More than 100 military procurements facing delays: Defence Department

The delivery dates for new or upgraded equipment, some of which is needed urgently, have been pushed several years into the future

OTTAWA — The Department of National Defence has identified delays in more than 100 planned military purchases and facility upgrades, most of which have flown under the radar as attention has focused on the government's problems buying new fighter jets and warships.

While some of the schedule setbacks revealed by the Defence Department are relatively minor, others are significant, with the delivery dates for new or upgraded equipment — some of which is needed urgently — pushed several years into the future.

Those include new engineering vehicles and machine-guns for the army, new drones for the navy to hunt mines and satellite hookups for its submarines, and upgrades to the air force's aging fighter-jet and surveillance aircraft fleets.

More than half the list of 117 delayed projects is infrastructure projects on military bases, including health facilities, maintenance and storage hangars, armouries and ammunition depots.

The list was produced by the Defence Department and recently tabled in the House of Commons in response to a request from the official Opposition Conservatives.

Federal officials have to get better at setting “predictable” schedules when it comes to purchasing new equipment, Troy Crosby, whose job as assistant deputy minister of materiel is to oversee procurement at the Defence Department, acknowledged in an interview.

Yet Crosby believes much of the frustration around military procurement is the result of unrealistic expectations born of a lack of understanding and appreciation for how the system, which is dealing with more projects than at any time in recent history, actually works.

“The complexity of what it takes to bring a new piece of equipment into service is extraordinary, and early, early, early in a process, when we don't even know what it is we're going to buy or from where, there's a lot of uncertainty around those schedules,” he told The Canadian Press.

“I think people will understand ... you can't nail a date down to a month in a year specifically. And then if you're two days late or two months late or what have you, are you really late or was there just an amount of uncertainty around those schedules to begin with?”

As an example, Crosby pointed to the delayed delivery of new search-and-rescue airplanes, where the air force has been wrangling with the manufacturer Airbus over the level of detail that must be in the aircraft's technical manuals before the military will accept the planes.

“Three years into the contract, we're behind 18 days,” he said. “That's not a failure. If the standard is perfection, will defence procurement ever be not broken? I'm not sure. I think you're holding us to a pretty amazing standard.”

At the same time, Crosby noted that the air force's Buffalo and Hercules airplanes, which have been performing search-and-rescue missions in Canada for decades, continue to operate despite being long past their replacement dates.

“Do we want to get (the Forces) even better equipment so they can be even more effective at the job using modern technology? Yes,” said Crosby.

“But the Buffalo and those (search-and-rescue) crews are delivering for Canadians now. So I wouldn't want to leave the impression there that suddenly these capabilities don't work.”

Yet there have been several examples in recent years of the military either doing without because equipment got too old to use or the government investing taxpayer dollars to keep old gear going longer than anticipated.

Those include the navy having been without destroyers for the past few years, the government spending nearly $700 million to lease a temporary supply ship and plans to spend more than $1 billion to keep CF-18 fighters from the 1980s flying to 2032.

While some of those problems were caused by political dithering or mismanagement, they nonetheless underscore the real cost of delays.

The list of delayed projects produced by the Defence Department included brief explanations for why each procurement has been delayed. Some, such as the purchase of new machine-guns, related to problems with industry and fell outside government's control.

Others were afflicted with unforeseen technical issues and many of the delays were the result of “detailed schedule analysis” by government officials, suggesting the original timeframes were unrealistic or otherwise inaccurate.

There were also several delays, such as a plan to upgrade the sensors and weapons on the air force's Griffon helicopters, attributed to a shortage of procurement staff and other internal government resources.

Despite the delays, Crosby said he felt military procurement is “in a good place,” listing the recent delivery of new armoured vehicles and trucks for the army and the pending arrival of new Arctic patrol ships for the navy and the search-and-rescue planes for the air force.

“A lot is moving out,” he said. “There's a lot of movement.”

Conservative defence critic James Bezan, however, suggested the delays were the result of Liberal government mismanagement.

