Lockheed Martin To Provide Enhanced Electronic Warfare Capabilities To U.S. Army And Coalition Helicopters

Owego, N.Y., October 28, 2019 – Under terms of a recent contract, Lockheed Martin (NYSE: LMT) will provide the U.S. Army and foreign military customers additional electronic warfare systems that enable faster detection and identification of threats. The Modernized Radar Frequency Interferometer system identifies intelligence, surveillance and reconnaissance (ISR) emitters and allows the pilot to detect and engage a threat long before the aircraft becomes vulnerable, increasing aircraft survivability and lethality.

“Since the first delivery of the MRFI production unit in February 2018, the MRFI program has delivered enhanced electronic warfare capabilities to our U.S. Army and international coalition customers,” Hamid Salim, vice president, Advanced Product Solutions at Lockheed Martin Rotary and Mission Systems said. “At Lockheed Martin, we continue to partner with our customers to modernize our forces and enhance their arsenal and capability readiness. We are extremely proud to offer this critical capability to the Apache warfighter.”

The MRFI system delivers accurate Radar Frequency information by quickly detecting, identifying, prioritizing, and locating radars in dynamic battlefield environments to protect air crews.

The recent $42.7 million contract for MRFI systems represents a second delivery order and increases the total program value to $102 million. MRFI production will be performed in Owego, New York through 2022.

Lockheed Martin has provided more than 7,800 electronic warfare (EW) systems for more than 50 years to the U.S. Army, U.S. Navy and U.S. Air Force. EW systems provide electronic attack, electronic protection and electronic support to disrupt adversaries and protect warfighters.

Airborne EW systems include the AN/ALQ-210 for U.S. Navy and international MH-60R, AN/ALQ-217 for the U.S. Navy's E-2C/D aircraft, and the APR-52 digital Radar Warning Receiver for U.S. Air Force Combat Rescue Helicopters. Additional airborne platforms include the AH-64D/E Apache Helicopter, B-2 Bomber, Canadian Maritime Helicopter and the CP-140. Naval EW systems include SEWIP Block 2 for aircraft carriers, cruisers, and destroyers, and BLQ-10 and Multi-function Modular Mast (MMM) for Virginia- and Seawolf-class submarines.

