Les fonds HLD et PAI pourraient racheter Photonis

Selon le magazine Challenges, les fonds français HLD et PAI Partners discuteraient du rachat de Photonis, la pépite française de la vision nocturne, dont l'Etat a bloqué la vente à l'américain Teledyne en décembre dernier. Un rapprochement avec Lynred, coentreprise de Safran et Thales, spécialisée dans les détecteurs infrarouges, serait envisagé, avec le soutien de Bpifrance. Un tel rapprochement permettrait la création d'un nouveau champion français de l'infrarouge et de l'intensification de lumière.

    Contract Awards by US Department of Defense - October 17, 2018

    NAVY Northrop Grumman Systems Corp., doing business as Northrop Grumman Mission Systems Sector, Bethpage, New York, is awarded a $697,029,788 indefinite-delivery/indefinite-quantity contract for system upgrades for the EA-18G system configuration sets, Airborne Electronic Attack and Electronic Warfare systems and final upgrades for the EA-6B system for the Navy and the government of Australia under the Foreign Military Sales program. Work will be performed in Pt. Mugu, California (50 percent); Baltimore, Maryland (29 percent); Bethpage, New York (20 percent); and Rolling Meadows, Illinois (1 percent), and is expected to be completed in October 2023. Fiscal 2019 operations and maintenance (Navy) funds in amount of $996,902 are being obligated at time of award, all of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1. The Naval Air Warfare Center Weapons Division, Point Mugu, California, is the contracting activity (N68936-19-D-0007). LGS Innovations LLC, Westminster, Colorado, is awarded a $15,528,008 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee, firm-fixed-price contract for engineering services, materials, training, and testing to support integration and operation of information operations payloads into unmanned aerial vehicles used by the U.S. Special Operations Command and the Navy. This two-year contract includes a three-year option which, if exercised, would bring the cumulative value of this contract to an estimated $34,996,905. Work will be performed across three geographic zones in the areas of Westminster, Colorado (40 percent); Florham Park, New Jersey (40 percent); and Jessup, Maryland (20 percent). The work is expected to be completed Oct. 16, 2020. If the option is exercised, the period of performance would extend through Oct. 16, 2023. No funds will be obligated at the time of award. Funding will be obligated via task/delivery orders using anticipated types of funding to include: operations and maintenance (Navy); other procurement (Navy); and research, development, test and evaluation (Navy). Contract funds will not expire at the end of the current fiscal year. This sole-source procurement is issued using other than full and open competition in accordance with Federal Acquisition Regulation Subpart 6.302-1 and 10 U.S. Code 2304(c)(1) - only one responsible source. The Space and Naval Warfare Systems Center Pacific, San Diego, California, is the contracting activity (N66001-19-D-3401). Wiley Wilson Burns and McDonnell JV, Alexandria, Virginia, is awarded $15,000,000 firm-fixed-price modification under a previously awarded indefinite-quantity architect-engineering contract (N40080-15-D-0452) to exercise option four for engineering and design services for general and administrative facilities within the Naval Facilities Engineering Command. The total contract amount after exercise of this option will be is $75,000,000. No task orders are being issued at this time. Work will be performed at various administrative facilities within the Naval Facilities Engineering Command Washington area of responsibility, including but not limited to, Maryland (45 percent); Washington, District of Columbia (30 percent); and Virginia (20 percent). Government Systems Division, Cedar Rapids, Iowa, is awarded a $7,062,238 five-year long-term contract for repair of 22 various navigation and communication items that are a part of the KC-130J, H-1, E-2C, P-3, common systems and other aircraft. Work will be performed at contractor facilities in Atlanta, Georgia; Cedar Rapids, Iowa; Calexico, California; and Wichita, Kansas. The percentage of work at each of those locations cannot be determined at this time, and work is expected to be completed by October 2023. Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity (N00383-19-D-PS01). General Electric Co., Lynn, Massachusetts, was awarded $7,041,528 for modification P00012 to a previously awarded firm-fixed-price contract (N00019-17-C-0047) for the procurement of 24 F414-GE-400 engine devices for Lot 42 F/A-18 aircraft. Work will be performed in Evendale, Ohio, and is expected to be completed in February 2019.     Finland’s defense minister: Continuity and change in Finnish defense policy

