    Pentagon Seeks a List of Ethical Principles for Using AI in War

    BY PATRICK TUCKER An advisory board is drafting guidelines that may help shape worldwide norms for military artificial intelligence — and woo Silicon Valley to defense work. U.S. defense officials have asked the Defense Innovation Board for a set of ethical principles in the use of artificial intelligence in warfare. The principles are intended to guide a military whose interest in AI is accelerating — witness the new Joint Artificial Intelligence Center — and to reassure potential partners in Silicon Valley about how their AI products will be used. Today, the primary document laying out what the military can and can't do with AI is a 2012 doctrine that says a human being must have veto power over any action an autonomous system might take in combat. It's brief, just four pages, and doesn't touch on any of the uses of AI for decision support, predictive analytics, etc. where players like Google, Microsoft, Amazon, and others are making fast strides in commercial environments. “AI scientists have expressed concern about how DoD intends to use artificial intelligence. While the DoD has a policy on the role of autonomy in weapons, it currently lacks a broader policy on how it will use artificial intelligence across the broad range of military missions,” said Paul Scharre, the author of Army of None: Autonomous Weapons and the Future of War. Josh Marcuse, executive director of the Defense Innovation Board, said crafting these principles will help the department “safely and responsibly” employ new technologies. “I think it's important when dealing with a field that's emergent to think through all the ramifications,” he said. The Board, a group of Silicon Valley corporate and thought leaders chaired by former Google and Alphabet chairman Eric Schmidt, will make the list public at its June meeting. Defense Department leaders will take them under consideration. Marcuse believes that the Pentagon can be a leader not just in employing AI but in establishing guidelines for safe use — just as the military pioneered safety standards for aviation. “The Department of Defense should lead in this area as we have with other technologies in the past. I want to make sure the department is not just leading in developing AI for military purposes but also in developing ethics to use AI in military purposes,” he says. The effort, in part, is a response to what happened with the military's Project Maven, the Pentagon's flagship AI project with Google as its partner. The effort applied artificial intelligence to the vast store of video and and image footage that the Defense Department gathers to guide airstrikes. Defense officials emphasized repeatedly that the AI was intended only to cut down the workload of human analysts. But they also acknowledged that the ultimate goal was to help the military do what it does better, which sometimes means finding and killing humans. An employee revolt ensued at Google. Employees resigned en masse and the company said that they wouldn't renew the contract. Scharre, who leads the Technology and National Security Program at the Center for a New American Security, said, “One of the challenges for things like Project Maven, which uses AItechnology to process drone video feeds, is that some scientists expressed concern about where the technology may be heading.     Navy Mulling How to Make Surface Fleet Flexible, Lethal

    By: Otto Kreisher WASHINGTON, D.C. — A panel of senior Navy civilian officials said the planning efforts for the future combat fleet was focused on making the fleet more flexible, interoperable and lethal. There also is an emphasis on open architecture to make it easier, quicker and cheaper to upgrade combat systems, they said. Those priorities would reduce the cost of sustaining the fleet going forward, the officials said at the American Society of Naval Engineers' annual Technology, Systems & Ship symposium on June 19. Michael Stewart, deputy director for integrated warfare systems, said his job was to look at the available capabilities across all the different surface platforms to make the fleet more capable and lethal. He also would ensure that all requirements going forward were clearly tied to the National Defense Strategy, since “we can't afford to fund everything.” John Hootman, the deputy director for surface warfare, said he was looking at the architecture for the future surface combatants in the 2030-2040 timeframe, when the Ticonderoga-class cruisers and some of the early Arleigh Burke destroyers would be retiring. But, he said, “we can't know what we'll need until we know how we'll fight.” In response to a question, Hootman praised the creation of the Surface Development Squadron, which will help in that effort to determine how the future fleet would fight. Hootman also emphasized the need to look at capabilities across the fleet, not at specific platforms, to promote commonality across the fleet, including a common combat system that could equip the whole range of surface combatants and even the amphibious ships. But that focus on common systems also could apply to the hull, mechanical and electrical elements of future ships. “The push for commonality is key.” Another official extended that quest to communications systems, arguing that every different circuit in the fleet reduces capacity, flexibility and the ability to integrate operations in the strike group. Steven Dries, filling in for Rear Adm. Steven Pardoe, director of integrated warfare, noted that the capabilities that ships would need in the future will change, which makes it all the more important to field systems that can be modernized with software changes, rather than having to tear out hardware. Hootman stressed the same thing as a way to more efficiently modernize ships and gain commonality.     Lockheed Martin-Led Team Begins Construction On Navy's Littoral Combat Ship, The Future USS Nantucket

    MARINETTE, Wis., Oct. 9, 2019 /PRNewswire/ -- Lockheed Martin (NYSE: LMT) and Fincantieri Marinette Marine marked the beginning of construction on Littoral Combat Ship (LCS) 27, the future USS Nantucket, with a ceremony in Marinette. As part of a ship-building tradition dating back centuries, a shipyard worker welded the initials of Polly Spencer, USS Nantucket ship sponsor and wife of U.S. Secretary of the Navy Richard Spencer, into the ship's keel plate. This plate will be affixed to the ship and travel with Nantucket throughout its commissioned life. "The USS Nantucket will confront many complex challenges," said Richard V. Spencer, the U.S. Secretary of the Navy. "It will confront humanitarian relief all the way to great power competition, drawing on the strength of every weld, every rivet applied by the great people here." Unique among combat ships, the focused-mission LCS is designed to support mine countermeasures, anti-submarine and surface warfare missions today and is easily adapted to serve future and evolving missions tomorrow. The Freedom-variant LCS is: Flexible — Forty percent of the hull is easily reconfigurable, able to integrate Longbow Hellfire Missiles, 30 mm guns, and manned and unmanned vehicles designed to meet today's and tomorrow's missions. Lethal — LCS is standard equipped with Rolling Airframe Missiles (RAM) and a Mark 110 gun, capable of firing 220 rounds per minute. Fast — LCS is capable of speeds in excess of 40 knots.
