  Suisse : Les appels d'offres pour un nouvel avion de combat prolongés jusqu'en novembre

  La pandémie de Covid-19 chamboule le calendrier des offres pour les nouveaux avions de combat et du système de défense sol-air. Le Département fédéral de la défense (DDPS) a fixé mardi à novembre le nouveau délai pour les offres. Ce nouveau calendrier n'a aucune incidence sur la suite du processus d'acquisition, assure le département dans un communiqué. Les informations tirées des deuxièmes offres ainsi que des résultats des divers tests permettront d'identifier les points forts de chaque système. Le DDPS doit réagir au fait que les fabricants sont aussi touchés par les mesures visant à freiner l'épidémie. De plus, les impératifs de confidentialités interdisent les collaborateurs des entreprises sollicitées à traiter les offres en télétravail. Les entretiens en personne, nécessaires pour concrétiser les exigences relatives aux affaires compensatoires, ne sont pas possibles. Ils ne peuvent pas toujours être remplacés par des téléconférences en raison du degré de classification des sujets abordés. Quatre avions Armasuisse avait transmis une nouvelle demande d'offre aux autorités françaises, allemandes et américaines début janvier. Celles-ci étaient initialement attendues pour août. Quatre jets restent dans la course: le Rafale français (Dassault), l'Eurofighter allemand (Airbus), et côté américain, le successeur du FA-18, le Super Hornet de Boeing, et le F-35A de Lockheed-Martin. Pour le système de défense sol-air, seuls les Etats-Unis (Raytheon Patriot) et la France (Eurosam SAMP/T) sont encore en lice. La nouvelle flotte doit remplacer à la fois les Tiger et les F/A-18. Les exigences ont été précisées sur la base des premières offres remises. Les constructeurs sur les rangs devront toujours calculer le nombre d'avions requis pour accomplir les missions de l'armée de l'air, notamment faire voler quatre avions en permanence pendant quatre semaines et assurer la police aérienne 24 heures sur 24. Les nouvelles offres devront indiquer un prix correspondant à 36 et 40 engins, frais logistiques et engins guidés compris. La première offre exigeait un prix pour 30 et 40 avions.   This platform will help train AI algorithms for the military

  Nathan Strout After landing a contract with the U.S. Air Force in April, California-based company Labelbox announced May 20 it is making its artificial intelligence training data platform available more widely to the federal government and intelligence community. Labelbox offers a software platform by the same name that allows development teams to manage the data used to train machine learning algorithms. For instance, in order for a machine learning tool to successfully begin identifying missile launchers in satellite imagery, it needs to be fed hundreds — or even millions — of pre-labeled pictures identifying the objects it needs to identify. The more accurate training data is fed to the algorithm, the better it works. Some government machine learning projects need to process petabytes of data per day, the company says, a flow of data that can be overwhelming. “Labelbox is an integrated solution for data science teams to not only create the training data but also to manage it in one place,” said CEO Manu Sharma in a statement. “It's the foundational infrastructure for customers to build their machine learning pipeline.” The platform can be used in the cloud or on-premises, allowing data science teams to work together across agencies or locations, the company claims. In April, the company announced it had won an Air Force Innovation Hub Network (AFWERX) Phase 1 Small Business Innovation Research contract to conduct feasibility studies on how their platform could integrate with ongoing Air Force efforts. Now, the company is partnering with Carahsoft Technology Corp. to make their platform more widely available to the federal government and the intelligence community.   Romania set to choose four new corvettes, frigate upgrade

  Richard Scott, London and Luca Peruzzi, Genoa - Jane's Navy International Romania's Ministry of Defence is nearing a decision on the procurement of new multirole corvettes after receiving final bids at the beginning of October from Damen Schelde Naval Shipbuilding of the Netherlands, Italy's Fincantieri, and France's Naval Group. The EUR1.6 billion (USD1.85 billion) programme covers the acquisition of four corvettes, as well as the combat system modernisation of the Romanian Navy's two ex-UK Royal Navy Type 22 frigates Regina Maria and Regele Ferdinand . A source selection is scheduled for 26 October, although industry sources suggest this could slip by a number of weeks. Romania's requirement calls for a 2,500-tonne class multipurpose ship with capabilities across anti-submarine warfare, anti-surface warfare, anti-air warfare, electronic warfare, naval gunfire support, and search and rescue. The design is also required to provide aviation facilities suitable for an IAR 330 Puma 10-tonne helicopter and a shipborne unmanned aircraft system. In line with Romanian stipulations for local industry participation, all three contenders are proposing build and in-service support in conjunction with subsidiaries or partners based in country. Romania has asked for the first corvette to be delivered inside three years, with the programme to be completed in seven years. Damen Schelde Naval Shipbuilding is bidding a variant of its SIGMA 10514 design with sister yard Damen Shipyards Galati. To meet the Romanian requirement, Daman has specified a Thales Nederland combat management system (CMS)/sensor fit, the Raytheon Evolved SeaSparrow Missile System and Boeing Harpoon Block II anti-ship missiles. The underwater warfare suite would be provided by General Dynamics Mission Systems-Canada. Fincantieri, which owns the Vard Braila and Tulcea shipyards in Romania, is offering a customised variant of the Abu Dhabi corvette previously built for the United Arab Emirates.
