Northrop Grumman to Develop Advanced Air-to-Air Missile Engagement Concept

REDONDO BEACH, Calif. — Northrop Grumman Corp. has been awarded a contract by the U.S. Defense Advanced Research Project Agency (DARPA) Tactical Technology Office to develop an advanced technology weapon concept designed to significantly increase engagement range and weapon effectiveness of U.S. forces against adversary air threats, the company said in a Feb. 10 release.

“Our collaboration with DARPA is the critical first step in the development of innovative operational concepts and solutions that will enhance our warfighter's combat capability against a rapidly growing threat,” said Jaime Engdahl, program director, kinetic weapons and emerging capabilities, Northrop Grumman. “The LongShot program enables us to combine our digital engineering skillset with our extensive knowledge in advanced technology weapons, autonomous systems and strike platforms to increase weapon range and effectiveness.”

Spurred by rapid technological advancements and an ever more dangerous and disruptive battlefield, DARPA's LongShot program will explore new lethal engagement concepts by leveraging multi-modal propulsion, weapon systems that can be operationally deployed from existing fighters or bombers.

DARPA's advanced aerospace systems activities are focused on utilizing high pay-off opportunities to provide revolutionary new system capabilities, as opposed to incremental or evolutionary advancements, in order to achieve undeterrable air presence at dramatically reduced costs.

The LongShot program enables Northrop Grumman to combine its expertise in weapon system design, survivability, autonomy, advanced mission systems and rapid prototyping to deliver advanced solutions that help to maintain a competitive military advantage in highly contested environments.