    5 takeaways: Top US Navy officer releases updated strategy document

Larter WASHINGTON — The U.S. Navy's top officer released an updated version of his strategy document Monday, an expanded version heavy on goals for specific programs that extend beyond his tenure as chief of naval operations. Almost twice the length of the first edition, Adm. John Richardson's Design for Maintaining Maritime Superiority version 2.0 expands on some of the concepts laid out in 2016, and functions as a to-do list for both the fleet and the Office of the Chief of Naval Operations staff. Here are five takeaways: 1) Adversaries Design 2.0 is still aimed squarely at competing with China and Russia. “China and Russia seek to redefine the norms of the entire international system on terms more favorable to themselves,” the document reads, and goes on to say that the U.S. “competitive advantage has shrunk and, in some areas, is gone all together.” The U.S. Navy must be agile to keep pace with technology and the tactics of adversaries, the document outlines. To do so it must compete in “gray zone” areas as well as when the shooting starts – to compete with China and Russia in scenarios short of war as well as in direct combat, Richardson writes. “Our adversaries can operate at different levels of intensity in different domains and the same time,” the document reads. 2) To-do list The middle of the document greatly expands on the CNO's “lines of effort,” or areas of focus. Under “Strengthening Naval Power,” CNO lists a number of strategic goals – including standing up the new Norfolk-based 2nd Fleet, which will control ships, submarines and aircraft based out of Norfolk; developing new concepts of operations that focus on fighting as a more spread-out force able to cover more territory through networking sensors; and continuing to apply the lessons learned from the two fatal guided-missile destroyer accidents in 2017. The document outlines award date goals for contracts to major programs, from the future frigate (2020) and Large Unmanned Surface Vehicle (2023). It identifies the requirement for the replacement to the F/A-18 Super Hornet and E/A-18G Growler by the end of 2019 – a program known as Next Generation Air Dominance – to field by 2030. Other initiatives include integrating more artificial intelligence and machine learning into warfare systems, as well as 3D printing for replacement parts. The document also establishes goals for personnel including making it easier for sailors to choose and negotiate orders and access their records on their smart phones. 3) New stuff The document calls for a new three-star command inside OPNAV that is linked to a related effort to transform the Naval War College in Rhode Island and the Naval Post-Graduate School in Monterey, California. Naval War College, combined with Naval Warfare Development Command, will support Development Group East, which will workshop and develop new concepts based on the new technologies entering the fleet. On the West Coast, Development Group West will be supported by Space and Naval Warfare Systems Command the Post-Graduate School and will serve as a “center of excellence” for capabilities development. The three-star inside OPNAV will be the coordinator for these new constructs, tasked with overseeing the Navy's “education, experimentation, exercise, and analytic efforts.” The document also calls for the development and fielding of an offensive hypersonic weapon by 2025, a move to counter China and Russia's moves with similar systems. It also references a new “large-scale exercise” planned for 2020, although details are sparse. 4) Logistics The new design puts an emphasis on what has become a glaring shortfall of the U.S. military, its logistics. “We will aim to act as early as possible to de-escalate any crisis on our terms and be ready for the next move,” the document reads. “This will require we sustain the fight with the logistics capabilities needed to refuel, rearm, resupply and, repair our operational forces” Later the document calls for the Navy to “posture logistics capability ashore and at sea in ways that allow the fleet to operate globally, at a pace that can be sustained over time.” 5) Takeaway While the document is detailed, the overall tone shift of Richardson's design from documents released a decade ago is stark, according to James Holmes, a strategy professor at the Naval War College. “The change of tone from the 2007 Maritime Strategy, our first strategy since the 1980s, is stunning,” Holmes said in an email. “The 2007 strategy was a document for a world that might turn competitive or might remain cooperative. The name China appeared nowhere, let alone as a potential foe, while there were a fair number of gauzy generalities and platitudes in there. “You could track the shift in tone from 2007 through the 2015 ‘refresh' of the Maritime Strategy through Design 1.0 in 2016 to this document. Doing so tells you the world has changed around us and we are trying to change with it – or catch up where we've fallen behind.” As for the detailed pieces of the document, they function as a good list of priorities, said Bryan McGrath, a former destroyer skipper turned consultant who worked on the last Maritime Strategy. “This is a solid statement of command intent,” McGrath said. “It is essentially a worklist for his subordinates to guide and prioritize their efforts.     Despite Hard Times, The F-35 Program Demonstrated Stellar Performance In 2020

