    The Army’s SAW and M4 replacement is headed to troops by 2022

    Todd South The gun that will replace both the M249 Squad Automatic Weapon and the M16/M4 rifle/carbine weapons — and add a new, widely distributed caliber to the U.S. military inventory for the first time in decades — is less than two years away. The Next Generation Squad Weapon finished its first prototype test event in September. The three previously selected offerings came from Sig Sauer, Textron Systems and General Dynamics Ordnance. Brig. Gen. David Hodne, Infantry School commandant and Soldier Lethality Cross Functional Team director, along with Brig. Gen. Anthony Potts, head of Program Executive Office Soldier, gave updates to Army Times ahead of the Association of the U.S. Army Annual Meeting and Exposition. Concurrently, the Army in April has also selected two companies, L3 Technologies and Vortex Optics, to compete for the fire control for the weapons system. Sig Sauer's design looks much like a conventional assault rifle while GD is using a bullpup design, which shortens the length by building the magazine feed into the weapon stock. Textron has built its weapon around the cartridge, which is unique to them, a cased telescope item that has the projectile inside of the casing to reduce weight. Back in April, each of the companies provided 15 rifles, 15 automatic rifles and 180,000 cartridges using the government-developed 6.8mm projectile. The 6.8mm projectile was chosen after decades of testing and evaluation showed that 5.56mm lethality at mid-ranges on the battlefield was inadequate and existing 7.62mm could be outperformed by the 6.8mm round and save weight for the soldier. The new caliber also gives the soldier both a rifle and automatic rifle firing the same round, both effective past the 600m mark of existing light calibers. Following the September testing, the companies will have six months until their next prototype test, scheduled to begin in February. During the annual Maneuver Warfighter Conference at Fort Benning in Georgia, Maj. Wyatt Ottmar, project officer over NGSW for the Soldier Lethality CFT, laid out some of the recent developments and next steps for the weapons system. Ottmar noted that Sig Sauer provided a combined steel lower and brass upper ammunition cartridge to reduce weight. A contract is expected to be awarded to one of the three companies this coming fiscal year with fielding to start in the fourth quarter of fiscal year 2022, or sometime between August and October 2022, to Infantry, Stryker and Armor Brigade Combat Teams. Ultimately, the weapon will be fielded to all close combat forces, including special operations forces, infantry, combat engineers and scouts. The fire control is expected to field six months ahead of the weapon, Potts said.     Germany officially knocks F-35 out of competition to replace Tornado

    By: Sebastian Sprenger COLOGNE, Germany ― Germany's Ministry of Defence has officially ruled out the F-35 joint strike fighter as a choice to replace its aging Tornado fleet, Defense News has learned. An official from the ministry confirmed that the F-35 is not a finalist in the competition, which seeks a replacement for the 90-jet fleet. The news was first reported by German site AugenGeradeaus. The move is not altogether surprising. Berlin for some time has officially favored an upgraded version of the fourth-generation Eurofighter Typhoon, built by a consortium of Airbus, Leonardo and BAE Systems, as the Tornado replacement. The main argument is to keep European companies involved in building combat aircraft and, perhaps even more importantly, staying clear of disturbing Franco-German momentum in armaments cooperation. However, the decision leaves open the question of certification for nuclear weapons. The Typhoon is not certified to carry the American-made nuclear bombs that Germany, as part of its strategic posture, is supposed to be able to carry on its jets. Competing against the Typhoon is Boeing's F/A-18E/F Super Hornet. Before the German MoD confirmed that the F-35 was officially out of the running, Reuters on Thursday reported that the ministry was considering splitting the buy between the Typhoon and either the F-35 or Super Hornet. Ordering both the Typhoon and an American aircraft would make it easier to continue carrying out the NATO nuclear mission, while also lending support to the European industrial base. However, it could complicate logistics, adding more expense and forcing the German air force to maintain two supply chains. It is worth noting that despite complaints about the cost of keeping the ageing Tornados flying, keeping around a certain number of them always has been considered a painful, but not impossible, proposition among some defense experts. That is especially the case for the nuclear mission. “There does not have to be a nuclear Tornado replacement,” Karl-Heinz Kamp, president of the Federal Academy for Security Policy, a government think tank, told Defense News last August. He noted that any German government is acutely averse to the publicity surrounding Berlin's would-be atomic bombers. “That's why they will keep flying the Tornados, despite the price tag and despite having asked about a Eurofighter nuclear certification in Washington,” Kamp predicted at the time. German defense officials on Thursday evening stressed that no decisions had been made besides reducing the playing field to the FA-18 and the Eurofighter Typhoon. The Defense Ministry will request additional information from the respective manufacturers, Boeing and Airbus, on the issues of operations, economic viability and timing, these officials said. Germany's decision appears to have come at the surprise of F-35 manufacturer Lockheed Martin, which was not told by the ministry of the imminent announcement. “We have not been officially notified of a decision on Germany's future fighter,” Lockheed spokesman Mike Friedman said in an emailed response to a query. “The F-35 delivers unmatched value as the most capable and lowest life-cycle cost aircraft, while delivering the strongest long-term industrial and economic opportunities compared to any fighter on the market.     How the Space Cybersecurity Working Group fosters communication

