    ‘A Little Bit Disruptive’: Murray & McCarthy On Army Futures Command

"It's about establishing buy-in on Capitol Hill, because if I don't have buy-in there, this won't survive.” DEFENSE NEWS CONFERENCE: The Army's new Futures Command won't tear down the most failure–prone procurement system in the entire US military. Instead, both its commander and the Army's No. 2 civilian emphasize they want to be just “a little bit disruptive” and “work with the institution.” That will disappoint critics of the service's chronically troubled acquisition programs who saw the Army's much-touted “biggest reorganization in 40 years” as an opportunity to tear the whole thing down and start again. The necessary change to Army culture “is going to take time,” brand-new four-star Gen. John “Mike” Murray said here yesterday, “and I think you do that by being a little bit disruptive, but not being so disruptive you upset the apple cart.” “It's hard, Sydney, because you know, you have to work with the institution,” Undersecretary Ryan McCarthy told me after he and Murray addressed the conference. “You don't want to go in there and just break things.” Work Through The Pain Reform's still plenty painful, acknowledged McCarthy, who's played a leading role in round after round of budget reviews, cutting some programs to free up funding for the Army's Big Six priorities. The choices were especially hard for 2024 and beyond, when top priorities like robotic armored vehicles and high-speed aircraft move from the laboratory to full-up prototypes. “You've got a lot of people out investing, and they're all doing good things, but they weren't the priorities of the leadership,” McCarthy told me yesterday. “You have to explain to folks why you're doing what you're doing. You need them focused on the priorities of the institution” – that is, of the Army as a whole, as set by leadership, rather than of bureaucratic fiefdoms with a long history of going their own way. But what about the pushback from constituencies who see their priorities being cut, particularly upgrades to keep current platforms combat-ready until their replacements finally arrive? “If you don't accept the risk that you talked about, (if you don't) slow down or stop the upgrade of legacy systems, you never get to next generation equipment,” brand-new four-star Gen. John “Mike” Murray said here yesterday, “and I think you do that by being a little bit disruptive, but not being so disruptive you upset the apple cart.” In other words, funding for incremental upgrades will crowd out funding for potential breakthroughs. That's largely because the incremental approach looks lower-risk – right up to the point where the enemy fields something revolutionary that your evolutionary approach can't counter.     US drone maker senses a leg up in Europe

    By: Sebastian Sprenger PARIS — U.S. drone-maker General Atomics looks to get a foothold in the European market by touting the promise of smooth civilian-airspace integration of its aircraft by militaries there. The company considers the United Kingdom, with its Protector program of 20 or so planned aircraft, as the launch customer for the MQ-9B SkyGuardian, a successor to the Reaper. The medium-altitude, long-endurance (MALE) drones come with safety features that executives at this year's Paris Air Show said will enable a so-called military-type certification by the British authorities in the summer of 2023 — the final step toward allowing the drone to fly routinely alongside civilian air traffic. Belgium also has gained U.S. approval to buy four of the aircraft, complete with a detect-and-avoid suite that can alert the system whenever its flight path risks hitting another aircraft, according to a March 26 announcement by the Pentagon's Defense Security Cooperation Agency. That technology, along with a host of technologies for safe operations that have long been standard in manned aviation, is still considered something of a holy grail in the drone business. With unmanned aircraft expected to reach deeper into military and civilian life in the coming years, manufacturers on both sides of the Atlantic have been working feverishly to construct their products with requisite safety certifications in mind. General Atomics' sales pitch is perhaps indicative of an industry where the potential for airspace integration is now taking an equal seat to reconnaissance capabilities and combat punch. The American company can be expected to tread on manufacturers' toes in Europe, where vendors are shaping the evolving regulatory landscape of the European Union and member states to ensure compliance with all expected safety requirements. “We believe we should be there first,” General Atomics President David Alexander told reporters at a briefing during the air show. Being first with a certified drone, he noted, would also open vast potential of the commercial market. But questions remain. Most importantly, issue experts said, it is unclear if the European authorities will honor whatever progress in safety certifications the MQ-9B has made in the eyes of the U.S. Federal Aviation Administration. Company officials told Defense News they try to keep their fingers at the pulse of the relevant policymaking processes on the continent, putting them at the same tables as suppliers in the European industry, like Airbus, Hensoldt or Leonardo. The American firm recently worked with the Royal Netherlands Aerospace Center, or NLR, to simulate a SkyGuardian flying in European airspace. “During the first simulations performed in May, we subjected air traffic controllers to many contingency procedures ranging from engine failure to loss-of-link between the pilot and the remotely piloted aircraft,” Emmanuel Sunil, an NLR project manager, said in a June 18 statement by the research center. “The results indicate that the new procedures that we are developing will make it possible for MALE RPA to fly safely and efficiently in civil European airspace along with other manned air traffic.” https://www.defensenews.com/digital-show-dailies/paris-air-show/2019/06/21/us-drone-maker-senses-a-leg-up-in-europe/

    Le 25 mai, le ministère des Armées et la Direction générale de l'armement ont dévoilé la répartition précise des piliers du système de combat aérien du futur (SCAF). Le projet global est coordonné par les trois pays partenaires via Dassault Aviation (pour la France), Airbus Defence and Space (pour l'Allemagne) et Indra (pour l'Espagne) et chaque pilier du projet sera confié à un maître d'œuvre unique. « Sur chaque pilier, un équilibre a été trouvé entre le « prime » et le « main partner » en l'adaptant aux différents sujets », explique l'ingénieure générale de l'armement Eva Portier. Dassault Aviation est maître d'œuvre du Next Generation Fighter (NGF) tandis que Airbus Defence and Space est responsable des « remote carriers » et du cloud de combat. L'entité espagnole d'Airbus Defence and Space concevra les technologies de furtivité.
