    The key to securing the defense industrial base is collaboration

    Teresa Shea With cyber threats constantly evolving and increasing in sophistication, a strong national cybersecurity posture has never been more important. COVID-19 is causing an uncertainty across industry sectors, and criminals as well as adversaries are increasing their cyber-attacks and taking advantage of our increased digital work from home dependence. It is especially important to protect the organizations that comprise the U.S. Defense Industrial Base. Defined as the “worldwide industrial complex that enables research and development, as well as design, production, delivery, and maintenance of military weapons systems, subsystems, and components or parts, to meet U.S. military requirements,” Defense industrial base networks host mission-critical information and operational assets vital to national security. If infiltrated, the ramifications could plague the U.S. national security strategy, hamper our warfighting edge, create chaos within the critical infrastructure and ultimately undermine adversary deterrence. To effectively protect the Defense Industrial Base, the government and private sector must both work to secure the U.S. critical infrastructure. Organizations should prioritize collaboration to bolster the nation's cyber resiliency and collectively defend against malicious cyber actors' intent on doing us harm. Proactively defend networks It's widely known that, in an ideal world, organizations should stop threats before they reach their targets. However, to deter effectively, organizations need to have real-time situational awareness of their network infrastructure and supply chain, which can be a difficult undertaking. Threat intelligence information sharing between the government and the private sector companies that comprise the Defense Industrial Base is essential to achieving a strategic view of an advanced threat actor. Today, targets can only know what is happening to their own assets without insight into the attacker's intent. The Defense Industrial Base Cybersecurity Program allows both the DoD and private companies to share cyber threat information, mitigation and remediation strategies, which helps key players in both sectors increase cyber situational awareness and be more proactive in their security efforts. However, this program is currently voluntary, meaning that the crucial information uncovered within the program is only available to those who proactively join the program. Moving forward, both the public and private sectors must work to enact policies that require collaboration. It is no longer acceptable to rely on incident response protocols, performance assessments of existing systems and one-off reactions to threats without coordination. Increased information sharing is key to staying one step ahead of our adversaries. Follow government-suggested guidelines The U.S. government has dedicated time and resources to help secure the Defense Industrial Base, and organizations must act upon the recommendations provided. Earlier this year, the Cyberspace Solarium Commission released a report on the U.S. government's cyber readiness, which found that “the U.S. is currently not designed to act with the speed and agility necessary to defend the country in cyberspace.” The commission's findings place an emphasis on protecting the Defense Industrial Base's intellectual property, and called on Congress to require that these firms share threat data with the DoD and conduct threat hunting on their networks. Both sharing threat data and conducting threat hunting are proven to result in increased defense of our networks. A secure future As noted in a recent LawFare blog, “Cyber-enabled intellectual property theft from the DIB and adversary penetration of DIB networks and systems pose an existential threat to U.S. national security.” Given the abundance of cyber-attacks focused on Defense Industrial Base networks, penetrating them is high on our adversaries' target list. They're currently zeroing in on the U.S. critical infrastructure, attempting to poach the intellectual property that secures our very nation. Until we are willing to come together across sectors to share threat data, and commit to hiring strong talent, we will remain at a disadvantage. Fundamentally, it is about trust and our ability to put the greater defense above individual interests.     Plan Outlines Priorities for Federal Agency Engagement in AI Standards Development