    UK eyes alternative to Galileo satellite system as Brexit row widens

    By: Andrew Chuter LONDON — Britain is moving toward launching its own satellite navigation system in a response to moves by the European Union to freeze it out of the Galileo constellation over the country's divorce from the EU. The Conservative government in London announced Aug. 29 it was setting aside £92 million (U.S. $119 million) to undertake an 18-month study looking at the feasibility of designing and developing an alternative to the Galileo satellite system. The move is the latest development in a growing row between Britain and the EU after Brexit negotiators in Brussels told their U.K. counterparts they would only be allowed standard, third-party access to Galileo and would not receive data from the system's Public Regulated Service — an encrypted navigation service primarily designed for military users and resistant to jamming, interference and spoofing. The Brexit squabble has also snared Britain's fast-growing space industry, which has been excluded by the EU from bidding for further Galileo-related contracts. Paul Everitt , the CEO of ADS, the lobby group representing the U.K. space and defense industries, said the space industry here has played a “key role in creating the Galileo program, from early pathfinder spacecraft more than a decade ago, to encryption and ground control operations.” “The government's new investment to develop a national satellite navigation system, to make sure valuable U.K. capability continues to be supported, irrespective of the outcome of Brexit negotiations, is very welcome,” Everitt said. The British announcement comes just days after a European Space Agency rocket launched the last four of 26 Galileo satellites required to complete the €10 billion (U.S. $11.7 billion) satellite navigation network. Further spacecraft are scheduled to be launched as backups. The row between London and Brussels could have wider implications for Britain's security relations with the EU, according to analyst Sophia Besch with the Centre for European Reform. As the disagreement over Galileo gathered momentum earlier this year, the think tank tweeted: “#Galileo could set a dangerous precedent for #Brexit #defence negotiations in the future — or it could serve as a wake-up call for EU and UK negotiators argues @SophiaBesch.” Britain has invested about £1.4 billion in the Galileo system, and industry here has been a significant provider of technology in critical areas like encryption as Europe moved to obtain autonomy in navigation satellite systems alongside rival systems owned and operated by the U.S., Russia and China. In a July 29 statement , the British government said it wants to remain part of the Galileo program but will go it alone if it can't negotiate an acceptable agreement. “Without the assurance that UK industry can collaborate on an equal basis now and in the future, and without access to the necessary security-related information to rely on Galileo for military functions such as missile guidance, the UK would be obliged to end its participation in the project,” the statement said. Business secretary Greg Clark said Britain's position on Galileo has been consistent and clear. “We have repeatedly highlighted the specialist expertise we bring to the project and the risks in time delays and cost increases that the European Commission is taking by excluding U.K. industry," Clark said. “Britain has the skills, expertise and commitment to create our own sovereign satellite system, and I am determined that we take full advantage of the opportunities this brings.” The UK Space Agency is leading the study-phase work supported by the Ministry of Defence. Britain is due to lay out its wider plans for military space later this year when Defence Secretary Gavin Williamson is due to publish the long-delayed defense space strategy. The British government announced at the Farnborough Air Show last month that it is investing in building a space port in Scotland to launch spacecraft. Williamson, who is currently embroiled in a bitter fight with the Treasury and the Cabinet Office over the level of funding for Britain's cash-strapped military, said in a statement that the sector is one of his personal priorities. “The danger space poses as a new front for warfare is one of my personal priorities, and it is absolutely right that we waste no time in going it alone if we need an independent satellite system to combat those emerging threats,” he said.     Gareth Jennings, London - Jane's International Defence Review 26 April 2020 The US Army is looking to acquire tethered unmanned aerial vehicles (UAVs) to laser-designate ground targets from stand-off distances. A solicitation posted on 24 April by the Department of the Army calls for information on a tethered-UAV that can be used by Air National Guard (ANG) Special Tactics Operators (STOs) to observe and engage hostile ground forces using laser-guided weapons from greater stand-off distances. "The required product will allow STOs to develop tactics, techniques, and procedures for observing and engaging hostile forces with low-collateral, long stand-off, laser-guided weapons fired or released from weapons systems that are unable to self-designate and expedite targeting for systems that can self-designate but have not yet identified a target's location," the request for information (RFI) noted. Performance standards for the tethered UAV set out in the RFI comprise the ability to reach 200 ft above ground level (AGL); 24-hour flight on a 2 kw or smaller generator; a 5 lb (2.3 kg) payload capacity; AES 256 encryption of the UAV control and video data; ability for open architecture use of the UAV's onboard computer; gimballed camera with co-witness laser designator capability of 30 mj or better, laser spot tracker, and laser rangefinder (which would reduce the 5 lb payload); the ability to generate target co-ordinates; an untethered communications link range of 8 km or better; remote handoff capability desired; an untethered flight duration of at least 45 min with 3 lb payload; autonomous delivery capability of 4 lb; multiple hot-swappable payloads and batteries (ability to change payload and batteries without powering down); the ability to operate in high winds of more than 40 mph (64 kph); the ability to operate in precipitation- industry standard IP54 or better; a temperature capability of -10°F to + 120°F (-23°C to 49°C); a hover capability and forward flight speed of 35 mph or better; target recognition artificial intelligence (AI) capable for people and vehicles; an Android Team Awareness Kit (ATAK) integrated plugin; and the ability to operate and navigate in GPS and radar-denied environments. https://www.janes.com/article/95779/us-army-seeks-tethered-uav-for-laser-designating

Actual obligations using resale stock activity group, defense capital funds, will occur upon issuance of delivery orders during the period of performance. (Awarded Jan. 30, 2019) Swiftships LLC,* Morgan City, Louisiana, is awarded a $26,683,722 modification to previously awarded fixed-price incentive contract N00024-18-C-2401 to exercise an option for construction of Landing Craft, Utility (LCU) 1701 and 1702. LCU 1700 will replace the existing LCU 1610 class of amphibious landing craft on a one for one basis. LCU 1700 will be a similarly rugged steel craft which will recapitalize the LCU 1610 capabilities and have a design life of 30 years. This one-year contract includes four one-year option periods which, if exercised, would bring the potential value of this contract to an estimated $73,344,685. Work will be performed in Quantico, Virginia. The period of performance of the base period is from Feb. 4, 2019, through Feb. 3, 2020. UPDATE: The contract deductive modification awarded to Gilbane Federal, Concord, California (N39430-15-D-1634) on Jan. 16, 2019, to decrease the value of the contract for the cleaning, inspection and repair of Fuel Storage Tanks 305, 307, and 308 at Defense Fuel Support Point, Tsurumi, Japan, was not signed on that actual date. The modification for $10,966,383 will now be executed Feb. 4, 2019. Work on Tanks 305, 307, and 308 is being removed from the contract by mutual agreement of the parties.
