    New joint ventures hint at ‘burgeoning relationship’ between Israel and India

Frantzman JERUSALEM — Israel and India are deepening defense industry ties as Israeli companies seek long-term partnerships through India's efforts to encourage products to be locally produced under joint ventures. Earlier this month, Israel Aerospace Industries and India's Bharat Electronics Limited signed a memorandum of understanding to establish a new center for technical and maintenance support for India's air defense systems. In addition, IAI on Feb. 5 signed a strategic collaboration memorandum with Indian firms Hindustan Aeronautics Limited and Dynamatic Technologies Limited to work on UAVs that will be made in India. Sales have historically surpassed more than $1 billion annually, making India not only a core country for Israel's defense sales, but also strengthening the bilateral strategic partnership. IAI deals in 2017 included a $2.5 billion deal for Barak 8 missiles and $1.3 billion for surface-to-air missiles, with further deals in 2018, according to the company. In the wake of the early February defense expo in Lucknow, India, IAI stressed that the Asian nation is one its main partners. “The important partnership is characterized by long-term collaboration, joint development and production, energy transfer, and technical support over many years,” according to Nimrod Sheffer, IAI's president and CEO. The sentiment was echoed in interviews across Israel's major defense companies. Elbit Systems sees India is a strategic market, noting that it is “involved in a range of programs across the Indian defense sector.” Rafael Advanced Defense Systems said it has been doing business in India for more than two decades “supporting the Indian Armed forces with state-of-the-art systems.” As part of bilateral relations, trade may be boosted to $20 billion in the coming decades from the $5 billion level at which it currently stands, according to the Begin-Sadat Center for Strategic Studies. India has been a consumer of Israeli arms exports for several decades, accounting for 49 percent of Israeli arms exports from 2013 to 2017, according to one count at Israeli media outlet Calcalist. And India was Israel's largest purchaser of arms in 2017 alone, though purchases here decreased in 2018. India is one of the core countries involved in the International Defense Cooperation Directorate under Israel's Ministry of Defense. Known by its acronym SIBAT, the directorate in the government's outreach arm to the defense industry. Of $7.5 billion in defense exports in 2018, 46 percent went to Asia, Globes reported. Israeli companies have not divulged what percent of that went to India, but it is considered to be substantial. Last year's trade numbers are still being calculated, according to Israel's MoD. “My sense is that both India and Israel see this as a burgeoning relationship, not just arms trade," Jonathan Spyer, a research fellow at the Jerusalem Institute for Strategy and Security, told Defense News. "After Russia, Israel is India's second-largest source for defense [acquisition] — there is a strong sense of shared challenges in the area of terrorism.” Spyer, who has taken part in recent policy discussions and roundtables about India-Israel relations in Tel Aviv and New Delhi, says India admires Israeli defense companies' speed and lack of bureaucracy that has helped their growth in the the markets of air defense and UAVs. However, as the Center for a New American Security think tank notes, “India's weapons procurement is complex and slow in no small part because of India's desire to indigenize production.” ‘The sky is the limit' Still, the relationship between India and Israel is evolving. India's economic policy “Make in India” means that foreign companies wanting business in India must work alongside domestic companies and develop products locally. And Israeli companies have indeed partnered with Indian firms via joint ventures. For instance Elbit established a joint venture with Adani Defence in Hyderbad for the production of Hermes drones in 2018. Adani Defence noted that the 50,000-square-foot facility is the first outside of Israel for manufacturing the Hermes 900 medium-altitude, long-endurance UAV. Another joint venture with Alpha Design Technologies was also launched with Elbit in recent years, and the Israeli firm also works with Bharat Electronics in the field of electronic warfare and electro-optics. And IAI inked MOUs with three Indian companies this month. Bharat Electronics' marketing director said Feb. 5 that the collaboration would enhance its offerings and provide an immediate and optimized maintenance solution for air defense systems. “The sky is the limit,” said Ze'ev Mivtzari, IAI's corporate vice president of marketing for India. “It's a big change from five years ago.” Mivtzari, a former Israeli defense attache to India, pointed to the strengthening of bilateral ties seen in recent years. It's Israel's advanced technology that attracts India as it seeks to upgrade its armed forces. High-altitude and medium-altitude UAVs such as the Heron and multimission tactical Searcher could help India protect its border and sensitive sites. The same is true for air defense systems. India has acquired the Israel-developed Barak missile line for its medium-range surface-to-air missile requirement. Working with India's Defence Research and Development Organisation, IAI hopes to increase sales of the missile by setting up production lines in India. “If you want to work in India, you don't just sell products, you need to create your own ecosystem,” the Israeli firm said. It's that ecosystem that Israeli companies are targeting. The ecosystem for IAI now includes more than 100 local Indian companies with which it works. Like IAI, Rafael's interaction with India goes back decades and involves the Asian nation's Army, Navy and Air Force. Rafael's ecosystem is in Hyderbad, where it's focusing on