L'Europe de la Défense décolle

La ministre des Armées Florence Parly et son homologue allemande Ursula von der Leyen ont donné le coup d'envoi industriel au système de combat aérien du futur (Scaf), mercredi 6 février. Ce projet doit remplacer le Rafale français et l'Eurofighter allemand à horizon 2035.

Un petit pas pour les industriels de l'armement, un grand pas pour l'Europe de la Défense. Le 6 février, dans l'usine du motoriste Safran de Gennevilliers (Hauts-de-Seine), la ministre des Armées Florence Parly et son homologue allemande Ursula von der Leyen ont signé les premiers contrats d'études auprès des industriels pour lancer le système de combat aérien du futur (Scaf).

Cet appareil doit remplacer à l'horizon 2035, les Rafale de l'armée française et les Eurofigther allemands. Dassault Aviation et Airbus vont bénéficier d'un financement de 65 millions d'euros pour mener les premières études de définition. Ils devront définir l'architecture de l'appareil et de son environnement immédiat comme les drones qui l'accompagneront dans sa mission ainsi que ses capacités à déjouer les défenses aériennes adverses.

    DARPA Wants to Find Botnets Before They Attack

    By Jack Corrigan The defense agency awarded a contract to develop a tool that scours the internet for dormant online armies. The military's research branch is investing in systems that automatically locate and dismantle botnets before hackers use them to cripple websites, companies or even entire countries. The Defense Advanced Research Projects Agency on Aug. 30 awarded a $1.2 million contract to cybersecurity firm Packet Forensics to develop novel ways to locate and identify these hidden online armies. The award comes as part of the agency's Harnessing Autonomy for Countering Cyber-adversary Systems program, a DARPA spokesperson told Nextgov. To build botnets, hackers infect internet-connected devices with malware that allows them to execute orders from a remote server. Because the virus sits dormant most of the time, the owners of infected devices rarely know their computer, smartphone or toaster has been compromised. Through the HACCS program, DARPA aims to build a system that can automatically pinpoint botnet-infected devices and disable their malware without their owners ever knowing. Launched in 2017, the program is investing in three main technologies: systems that uncover and fingerprint botnets across the internet, tools that upload software to infected devices through known security gaps, and software that disables botnet malware once it's uploaded. Packet Forensics' technology falls under that first category, the DARPA spokesperson said. Eventually DARPA plans to integrate each of those technologies into a single system that can spot, raid and neutralize botnet-infected devices without any human involvement. Because the tool would only target botnet malware, people could continue using the devices just as they had before, the agency said in the program announcement. During phase one of the three-part project, Packet Forensics will build a technology capable of scanning some five percent of global IP addresses and detecting botnets with 80 percent accuracy. By the end of the program, DARPA anticipates the system to analyze 80 percent of the global internet and correctly spot botnets 95 percent of the time. The effort is scheduled to last to four years, with the first phase running 16 months.     Army to award new contracts to support mobile comms units

    Mark Pomerleau The Army is awarding delivery orders to three vendors to support equipment for three Expeditionary Signal Battalion-Enhanced (ESB-E) units. Specifically, the awards will support fielding of satellite baseband equipment, said Paul Mehney, director of public communications at Program Executive Office Command, Control, Communications-Tactical. Expeditionary signal battalions support units that don't have organic communications capabilities. These groups could include military intelligence battalions, chemical battalions, engineering battalions or air defense artillery branches. The ESB-E aims to be more mobile and require less equipment in order to drop in, support units and move more quickly on the battlefield. Overall, the vendors will be responsible for providing 48 baseband sets of equipment for each ESB-E formation. “Due to aggressive initial fielding timelines, after the first six ESB-E formations are fielded, the program office intends to open baseband capability competition for future ESB-E needs,” Mehney said. PacStar was recently awarded a contract to support the ESB-E program to provide its 400-Series modular platform to enhance tactical expeditionary communications, the company said in a July 7 release. The 400-Series is lightweight allowing these smaller and expeditionary units to maneuver more quickly. It includes 128 GB RAM, virtual routing and the PacStar 463 Radio Gateway. “Network modernization to meet warfighter needs and defense priorities is a core focus for the Army and across the DoD, and we are proud to support these efforts with PacStar 400-Series for ESB-E,” Peggy J. Miller, chief executive of PacStar, said in a statement. “With these solutions, ESB-E [Scalable Network Node] will get the smallest, lightest, modular tactical communications platform in the industry, which is part of our larger initiative to enable increased reliability and innovation for warfighters.” The other vendors include Klas and DTECH, with all three supporting one ESB-E. An additional delivery order for each vendor to a second ESB-E will be issued, meaning in the near future, each vendor will support two units a piece. After that, the Army will open up the contracts to competition. This approach follows how the Army has been experimenting to date by providing similar, yet comparable equipment to several ESB-E's. These companies have provided separate equipment to three units allowing the Army to gain useful feedback from units to see what they liked and disliked about the gear. This has allowed the Army to execute rapid prototyping and experimentation on a tighter timeline for making fielding decisions while providing equipment to soldiers in the interim.
