BAE had formalized the schedule change just as COVID-19 hit the U.S., which affected a large number of manufacturing facilities and supply chains globally. “We have worked tirelessly to mitigate the impacts from COVID-19 with our employees, supply network, and customer base to keep our manufacturing sites operational and continue to receive parts as needed,” Niswonger said. “Unfortunately we could not overcome all the challenges and our first delivery has slipped one month.” https://www.defensenews.com/land/2020/08/03/pandemic-causes-latest-delay-in-us-armys-m113-replacement-program/

    Airbus Helicopters announces 38 orders at Heli-Expo 2020

    Anaheim, January 30 2020 – Airbus Helicopters concluded the 2020 Heli Expo with 38 orders, as well as 20 retrofits for the new five-bladed H145. German air rescue and ambulance provider DRF Luftrettung placed an order for 15 H145s, making them the largest operator of the H145. Show highlights included the increased power of the H125 that will enable operators to lift up to an additional 190 kg (419 lbs), Shell Aircraft confirming their interest in using the H160 for offshore transportation missions, and Metro Aviation ordering an additional 12 new EC145e helicopters. Customs and Border Protection will add 16 new H125 helicopters to their fleet, with deliveries beginning later this year from Airbus' production facility in Columbus, Miss. Another H125 order was signed with Ascent Helicopters in Western Canada. “At Airbus Helicopters, we are constantly focused on finding ways to help our customers better execute their missions,” said Bruno Even, Airbus Helicopters CEO. “We are honoured by the trust that our first-time and returning customers place in our aircraft and support solutions, which has been confirmed once again at this year's Heli-Expo.” Airbus received an order for three new H135s from NASA, marking the first-time partnership between the U.S. space program and Airbus Helicopters. The agency will use the aircraft for a variety of missions, including missile launch security at Kennedy Space Center in Florida, emergency medical services and qualified personnel transport. Reinforcing their commitment to ensuring the highest level of safety available, tourism operator Maverick Helicopters announced it will retrofit its entire fleet of 34 EC130 B4 helicopters with the Airbus Crash Resistant Fuel System. On the support and services side, Airbus secured numerous global support contracts, including Papillon, Heliportugal, and DRF Luftrettung who extended its HCare Smart contract for another eight years. These plans enable customers to increase availability and mission success, optimize their costs, lower the maintenance burden, enhance safety and sustain the value of their assets. Airbus also unveiled its new collaborative AirbusWorld customer portal and an online Marketplace making e-commerce practices from the consumer world available to Airbus customers. Additionally, the company has nearly doubled the number of helicopters now sharing flight and maintenance data with the company in just one year.
