    Steve Trimble A new hypersonic weapon concept has emerged inadvertently on a social media page managed by U.S. Army Secretary Ryan McCarthy that describes a Mach 5-plus projectile with the ability to penetrate into defended airspace and dispense a multi-role loitering air system over a target area. The concept—labeled as the Vintage Racer Loitering Weapon System—reveals a solution to an operational problem for the Army: When high-speed munitions, such as the Long-Range Hypersonic Weapon (LRHW), enter service with the ability to strike targets thousands of kilometers away, how will the Army find the most elusive targets, such as road-mobile launchers for intercontinental ballistic missiles (ICBM) or radars for air defense batteries? The Vintage Racer concept, as revealed so far, suggests it may be possible to launch a hypersonic projectile into a general area without knowing the specific location of the target. As it reaches the target area, the projectile may be able to dispense a loitering air system, which is then uses its own sensors to find and identify the target. If the loitering system also carries a warhead, it may be able to strike the target by itself or transmit the target coordinates to another weapon. Once the existence of the Vintage Racer concept appeared, a Russian expert on military-political affairs noted such an idea has been discussed as a possibility within the hypersonic weapon community. “The fear is that [this] hypersonic ‘something' might reach the patrol area of road-mobile ICBM launchers [after] penetrating any possible air and missile defense, and then dispense loitering submunitions that will find launchers in the forests,” said Dmitry Stefanovitch, an expert at the Moscow-based Russian International Affairs Council. Only the broadest information about the Vintage Racer weapon is visible on the briefing paper describing the concept. The image appears in an album of photos from the Association of the U.S. Army convention posted to McCarthy's Flickr account last October. Most of the pictures from the event show McCarthy meeting attendees, giving speeches and receiving informal, standing pitches from industry officials in the exhibit hall. One picture shows McCarthy standing at a table across from an unidentified industry official in the exhibit hall. The table is covered with multiple objects, including a General Atomics press release, what appears to be a model of the LRHW and a rifled barrel of a 155mm artillery gun with a hole burned through the object. The table also is covered with at least four sheets of briefing papers, of which three are not visible. The only visible paper, which is partly obscured by McCarthy's right hand, is headlined “Vintage Racer - Loitering Weapon System (LWS) Overview.” The paper includes six main bullet points, which read “Hypersonic Ingress,” “Survivable,” “Time Over Target,” “Multi-role,” “Modular payload,” and “Cost Imposition Strategy.” Ten sub-bullets are also visible on the page, but the letters are not readable. At the bottom of the page, a tag line highlighted in yellow is partly obscured by McCarthy's hand, but the visible portion reads: “Long Range, Rapid Ingress.” A vague reference to Vintage Racer previously appeared in Defense Department budget justification documents released in February, but went unnoticed. Under a line item owned by the Office of Secretary of Defense for a “quick reaction fund,” Vintage Racer is described as a “recent success story.” “The project successfully validated aerodynamic design with wind tunnel testing and integrated a guidance subsystem for targeted kinetic effects before culminating in a fiscal 2019 flight test.     Army Hopes Microsoft App Will Help Reduce Heavy Soldier Loads

    By Matthew Cox The Army is finalizing a new, web-based modeling app -- developed by Microsoft -- that will allow soldier equipment officials to see how hanging new pieces of kit on close-combat troops could affect a squad's performance. "For a long, long, long time, we have struggled with the ability to be able to show in a quantitative manner how a new component or an upgraded component will affect the effectiveness of a soldier and squad," John Howell, current lead for the Army's new Adaptative Squad Architecture effort, told an audience Tuesday. He spoke at the first industry day for what Army officials hope will lead to a new framework developing future capability sets for dismounted soldiers that are far lighter and more streamlined than today's assortment of tactical gear. While still in its early stages, the Architectural Assessment Tool is designed to be a collaborative tool for project managers and requirements officials to view digital models of soldiers kitted-out in current-issue gear to form a baseline. In a quick demo, Howell made a copy of the squad leader configuration baseline and then replaced his M4A1 with an M249 squad automatic weapon and the accessories needed for it. "This is where you start to get into a little bit of the quantitative assessment piece," he said, showing how the app immediately calculates the weight added from the change. "What you notice immediately is that this special squad leader now weighs 30 pounds more." It's a simple example, "but just to get to this point is quite a big step," Howell said. "In order to treat the soldier as an integrated weapons platform, this is the kind of thing you need to be able to do." Adaptive Squad Architecture is the latest attempt by the