    By Dan Gouré In a year where the Department of Defense struggled to address a global pandemic, uncertainty at home, and multiple security challenges abroad, the F-35 program stands out as a success story. The aircraft continues to provide exceptional capability for three U.S. Armed Services and more than a dozen foreign operators. In the face of COVID-19 slamming their supply chains on the home front, the F-35 industrial team still managed to produce a near-record 123 fighters. 2020 also saw the roll-out of the first version of the Operational Data Integrated Network (ODIN), the new logistics support program. This is a remarkable record for any large, complex defense program in normal times, much less while struggling to deal with the human and economic toll caused by a global pandemic. COVID-19 has brought heartache and death to this country. It has also disrupted the operations of businesses large and small. The Department of Defense (DoD) has struggled along with every other organization to protect its people while conducting the necessary business of defending the nation, maintaining force readiness and ensuring the continuation of modernization efforts. In addition, the U.S. military deployed to support state and local governments with their pandemic responses and even helped with the development of COVID vaccines. The defense and aerospace industry also responded to the challenges posed by the virus. Protection of its workforce was and remains the number one priority. At the same time, industry knew that it had to continue to make progress on programs and plans to equip the military. An example of how well DoD and the defense industry has coped with the ravages of the pandemic is the Lockheed Martin F-35 program. For example, the pre-COVID plan called for producing 141 F-35s in 2020. This was revised downward in May to between 117 and 123, as DoD planners and industry saw what was happening. The Lockheed Martin team was proactive in changing its production plans and cleaning methods to protect workers. Nevertheless, the program reached its new goal, delivering 123 aircraft, including nearly 50 to foreign partners and countries using the Foreign Military Sales system. 2020 also saw the delivery of the 500th F-35 and the completion of more than 250,000 flight hours across the global fleet. The cost for the F-35 continues to decline, with the price for the benchmark F-35A projected to drop to under 80 million dollars by 2021. According to industry sources, the F-35's reliability continues to improve. The newest production aircraft average greater than 70% mission capable rates, and some are consistently near 75%. Last year saw F-35s from all three Services participate in numerous exercises and training events. One of the most noteworthy of these was Project Convergence, an Army Futures Command program designed to help develop an artificial intelligence and machine learning-based battle management system to direct a host of new weapons systems, such as the Extended Range Cannon Artillery. In a major exercise, the ability to conduct fire missions based on sensor data from Marine Corps F-35Bs passed to Army long-range artillery was demonstrated. Having declared the carrier-variant of the F-35 — the C model — fully operational, the Navy and Marine Corps spent 2020 getting ready to deploy it aboard U.S. aircraft carriers. Together with deployments of advanced versions of the Boeing F/A-18E/F, the Northrop Grumman E-2D Hawkeye, the Bell Boeing CMV-22B Osprey, and the new Boeing MQ-25 aerial refueling drone, the F-35C will transform the carrier air wing. Despite limitations imposed on close contact because of the pandemic, countries acquiring the F-35 continued to induct aircraft, stand up units and conduct training missions during 2020. In July, Italian Air Force F-35s returning home from an air policing mission in Iceland stopped in the United Kingdom to train alongside Royal Air Force F-35Bs. The U.S. has also participated with many partner countries and overseas allies in training exercises with the F-35. Last October, the Israeli Air Force and U.S. Air Force conducted a joint exercise in Israeli skies. Defying COVID, the United Kingdom sent its newest aircraft carrier, the Queen Elizabeth, to sea for a pre-deployment exercise in late 2020. Not only did the Queen Elizabeth demonstrate its ability to operate the short-takeoff and landing variant of the F-35, the F-35B, it also hosted a squadron of U.S. Marine Corp F-35s in a clear demonstration of how the F-35 enhances interoperability with allies. In 2020, more countries also entered the Joint Strike Fighter community. In a landmark agreement, the United States will sell the United Arab Emirates up to 50 F-35s, along with advanced unmanned aerial systems and air-delivered munitions. An agreement between Warsaw and Washington for Poland to acquire 32 F-35s was signed in early 2020. Given the impacts of COVID on virtually all the Department of Defense's activities, it would be surprising if there were no problems with the F-35 program. One such virus-related impact was the need to delay a decision on full-rate production, previously planned for March 2021 to a later date. This was not due to problems with the F-35 itself, production lines, or deployment of software. Rather, it reflected problems in operational test and evaluation, as the need for social distancing made it difficult to complete a number of required test and evaluation activities. In addition, the pandemic forced delays in completion of the Joint Simulation Environment (JSE), an extremely sophisticated virtual testing regime being built to assess the performance of advanced aircraft, particularly the F-35. According to the Office of the Secretary of Defense, a combination of technical challenges and the impact of COVID‐19 was delaying the maturation of the JSE. This will prevent the completion of F‐35 Block 3F software's Initial Operational Test & Evaluation by the original target date of March 2021. 2020 proved the resilience of the U.S military and the defense and aerospace, industrial base. Despite the COVID-19-created delay in fielding the JSE and conducting the full operation test and evaluation program, F-35s continues to roll off the production line, enter service and perform extraordinarily well in exercises and on operational deployments.
