    Space Force’s stopgap polar communications system passes another milestone

    Nathan Strout The U.S. Space Force's stopgap Arctic communications system has passed another major milestone, with it's Control and Planning Segment (CAPS) ground system passing a critical design review. The Space and Missile Systems Center said officials completed a “delta critical design review” of Enhanced Polar System Recapitalization's (EPS-R) CAPS design June 25. In a press release, SMC noted the assessment included three months of review by the government and contractor teams, covering areas of risk, software and hardware requirement traceability, testing, performance, cost and schedule. Slated to launch in late 2022, the EPS-R payloads will fill a vital gap in providing secure communications for war fighters in the Arctic. The constellation it's replacing, the Enhanced Polar System (EPS) is not expected to last until the polar components of the Protected Tactical SATCOM and Evolved Strategic SATCOM are fielded in the 2030s, and so EPS-R will serve as a stopgap measure in the interim. Both EPS-R and EPS are effectively the Arctic components of the Advanced Extremely High Frequency constellation. Northrop Grumman was awarded a $429 million contract for the two EPS-R payloads in February 2018. The payloads will be hosted on two Space Norway satellites. The EPS-R payloads passed critical design review in October. Northrop Grumman was also awarded an $87 million contract in May 2019 to design and build the Control and Planning Segment (CAPS) which will manage both the EPS-R and EPS payloads. “The EPS-R program's unprecedented approach provides an advantage to warfighters in the increasingly contested Arctic region. EPS-R leverages the best practices of our industry partners, in concert with commercial space and launch vehicle providers while collaborating with our Norwegian partners. The EPS-R CAPS system will command the EPS/EPS-R constellation allowing US Space Force space operators to provide continuous communication services to Arctic users,” explained Maj. Craig Zinck, EPS-R Ground program manager, in a statement.     Turkish industry prospers, but foreign relations are limiting its potential

In President Recep Tayyip Erdogan's narrative, the number of Turkish defense industry programs rose from 62 in 2002 to 700 today. In the same period, the number of defense and aerospace companies rose from 56 to 1,500. The government was administering $5.5 billion worth of programs then; now this is at $75 billion. Local industry turnover rose from $1 billion to $10.8 billion; and exports jumped from a mere $248 million to more than $3 billion. Two Turkish companies that weren't on the Defense News Top 100 list last year have made their way onto the list this year, making the total number of Turkish firms on the list to seven, from five the year prior. Those companies are military electronics specialist Aselsan (48th on the list), Turkish Aerospace Industries (53th), armored vehicles maker BMC (89th), missile maker Roketsan (91st), military technologies specialist STM (92nd), armored vehicle maker FNSS (new this year at 98th) and military software specialist Havelsan (new this year at 99th). Of the seven, five are government-controlled companies. BMC, a Turkish-Qatari partnership, and FNSS are privately owned. A success story, by any criteria. Thanks to which, according to the Turkish government, the country's dependence on foreign defense systems plunged from 80 percent to 30 percent. Erdogan says he aims to end dependency on foreign systems by 2023, the centennial of the Turkish republic. However, while the Turkish defense industrial base has made progress, there have been lingering roadblocks along the way. It can be difficult to determine the percentage of foreign input in a system. And what the Turkish authorities portray as “indigenous systems” (or 100 percent national systems, in local jargon) are often not. One of the major weaknesses of the Turkish industry is the lack of engine technology. For instance, one of Turkey's most prestigious “indigenous” programs, the Altay tank, is struggling to make progress, despite a serial production contract, due to the lack of a power pack — the engine and the transmission mechanism. Similarly, Turkey's most ambitious indigenous program — the design, development and production of a national fighter jet, dubbed TF-X — appears stalled, as Turkish aerospace authorities are yet to find an engine for the planned aircraft. The TF-X program was officially launched in December 2010. In January 2015 then-Prime Minister Ahmet Davutoglu announced that the planned fighter would have a twin engine. That was when the search for an engine began. The amphibious assault ship TCG Anadolu, the Turkish Navy's flagship vessel under construction with license from Spain's Navantia, is progressing as planned, but industry experts say it is no more than 60 percent Turkish-made and is a copy of the Spanish Navy warship Juan Carlos I. Turkey's indigenous T129 attack helicopters are a Turkish variant of the A129 built by the Italian-British company AgustaWestland. The T129 is produced under license from AgustaWestland. A $1.5 billion export deal with Pakistan for a batch of 30 T129s has long been stalled as it awaits U.S. export licenses, which is required because the helo is powered by an American engine. For the past decade, Turkey's local industry has been unable to produce a national solution for the need for long-range air and anti-missile defense systems. After years of uncertainty Turkey signed a $2.5 billion deal for the acquisition of the Russian-made S-400 system. In response, the United States ejected Turkey from the American-led multinational Joint Strike Fighter program that builds the F-35 fighter jet. “That will cost the Turkish industry critical capabilities it could have earned during the production cycle,” a Western industry source in Ankara told Defense News. “It also means a loss of significant income for the Turkish industry.” Otherwise, local and international analysts agree that drone, shipbuilding, military electronics and armored vehicles technologies have been progressing exponentially in Turkey. The country has found foreign customers for these systems due to high technological standards and competitive pricing. The combat-proven technologies easily find their place in export markets, especially in countries with which Turkey has friendly political relations. Lucrative markets for Turkish companies include those in Qatar — Turkey's most important regional ally — as well as some north African countries, Azerbaijan, Pakistan, Turkic republics in Central Asia, and Muslim countries in southeast Asia like Indonesia and Malaysia. Turkish exporters have been augmented by a steady decline of the country's national currency. The U.S. dollar was trading at 1.7 Turkish liras five years ago. Today, the exchange rate is $1 to 7 liras. That plunge gives an exchange rate boost to companies with higher local input rates and export potential. In other words, when the local currency experienced a decline, the commodities produced in Turkey generally became cheaper for foreign customers. However, those companies dependent on now pricey foreign technology have seen their international competitiveness badly pruned. The lira's slide downward also slows or altogether suspends government-run programs due to a cash shortage. Overseas investors have withdrawn $7 billion from Turkey's local currency bond market in the first six months of 2020. The economy is in recession, and inflation and unemployment rates are soaring. At the end of May 2020, Turkey's national budget produced a deficit of 90.1 billion liras (U.S. $12.9 billion), or 65 percent of the government's deficit target for the entire year of 2020.     To up fighter readiness levels, Pentagon looks to retire older planes and fix supply chains