Army to treat the soldier as a complete system, breaking away from the long practice of developing individual pieces of equipment and fielding them. "We build the soldier out like a Christmas tree and our products are like ornaments, and we just continue to hang products off our soldiers until the soldier gets so heavy, they can't move," said Brig. Gen. Anthony Potts, head of Program Executive Office Soldier. Potts told the mix of small and large defense companies in attendance that the Army needs a new approach to developing capability sets of equipment that are much lighter than the roughly 120-pound loads dismounted infantrymen carry today. "If I can give you an architecture ... you can look at this and say, 'You know what? I've got an idea that I can combine three of those capabilities into one,'" Potts said. "Those three capabilities might weigh 4.5 today and you go, 'You know, I can bring it to one and I can bring it to you for 2.75 pounds.' "Let me tell you something, if you do that, you have my interest." In addition to the web-based assessment tool, the Army is also conducting evaluations that involve running infantry squads through tactical lanes at Camp Shelby, Mississippi, to build a database of performance data, Potts said. "We are doing a correlation of data on squad performance, how the individual data on that soldier relates to the individual performance and how it relates to the entire squad's performance," he said, adding that he is sending a five-member team to Afghanistan in October to embed with the 75th Ranger Regiment to do more data collection. "We want to be able to make data-driven decisions on some of the places we are going for in materiel development in the future," Potts said. Under the soldier lethality priority in the Army's new modernization strategy, the service is developing advanced new kit such as the Integrated Visual Augmentation System, or IVAS, a Microsoft technology that will let soldiers view their weapon's sight reticle and other tactical information through a pair of tactical glasses. The Army is also developing the Next Generation Squad Weapon, a replacement for the M4A1 and M249 that promises to offer significant weight savings on the weapon as well as the ammunition, Army officials have said. But Potts realizes that it's still up to commanders to decide how much weight their soldiers carry into battle. "A commander may believe that if we gave him 20% lighter ammunition or 30% lighter ammunition and he feels like the fight he's going into ... means he can take 20 or 30% [more ammo], that's a commander's call," he said. On the other hand, Potts said a commander may decide "I'm going up a hill at 90 degrees; I'm going to take that 30% weight savings because that's what I think is the most important thing to me." "I think what we are going to do is give commanders more options on what they can do with their formations that they have never had before, because the basic load that we will provide through the architecture will be lighter. ...     Airbus va développer la constellation d'observation de la Terre CO3D du CNES

    Avec AFP Airbus Defense and Space et le CNES, l'agence spatiale française, ont annoncé lundi avoir signé un contrat pour développer une constellation de quatre satellites d'observation de la Terre en 3D, à vocation civile et militaire. La constellation CO3D (Constellation optique en 3D) sera composée de quatre satellites électriques de 300 kilos chacun environ qui seront lancés en 2022. Elle "permettra de fournir des images stéréoscopiques (image prise par deux capteurs légèrement distants, NDLR) de résolution submétrique (50 cm), à vocation mondiale", précient le CNES et Airbus Defense and Space dans un communiqué commun. Avec les quatre satellites Pléiades Neo qui seront lancés à partir de 2020, voire avec les deux Pléiades lancés en 2011 et 2012 s'ils fonctionnent encore, "la constellation CO3D offrira une capacité de revisite inégalée pour l'imagerie à haute résolution", affirment-ils. En orbite héliosynchrone, à environ 800 km d'altitude, cette flotte de satellites permettra en effet de repasser plus fréquemment au-dessus d'un point donné pour voir l'évolution de la situation. Le budget est d'environ 200 millions d'euros, réparti pour moitié entre le CNES et Airbus, selon une source proche du dossier. Airbus Defense and Space, qui sera chargé de la construction et de la gestion des satellites, l'a emporté sur Thales Alenia Space. L'entreprise fournira notamment un "Modèle numérique de surfaces (MNS) global de haute précision" qui permet la modélisation 3D de carte ainsi que les images à "l'utilisateur final qui est le gouvernement français", à travers le CNES, selon Airbus Defense and Space. L'agence spatiale, pour qui c'est un projet dual, civil et militaire, s'en servira pour la gestion des risques naturels, la recherche scientifique ou encore pour les besoins des armées. "C'est une gouvernance très originale, un partenariat entre le public et le privé, un coinvestissement équilibré qui permet d'associer des besoins publics et des besoins commerciaux. Le CNES n'est pas propriétaire de l'infrastructure, ce qui est une première", a-t-on souligné à l'agence spatiale. "Ce contrat conforte Airbus en tant que partenaire de confiance pour le CNES et les autorités françaises et renforce notre position de leader du marché en Europe et dans le monde", se félicite le président d'Airbus Defense and Space France, cité dans le communiqué.