    By: Nathan Strout In September 2018, the Trump administration added space cybersecurity to the National Cyber Strategy. Of course, adding space cybersecurity to a strategy document doesn't automatically make those systems secure from cyberthreats. In the year since that document was adopted, the Space Cybersecurity Working Group has been trying to make the administration's desire that United States space assets are cybersecure a reality. “The National Security Council, in very close coordination with the National Space Council, as well as the Office of the vice president, decided to form an inner agency group called the Space Cybersecurity Working Group,” explained Jaisha Wray, cybersecurity director of the National Security Council. “The goals of our working group are to identify and coordinate and prioritize U.S. government efforts to manage cybersecurity risks to space systems.” As the cybersecurity director of the National Security Council, Wray is in charge of developing international cybersecurity partnerships. Previously she served as the acting deputy director of emerging security challenges at the Department of State, where she helped build space and cyber policies. At the CyberSat19 conference Nov. 7, Wray explained how her Space Cybersecurity Working Group was fostering communications between various organizations to enhance cybersecurity in space. Key to developing effective cybersecurity across the nation's space systems is communication, be it between space and cyber communities, the U.S. and international partners, or the government and industry, said Wray. “What we saw was that across departments and agencies in the U.S. government, the space and the cyber people are often located in different offices in different bureaus, and so one of the early successes of our working group is simply just bringing these folks together to try to reduce stovepipes, compare notes and provide updates,” she explained. Those meetings are ongoing and have been embraced by both communities, said Wray. The National Cyber Strategy also directed the National Security Council to enhance partnerships between the U.S. government and commercial and other space-faring nations. “This is particularly important since our efforts in space are becoming increasingly intertwined, both commercially and internationally, and we must ensure that all space systems — not just U.S. government satellites — are protected from cyberthreats,” said Wray. “However, a key challenge is convincing others to spend the extra money and resources necessary to make their satellites more secure when the extent of the threat is not always well known or available in the public domain. So this is why both internationally and with industry we plan to enhance our efforts to raise awareness and share information on cyberthreats and to develop and share best practices and principles to counter these threats.” On the industry front, the working group is backing the efforts of the newly established Space Information Sharing and Analysis Center (ISAC). ISACs are member-driven groups that work with the government to spread information through industry. The formation of a separate Space ISAC was announced in April, and the group held its first board meeting Nov. 7. “We were very pleased to see and now support the efforts of the new Space ISAC, which will help gather, analyze and disseminate critical cyberthreat information related to space among the federal commercial and international community,” said Wray. While the technical side of enhancing space cybersecurity presents its own challenge, it's clear that a major gap in implementing cybersecurity in space is connecting the various stakeholders, be they commercial companies, various agencies or other countries. “I'm confident that through the Space Cybersecurity Working Group, we can continue to make progress and working cooperatively to address these threats,” said Wray. https://www.fifthdomain.com/dod/2019/11/08/how-the-space-cybersecurity-working-group-fosters-communication/
