    This mobile comms unit has people talking

    By: Mark Pomerleau The Army has a slew of ongoing efforts to modernize its tactical network, including a focus on a pilot unit that moves quickly through the world and spectrum to tailor critical communications systems support. The Expeditionary Signal Battalion-Enhanced (ESB-E) supports units that don't have organic comms capabilities. These could include military intelligence battalions, chemical battalions, engineering battalions or air defense artillery branches. The ESB-E can also augment regular Army units, as a renewed focus on great powers requires all units to be much more mobile and expeditionary. What that means for signal battalions is their gear will have to be easily carried and set up to enable them to maneuver with units in a rapid manner. “The Army's transitioned to focusing on data environment and near-peer threat. The need for those logistical tails and for the enablers to move rapidly has increased, which is part of the demand signal that has gotten us away from” the Warfighter Information Network-Tactical of the past, Maj. Jeff Forry, S-3 50th Expeditionary Signal Battalion, told C4ISRNET during a demo of Army network modernization efforts at Fort Myer June 18. Forry said they've provided much more modular and scalable capabilities than the Humvee-mounted, satellite transportable terminal-based capabilities of year's past. In March 2018, the Army authorized the beginning of the ESB-E pilot, which is intended to create more mobile and agile kits for signal brigades. As part of the pilot, three companies under the battalion have been outfitted with capabilities from three vendors. This includes basebands — made by DTech, PacStar and Klas — with accompanying Tampa Microwave or L3 satellite terminal dishes of varying diameter depending on the users the unit needs to accommodate. Overall, the battalion has packages to provide communications for a variety of users. “When I plan a mission, less than 20 users, I'd start looking at small [packages] ... when we start pulling 20 up to 48 I'm looking at medium, and then after that we'd either use multiple mediums or start looking at the [large] package,” Forry said. The modularity of the kits mean, in many cases, just adding more users merely involves just sliding a small router into the baseband and utilizing a slightly larger satellite terminal. This is easier than the old WIN-T way of doing things where teams needed to bring full transit cases to add more users and bandwidth. One user noted that the modularity of the kit allows teams to mix and match based on the requirement. For example, if they only need connectivity to the Pentagon's secret network, as opposed to the unclassified network, they only need to bring those services with them. During a recent event at Dugway Proving Grounds, members from the signal battalion supported a chemical brigade, which had to get in and out of affected areas very quickly. The team took a small package and was able to get communication up in less than 10 minutes. They were onsite for 20 minutes, packed up and moved to the next site. The Army is continuing to utilize training events, combat training center rotations and exercises such as Saber Guardian in Europe to evaluate systems within the pilot program and execute operational tests for the gear. “The different approach we took for this prototype that we're doing is we didn't go set off a dedicated unit to do an operational test,” Col. Greg Coile, project manager for tactical networks at Program Executive Office Command, Control, Communications-Tactical, said. “Their operational test is when they go to Saber Guardian, when they go do the operational support, that is how we're testing and ... we use that user feedback going forward.” Coile added that this ongoing experimentation also allows units to get more repetitions as opposed to the old way of doing things, where the unit would get the equipment two weeks ahead of an operational test at something like the Network Integration Evaluation. Now units get an entire year with the equipment, which means the value of feedback is much higher, Coile said. The capabilities for the ESB-E unit will be part of the Army's first delivery of capability in 2021 for its network modernization the service is calling capability set 2021. Coile said the pilot will run until September, after which the Army will begin to make decisions on down-selecting vendors and outfitting actual units with the kits. The plan is to have every unit have the same equipment, as opposed to three companies currently outfitted with different vendor equipment for the prototype. A battalion will be complete in 2019, Coile said, and they are funded for three more in 2020. Moreover, they'll buy more in late 2020 to early 2021 and field those three.     US government may gain new power to track drones and shoot them down

