Salon de Farnborough : Héroux-Devtek signe un contrat avec Boeing

Au deuxième jour du Salon international de l'aéronautique de Farnborough au Royaume-Uni, mardi, l'industrie québécoise a été plus active, notamment gr'ce à Héroux-Devtek, qui a décroché un contrat militaire auprès de Boeing.

Présente au plus important rendez-vous du secteur cette année, l'entreprise de Longueuil a indiqué mardi avoir été retenue par le géant américain pour la fabrication du train d'atterrissage principal des avions de chasse Super Hornet F18 et du EA-18G Growler.

La valeur de l'entente n'a pas été précisée, mais Héroux-Devtek sera également responsable de la fabrication de pièces de rechange destinées aux nouveaux appareils ainsi qu'aux quelque 700 avions F18 de la flotte de l'armée américaine.

« Nous sommes ravis d'avoir été choisis, a indiqué le président et chef de la direction de la société québécoise, Gilles Labbé. Ceci confirme nos liens de plus en plus étroits avec Boeing et représente une avancée importante pour nos activités du secteur de la défense. »

Les premières livraisons doivent débuter à compter du troisième trimestre de 2020.

Héroux-Devtek fait déjà affaire avec Boeing dans le cadre d'un important contrat pour la fabrication des trains d'atterrissage des avions de ligne 777 et 777X – en plus d'être responsable de la fabrication de pièces de rechange – ainsi que ceux de l'hélicoptère militaire Chinook.

L'analyste Benoît Poirier, de Desjardins Marchés des capitaux, a souligné que cette nouvelle entente démontrait que Héroux-Devtek était capable d'élargir ses liens d'affaires avec le géant américain.

« L'annonce confirme également, selon nous, que Boeing demeure engagée à l'égard du Canada en dépit de la récente dispute commerciale entre l'entreprise et Bombardier [à propos de la C Series] », a-t-il écrit dans une note.

Derek Spronck, de RBC Marchés des capitaux, a pour sa part estimé que ce nouveau contrat venait ouvrir la porte à une croissance significative des revenus de la société d'ici 2020.

À la Bourse de Toronto, le titre de Héroux-Devtek a bondi en début de séance, se rapprochant temporairement de son sommet annuel de 16,75 $. Le titre a finalement terminé la séance à 15,40 $, en hausse de 10 cents, ou 0,65 %, par rapport à son cours de clôture de lundi.

  • Le gouvernement Couillard prêtera 11,5 millions de dollars sans intérêt à Esterline CMC Électronique, qui modernisera son usine montréalaise au coût de 24,4 millions de dollars, notamment afin de consolider 93 emplois.
  • Safran Systèmes d'atterrissage Canada, qui fait partie du groupe industriel français Safran, reçoit une aide de deux millions de dollars de Québec afin de moderniser son usine de Mirabel. Ce projet est évalué à 11,8 millions de dollars.
  • Aéro Montréal et Aerospace Wales Forum, la grappe aérospatiale du Pays de Galles, ont convenu d'un rapprochement afin de simplifier l'accès aux entreprises québécoises et galloises aux maîtres d'œuvre et à leurs chaînes d'approvisionnement.
  • Le Consortium de recherche et d'innovation en aérospatiale au Québec, le Consortium en aérospatiale pour la recherche et l'innovation au Canada et le Hamburg's Center of Applied Aeronautical Research ont signé une entente de coopération entourant la recherche collaborative.

    DAVID PUGLIESE, OTTAWA CITIZEN The Lockheed Martin-BAE team pursuing the Canadian Surface Combatant created a stir on social media among defence observers when it suggested earlier this week that its bid had been qualified for the program. Three consortiums had submitted bids for the CSC program, with a winner expected to be announced by the end of the year. Industry is closely watching which firms might be qualified for the $60 billion project. So on Sept. 10 a tweet by the Lockheed Martin/BAE team raised more than a few eyebrows. “BAE System's Type 26 meets all requirements in the CSC proposal, including speed.” So was the team announcing their bid had been qualified? What was particularly intriguing is that some industry representatives have been for several months continuing to claim that the Type 26 can't meet speed requirements for the Royal Canadian Navy. It appeared that the Type 26 folks were confirming they had received the thumbs up from the CSC evaluating team. Or had they? A spokesman for Public Services and Procurement Canada gave Defence Watch a rundown on where the program was at. The CSC evaluation is still ongoing and none of the three bidders have received any details yet on whether their proposals have been deemed “compliant.” It turned out that the tweet was simply the view by the Lockheed Martin/BAE team that their bid would be deemed compliant.     Ottawa earmarks $20M to rejoin NATO airborne surveillance program

