Saab to build new plant in Indiana for T-X trainer jet

WASHINGTON — Swedish aircraft manufacturer Saab will build a T-X production facility in West Lafayette, Indiana, where it will manufacture its portion of the Air Force trainer jet it is developing with Boeing, the company announced Wednesday.

The company plans to invest $37 million in the site, which will produce “major structural sections” and conduct final assembly of Saab's piece of the jet, according to a Saab news release. Then those elements will be sent to Boeing's facility in St. Louis, Missouri, to be mated with the rest of the trainer.

Construction on the new facility will begin in 2020, and Saab intends to hire at least 300 full-time employees from the area during the initial years of the site's operation.

The announcement, made Wednesday during a ceremony at West Lafayette-based Purdue University, fulfills a promise Saab officials made in 2017 to establish a new manufacturing center in the United States once the Boeing-Saab team had won the T-X contract.

At the time, Saab President and CEO Håkan Buskhe said the company was still considering site locations, as well as whether to repurpose an existing production facility or construct a new campus. However, he was confident at least 90 percent of the jet could be made in the United States — an important qualifier under the Trump administration, which has touted “Buy American” policies.

Indiana Governor Eric Holcomb, Purdue University President Mitch Daniels and Buskhe attended the ceremony on Wednesday.

“After careful consideration, we have chosen West Lafayette, thanks to the visionary leadership of both the State of Indiana and the world-leading Purdue University,” Buskhe said. “Today's announcement is a part of our growth strategy in the United States, and deepens our relationship with the U.S. customer. We see great possibilities here for this facility and our partnerships.”

In addition to building the new facility, the Swedish company will partner with Purdue University, a hub of engineering talent in the Midwest, to conduct research on advances in sensors, artificial intelligence and autonomous technologies.

During the ceremony, Buskhe noted the scope and level of investment of these activities has not been decided.

Under the T-X program, Saab and Boeing will produce at least 351 trainers for the U.S. Air Force. The Navy and Marine Corps is also interested in buying the jet, and the Air Force is considering its use for simulating adversaries during combat and for light-attack missions — a prospect that could land the Saab-Boeing team additional sales in the hundreds.

The Air Force awarded the $9.2 billion T-X contract to Saab and Boeing last year, and the service's first T-X squadron is expected to be operational in fiscal 2024.

    US clears weapon sales for Saudi Arabia, Lebanon, Croatia, Canada, Brazil and South Korea

    By: Aaron Mehta WASHINGTON — The U.S. State Department on Tuesday cleared six Foreign Military Sales cases, potentially worth a combined total of $1.55 billion. The six cases, spread across South Korea, Saudi Arabia, Brazil, Croatia, Lebanon and Canada, were announced on the website of the Defense Security Cooperation Agency. DSCA announcements mean that the State Department has decided the potential FMS cases meet its standards, but this does not guarantee the sales will happen in their announced forms. Once approved by Congress, the foreign customer begins to negotiate on price and quantity, both of which can change during the final negotiations. Here are the details on each case: Croatia: The largest dollar value of the announced FMS cases comes from Croatia, which seeks to spend $757 million on refurbishing its 76 M2A2 Bradley Infantry Fighting Vehicles. The NATO ally operates older models dating to Operation Desert Storm, and is looking to upgrade capabilities. In addition to maintenance, upgraded radios, armor and simulators, the package includes 84 M240 machine guns, 1,103 TOW 2A radio frequency missiles, 100 TOW 2B radio frequency missiles and 500 TOW bunker buster radio frequency missiles. Work will primarily be done by BAE Systems' York, Pennsylvania, facility as well as Raytheon Missile Systems in Tucson, Arizona. Canada: America's northern neighbor wants to upgrade its fleet of five C-17 transport aircraft to the tune of $275 million. The package includes “aircraft hardware and software modification and support; software delivery and support; ground handling equipment; component, parts and accessories; GPS receivers; alternative mission equipment; publications and technical documentation; contractor logistics support and Globemaster III Sustainment Program (G3) participation; other U.S. Government and contractor engineering, technical, and logistical support services; and related elements of program and logistical support,” according to the DSCA announcement. Boeing would perform the work. Saudi Arabia: The most unique of the six cases, the Saudi request involved $350 million in support services for five years, covered through the U.S. Military Training Mission to Saudi Arabia, or USMTM, located in Riyadh — an office of roughly 330 service members and U.S. contractors who help train the Saudi military. Services included in the package are “pay and allowances for U.S. Military, U.S. Government, and Foreign National staff members; USMTM communications support costs; local contracting costs; construction and renovation costs of housing area; transportation costs; U.S. Mail services support costs; dependent education (grades K through 12); administrative costs; temporary duty costs for USMTM personnel; Value Added Taxes (VAT) assessed by Saudi Arabia; and future transition costs to move USMTM” to a proposed new housing location in Saudi Arabia, per DSCA. Brazil: The government in Brazil wants to spend $70 million on 22 MK 54 conversion kits, which would convert existing MK 46 Mod 5 A(S) torpedoes to MK 54 Mod 0 lightweight torpedoes. Those would be equipped on the country's fleet of Sikorsky S-70B Seahawk helicopters and its surface ships. Work would be performed at Raytheon Integrated Defense System's Portsmouth, Rhode Island, facility. Lebanon: The country seeks to spend $55.5 million to procure 300 M1152 High Mobility Multipurpose Wheeled Vehicles in two tranches of 150 each. Beirut currently operates more than 1,000 HMMWVs of various designs, according to the DSCA, which are primarily used to “counter violent extremist organizations and to secure its border.” The primary contractor would be American General, with work happening in its South Bend, Indiana, facility. This is the first FMS case cleared for Lebanon since the start of the Trump administration. South Korea: A frequent customer of U.S. weapons, South Korea now seeks to purchase two MK 15 MOD 25 Phalanx Close-In Weapons System Block 1B Baseline 2 systems for $39 million. This anti-missile defense weapon for ships would come along with training and 4,000 rounds. According to DSCA, Seoul plans to use the systems aboard its first KDX III Batch II-class ship “to provide it with effective means of detecting and defending itself against incoming airborne threats.” The primary contractor is Raytheon, with work to be done at its be Louisville, Kentucky, location. All told, the six notifications mean the Trump administration has cleared 23 FMS cases since Oct. 1, the start of fiscal 2021, with an estimated price tag of $58.75 billion.     DSEI: US Navy makes a major breakthrough in autonomous weaponry

