    Europe takes new step toward future combat jet

    France, Germany and Spain on Monday unveiled a next-generation combat jet for European air forces, an ambitious project aimed at bringing together the continent's disparate military forces while offering an alternative to American planes. The stealth jet is part of the Future Combat Air System (FCAS), which will also include drones, missiles and so-called "remote carriers" that can be used to deliver munitions, scramble communication networks or divert the attention of enemy defences. French President Emmanuel Macron attended the unwrapping of a full-scale model of the sleek delta-wing aircraft at the opening of the Paris Air Show in Le Bourget, just north of the French capital. The official cooperation accord launching the project was then signed by the French, German and Spanish defence ministers: Florence Parly, Ursula Von der Leyen and Margarita Robles. "This project now has a resolutely European dimension: Spain has officially joined the programme this morning," Parly said. Spain announced its participation earlier this year, but so far no other EU nations have signed on, though officials in Macron's office say talks are underway to bring other nations on board. Airbus and France's Dassault Aviation are leading the plane's development, aiming to have it operational by 2040, when it will replace the current generation of Rafale and Eurofighter jets. France's Safran is also developing a new motor for the plane that may include hybrid electric technologies, making the plane quieter while also lowering its heat signature, making it harder to detect. But Paris and Berlin have still to award an expected 150-million euro ($169-million) contract to begin work on a test plane that could start flying in 2026. Parly told journalists the contract is expected to be finalised by the end of this year. The new plane is a crucial test for Europe's ability to forge a joint operational command that could ensure its military sovereignty at a time of growing tensions with the US under President Donald Trump, who has put the solidity of the NATO alliance into question. Officials will have to win over several EU countries which are longstanding clients of American jets, and which may be tempted by Lockheed Martin's new F-35 stealth fighter.     By: Mark Pomerleau The Army is nearing the finalization of its first set of requirements for a vehicle-based assured position, navigation and timing solution. The six- to seven-page capabilities requirements document is waiting signature from Army leadership, Willie Nelson, director of the assured-PNT cross-functional team, said Oct. 9 at the Association of the United States Army annual meeting in Washington, D.C. Nelson described this feat as a somewhat watershed moment for the Army because the service has been trying for years to compete a requirements document. Previously, the approach was trying to come up with a systems-of-systems approach for the entire Army that ended up being too big and too expensive. Now, the approach is to break off smaller chunks to be more manageable. This includes a mounted requirement, which is completed and awaiting signature, a dismounted requirement, which is also nearly complete, as well as others. The program managers are now using rapid equipping contracting vehicles to get after solutions in this space immediately. Nelson also said the plan for engaging industry is to ask for specific solutions within each of the position, navigation and timing sectors as opposed to only something that addresses all the above. “I break it down because I think everybody has an area within that. Maybe you've got a specialty area where you've got a unique or innovative capability that can help in one of these areas, we're all ears,” he said.     These three companies won contracts for DARPA’s new LongShot drone

    By: Valerie Insinna WASHINGTON — The U.S. Defense Advanced Research Projects Agency wants to create an air-launched drone that carries its own smaller weapons, a concept that brings to mind a lethal Russian nesting doll packed with missiles. If successful, the new UAV — called LongShot — could allow high-value manned aircraft like fighters and bombers to hang back at standoff distances while the drone moves forward and strikes multiple targets using its own air-launched weapons. DARPA announced Feb. 8 that it had awarded contracts to General Atomics, Lockheed Martin and Northrop Grumman for the first phase of the program, during which the companies will create preliminary designs. “The LongShot program changes the paradigm of air combat operations by demonstrating an unmanned, air-launched vehicle capable of employing current and advanced air-to-air weapons,” said Lt. Col. Paul Calhoun, a program manager for DARPA's Tactical Technology Office. “LongShot will disrupt traditional incremental weapon improvements by providing an alternative means of generating combat capability.” Under the LongShot program, DARPA plans to explore multimodal propulsion, which the organization sees as key to the drone's concept of operations. “An air system using multi-modal propulsion could capitalize upon a slower speed, higher fuel-efficient air vehicle for ingress, while retaining highly energetic air-to-air missiles for endgame target engagement,” the Defense Department stated in fiscal 2021 budget material. That way, the UAV gets the benefit of being able to traverse longer ranges, while the weapons it launches have a higher probability of destroying their intended targets. If LongShot's development is successful, the weapon could “significantly” extend the range at which a manned aircraft can engage a target while also reducing the risk to human pilots, DARPA stated in a news release. DARPA did not immediately respond to a request for comment about the value of the contracts or the future schedule of the program, although it noted in a release that companies will build and fly full-scale demonstrators during a future phase of the program. During those tests, companies will prove their LongShot UAVs are capable of controlled flight and launching weapons. DARPA started the LongShot program in FY21, requesting $22 million to begin conceptual design work. According to budget documents, the LongShot UAV could be either launched from an external hardpoint on a fighter or the internal bay on a bomber.
