    HENSOLDT modernizes German Airforce IFF systems

    Taufkirchen/Germany, May 28, 2020 – As part of the modernization of all NATO's IFF identification systems (IFF = Identification-friend-or-foe) to the new "Mode 5" standard, sensor solution provider HENSOLDT is equipping the Air Force's 90 Tornado fighter aircraft with its Mode 5-capable LTR 400 transponder. An initial order for the delivery of 42 devices worth several million euros has been placed by Panavia Aircraft GmbH - the industrial consortium for the development of the Tornado; the conversion of over one hundred further platforms of the German Armed Forces is planned. As early as October 2019, the additional qualifications required for the LTR 400 transponder system to be installed on the German Tornado at equipment level were successfully completed and the relevant documents handed over to Airbus Defence and Space (ADS). Subsequently, during the test flights carried out by ADS in Manching at the end of 2019, the performance requirements for the IFF system as specified by the responsible military technical service (WTD-61) were verified The IFF technology is of central importance for all military operations. Based on automated electronic signals, it ensures that the armed forces can recognize friends who respond with the correct signal when contacted and identify potentially hostile vehicles who do not. All NATO countries are mandated to migrate to the new Mode 5 standard IFF, which uses advanced cryptographic techniques to secure systems against electronic interference from the enemy. This is important when armed forces operate together, as ensuring that crews of land, air and naval forces can reliably identify their allies is one of the most important ways of preventing so-called "friendly fire" incidents. The LTR 400 transponder is qualified for all flying platforms of the German Air Force and Army and is in use on all Airbus military helicopters.     ‘I’ll be their angel investor’: Air Force vice chief wants to crowdsource airmen’s ideas

    By: Kyle Rempfer As the U.S. military turns its attention to the threats posed by near-peer adversaries, Air Force leadership is shifting its focus to great power approaches to combat, like multi-domain operations and expeditionary warfare. A culture of innovation among airmen will be pivotal in preparing for such a conflict, and the effort to foster that independence and creativity is already underway. In the coming weeks, the Air Force will be rolling out a new initiative to crowdsource solutions from airmen around the service. Across all specialty codes, the service is calling on airmen to design apps, develop algorithms and create new approaches to the problems that plague their career fields or help the Air Force carry out its missions. The program — dubbed the Vice Chief's Challenge — will be spearheaded by Air Force Vice Chief of Staff Gen. Stephen Wilson. “We want to take the ideas our airmen have to see around corners, anticipate what's next and solve these really complex national security challenges,” Wilson told Air Force Times. Those challenges range from fusing open-source social media information into actionable intelligence with new software, to upgrading legacy aircraft with gadgets to help airmen stay in the fight longer. “Navigation apps like Waze change the way we travel across town by giving us an intuitive display that integrates traffic, hazards, and route recommendations in real time. Companies like Uber and Amazon have transformed our view of logistics," according to a copy of the Vice Chief's Challenge provided to Air Force Times. "They are not the only ones leaning forward. I am sure each of you have seen opportunities to enhance [multi-domain operations]. I want to hear your best ideas.” The initiative is designed to deliver capabilities to the Air Force in months, rather than the usual years, Wilson said. And it's going to become routine, always running against the backdrop of the service's other acquisition initiatives. “It's this cultural change and this shift that happens ... and today, I think it's clear in this great power competition, we need this urgently," Wilson said. “I need to remove barriers to innovation." The Vice Chief's Challenge will consist of three phases. First, ideas will be solicited from across the service in a broad announcement. Then, workshops will be set up in which subject matter experts help refine the most promising proposals and draft development plans for the budding ideas. The final phase will involve developing and demonstrating prototypes for the chosen concepts. “We'll start small by gathering ideas from individual airmen, rapidly evolve concepts with national thought leaders, and scale fast by working with industry to build and demonstrate prototypes in the next year,” Wilson said. Each phase will be led by a different organization, but the Air Force Research Lab and the Office of the Vice Chief of Staff will serve as executive agents to ensure smooth transition between phases. The initiative is similar to last year's first-ever Spark Tank innovation proposals. “Each of the [major commands] went out to their different wings and solicited ideas, picked their best ones and came to us," Wilson said. "There were a dozen ideas, of which we picked six of them and presented them at the [Warfighter's Edge] conference.” The idea chosen for development ended up being that of a boom operator on the KC-135 Stratotanker. He proposed a plan to re-engineer the boom operator platform instructor position for the entire KC-135 fleet at a projected cost