    BAE nets $4.7M by DARPA to integrate machine learning into RF signals detection

    By Allen Cone July 8 (UPI) -- The Defense Advanced Research Projects Agency has awarded BAE Systems a contract worth up to $4.7 million to integrate machine learning into intelligence gathering involving radio frequency signals. The technology will be used in platforms to decipher the signals, BAE said in a news release Monday. Signals intelligence, or SIGINT, provides to the military advanced signal location and exploitation capabilities "to counter the threats of today and tomorrow," according to BAE. The total contract is dependent on successful completion of milestones and includes hardware delivery, as well as integration and demonstration support. The setup, which is called Controllable Hardware Integration for Machine-learning Enabled Real-time Adaptivity, or CHIMERA, provides a reconfigurable hardware platform for machine learning algorithm developers to make sense of radio frequency signals. BAE says the system is necessary "in increasingly crowded electromagnetic spectrum environments." The contract is the second BAE has received under the Radio Frequency Machine Learning systems program. The first was a contract to develop data-driven machine learning algorithms. "CHIMERA brings the flexibility of a software solution to hardware," said Dave Logan, vice president and general manager of Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance -- C4ISR -- Systems at BAE Systems. "Machine-learning is on the verge of revolutionizing signals intelligence technology, just as it has in other industries." The new system is capable of adapting to RF configurations in real time, offering better, easier control and improved performance that was not previously available. The system's open architecture interfaces also allow for third-party algorithm development, which BAE said will make it easier to upgrade and less likely to become obsolete.     Airbus pitches new trainer jet for Spain, but with eyes for Europe

    Vivienne Machi STUTTGART, Germany – Airbus is pitching a new jet trainer package for the Spanish air force that industry executives hope could one day help school pilots across Europe on next-generation aircraft. The Airbus Future Jet Trainer, or AFJT, would replace Spain's fleets of Northrop F-5M and CASA C-101 Aviojet aircraft around 2027 or 2028, Airbus officials told Defense News. While the concept has been in the works for several years, the company first revealed the official specifications late last week to Spanish media outlets. The company envisions the project as a multi-role, integrated trainer system, with room for growth as a potential light-attack or aggressor aircraft. Among its features is a live-virtual-constructive (LVC) training environment, and compatibility with ground-based training systems. Abel Nin, head of the AFJT program at Airbus, told Defense News the aircraft is designed with fighter characteristics of high maneuverability and speed, and the ability to emulate aircraft including the Eurofighter Typhoon and F/A-18 Hornet aircraft, as well as future systems. If selected, the AFJT plane could see its first flight around 2025, Nin said. Raúl Tena, Airbus' sales manager for combat aircraft, emphasized that the aircraft and associated training systems are being built with the Spanish air force's requirements and timeline “as the starting point.” “From there, we believe that this aircraft should not only serve Spain, but should also serve Europe,” he said, citing France and Finland as potential future customers. Spain's government has not yet allocated any funding toward a new trainer system, Airbus said. A budget is expected to be revealed by the end of 2020 or early 2021. The Spanish Ministry of Defense last year committed to buying 24 Pilatus PC-21 trainer jets, to begin replacing its 1980s-era C-101 aircraft. Airbus serves as the AFJT lead contractor in charge of design, assembly and integration. Other suppliers include: Indra for flight simulations and systems; Tecnobit for communications and machine-pilot interface systems; ITP Aero — the Spanish subsidiary of Rolls-Royce — supplying the engine; GMV providing software and flight systems; and Compañía Española de Sistemas Aeronáuticos S.A. (CESA) providing the landing gear and actuators. “We are launching [this program] with all of industry, trying to capture all of their inputs in a single contract,” Nin said. “The ambition is there” to have a fully Spanish industry team, he added. Airbus anticipates that there are between 500 to 800 trainer aircraft around the globe to be replaced within the next decade. “We cannot deny that there is a good opportunity” to capture part of that market, Tena said. Since Spain has signed on as a partner in the Franco-German-led Future Combat Air System program to build Europe's next-generation fighter jet, Airbus also sees an opportunity for the AFJT to be that program's trainer. By PAUL MCLEARYon August 20, 2020 at 4:29 PM WASHINGTON: As Japan undergoes the deepest rethink of its defense posture since the end of the Second World War, some big-ticket acquisition programs appear to be on shaky ground as the country retools to counter a rapidly modernizing Chinese military. Tokyo put the brakes on two planned Aegis Ashore missile defense systems set to be built on the mainland, a surprise June move that came after local communities protested about the powerful radars and possibility that rocket debris could fall on local communities. That reversal on a major $2.1 billion program led to questions over what other changes the government of Shinzo Abe might consider as it retools its defense strategy and considers funneling more money into offensive strike weapons, as opposed to purely defensive systems. Earlier this week, fresh reports emerged from Tokyo that the government might also be reconsidering its purchase of three Global Hawk UAVs, which would provide long-endurance surveillance capabilities. One source with knowledge of the program said, despite the reports, the Japanese government has indicated it supports the Global Hawk program, even in the face of possible divestiture by the US Air Force of its block 30 variants, the same version Northrop Grumman is making for Japan. Despite the moves in Washington, South Korea is still in the process of buying four block 30 Global Hawks, the first of which was delivered in April. Further south, Australia purchased six MQ-4C Tritons — the maritime version of the Global Hawk — with the first three to be delivered between 2023 and 2025. With those allies remaining in the program, and the US flying the drone from Guam on a seasonal basis, the allies have started to build a powerful, long-endurance sensor layer, along with its attendant supply chain. That sort of capability would fit within plans the Indo-Pacific Command pitched to the Trump administration earlier this year to invest billions in joint infrastructure across the region. The proposal has found bipartisan support on Capitol Hill, with the Republican-controlled Senate's version of the annual defense policy bill including $1.4 billion for an Indo-Pacific Deterrence Initiative, while the Democratic-controlled House had $3.6 billion for an Indo-Pacific Reassurance Initiative focused on shoring up allies and partners. A conference committee will have to thrash out the differences and fill in almost all the details this fall. The Japanese Ministry of Defense did not respond to questions on the issue by publication. “Unmanned systems are going to be vital — in particular underwater unmanned systems and also aerial unmanned systems — given that Japan is an archipelago,” Ryo Hinata-Yamaguchi, professor at Pusan National University, said during a virtual event sponsored by the Atlantic Council on Wednesday. “Those are the domains that are most vital to Japan's security.
