    Canada has plenty to gain from upping its defence spending

    COLIN ROBERTSON Colin Robertson, vice-president and fellow, Canadian Global Affairs Institute If we thought passage of the new North American free-trade agreement would get Donald Trump off our back, think again. We've been served notice that Canada has got to pony up more on defence and security. We should do so, not because the U.S. wants us to, but because it serves Canadian interests, especially in exercising Canadian sovereignty in our North. The Trump administration is close to a deal with Speaker Nancy Pelosi on congressional ratification of the United States-Mexico-Canada Agreement (USMCA) on trade. The possible changes to the agreement signed last November will not trouble Canada. Tougher labour and environmental standards enforcement – “trust but verify” – are aimed at Mexico. Another change would shorten the patent-protection period for new pharmaceutical drugs. The USMCA could pass through Congress before Christmas. But even if the deal gets stuck, Mr. Trump's threat to rescind NAFTA is increasingly remote. The more Americans learned about NAFTA, the more they liked it, especially in the farming community and Mr. Trump needs their votes if he is to be re-elected next year. A new trade agreement does not mean complacency about trade. We're still paying tariffs on our lumber exports. Protectionism, especially in procurement, is endemic. We need to sustain the Team Canada effort with Congress, governors and state legislators. Rather than blame Ottawa, provincial premiers need to remind their neighbouring states why trade and investment is mutually beneficial. Premiers and governors should strive for a reciprocity agreement on procurement. But if our trading relationship is shifting out of crisis mode, defence and security will take that space. Continued free riding by the allies, as the Trump administration sees it, is not an option. With the end of the Cold War, Canada took the peace dividend and then coasted in our defence spending. But today's world is meaner with a rising China and revanchist Russia. The Trudeau Government thought its defence policy – titled Strong, Secure, Engaged – and its promise of new warships, fighter jets and active missions in Latvia and Iraq, would suffice. Wrong. For Mr. Trump, the bottom line is the 2014 commitment by the governments of North Atlantic Treaty Organization member-countries to achieve spending of 2 per cent of gross domestic product on defence by 2024. Canadian spending, according to NATO, is currently 1.27 per cent. It is scheduled to rise to around 1.4 per cent by 2026-27, well short of the allies' pledge. If we are going to spend more, then let's invest in northern sovereignty. Brian Mulroney persuaded Ronald Reagan to tacitly acknowledge Canadian sovereignty through Arctic waters. Since then, the Americans have pressed us to exercise that sovereignty. Stephen Harper instituted Operation Nanook and he made annual summer visits to the North. But the promised Arctic base in Nanisivik, Nunavut, has never materialized. The promised icebreakers are still to be built. In contrast to the American, Chinese and Russian policies, Canada's long-delayed Arctic policy framework, finally released in September, is sophomoric. It ignores both defence and security. The Americans want us to collaborate in updating the postwar North Warning System. Jointly managed as part of our NORAD alliance, its replacement will be expensive. But it's also an opportunity for us to lead in the development of innovative space and underwater applications that would buttress our Arctic sovereignty. We can take inspiration from HMCS Harry DeWolf, the first of our offshore patrol ships. The largest Canadian warship built in 50 years, it is now afloat in Halifax harbour. We are also an Indo-Pacific country. The almost year-old Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) gives us first-mover advantage over the U.S. in places such as Japan. But our Pacific partners expect us to demonstrate greater commitment to their security. This means more navy and air reach. Is our Pacific posture adequate? Does our capability, including our bases, meet the new threat assessments? Managing the trade relationship with the Trump administration is hard. David McNaughton was the right ambassador for the Trudeau government's first term and its focus on trade. Mr. MacNaughton's outreach strategy needs to become a permanent campaign. Our next ambassador will need demonstrated security chops in addition to political savvy. Handling defence and security is going to be really hard.     Le futur Rafale sera ultra-connecté pour chasser en réseau