    GAITHERSBURG, Md. — The U.S. Department of Commerce's National Institute of Standards and Technology (NIST) has released a plan for prioritizing federal agency engagement in the development of standards for artificial intelligence (AI). The plan recommends that the federal government “commit to deeper, consistent, long-term engagement” in activities to help the United States speed the pace of reliable, robust and trustworthy AI technology development. “The federal government can help the U.S. maintain its leadership in AI by working closely with our experts in industry and academia, investing in research, and engaging with the international standards community,” said Under Secretary of Commerce for Standards and Technology and NIST Director Walter G. Copan. “This plan provides a path to ensure the federal government supports AI standards that are flexible and inclusive—and suited for a world of rapidly changing technologies and applications.” A February 2019 Executive Order directed NIST to develop a plan that would, among other objectives, “ensure that technical standards minimize vulnerability to attacks from malicious actors and reflect Federal priorities for innovation, public trust, and public confidence in systems that use AI technologies; and develop international standards to promote and protect those priorities.” “The Trump administration continues to deliver on the American AI Initiative, the national strategy for U.S. leadership in AI,” said Michael Kratsios, chief technology officer of the United States. “Public trust, security and privacy considerations remain critical components of our approach to setting AI technical standards. As put forward by NIST, federal guidance for AI standards development will ensure AI is created and applied for the benefit of the American people.” The plan recommends the federal government bolster AI standards-related knowledge, leadership and coordination among agencies that develop or use AI; promote focused research on the trustworthiness of AI systems; support and expand public-private partnerships; and engage with international parties. Due to the rapid pace of technology development and changing understandings of the “trustworthiness, accessibility, and human-centered implications of AI,” the plan emphasizes the need for federal agencies to be flexible in selecting AI standards for use in regulatory or procurement actions. It also calls for prioritizing multidisciplinary research and expanding public-private partnerships to advance reliable, robust and trustworthy AI. The plan also highlights related tools that will be needed to support AI, including benchmarks, evaluations and challenges that could drive creative problem solving. NIST developed the plan with extensive public and private sector involvement, including a May 30, 2019, workshop and multiple opportunities for public comment. NIST received comments from more than 40 organizations in industry, academia and government on a draft plan released July 2, 2019.     Europeans propose siccing self-learning drone swarms on air defenses

    By: Sebastian Sprenger COLOGNE, Germany — A European consortium has pitched the idea of grooming intelligent drone swarms to confuse, disable and destroy enemy air defenses. The proposal is part of the Preparatory Action on Defence Research effort by the European Union to improve collaboration on among member states. Under the heading “Emerging Game Changers,” EU officials asked companies earlier this year to submit ideas for “promising breakthrough technologies” in the field of artificial intelligence for defense applications. The idea behind “SEAD Swarm” is to create the necessary algorithms that would enable a mass of aerial drones to inspect the characteristics of air defense systems, distribute the information within the swarm and derive a plan of attack against weak points. Actions taken could include blinding radar sensors, overwhelming anti-aircraft fire with kamikaze-type tactics, or attacking sites with explosive or electronic-warfare payloads. The acronym SEAD is short for “suppression of enemy air defenses,” military platforms that often expose pilots of manned aircraft to significant risk of getting shot down. The proposed project comes in the wake of Finland designating advances in AI a key objective for its six-month term leading the Council of the European Union. The idea is backed by a consortium of 12 private companies, national research institutions and universities from six countries, with Finnish company Insta as the lead. A decision from European decision-makers on the award of an approximately $2 million grant to start the project is expected in the next few months. Consortium officials stress that nothing would be built during the initial phase of the project. Instead, the idea is to incubate the necessary “swarm logic” and learning algorithms in a simulation environment, where scenarios can be gamed out and quickly adapted, Ari Kosonen, a senior systems engineer at Insta, told Defense News. Letting the drone swarm and air defense systems battle it out in a controlled cyberspace environment would yield patterns of problem-solving that can continuously improve both the attackers' and the defenders' performance, Kosonen said. In addition, thinking through the idea on a purely theoretical level would allow proper consideration for ethical and legal questions that arise whenever AI is weaponized, he added. If adopted by the EU, the participating countries of Finland, Germany, Slovenia, Estonia, the Netherlands and Austria would detail military officials to an advisory board to help ensure the planned simulations reflect real-world combat situations. That includes resisting the urge of crafting scenarios that are too clear-cut in allowing judgments about when to apply force and when to stand down, said Christian Brandlhuber, a senior adviser at consortium member Reply AG in Munich. “Does this work in an environment where our situational awareness is less than perfect?” Therein lies the novelty of the SEAD Swarm idea, Brandlhuber argued: Working through the rules of engagement first, only later considering requirements and finally establish concrete acquisition plans could help bring AI-enabled military technology into the EU-wide defense conversation. “There were heated discussions in the consortium about how pronounced the legal and ethical side should be,” Brandlhuber said. Dicey situations could arise, for example, when drones are cut off from communicating with human decision-makers in the final phase of an attack, while the prerequisite is to have a person in the loop for pulling the trigger. “There is a lot of uncertainty in this,” Brandlhuber said, though he argued analysts should strive to understand the complexity that comes with combining drones and AI in a military context. “You can't determine any of this a-priori.” Notably, the consortium includes sensor and hardware manufacturers, like Diehl Defence of Germany and Milrem of Estonia, that could be tapped to build prototypes if the SEAD Swarm project is selected to go forward. https://www.defensenews.com/global/europe/2019/10/22/europeans-propose-siccing-self-learning-drone-swarms-on-air-defenses/
