Royal Canadian Air Force wants more than a few good pilots as it’s losing many of them to commercial jobs

OTTAWA — A shortage of experienced pilots is forcing the Royal Canadian Air Force to walk a delicate line between keeping enough seasoned aviators available to train new recruits and lead missions in the air.

Air Force commander Lt.-Gen. Al Meinzinger described the balancing act during a recent interview in which he also revealed many pilots today are likely to have less experience than counterparts in similar positions 10 years ago.

Much of the problem can be traced back to veteran aviators leaving for commercial jobs, or other opportunities outside the military, forcing senior commanders into a juggling act over where to put those still in uniform.

"In order to (support) your training system ... you've got to pull experienced pilots into those positions, but you have to have experienced pilots on the squadrons to season the youth that are joining the units," he said.

"So it's a bit of a delicate balance. And when you're in a situation where you don't have as much experience, broadly speaking, you've got to balance that very carefully. Hence the idea of retaining as much talent as we can."

Fixing the problems created by the shortage will become especially critical if the Air Force is to be ready for the arrival of replacements for the CF-18s.

Meinzinger said such transitions from one aircraft to another are particularly difficult — the RCAF needs to keep the same number of planes in the air to fly missions and have senior aviators train new pilots, while still sending seasoned pilots for training on the incoming fleet.

"Ideally you want to go into those transitions very, very healthy with 100 per cent manning and more experience than you could ever imagine," Meinzinger said.

While he is confident the military can address its pilot shortage in the next few years, especially when it comes to those responsible for manning Canada's fighter jets, the stakes to get it right are extremely high.

The federal auditor general reported in November that the military doesn't have enough pilots and mechanics to fly and maintain the country's CF-18 fighter jets. Air Force officials revealed in September they were short 275 pilots and need more mechanics, sensor operators and other trained personnel across different aircraft fleets.

There are concerns the deficit will get worse as a result of explosive growth predicted in the global commercial airline sector, which could pull many experienced military pilots out of uniform.

"That's the expectation, that Canada will need an additional 7,000 to 8,000 pilots just to nourish the demands within the Canadian aerospace sector," Meinzinger said. "And we don't have the capacity as a nation to produce even half of that."

Within the military, there also haven't been enough new pilots produced to replace those who have left. The auditor general found that while 40 fighter pilots recently left the Forces, only 30 new ones were trained.

The military is working on a contract for a new training program that will let the Air Force increase the number of new pilots trained in a given year when necessary, as the current program allows only a fixed number to be produced.

Meanwhile, Meinzinger said the loss of more seasoned pilots means others are being asked to take on more responsibility earlier in their careers, though he denied any significant impact on training or missions. He said the military is managing the situation through the use of new technology, such as simulators, to ensure the Air Force can still do its job.

"There's no doubt commanding officers today in RCAF squadrons, they have probably less flying hours than they did 10 years ago," he said.

"What that (commanding officer) has today is probably an exposure to 21st-century technology and training. So I think that certainly offsets the reduction of flying hours."

Meinzinger and other top military commanders are nonetheless seized with the importance of keeping veteran pilots in uniform to ensure those climbing into the cockpit for the first time have someone to look to for guidance — now and in the future.

New retention strategies are being rolled out that include better support for military families, increased certainty for pilots in terms of career progression and a concerted effort to keep them in the cockpit and away from desks and administrative work.

Other militaries, notably the U.S., that are struggling with a shortage of pilots have introduced financial bonuses and other measures to stay in uniform. Meinzinger couldn't commit to such an initiative, but did say that "nothing is off the table."

The situation may not represent an existential crisis, at least not yet, but officials know it is one that needs to be addressed if Canada's Air Force is to continue operating at top levels for the foreseeable future.

"Experience is what allows us to (transfer knowledge) and grow for the future," Meinzinger said. "And that's why I talk about it as being kind of the centre of gravity. In the extreme, if you lose all your experience, you can't regenerate yourself."