“The Trudeau Liberals continue to dither and delay when it comes to procuring new equipment for the Canadian Armed Forces,” he said in an email. “It is clear that the Trudeau Liberals repeatedly fail when it comes to procuring and upgrading equipment for our military heroes.”

Defence Minister Harjit Sajjan's press secretary Floriane Bonneville defended the Liberals' record on procurement.

“Overall, 90% of procurements are delivered within their planned scope and budget,” she said in a statement. “Our defence plan, Strong, Secure, Engaged, helps build strong, healthy communities and secures well-paying middle class jobs for Canadians. From boots to ships, we will continue to ensure Canada's military is well-equipped for the task at hand.”

    Murray Brewster · CBC News Move comes after Alion Canada challenged frigate design pick in Federal Court The federal government's decision to select a group of companies led by Lockheed Martin Canada to design and support the construction of the navy's new frigates is now facing a trade challenge, on top of a Federal Court challenge filed last week. Alion Science and Technology Corp. and its subsidiary, Alion Canada, have asked the Canadian International Trade Tribunal to look into the procurement deal. They're telling the tribunal that Lockheed Martin's design will need substantial changes to meet the federal government's requirements, which would mean higher costs and more delays. The company last week separately asked the Federal Court for a judicial review and an order quashing the decision, which saw Public Services and Procurement Canada select Lockheed Martin Canada as the preferred bidder on the $60 billion program. Alion pitched the De Zeven Provinciën Air Defence and Command (LCF) frigate, a Dutch-designed warship that is already in service in other countries. More delays? Depending upon how they play out, said defence procurement expert Dave Perry, both challenges have the potential to further delay the frigate program. Federal procurement officials had hoped to nail down a fully fledged design contract with Lockheed Martin by the winter. Perry, who works with the Canadian Global Affairs Institute, said he expects those negotiations to continue — unless the Federal Court orders them to halt. "Unless there is a compelling reason to stop, they are going to keep going," he said. "There is a recognition of the urgency across the board." That urgency is partly due to the program's legacy of delays, which have stretched the design competition out for almost two years. Public Services and Procurement Canada would not comment on the matter because it is before the courts, but a senior official, speaking on background Thursday, said the federal government has up to 20 days to respond to the court challenge. The official — who was not authorized to speak on the record because of the sensitivity of the file — said there is flexibility built into the timeline and the government is optimistic it can meet its goal of an early 2019 contract signing. Perry said there are aspects of both the court challenge and the application to the Canadian International Trade Tribunal that he finds puzzling. Alion claimed in its court filing that the winning bid was "incapable of meeting three critical mandatory requirements" of the design tender. Speed bump The company said, for instance, that the Type 26 cannot meet the mandatory speed requirements set out by the navy and that both Public Services and Procurement Canada and Irving Shipbuilding, the yard overseeing the construction, should have rejected the bid outright. Perry said the criteria cited by Alion were among the first the federal government evaluated. "The rest of Lockheed Martin's bid wouldn't have been looked at if the Crown and Irving was not satisfied that the bid met each of those [initial] criteria," he said. "It's a weird dynamic." Alion's trade tribunal application argues in considerable detail that in order for the Type 26 to meet Ottawa's speed requirement, it will have to undergo considerable redesign. The court application also cites the fact that the design tender was amended 88 times and those changes "effectively diluted the [warship] requirements" and allowed the government and Irving to select "an unproven design platform." Unlike its two competitors, the Type 26 has yet to enter service with the Royal Navy. Competitors have privately knocked it as "paper ship."     CAE awarded contract to deliver additional PC-21 simulator for French Air Force