    By: Aaron Mehta WASHINGTON — With Secretary of Defense Jim Mattis issuing new guidancedemanding readiness for tactical air assets increase in just one year, the Pentagon is openly acknowledging that older planes will have to be retired and cannibalized for parts to make it happen. The department will also look to overhaul how it handles its supply chain, according to the department's No. 2 official. In a September memo, first reported by Defense News, Mattis ordered the Air Force, Navy and Marines to get the Pentagon's fleets of F-16, F-18, F-22 and F-35 fighters to a minimum of 80 percent mission ready. That would represent a major jump in readiness over a short period of time, raising skepticism amongst analysts. From a pure numbers-on-paper standpoint, the easiest way for getting readiness rates up on the fleet would involve retiring older, less ready aircraft — essentially increasing the percentage of good-to-go planes by reducing the overall size of the fleets. Such a move may not be popular on the Hill, which routinely complains about the size of the military compared with previous eras. But it's a logical step being endorsed by both Deputy Secretary of Defense Patrick Shanahan and Gen. Robert Neller, the Marine Corps chief of staff. “You gotta get rid of airplanes. At some point, you gotta get rid of the old ones,” Neller told reporters Wednesday at a Defense Writer's Group event, when asked how he would hit that 80 percent mark. Neller added that such a move has to be part of a broader spectrum of moves, including better quality parts from vendors, being more efficient with maintainers, and adjusting the flying hours for pilots to make sure the wings aren't being worn off on jets. “It's not going to be a single thing, so we've got to do our part,” he added. Speaking to reporters at the AUSA conference the same day, Shanahan seemed to zero in on the oldest Navy jets as ones that could be retired. “Well, when you look at the size of the fleet of the F-18s, you got [F-18A models] out there, then you look at what it would take to restore them to a certain level of readiness, you might say it's much easier just to retire those,” he said. “So, I mean, there's a mix of answers.” “It probably doesn't make sense to generate a lot of activity to make something that is older more reliable, but when you think about the joint strike fighter and the hundreds of those that we're going to take, 80 percent should be the minimum, OK? It shouldn't be some aspirational goal, it should be the minimum.” However, he pushed back at the idea that anyone will “game the system” to get those readiness percentages up. Commercial practices In the memo, Mattis specifically notes the commercial aviation industry is able to maintain higher readiness rates and directs the service to look that way for inspiration. “I am confident in our department's ability to generate additional capacity from our current aircraft inventory, alongside the commercial aviation industry's sustainment of high availability rates,” Mattis wrote. “As we seek to achieve our goals, we can learn from industry's benchmarks for measuring speed, cost and mission capability, as well as its best practices for implementing a sustainable, Department-wide system.” Shanahan, who will be the overall leader of the readiness rate improvement efforts, is a longtime Boeing executive who worked directly on a number of commercial jet production programs. And to him, there are absolutely lessons that can be drawn from passenger aviation. “A jet engine is a jet engine; no one will convince me otherwise,” he said. “I've lived in both worlds, I've been on more airplanes than anybody in the United States, I know these things, OK?” The deputy said his focus was on helping the service develop “methods, systems and practices” that will lead to systemic changes in how maintenance is done and provide dividends for years to come. “When you look at the F-18s, this is the same size of fleet as Southwest has. It's not a super-large fleet, they're all basically the same,” Shanahan noted. “So how do we put in place, you know, the support practices and the parts so that people aren't working as hard?” The need to keep part quality and quantity up were on display just a day after Shanahan and Neller's comments. On Thursday, the Pentagon ordered a temporary stop to flying the F-35 as it investigated a fuel tube inside the engines of the fleet. That same day, an F-22 crashed on its side following a landing gear malfunction. During his talk with reporters, the Navy was singled out as already having committed to improving their methodologies. And he called out the need to “restructure” how both the Navy and Air Force handle their supply chains — something he said will ultimately bleed over into maintenance beyond the four selected jet fleets. “The real end game to me is as a department, how do we end up with a single sustainment system? And what was good about this is that once you get the F-18 right, it spills over into the P-8, because they're side-by-side, so [the P-8 maintainers] going to be like, ‘Those guys, they're working a lot less hard than we are and they're getting much better results, why don't we just do it that way?' “And then as people see the methods they apply to shipbuilding or ship maintenance,” he added.