    Families of health workers in Quebec driving grassroots campaign to get pandemic equipment to hospitals Murray Brewster Guillaume Tardif, a soon-to-be-retired army tank officer, quietly but frantically combed the internet in January as coronavirus reports coming out of Wuhan, China became more alarming. Even then, he was convinced a viral storm was approaching and was determined to do everything possible to protect his wife, a Montreal emergency room physician — up to and including the purchase of reusable face masks. Tardif, a captain who served in Afghanistan, has been at the forefront of an unusual grassroots campaign in Quebec — driven by the families of frightened health care workers — to mobilize the provincial and federal governments to requisition industrially-certified respirators from idled industries and suppliers. He spent over $800 out of his own pocket to equip his wife with personal protective equipment (PPE) for the daily battle against coronavirus. "She's the love of my life," Tardif said in an interview. "She's the mother of my children and I'm going to make sure that I do everything possible for her to come home every night and us to get through this." (Staff at the hospital where his spouse works have been warned not to talk to the media and CBC News has agreed not to publish Tardif's wife name, or the name of the facility where she works.) Tapping into industrial supplies Other families in the medical community have followed Tardif's lead by buying up large stocks of industrial masks and respirators locally, and donating them. Earlier this week, the federal government announced an ambitious $2 billion plan to swiftly increase the stock of personal protective equipment for frontline health-care workers caring for critically-ill and dying patients. Quebec Premier François Legault said Tuesday the province has three to four days before it runs out of some personal protective equipment (PPE), but that the province has orders that are expected to arrive in the coming days. The province went through a year's worth of PPE in a matter of weeks because of the surge in COVID-19 cases. The question of whether the federal stockpile of equipment is adequate has been on federal Health Minister Patty Hajdu's mind. "No we likely do not have enough," she told the daily media briefing Wednesday. "I think federal governments for decades have been underfunding things like public health preparedness and I would say that obviously governments all across the world are in the same exact situation." In all likelihood, it will be weeks before suppliers, old and new, can ramp up production of vital equipment such as medically-certified N95 masks, which many doctors and nurses throughout the country are being forced to ration and reuse. Tardif argues there is a large alternative supply of identical industrial-grade masks and respirators that can be requisitioned by the federal government and the provinces in the meantime. "We need to take every chance to avoid running out of PPE and in my opinion that involves requisitioning every device that's out there," he said. It's a good idea, says doctor Dr. Andrew Willmore, medical director of emergency management at the Ottawa Hospital, said having the provinces or the federal government coordinate the collection of industrial protective equipment is a very good idea. "I think it's absolutely useful," Willmore said. "I think it's a very important role, both federal and provincial, to be able to enact the appropriate legislative measures by which they can really dig down into industry and create a pool of resources that can be distributed equitably in a way that supports the health care system as a whole." Both 3M, the manufacturer of the N95, and Health Canada have said industrial masks — the kind used in construction, factories and paint shops, where fumes are a problem — are a suitable emergency substitute. Prime Minister Justin Trudeau said Thursday that major shipments of protective equipment, including millions of masks, have started to arrive — one shipment landed on Wednesday — and federal officials are in the process of conducting inventory and getting the equipment out to the provinces. "We will be there to support the provinces and territories with whatever they need," he said during his daily media briefing. "This includes sending personal protective equipment and other supports for the health care system." The shortage of protective equipment for hospital staff was to be the subject of a teleconference between Trudeau and the premiers Thursday night. Willmore said the Ottawa Hospital has reached out to some local businesses in the hopes of laying its hands on an industrial supply. In other parts of the country, major industrial concerns have stepped forward. Honda Canada donated 1,200 masks to the Royal Victoria Hospital in Barrie, Ont., and a further 1,000 and 40,000 pairs of gloves to the Stevenson Memorial Hospital in Alliston, Ont. 'A single point of failure' Tardif said his research suggests that's a fraction of the industrial stock across the country and it's the federal government's responsibility to step in and coordinate a nationwide drive. Shortages of protective equipment for health care staff in a pandemic create "a single point of failure" for the whole system because it either puts doctors, nurses and technicians in danger or leaves them unable to provide care, Willmore said, adding that "the highest levels of government" need to engage with the problem. It has been suggested that giving health care staff reusable respirators, such as the 3M-manufactured 6000, would help cut down on the use of disposable masks. Willmore said that depends on the environment and the patient being treated, noting that there's a danger involved in overusing some equipment. Cost and availability are other factors. "These are expensive pieces of equipment and they're difficult to source, especially since there's been a pull to purchase such equipment," he said.     PARIS, France — Rheinmetall lifted a curtain, literally, complete with smoke and 80s rock, on its new Lynx KF41 infantry fighting vehicle at Eurosatory June 12, setting its sights on meeting requirements for both European and U.S. future combat vehicles. “Do current fighting vehicles meet the needs of future forces? This was the question that started Rheinmetall on a journey to develop a Lynx family of vehicles,” Ben Hudson, the head of the company's vehicle systems division, said at Eurosatory just ahead of the unveiling.     PARIS ― Safran Electronics & Defense unveiled June 12 at the Eurosatory trade show a range of military inertial navigation systems, dubbed Geonyx, aimed at equipping armored vehicles, target acquisition systems and artillery. The Geonyx INS range is a navigation tool designed to allow operators to find their position and aim weapons, a Safran ED executive told journalists. The system is intended to be highly reliable and independent of GPS, which can be jammed. Safran ED presented its Geonyx system to the Direction Générale de l'Armement procurement office and the French Army's Stat equipment assessment department on May 30. Geonyx could be fitted as a replacement of the Safran Sigma 30, which is fitted on the Nexter Caesar 155mm artillery. The resonance technology in the new INS range is “extremely disruptive,” the executive said. The Geonyx is smaller, highly reliable and at “a much lower price” than the Sigma 30, he added, however no price details were available. The three Geonyx models ― SP, HP and XP ― offer a rising level of performance, reflecting a range of operational requirements for an army. The systems are intended to be highly robust to withstand shock from artillery fire. An operational life of 10-15 years is expected, the executive said. Geonyx draws on technology developed on its Crystal gyroscope, an advanced hemispherical resonator gyroscope. The resonance technology will be applied to equipment for space, air, land and sea, both civil and military, Safran ED said in a statement.