missiles, air defense systems, communications technology and electronic warfare capabilities. “The common ground for all our programs, with the Army, Navy and Air Force, is modernization. Some of them are upgrades to existing equipment, some are procurement. The Indian market is big and will remain big,” Rafael has said. The company currently works with India on the SPYDER air defense system and Spike missiles, and it showcased its sea-based air defense system C-Dome, based on the Iron Dome, at a recent defense expo in Lucknow. Rafael is also discussing its Drone Dome system, which protects against smaller drones. A recent test showed the system can use lasers to simultaneously stop multiple drones. In the market of communications systems, Rafael seeks to increase sales of its BNET system is India, and it's also pushing its Typhoon remote controlled weapons system for naval platforms. UVision, an Israeli company that makes loitering munitions, also signed a deal this month with India's Aditya Precitech to set up a joint venture to manufacture the PALM (precision attack loitering munition) Hero system. UVision's company in India is called AVision. Pivot east Israel's MoD characterizes the bilateral relationship as meaningful and involving “vast cooperation” between the two defense industries. The deepening defense and strategic relationship is part of India's multi-decade political and strategic shift, as it moves away from its former link to the Soviet Union in the 1980s, and improves ties with Israel and the United States. This complement's Israel's pivot eastward. But there are differing security priorities between New Delhi and Jerusalem. India is more concerned about China, while Israel is wary of Iran. Though the bilateral relationship has still grown under Israeli Prime Minister Benjamin Netanyahu and Indian Prime Minister Narendra Modi, and their meetings in 2017 and 2018 that resulted in government-to-government agreements. The ecosystem built by joint ventures between Israeli and Indian defense companies is complex and involves sensitive defense technology, know-how from which India hopes to acquire to lessen its dependence on foreign defense imports. Spyer, the analyst out of Israel, said there is bipartisan consensus in both countries to advance the existing relationship. “It is a really important element of Israel's strategic stance and the broader pivot to Asia.     Pandemic doesn’t slow cyber training for the Army

    Mark Pomerleau While much of the national security community has had to rethink or delay operations and business practices because of the global pandemic, the Army's cyber school has been able to carry on business as usual due to prior investments in online tools and virtual training environments. “Our virtual training environment had existed prior to COVID and that was really what our students logged into and that's where our training ranges are and where we do a lot of coding and where we ... conduct our courses,” Col. Paul Craft, the Fort Gordon-based school's commandant told Fifth Domain in an interview. “Because we had that environment, we were already prepared, we were already postured.” This environment is called the Virtual Training Area or VTA. It is a conglomeration of open-source technologies that Army users can login from around the world on the open internet, not the closed DoD network, to access course prep materials, courses, tests or even to note curriculum changes. Now, all the officer courses are conducted remotely in the unclassified environment. With the empty classroom space this creates, the enlisted student body can now meet in person and still follow Centers for Disease Control mandated social distancing standards. For some of the classified material, officers still need to come into classes, also adhering to social distancing mandates and wear masks. “We did not change. For us, it just occurred over a weekend where our students backed out and said ‘I'm going to log in [from home]' ... continue to train like we were logging into that virtual training environment and we're still going to conduct the classes,” Craft said. “We set up for a success that we didn't know we needed to have.” This change is especially important as the cyber school expanded to teach “operations in the information environment,” which incorporates how cyber operations, electronic warfare and information operations interact. Within the last two years, the Army merged the electronic warfare and cyber branches together. While much of the rest of the world has been forced to either halt operations or drastically change practices, many within the military cyber community have been able to lean on technical advancements to continue training. In addition to the Army Cyber School, U.S. Cyber Command is conducting its annual major training event in June almost entirely remote relying on a virtual training platform for the first time called the Persistent Cyber Training Environment. Craft explained that when PCTE comes fully online for all of the Defense Department, the plan is to migrate operations from the VTA to PCTE to conduct their training. Migrating to an almost entirely remote environment on the officer side has also allowed the school to open up more seats to more trainees since they aren't limited to physical space. It's also reduced travel costs for those who need training, Craft said. For example, personnel can take courses from their home stations without having to travel all the way to Fort Gordon.     Cyber Command will get a new version of its training platform this fall