of $1.5 million. The proposed innovation aims to both reduce back and neck injuries and save the Air Force $132 million each year in this critical aircrew specialty, according to Air Mobility Command. “It was across the fleet, easy to implement, and that's what we're using now,” Wilson said. Other innovative ideas that Wilson has already seen, and clearly wants more of, involve software development that connects sensors, platforms and nodes to share information across the force. “We had an airman and second lieutenant who briefed me on software development they had done that was unbelievable — the capability they were bringing me and the speed at which they were doing it,” Wilson said. The duo took SIPRNet information and found a way to fuse it together using complex computer coding for targeting purposes. The result was a tool dreamed up in-house that directly solved a pressing issue. Much of that is simply owed to the fact that those airmen knew what they needed to do, how to do it and already worked in a position to provide the service. “The CEO of Pivotal [Software Inc.] pulled me aside and said ‘I work with all the Fortune 500 companies across the world, and I would put these two people against any company, anywhere,'” Wilson said. That's the sort of innovation the Vice Chief's Challenge is looking to tap into.     Alexis Pfefferlé Une industrie de la défense en Suisse ? Existe-t-il une industrie de la défense en Suisse ? Cette question, pertinente, fut posée par certains parlementaires à l'heure de décider si le programme AIR 2030 devait être conditionné à des affaires compensatoires. La réponse à cette question en Suisse n'est pas aussi claire que ce qu'elle pourrait être en France ou en l'Allemagne, pays qui possèdent des industries lourdes dévolues entièrement au secteur sécurité & défense. En Suisse, dont on rappelle que le tissu économique se compose à 90% de PME, l'industrie de la défense se compose d'une myriade de PME/PMI qui produisent principalement des machines ou des composants qui rentrent dans la chaine de production de groupes étrangers actifs dans le domaine. Par exemple, nos machines à haute précision sont aussi utiles et demandées dans le domaine civile que militaire. Selon SWISSMEM, l'association faîtière des PME et des grandes entreprises de l'industrie suisse des machines, des équipements électriques et des métaux (industrie MEM), l'industrie MEM concerne près de 320'000 emplois en Suisse et un chiffre d'affaire à l'export trois fois supérieur à celui de l'industrie horlogère. La part de l'industrie de défense est nettement plus faible mais permet de maintenir en Suisse des postes de travail à très haute valeur ajoutée. A la lecture de ces chiffres, les affaires compensatoires prévues dans le programme AIR2030 sont indiscutablement une opportunité exceptionnelle pour l'économie suisse. Au menu de ce jour, le Rafale du consortium Dassault – Safran – Thalès. Le Rafale est un biréacteur de 4ème génération voire 4ème génération +, selon les classifications, en vertu d'une certaine furtivité active et tactique. C'est le fleuron de l'armée de l'air française et probablement le chasseur européen le plus avancé en matière technologique. La présentation est dirigée par Monsieur Florent SEYROL, responsable du Business Développement et Coopération Internationale pour Dassault Aviation et par Monsieur Pascal DIDIERJEAN pour le groupe Safran. Le programme Rafale étant un programme achevé en matière d'étude et bien rodé en matière de production, la présentation de Dassault est principalement axée sur la compensation indirecte. Les maîtres mots de la présentation sont l'innovation et la recherche. Poids lourd de l'industrie française et mondiale, Dassault c'est 4.8mia de chiffre d'affaire dont 20% sont alloués à la recherche et au développement. Hormis les pharmas, peu de sociétés suisses ont accès à un tel niveau de financement. Le fil conducteur semble tout trouvé et le consortium formé par Dassault, Safran et Thalès, au travers de leurs divisions combinées, offre de nombreuses possibilités pour les sociétés suisses et des perspectives intéressantes en matière de croissance dans des secteurs allant de l'aéronautique à l'optique en passant par la motorisation et l'électronique. Monsieur Florent SEYROL le souligne, Dassault a une taille internationale, l'expérience de la croissance et des grands contrats, et c'est également cette expérience que le groupe transmet à ses partenaires pour que ceux-ci puissent exploiter pleinement leur potentiel économique. Monsieur Pascal DIDIERJEAN, pour le groupe Safran, abonde dans ce sens, illustrant son propos avec l'exemple de la technologie VTOL (Vertical Take-off and Landing aircraft), où la Suisse, je l'apprends, à une carte à jouer, surtout aux cotés d'un motoriste comme Safran. Premier avionneur à le souligner, Dassault est également très sensible à l'innovation dans le milieu académique et les succès suisses des EPF ne sont pas passés inaperçus. A l'heure des difficultés rencontrées par ces institutions dans le cadre des projets européens, des financements indirectes de ce type dans le cadre des affaires compensatoires seraient pertinents et bienvenus. Pour Dassault, la force de la Suisse c'est l'innovation et investir dans notre pays et nos entreprises c'est investir dans les technologies du futur, un win win français. On notera enfin que plusieurs sociétés suisses présentes se sont félicitées du contact franc et direct qu'ils ont pu avoir avec les représentants du consortium Rafale, plus faciles d'accès et moins rigides que certains concurrents.
