    Boeing Super Hornet demonstrates ski-jump launch capability

    Boeing and the U.S. Navy proved recently that the F/A-18 Super Hornet can operate from a “ski jump” ramp, demonstrating the aircraft's suitability for India's aircraft carriers. The demonstrations, held at Naval Air Station Patuxent River, Maryland, showed that the Super Hornet would do well with the Indian Navy's Short Takeoff but Arrested Recovery (STOBAR) system and validated earlier simulation studies by Boeing. “The first successful and safe launch of the F/A-18 Super Hornet from a ski jump begins the validation process to operate effectively from Indian Navy aircraft carriers,” said Ankur Kanaglekar, India Fighter Sales lead for Boeing. “The F/A-18 Block III Super Hornet will not only provide superior war fighting capability to the Indian Navy but also create opportunities for cooperation in naval aviation between the United States and India.” The Indian Navy is evaluating its fighter options. If it selects the Super Hornet, it would benefit from billions of dollars invested in new technologies by the U.S. Navy and others. Those technologies include advanced networking, longer range through conformal fuel tanks, infrared search and track, and a new advanced cockpit system. “This milestone further positions the Block III Super Hornet as a versatile next-generation frontline fighter for decades to come,” said Thom Breckenridge, vice-president of international sales for strike, surveillance and mobility with Boeing Defense, Space & Security. “With its proven capabilities, affordable acquisition price, known low documented life-cycle costs and guaranteed delivery schedule, the Block III Super Hornet is ideally suited to meet fighter aircraft requirements of customers in India, North America and Europe.” The ski jump demonstrations follow the delivery of two Block III flight-test aircraft to the U.S. Navy in June. Boeing is on contract to deliver next-generation Block III capabilities to the U.S. Navy beginning in 2021. The Super Hornet provides the most weapons at range in the U.S. Navy's fighter inventory, including five times more air-to-ground and twice the air-to-air weapons capacity.     Companies seek end to haggling over FCAS rights with fresh offer this week

    By: Sebastian Sprenger COLOGNE, Germany – Airbus and Dassault executives hope to finalize their offer for the next phase of the Future Combat Air System by the end of the week, putting to rest a dispute over the handling of intellectual property rights that has been simmering between partner nations Germany, France and Spain. At issue is whether countries participating in the development of mainland Europe's futuristic weapon system are free to use the technology to make adjustments of their own later on, said German Air Force Chief of Staff Lt. Gen. Ingo Gerhartz. “It should be clear that if we're developing a European system, there can be no black boxes,” he said at an virtual press conference organized by German aerospace industry association BDLI. The term “black box” refers to technology purchased as-is, with no means by customers to understand, replicate or modify it. “It must be possible to hand intellectual property rights from branch of industry to another so that it's possible for all partners to make their own developments in the future,” Gerhartz added. The tri-national FCAS program aims to replace the German Eurofighter and French Rafale fleets by 2040. As envisioned, it will consist of a next-generation manned jet and a series of drones, dubbed remote carriers, that can be tasked to work in concert on anything from reconnaissance to strike missions. Germany's Airbus and France's Dassault are the primary contractors for the program. As Europe's most ambitious weapons project ever, it is estimated to have a price tag in the hundreds of billions of euros. Spain is meant to be a full participant, with Indra as national lead, getting access to a third of the overall work share. Next up for the program is additional development work culminating in the presentation of a demonstrator aircraft and remote carriers by 2026 or 2027. Those could be simple, throw-away drones or more elaborate unmanned planes in the style of a “loyal wingman” to the human pilot, said Dirk Hoke, CEO of Airbus Defence and Space, at the same event. An agreement on intellectual property usage is needed both on the government and industry level before submitting an offer for the upcoming program stage. The idea is to find a compromise by Feb. 5, have the Berlin government submit the documentation to the Bundestag, Germany's parliament, for approval over the next few months, and get the green light to spend additional money before the summer break, Hoke said. While Airbus is used to sharing its intellectual property rights when selling to the German government, partner nations, France and Spain handle those occasions differently. “I'm confident that we can find a common solution,” Hoke said. Reinhard Brandl, a lawmaker of Bavaria's Christian Social Union who sits on the Bundestag's appropriations committee, said he shared the optimism but singled out IP rights as a continuing sticking point. “We will look at the agreement very carefully,” he said. “We don't want to see unfavorable concessions just for the sake of an agreement.” Brandl belongs to a faction of German lawmakers who fear that domestic companies could lose out in a cooperative program with France. That is especially the case, following that logic, because Airbus, as the German lead contractor, is partly French to begin with. The French, meanwhile, have at times become frustrated with Germany's piecemeal approval process for FCAS funding, a dynamic that could become even more pronounced if money gets tight as a result of the coronavirus crisis. Thomas Jarzombek, the point person for aerospace policy at the Federal Ministry for Economic Affairs and Energy, said the program remains crucial for German industry, describing it as a recovery activity for companies post-COVID. “It's become even more important than before,” he said. Brandl said he still worries about spending cuts in the future, especially during development, as the defense ministry may seek opportunities for more near-term fixes to lagging readiness rates across the force.     Companies line up to deliver Turkey hundreds of micro drones