    CAE announced on May 20 it signed a contract amendment last February with Cognac Formation Aero, a joint venture of Babcock France and Dassault Aviation, to provide an additional Pilatus PC-21 full-mission, ground-based simulator to support pilot training for the French Air Force (Armée de l'Air). The pilot training for the French Air Force is delivered under the programme de formation modernisée des équipages de chasse (Jet Pilots Modernized Training Program, formerly known as FOMEDEC). The program is designed to train future French Air Force fighter pilots. CAE was previously subcontracted to develop a comprehensive PC-21 ground-based training system that was delivered in 2019 and included two PC-21 full-mission simulators and a suite of PC-21 part-task trainers. “The addition of a third PC-21 full-mission simulator will significantly increase the synthetic training capabilities of the French Air Force at the Cognac-Ch'teaubernard Air Base,” said Marc-Olivier Sabourin, vice president and general manager, Defence & Security International, CAE. “The PC-21 ground-based training system plays a critical role in the overall training program and an additional PC-21 full-mission simulator will provide more flexibility while contributing to more effective live-flying training on the PC-21 aircraft fleet.” Similar to the first two PC-21 full-mission ground-based simulators, the new PC-21 simulator will feature a Pilatus-provided PC-21 cockpit integrated with a range of CAE simulation and synthetic environment technologies, including the CAE Medallion-6000 image generator, Open Geospatial Consortium Common Database (OGC CDB) architecture, and computer-generated forces software. The new PC-21 full-mission simulator will be delivered in 2022 to the Cognac-Ch'teaubernard Air Base in southwest France. CAE currently provides on-site maintenance and support services on the PC-21 ground-based training system and will continue to provide these services on the new simulator.     Installing Canadian software on Australian F-18s first order of business when aircraft arrive, says defence official

    DAVID PUGLIESE, OTTAWA CITIZEN One of the first things that will be done to the used Australian F-18s that Canada is purchasing is that the aircraft will be outfitted with different ejection seats and software. The first two F-18s that Canada is buying from Australia will arrive sometime in the spring and will be sent to Cold Lake, Alta, said Pat Finn, assistant deputy minister for materiel at the Department of National Defence. “They land, they (the Australians) will remove their software and we'll install our software,” Finn explained in an interview. Also to be installed are ejection seats and a lighting system that is used on the CF-18s. “Ultimately the intent is the 18 aircraft are indistinguishable from our 76 aircraft,” Finn said. Canada has finalized its deal to buy the 25 used fighter jets from Australia, Eighteen of the Australian F-18 aircraft will eventually be flying while another seven will be used for testing and spare parts. The Department of National Defence still has to figure out how to get the aircraft over from Australia. “We would rather fly them over,” Finn said. “Or have them (the Australians) fly them over.” The Liberal government had originally planned to buy 18 new Super Hornet fighter jets from U.S. aerospace giant Boeing to augment the Royal Canadian Air Force's CF-18s until new aircraft can be purchased in the coming years. But in 2017 Boeing complained to the U.S. Commerce Department that Canadian subsidies for Quebec-based Bombardier allowed it to sell its C-series civilian passenger aircraft in the U.S. at cut-rate prices. As a result, the Trump administration brought in a tariff of almost 300 per cent against the Bombardier aircraft sold in the U.S. In retaliation, Canada cancelled the deal to buy the 18 Super Hornets. That project would have cost more than US$5 billion. Instead of buying the new Super Hornets, the Liberals decided to acquire the used Australian jets. Defence Minister Harjit Sajjan says the extra jets are needed to deal with a “capability gap” as Canada does not have enough fighters to handle its commitments to NATO as well as protecting North America. But Conservative MPs say the capability gap didn't exist and was concocted by the government to delay a larger project to buy new jets, a competition that might end up selecting the F-35 stealth fighter the Liberals vowed never to purchase. In November 2018 Auditor General Michael Ferguson issued a report noting that the purchase of the extra aircraft would not fix the fundamental weaknesses with the CF-18 fleet which is the aircraft's declining combat capability and a shortage of pilots and maintenance personnel. “The Australian F/A-18s will need modifications and upgrades to allow them to fly until 2032,” the report noted. “These modifications will bring the F/A-18s to the same level as the CF-18s but will not improve the CF-18's combat capability.” https://ottawacitizen.com/news/national/defence-watch/installing-canadian-software-on-australian-f-18s-first-order-of-business-when-aircraft-arrive-says-defence-official