    Murray Brewster · CBC News The Liberal government has budgeted up to $20 million in this fiscal year to rejoin NATO's Airborne Early Warning and Control System (AWACS) program, reversing a Conservative-era budget cut in the name of alliance utility and solidarity. Defence Minister Harjit Sajjan and other senior officials recently appeared before a House of Commons committee to talk about the country's return to the long-standing alliance programme, which sees more than a dozen nations cost-share the operation of E3-A surveillance planes. New documents, released to CBC News under access to information law, show Canada has agreed to a partial return to the program through operations and support. It's a compromise decision that leaves the country's aerospace companies partly out in the cold — and one expert is questioning whether the reasons which led the former government to drop out of the program still exist. One of the major complaints voiced about the program behind closed doors in Stephen Harper's government had to do with NATO's reluctance to deploy the sophisticated surveillance aircraft on missions to Afghanistan and Iraq. The aircraft eventually were used for those missions, but not without considerable debate and what some Canadian officials saw as foot-dragging on NATO's part. 'A tough sell' Defence expert Dave Perry said that, going forward, the Liberals will have to justify this particular reinvestment more carefully. "If they don't actually use them in an operational context when it matters, then it's going to be a tough sell," he told CBC News. National Defence defends the decision to jump back into the program, saying in an email that "several things have changed, causing Canada to re-evaluate the relevancy" of its participation. A major factor is the introduction of the Liberal government's new defence policy, which emphasizes the need for better surveillance and reconnaissance. Canada had been part of the AWACS program for decades. When the Conservatives pulled the plug they cast the decision in economic terms, saying it had "little direct benefit." The planes were deployed in Europe and occasionally on other operations. The debate within the Harper government was over the logic of paying for a defence system that doesn't contribute directly to the defence of North America. "Accordingly, it is debatable whether it is appropriate for Canada to carry nearly 10 per cent of the programme, given that it is one of the two NATO members on the North American side of the Atlantic Ocean, and, as such, would benefit considerably less from AWACS than the 26 members on the European side," reads a March 22, 2016 internal government briefing note. NATO AWACS aircraft currently fly surveillance missions in support of reassurance measures in eastern Europe ordered after Russia's annexation of Crimea. The program is also providing "tailored assurance measures" for Turkey because of the crisis in Syria and is watching out for terrorist movement in the Mediterranean Sea. "I think time will tell, and it will depend on whether these aircraft are actually used," said Perry, an analyst at the Canadian Global Affairs Institute. "If they're not used, then it will be a struggle to justify Canadian participation, however good it is for wider burden-sharing within the alliance and support to allies." Business opportunities The internal briefing note shows the decision to quit in 2011 cost Canadian defence contractors the right to bid on hundreds of millions of dollars in work related to the modernization of observation planes, known for their distinctive radar domes. Rejoining the plan will allow Canadian companies a finite set of bidding opportunities, a National Defence spokeswoman said. "Canada did not regain access to AWACS-related industrial benefits for modernization and upgrade when it re-engaged with the program," said Jessica Lamirande in an email. "However, Canadian industry has regained eligibility to compete for contracts related to the operations and maintenance of the AWACS." The briefing shows Canada is, in some respects, being treated like a new member of the plan, which means Ottawa pays for operations and support of the aircraft "while the fleet modernization will continue to be the responsibility of the programme's current 16 members, who will retain all of the industrial benefits associated with the programme." Prior to the Liberal government's decision to return to the program, officials held out the hope that rejoining might "restore Canada's ability to bid on such contracts." Conservative defence critic James Bezan described the government's approach as a "half-measure" and said rejoining AWACS became necessary after the Ukrainian crisis. "They're not spending as much as we were and we're not getting the full benefits of industrial contracts," he said, noting the Commons defence committee pointed out that Canada was not getting everything it could out of NATO contract opportunities.