    By: David Koenig, The Associated Press An aviation bill Congress is rushing to approve contains a little-noticed section that would give authorities the power to track, intercept and destroy drones they consider a security threat, without needing a judge's approval. Supporters say law enforcement needs this power to protect Americans from terrorists who are learning how to use drones as deadly weapons. They point to the Islamic State terrorist group's use of bomb-carrying drones on battlefields in Iraq, and warn that terrorists could go after civilian targets in the United States. Critics say the provision would give the government unchecked power to decide when drones are a threat. They say the government could use its newfound power to restrict drone-camera news coverage of protests or controversial government facilities, such as the new detention centers for young migrants. The provision is tucked in a huge bill that provides $1.7 billion in disaster relief and authorizes programs of the Federal Aviation Administration, which regulates drones. The House approved the measure Wednesday by a 398-23 vote, and the Senate is expected pass it on to President Donald Trump's desk in the coming days. The White House signaled support of the drone provision in July. Sen. Ron Johnson, a Wisconsin Republican, introduced the Preventing Emerging Threats Act this year. It would give the Homeland Security Department and the Justice Department power to develop and deploy a system to spot, track and shoot down drones, as unmanned aircraft are called. Officers would have the authority to hack a drone operator's signal and take control of the device. The bill was never considered on its own by the full Senate or the House. Instead, in private negotiations that ended last weekend, it was tucked into a "must-pass" piece of FAA legislation. Homeland Security Secretary Kirstjen Nielsen wrote in a recent op-ed that the threat of drone attacks "is outpacing our ability to respond." She said criminals use drones to smuggle drugs across the border, but worse, terrorists like the Islamic State are deploying them on the battlefield. "We need to acknowledge that our first and last chance to stop a malicious drone might be during its final approach to a target," she wrote. Attorney General Jeff Sessions said in a statement this week that the measure "would finally give federal law enforcement the authority we need to counter the use of drones by drug traffickers, terrorists and criminals." The National Football League's top security executive recently endorsed the bill's intent but said it should go further by letting trained local police officers intercept drones. The official, Cathy Lanier, a former Washington, D.C., police chief, said the NFL is alarmed by an increase in drone flyovers at stadiums. Opponents including the American Civil Liberties Union argue that the proposal gives the government unchecked power to track and seize drones without regard for the privacy and free-speech rights of legitimate drone operators. It exempts the government agencies from certain laws, including limits on wiretapping. The bill provides no oversight or means to question a government decision about what is a "credible threat" and what is an "asset" or "facility" in need of protection when drones are nearby. News organizations are increasingly using drones. They deploy them to cover natural disasters like the recent flooding from Hurricane Florence and also controversies such as the Trump administration's construction of new camps for migrant children who were separated from their parents at the U.S.-Mexico border. "Being able to see footage of protests, the size of protests, being able to see facilities like those at the border is useful — those are newsworthy events," said India McKinney, a legislative analyst for the Electronic Frontier Foundation.     SOCOM seeking technologies for war in a post-cyberpunk era

In a new request for information, the United States Special Operations Command is looking for a range of computer and computer-enabled technologies, all designed to make Special Operators function in some way more than human. These technologies range from sensors to nano-drones to biomedical performance enhancements. Taken together, the list of desired capabilities is a preview of what may be possible in the near-future to shape the intimate fights on the edges of wars. Miniature robot scouts, hyper-aware data collection and monitoring riding along low-bandwidth nodes, tailorable hyperspectral imaging sensors, biometric tracking resistance, and go-pills without adverse effects are all on asking, and that's just a handful of the dozens of capabilities sought. The full request for information is available online. To parse through it, here are some of the standout categories. Robots, blood-transporting robots How many pounds of blood is a reasonable amount of blood for a robot to carry? Ten pounds, answers the SOCOM request. Specifically, SOCOM is looking for an unmanned aerial blood delivery system that can do vertical takeoff and landing (VTOL), or at least operate without a runway. The 10 pound requirement is a minimum, and roughly approximate to the amount of blood in a person weighing 150 pounds. In order for the blood to be useful, it has to be kept between 35-46 degrees Fahrenheit, ideally through passive means, all the way from loading through transit, delivery, and unloading. That unloading should “minimize shock to the payload for any proposed delivery concept,” because again, this is about making a robot that can deliver blood in a useful and life-saving state. Blood transport drones already exist, and have safely demonstrated blood transport in small amounts and over modest distances. SOCOM wants a blood drone that can transport its cargo over 100 miles and back, while staying in contact and control of human operators. That's an ambitious ask, and it's one of just five named categories of drone technology sought by SOCOM. Another is a