Larter LONDON — The U.S. Navy has achieved a major milestone in its efforts to autonomously combat one of the most persistent threats it faces, the service's deputy head of the Office of the Chief of Naval Operations' mine warfare office said Monday. The Navy successfully demonstrated what's known as single-sortie mine hunting, which sends out an autonomous boat to sweep for mines with a sonar system, detect a mine-like object, classify it and then deploy another system that destroys the mine, according to Stephen Olson. It's a significant achievement in the yearslong effort to “get the man out of the minefield” by deploying robots to perform a job traditionally performed by manned minesweepers and highly trained divers. Beyond the safety benefits, it also quickens the process. The successful test opens up the possibility of having a small cadre of human operators who can oversee whole packs of robots as they sweep minefields on their own. “That single-sortied, detect-to-engage was a great example of something that would represent supervisory [control of unmanned systems],” Olson said. “It was a small group [of people] who oversaw the entire effort: Multiple systems were in operation together, working together and cueing each other.” When reached for comment on the successful test, the Navy would not divulge further details. “Currently the Navy cannot disclose any further details of the test beyond what Mr. Olson described,” Navy spokeswoman Lt. Brittany Stephens said. The systems under development in the pursuit of single-sortie mine hunting are Textron's Common Unmanned Surface Vehicle, or CUSV, about the size of a bass boat, which deploys Raytheon's AQS-20 sonar system to detect the mines. After an operator authorizes an engagement, the Barracuda Expendable Mine Neutralizer is deployed to autonomously reacquire and destroy the mine. “If you are familiar with mine warfare, it's painfully slow,” Olson said to an audience at the DSEI conference in London. “When leadership says, ‘We need to clear a minefield,' and you say, ‘How long do I have?,' they look at their watch when they should pull out a calendar. I'm going to tell them it is going to take weeks, and they're going to say: ‘I need it done now.' " In May, a Raytheon executive told Defense News that the company was closing in on demonstrating the capability. “All three of these pieces are maturing right around the same time,” Randy Brandenburg, a Raytheon business development executive with its Seapower Capability Systems division, said at the time. “We're working hard to put this together and we'll be demonstrating some of this ... this summer.” ‘Huge vulnerability' The Navy is also moving in on the ability to deliver an effective counter-mine mission package to the littoral combat ship, albeit more than a decade late. The mine-hunting mission package for LCS was supposed to achieve its initial operational capability declaration in 2008. But perhaps more importantly, the service may finally have an effective solution to combating a threat that has bedeviled it for years: cheap mines. “In the past it has been mostly divers — we'd sent [explosive ordnance disposal teams] out to go neutralize mines by putting some kind of charge on it,” said Bryan Clark, a retired submarine officer and analyst with the Center for Strategic and Budgetary Assessments. “It's a hugely complicated, multistage operation with a lot of people involved. So going to single-sortie mine hunting, you are really saving a lot of time, certainly by at least a third the time it takes to clear an area that has mines in it. “You can now transition to a purely unmanned mine-clearance operation where I have a ship that has the AQS-20 getting towed behind the CUSV, searches for [a] mine and the CUSV can send out a mine-neutralization torpedo.” The breakthrough with single-sortie will mean the Navy is only limited by how many robots it can buy to do the job. “It's big not just because it gets people out of the minefield but because it's scalable now,” Clark said. “Once you take the people out the minefield, now you can search as big a minefield as I have unmanned vehicles, whereas in the past you were limited by how many minesweepers I have and how many humans I have to operate them. Scalability was constrained.” Ultimately, getting this mission right will prove that autonomous systems can have an impact on war fighting, Clark added. “This is the mission that the Navy absolutely had to get autonomous systems to go do,” he said. “It's crazy to have humans go out and remove mines.