    Mark Pomerleau U.S. Cyber Command's new training platform is slated to deliver the second iteration this fall providing additional capabilities and user capacity, program officials said. The Persistent Cyber Training Environment (PCTE) is an online client that allows Cyber Command's warriors to log on from anywhere in the world to conduct individual or collective cyber training as well as mission rehearsal. The program is being run by the Army on behalf of the joint cyber force and Cyber Command. Officials delivered the first version of the program to Cyber Command in February and the environment was used for the first time in Cyber Command's premier annual tier 1 exercise Cyber Flag in June. The second version is expected to include additional capabilities, including allowing more users to conduct team or individual training. “Things like to be able to schedule, have a calendar to be able to auto-schedule things, to be able to allocate resources because right now it's you can get in and you can do it but how do you deconflict? If you're running a team based event across x number of services how does somebody else come in and do an individual training,” Amit Kapadia, chief engineer for the program, told C4ISRNET in an interview. “Do you have the right infrastructure underneath?” Kapadia added that during the COVID-19 pandemic, there was a surge in platform use due to the remote working, thus, by the end of this year, the program seeks to push additional compute and network capabilities. Leaders are targeting final testing in September and then a roll out in late fall for version 2.0. The program has also sought to deliver incremental capability along the way through what it calls cyber innovation challenges. These are competitions to awards and layer new technologies onto the platform. There was a notice informing industry of the fourth such innovation challenge released recently. Officials told C4ISRNET they expect to release a formal solicitation around August, with plans to award contracts by the end of the year or early next year. The officials noted that just like with the previous innovation challenges, there could be multiple vendors awarded and specifically non-traditional defense vendors. Moreover, they also anticipate to continue these challenges for the foreseeable future even when a vendor is selected to be the integrator for PCTE through what's known as the Cyber Training, Readiness, Integration, Delivery and Enterprise Technology (TRIDENT), a contract vehicle to offer a more streamlined approach for procuring the military's cyber training capabilities. The contract is valued at up to $957 million. This approach, officials said, prevents vendor lock and ensures the program is at the tip of the technological spear. The fourth cyber innovation challenge seeks to ask industry for assistance in traffic generation – which means emulating fake internet traffic on the platform – and assessment, which was a key requirement directly from Cyber Command. “I would say what we've been driven towards right now are high priorities coming down from [Cyber Command commander] Gen. [Paul] Nakasone and Cyber Command for things like CMF assessment,” Kapadia said. “They want to be able now ... all these reps and sets that are happening within PCTE, how am I assessing the performance of the individuals in my teams.” An integrated and agile approach Since the platform was delivered to Cyber Command in February, command leaders have officially taken the burden of running training exercises from the program office, freeing it up to focus on pursuing new technologies and fixes as well as the overall acquisition. In the past, the program office worked with specific units to conduct training events in order to stress the platform and gain valuable feedback. Now, Cyber Command has created what is called the Joint Cyber Training Enterprise, which is the non-material companion to the PCTE platform and seeks to operate and synchronize training hosted by PCTE for the joint force. “The JCTE is a lot like the combat training center ops group where they are managing the platform, they are running the platform, they are running the training,” Lt. Col. Thomas Monaghan, product manager of cyber resiliency and training at Program Executive Office Simulation, Training and Instrumentation, told C4ISRNET. “So we delivered the platform to them and they're using it I would probably say on a weekly basis. They're doing cyber training events that we don't manage that anymore. We don't stand them up. The platform is being used, we're able to concentrate on specific capability, platform enhancements.” JCTE has formalized the cyber training and use of the environment while also coordinating which cyber mission force units need to conduct which types of training, something the program office wasn't equipped to do. Monaghan said his office is in almost hourly, or at least daily, contact with JCTE to better understand what users like, don't like or needs to be fixed. “We've got the program office, we've got the user community, we've got the operational arm of the user community, which is JCTE, we've got the Army capability manager codifying the requirements all working together. We literally talk to each other at least daily,” Monaghan said. “That direct feedback loop is one continuous circle of information. That's the only way a program this robust can be successful.” Program officials said they gained valuable insights from the recently concluded Cyber Flag, which created roughly six months worth of data. They explained that while not every element worked exactly as planned, the nature of the program allows for incremental and ongoing adjustments to be made. By leveraging specific flexible acquisition tools, the program is not as rigid as other typical military platforms, such as tanks. “It's a perfect one for PCTE because it created that box basically saying in laymen's terms we have no idea what this specifically looks like but we have some eye level things that it should do,” Liz Bledsoe, deputy product manager, told C4SIRNET, regarding the types of acquisition mechanisms PCTE is being run under. Monaghan added: “That's the way the platform and the program were structured when the requirements were written, some of them were listed as evolving or threat based or capability ...
