Pentagon Seeks New SatCom Tech For ‘Fully Networked C3’

SATELLITE 2020: The Pentagon wants industry ideas on how to craft a “fundamentally new architecture” for command, control and communications (C3) that will allow “any user using any terminal to connect to any other user using any other terminal,” says Doug Schroeder, who oversees the effort under the Office of Research and Engineering (R&E).

This kind of omnipresent, all-service connectivity across land, sea, air, and space is essential for the Pentagon's rapidly evolving of future war, known as Joint-All Domain Operations.

“Our Fully Networked C3 communications will look completely different. We have a new vision. We're crafting it with the help of industry,” he said. “We're relying on very heavily on industry, starting with this Broad Agency Announcement dated March 6,” which asks for companies to submit white papers in short order.

According to Schroeder, the Space Development Agency (SDA) will be the funding authority. Vendors whose short, 10 to 15 page white papers are chosen will be invited at the end of April to a Pitch Day. Winners then will be given three months to develop a proposal; contracts for prototypes will be granted 24 months later.

Speaking to a relatively sparse audience here at the annual commercial satellite industry conference, Satellite 2020 — which is underway despite the threat of the COVID-19 Coronavirus — Schroeder stressed: “We are going to take our new direction from you.”

The new strategy, called Fully Networked C3 (FNC3), is being spearheaded by R&E director Mike Griffin and his assistant director for FNC3, Michael Zatman. According to the BAA, the first issued under the effort, the new strategy is being designed to “enable the DoD to reliably communicate with all its tactical and strategic assets.” C3 is one of Griffin's Top Ten areas of technology innovation for which DoD is developing an agency-wide development strategy.

Specifically, DoD now is looking for “Beyond-Line-Of-Site (BLOS) communications systems for airborne, surface, and subsurface systems that is [sic] compatible with both FNC3 enabled systems and legacy systems,” the BAA states.

The BAA calls for White Papers to be submitted by March 30 for three different types of BLOS technologies:

1. Protected Radio Frequency (RF) BLOS Communications.
2. Multi-User/Multi-Point High-Data-Rate Laser Communications.
3. Communications with submerged assets.

R&E intends to “develop, prototype, and demonstrate each innovative communications capability with the goal of transitioning the technologies into programs of record,” the BAA said. To ensure speedy results, DoD will use Other Transaction Authority (OTA) for prototyping (found under 10 U.S. Code § 2371b.)

Much of the detail about the effort is contained in classified annexes.

What we do know: Beyond-Line-Of-Sight communications relayed through satellites generally require equipping platforms — such as aircraft, ships, and ground vehicles — with high-throughput voice and data links, capabilities all of the services have expressed interest in. In particular, after years of little progress, Griffin has reinvigorated DoD interest in optical communications via laser links, in large part due to fears about Russian and Chinese RF jamming. Commercial industry has been rushing to develop optical links to enable satellite-to-satellite data transmission, and the Space Development Agency is interested in that capability for its so-called transport layer of small satellites in Low Earth Orbit.

Radio-frequency communications with submarines when underwater are generally limited to terse text messages, transmitted at very low frequencies (three to 30 kilohertz) and extremely low frequencies (three to 300 hertz) and requiring very large antennas to receie them. Research work is ongoing at MIT on how to link traditional underwater sonar to airborne RF receivers, a methodology called Translational Acoustic-RF) communication. Research also is ongoing, including at MIT's Lincoln Lab, on using narrow-beam lasers to allow one underwater vehicle to communicate with another.

BLOS communications can also be accomplished without using satellites. Alternative method include tropospheric scatter using microwave radiation, high frequency (HF) wireless, unmanned aerial vehicle (UAV) relays, and passive reflector systems.