    By: Burak Ege Bekdil ANKARA — The Turkish government has launched a competition to buy hundreds of multi-rotor micro drones, with scores of local companies having already expressed interest. SSB, Turkey's procurement authority, has said that the planned drones would be used in homeland security missions like search and rescue, surveillance and reconnaissance, remote sensing and mapping. An SSB official said all drone programs come with a “priority” tag. Under the multi-rotor micro drone program, SSB will procure a total of 499 units. Twenty-two companies have replied to SSB's Request for Proposal (RfP). “The level of interest [in the contract] and potential competition during the race reflects the vibrancy of Turkey's fast-growing drone industry,” said Özgür Ekşi, an analyst with C4Defense.com, a defense industry specialist. “Especially when you think that only a decade ago there was not a single drone maker in the country.” Turkey has long prioritized developmental and operation of unmanned systems for its military and for export. The Turkish military was largely dependent on the Israeli-made Heron unmanned aerial vehicles in its fight with Kurdish insurgents in early 2000s when the government-controlled Tusas Turkish Aerospace Industries (TAI) started working on the Anka, Turkey's first indigenous drone. In 2013 TAI won a contract from the Turkish government to supply 10 Ankas and ground control stations. The Anka, a medium-altitude, long-endurance drone, can fly at an altitude of 30,000 feet for 24 hours and can carry up to 200 kg payload. TAI later developed the armed and satellite-controlled versions of the Anka as the country's dependency on drones in its asymmetrical warfare against Kurdish insurgency deepened. The Anka has paved the way for the entry into the market of private sector players. Kale-Baykar, a consortium, has successfully developed the Bayraktar TB-2, a drone system that comes in unarmed and armed versions, and delivered to the military six systems in 2017. The Bayraktar uses the MAM-L and MAM-C, two mini smart munitions developed and produced by state-controlled missile specialist Roketsan. Turkey's local industry also is developing BSI-101, a SIGINT system, for the Bayraktar to end Turkey's dependence on U.S.-made SIGINT systems for drones. The Bayraktar can fly at a maximum altitude of 24,000 feet. Its communications range is 150 kilometers. The aircraft can carry up to 55 kilograms of payload. “We encourage private companies to spend more on drone R&D and come up with solutions cut for our specific (mostly asymmetrical) requirements,” said one procurement official. “there is a lot of activity going on and the market will deepen in quantity and quality in the years ahead.” Ekşi from C4Defence.com said: “Twenty-two local bidders in a relatively small drone competition is a sign that the market, infant by age, will flourish soon.” https://www.defensenews.com/global/europe/2018/11/07/companies-line-up-to-deliver-turkey-hundreds-of-micro-drones