platform-agnostic desire for an expeditionary ISR platform, which can operate as individuals, in pairs, or in meshed swarms. These drones will have modular payloads, carry at least two sensors, and require minimum logistics support. One asked-for way to sustain these drones is by “alternative power through environment,” like directly sipping power from power lines or incorporating a way to charge off renewable energy. The other three categories of drone are ambitious, though in more familiar terms. There's a listing for a Nano VTOL drone, with a takeoff weight of 2.6 ounces that can fly autonomously inside and avoid collisions, with a human monitoring but not directly piloting the drone. Ten times the size is the Micro VTOL drone, at about 1.6 pounds, capability of all-weather an autonomous flight, and able to operate both without GPS and in caves. The biggest non-blood-carrying drone SOCOM is looking for is a hand-launched or fixed-wing VTOL vehicle that can be recovered without special equipment, will weigh no more than 7.8 pounds, and can fly for at least 90 minutes at sea level. These drones are familiar machines, mostly, even if some of the payloads are a little unusual. Sensors in a robot are common enough. SOCOM is also looking for a way to increase the sensors carried and used by a person on foot. Hyper-sensors Collecting information is nothing without processing it into a useful form, and this SOCOM RFI seeks information on both. While the specific means are not detailed, there's a desire for “edge computing” to “derive useful information at the point of collection through sensor fusion and forwards processing without reliance on high bandwidth, long haul communications.” That likely means computers and AI already in the field and embedded in equipment carried by the special operations forces. Making that information intelligible is one task a Heads Up Display (HUD), but SOCOM is also open to audio cues and haptic feedback, among other means, for relaying processed information in a useful and immediate form. Collecting that information will be a new suite of Intelligence, Surveillance, and Reconnaissance (ISR) sensors, designed with the limitations and hard conditions of present and future special operations missions in mind. That means working without “owning the air domain,” a break from decades of assumptions for conventional and counter-insurgent warfare, but a break that acknowledges the likely presence of cheap drones on all sides of future battles. These sensors will include visual spectrum, infrared, hyper-spectral imaging, LIDAR, electronic warfare, can operate autonomously and be mounted on drones or scattered on the ground to work and transmit data remotely. For good measure, SOCOM is also asking for technologies that would allow drones to work as something like a universal translator even in denied connectivity environments. With linguistic expertise, regional dialects, demographic information and cultural sensitivities programmed in, the drones will do the fraught social massaging around war. If there is anything that will convince a local population about the right intentions of the people presently fighting nearby, it's a robot that's hip to the local slang. More than human All this collecting and transmitting information is likely to produce a host of signals, so SOCOM is also looking for technologies that “help avoid physical detection by acoustic, thermal, radar, visual, optical, electromagnetic, virtual, and near infrared means.” Finding a way to remain discreet in an information rich environment is a challenge for everyone in society today, one tacitly acknowledged by an ask for a technology to “help manage digital presence within the realm of social media.” (Step 1 for that is probably not using a jogging app with geolocation turned on.) Biometric technologies (think: facial recognition, etc) are often seen as a tool of the powerful, wielded by governments against vulnerable populations. While they certainly can be that, they can also pose a challenge to individuals in the employ of one military trying to evade the sensors used by another. To that end, SOCOM is looking for technologies that provide resistance to biometric tracking. (While it's not specified, Juggalo-style face paint might work for this exact purpose). Finally, once a special operator has evaded detection, used the sensors on hand, and has an adequate amount of robot-delivered blood to keep going, there is an interest in human performance and biomedical enhancements. These include drugs and biologics that can enhance cognitive performance, increase “peak performance sustainability, including increased endurance, strength, energy, agility, and enhanced senses” and a whole other wish list of capabilities that officers from time immemorial have demanded of the people under their command. Most promising, perhaps, is the ask for “medical sensors and devices that provide vital sign awareness and send alerts,” and “austere trauma treatment,” both of which don't require transformative properties in the people using them. Science fan-fiction It's too early to say how many of the asks in this RFI are realistic, though some are already delivered technologies and others certainly seem near-future plausible. More importantly, the request as a gestalt whole suggests a desire for people that are more than human, and capable of performing everything asked of them in remote battlefields, far from home.