    Louis Neveu En attendant l'arrivée d'un nouvel avion de combat européen à l'horizon 2040, le Rafale va bénéficier d'une importante mise à jour du standard dit F4. Il va renforcer sa connectivité pour évoluer en réseau et s'enrichir de capteurs et d'intelligence artificielle. Explications. Disponible dans l'armée française depuis près de 18 ans, le Rafale est aujourd'hui considéré comme l'un des meilleurs avions de combat au monde. Il est souvent en lice avec le F-35 américain de dernière génération qui bénéficie pourtant d'un puissant soutien de nombreux pays et des membres de l'Otan. Pour se hisser à ce niveau, l'avion de chasse made in France bénéficie depuis ses débuts de mises à jour importantes reposant sur des standards (F1, F2, F3...). Le standard actuel est opérationnel depuis 2018 et s'appelle F3R. Avec lui l'avion s'est bardé de capteurs, de nouveaux missiles d'équipements laser et des améliorations logicielles. Le 14 janvier 2019, Florence Parly, la ministre des Armées a remis à Dassault le contrat de développement du nouveau standard F4 du Rafale sur son site d'assemblage à Mérignac. Il en coûtera 2 milliards d'euros pour voir voler le premier démonstrateur mis à jour dès 2025. Il ne faut pas s'attendre à une révolution esthétique de l'avion de chasse. Et pourtant, cette mise à jour est une véritable révolution ! C'est sous la carlingue et dans les datacenters de l'armée que l'innovation va débarquer. Ce standard F4 va faire basculer le Rafale dans l'ère du big-data et de l'hyperconnexion. Sa connectivité va, en effet, être renforcée pour qu'il puisse communiquer et échanger de nombreuses quantités de données en réseau avec tous les véhicules alliés et même les autres forces déployées au sol ou en mer sur le champ de bataille. C'est ce que les militaires appellent le combat collaboratif. Dans tous les cas, la communication doit être fiable, rapide, sécurisée et ce, quelle que soit la distance. Pour cela, il sera équipé d'un nouveau système de radio chiffré renforcé par des nouvelles liaisons satellitaires. Un saut technologique, un saut stratégique Le Rafale va également se barder de nouveaux capteurs ou les optimiser, pour détecter les menaces. Ainsi, son radar à balayage électronique sera amélioré, son système de protection avec son brouilleur dernier cri sera renforcé (Spectra). Côté armement, il pourra emporter de nouvelles générations de missiles et une nacelle de visée laser. L'intelligence artificielle va aussi s'inviter à bord. Elle servira de mécano d'appoint pour prédire les opérations de maintenance à venir, ainsi que réaliser des pronostics de pannes et les diagnostiquer. Il faut dire qu'un avion de chasse comme le Rafale doit bénéficier d'importants travaux de maintenance qui viennent le clouer au sol. L'idée est de réduire ce temps de diagnostic et de maintenance. Ce standard F4 devrait arriver progressivement de 2023 à 2025 au fil des innovations technologiques. Cette importante mise à jour du Rafale va être un premier pas pour dessiner concrètement ce que sera l'avion européen du futur baptisé Scaf (système de combat aérien du futur). Cet avion sera mis au point à l'horizon 2040 par Dassault et Airbus afin de remplacer le Rafale actuel et l'Eurofighter. CE QU'IL FAUT RETENIR Le Rafale va renforcer sa connectivité et se doter d'intelligence artificielle dans une mise à jour baptisée F4. Les premiers démonstrateurs sortiront en 2025.     Marines Develop Laser To Fry Drones From JLTVs

    By PAUL MCLEARY WASHINGTON: As the Marine Corps prepares to wrap up the first deployment of its innovative mobile counter-drone system to the Middle East, the service is rushing ahead to put lasers on a ground vehicle, with an eye to shooting down drones. While the deployed Light Marine Air Defense Integrated System — mounted on two Polaris MRZR all-terrain vehicles — can move quickly and electronically jam drones, the Marines are looking for something a little more...well, kinetic. They hope they've found it in the Compact Laser Weapons System (CLaWS) program. It is the first ground-based laser approved by the Pentagon for use by ground troops. Marine Lt. Col. Ho Lee, product manager for Ground Based Air Defense Weapons Systems, said in a statement that the CLaWS program has been developed, troops trained on it, and its been fielded for testing all in about a year's time, a timeline the Corps is hoping will get the system fielded in a relatively short time period. “We've been doing rapid prototyping, rapid delivery,” Lee said. “With this and a lot of the other efforts we are doing, we are using items currently available and integrating them to meet a capability. Little development, if any, went into this.” Back in 2017, Boeing began developing the system in 2-kW, 5-kW and 10-kW configurations. But it's unclear which version the Marines are testing. The Army has already placed a version of the weapon on a Stryker for testing in Europe, while the Marines last year showed it off on top of a JLTV. The idea is to get the system in the field as part of a larger, integrated air defense system that can protect deployed troops from DIY drones to more sophisticated models built by nation states. Despite the Pentagon's National Defense Strategy which prioritize equipping the force for competition with China and Russia, out in the world, there are still 15,000 US troops in Afghanistan, 5,000 in Iraq and somewhere around 2,000 in Syria, all of whom are in range of small, DIY drones made by insurgent groups or second-tier states. In Syria, Iranian-made drones operated by the Asad regime have dropped small bombs near US troops, and US aircraft have been forced to shoot them down using aircraft that launch expensive missiles, creating a cost imbalance that favors the other side. Islamic State fighters in Syria and Iraq have also long weaponized small commercial quadcopter drones to drop small munitions on Iraqi troops and US-backed fighters, who have little to no protection against them. The Taliban has filmed attacks on Afghan outposts from a collection of drones, as well. “We will never deploy again to a theater of operations where we are not under threat from unmanned aerial systems,” UK's Maj. Gen. Felix Gedney, former deputy commander of US and coalition troops in Iraq and Syria in 2017-2018 said recently. “Both those high-end systems of our near-peer competitors, and lower, off-the-shelf, botched-together systems that are developed by asymmetric enemies.