    By: Jen Judson WASHINGTON — The Army is wading back into an effort to replace the Bradley Infantry Fighting Vehicle with the release of a market survey on Feb. 7, tapping industry for ideas on what a future Optionally Manned Fighting Vehicle (OMFV) might look like. After receiving only one bid in its previous attempt to develop and procure the OMFV and subsequently deciding to cancel the existing solicitation last month, the Army has a new plan to move forward that seeks to avoid some of the pitfalls encountered during its first try. The market survey itself asks companies to weigh in on what affected their decisions to participate, or not, in the previous OMFV competitive effort and how the Army might better engage with industry this time around. Instead of a laundry list of requirements that when paired together became unachievable — especially when delivered over an ambitious fielding goal of 2026 — the Army will be giving industry roughly nine characteristics, each of which will be laid out simply enough to take up just a page-and-a-half including a signature block, Army Futures Command Commander Gen. Mike Murray told a group of reporters at the Pentagon shortly before the release of the survey. The Army had previously laid out requirements such as the need to transport two vehicles in a C-17, for example, which turned out to be a difficult ask to industry within the timeline the Army was pushing. While the list of characteristics did not post with the market survey, Murray said the vehicle will have to protect soldiers, keep pace in a combined arms formation, be able to upgrade over time through open architecture, and be capable of growth without significant weight increases. It also must be lethal, and able to traverse bridges and main supply routes. Additionally, the vehicle should be transportable by rail, air or sea, and crew members have to fit in the back. An on-board training system would also be nice, Murray said, adding that the Army wants to take a look at different options for power and energy sources. Murray also stressed the document outlining the characteristics would change as the Army learned more down the road. Not required of industry will be physical bid samples as it previously requested. Only General Dynamics Land Systems was able to deliver a bid sample, but it did not meet all the requirements the service had laid out. Defense News first broke the news that a Raytheon-Rheinmetall team was unable to get its Lynx combat vehicle to the United States from Germany in time and was subsequently disqualified and that BAE Systems, the incumbent, wouldn't participate in the competition either. The ability to see what was possible from a technology and integration standpoint “was important to us and so I wouldn't say it was a mistake," Murray said of the decision to require a bid. “Did it lead to some problems we had? Maybe. But I would not characterize that as a mistake.” The Army, instead, will take a more measured approach, holding conversations with industry, requesting white papers and then choosing five prime contractor teams to design rough digital prototypes, according to the Army's acquisition chief, Dr. Bruce Jette. The Army plans to involve “soldier touch points” at every stage of the process and give soldiers a chance to heavily evaluate designs along the way, he said. Murray took pains to emphasize that soldiers would be involved in the design process, calling it “soldier-centered design,” which takes a page from other modernization efforts like the Integrated Visual Augmentation System (IVAS) program. And before ever bending any metal, the service will downselect to a group of three contractors that will provide more refined and detailed digital prototypes akin to a critical design review stage. Then the Army will choose two prime contractors to build prototypes that will be heavily tested and demonstrated in order to potentially choose a winner that would move into a manufacturing contract, Jette explained. While the timeline was ambitious in the previous effort and Army modernization goals dictated that it had to stick to schedule over all else, a schedule or even a benchmark for the first unit equipped isn't defined this time around. Murray said the Army will look to early conversations with industry to inform possible schedules based on what is feasible rather than setting an “arbitrary date” right up front. The Army is also planning to look at up to five vendors for major subsystems or components, Jette said. He also noted the service wants to “encourage companies to bring forth technology” that may not want to be a prime contractor, but have capabilities like automated loaders and fire control systems as well as in-cab wireless connectivity. “The barrier to entry is much lower for their investment,” he said. “By going to a digital design, as most do anyway, it makes it much easier for a company to participate as an [Original Equipment Manufacturer] OEM.” https://www.defensenews.com/land/2020/02/07/army-wades-back-into-effort-to-replace-bradley-vehicle/

    Viasat wins contract for internet aboard Air Force One

The daily function of the vehicles is, of course, regular transport of the president of the United States, an airborne White House that transports the functions of the executive branch to wherever it may travel. But it is as a command center in crisis, up to and including nuclear war, that the special modifications of highly customized Boeing 747s are most valuable. In all of that, it is the ability of the airplane to continue to communicate with people on the ground that matters most. On Sept. 6, the United States Defense Information Systems Agency awarded Viasat a contract worth $55.6 million a year to provide U.S. government senior leader and VIP aircraft with in-flight broadband and connectivity services. Valued at $559.8 million for the base year and seven follow-on years, the contract may, in a major crisis, prove that value in maintaining a consistent chain of command. Viasat first won a contract to provide the bandwidth in 2016. “The service enables an elite connectivity experience with the ability to use the in-flight broadband connection to stream full-motion high-definition video for en-route command-and-control (C2) missions,” says Viasat. It also, Viasat continues, allows the people on board the connected aircraft “to access real-time intelligence and other location-based, live-sensor data for critical decision-making and more.” With the broadband provided by the Viasat connection, a president on board Air Force One can receive the relevant intelligence reports, communicate with counterparts elsewhere in government and the military, and then respond to the crisis by crafting an appropriate response.