    By: Jussi Niinistö Today we are all adapting to a new security environment, both in Europe and globally. From the Finnish point of view, we can see some continuity and some new elements. After the Cold War ended, Finland did not initiate a massive defense transformation. Even though we started to build interoperability with our NATO partners and participated in crisis management operations, the main focus of the Finnish Defence Forces was always the defense of our own territory. Our consistent policy was to keep our defense strong. The upcoming investments — including four new corvettes for the Navy and replacement of the Finnish Air Force's F-18 fleet — and new defense-related legislation will further strengthen our readiness and national defense. What has changed in our current environment, however, is that other European Union and NATO countries have also started to focus on the defense of their own territory, and NATO's presence is the Baltic Sea region has increased. This has enhanced stability and security in the Baltic Sea region. At the same time, increased presence in our neighborhood has created more training opportunities. Increased cooperation and coordination is also needed because of our geography and a shared security environment, which creates some interdependency. This type of defense cooperation is based on a shared, common interest. Today, the Finnish Defence Forces are more capable and more interoperable than they have ever been. That makes us effective in looking after our own security and a solid partner for other EU member states and NATO countries. For Finland, the European Union has always been a security provider. It is increasingly also a facilitator and enabler of defense cooperation. The union has tools that other organizations lack. The European Defence Fund or promoting military mobility in Europe are just a few examples, and only a beginning, as we are moving from out-of-area crisis management to a more strategic approach to protecting Europe and its citizens. Although all the EU member states have agreed on the direction we are heading, some want to move faster than others. The vision for the future must bring countries together instead of sowing divisions. The more the EU can do for defense, the better for NATO and the trans-Atlantic link. A more capable and integrated Europe is also a stronger trans-Atlantic partner. In this respect, more EU does not mean less NATO. EU and NATO must continue to coordinate their actions on both hard and soft security. I hope this illustrates why we, in Finland, do not see European strategic autonomy as an alternative to NATO or as an alternative to a strong trans-Atlantic link. It is also essential to mention the Nordic Defence Cooperation, which has also adapted to changes in our shared security environment. In November, the Nordic defense ministers adopted a new Vision 2025 for taking our cooperation forward. The vision states that we will improve our defense capability and cooperation in peace, crisis and conflict, and that we will ensure a close Nordic political and military dialogue on security and defense. This regional cooperation supports what we are doing in the EU and together with NATO. During my time as the minister of defense of Finland, we have taken other steps to strengthen the trans-Atlantic link. A prime example is our bilateral defense relationship with the United States. In October 2016, we signed our bilateral statement of intent on defense cooperation. This was later followed by a trilateral statement of intent between Finland, Sweden and the United States in May 2018. The statements of intent speak to both the depth and width of our cooperation, including joint exercises, policy dialogue and materiel cooperation. In the coming years, these links will be further strengthened. We must also keep our minds on the bigger picture. There is a dual challenge: to sustain the vital trans-Atlantic relationship and further strengthen European security. These goals can best be achieved by increasing European capabilities. Europe needs to finds its voice and speak, alongside the United States.     Lynx 41 disqualified from Bradley replacement competition

    By: Jen Judson WASHINGTON — The Army has disqualified Raytheon and Rheinmetall's bid for the Optionally Manned Fighting Vehicle prototype competition, Defense News has learned. The OMFV is meant to replace the service's Bradley Infantry Fighting Vehicle. The Army's plan was to take the bid samples submitted this week, evaluate them over a period of time and then choose two companies to deliver 14 prototypes each and then would pick a single winner after further evaluation. The Army's goal was to begin replacing Bradleys in 2026. The Army would not comment on the disqualification and said in a statement sent to Defense News that the solicitation for the OMFV prototyping effort closed on Oct. 1 and “we are now in the competition sensitive Source Selection Evaluation process.” The service noted in the statement that it “remains committed to rapidly execute the Optionally Manned Fighting Vehicle program,” its number two modernization priority. But multiple sources have confirmed that the bid — Rheinmetall's Lynx 41 Infantry Fighting Vehicle — was disqualified and the bid sample, the only one in existence, remains in Germany at the company's facility in Unterluss. The Army required the competitors to deliver a single bid sample — a full-up working vehicle — to Aberdeen Proving Ground, Maryland, by Oct. 1. The Lynx has left the Rheinmetall compound several times before, notably to travel to be unveiled in Paris at Eurosatory in June 2018 and again at the Association of the U.S. Army's annual conference last fall. Raytheon and the Rheinmetall announced at AUSA that they would partner on the OMFV program and submit Lynx as its offering. The disqualification of the team means that General Dynamics Land Systems' offering is the only vehicle remaining in the competition. According to sources, no other company submitted. Hanwha, a South Korean defense company, was interested in competing but chose not to participate, multiple sources claim. Industry sources have said that several companies who wanted to compete or submitted bids had asked for extensions, roughly 90 days in the case of Rheinmetall, to meet requirements. According to multiple sources, potential bidders expressed concern to the service that meeting the requirements, the timeline and a combination of the two wasn't possible. What snarled Rheinmetall, for instance, according to sources, was the timeline it needed to get approvals from the local municipal government to transport the vehicle by tractor trailer or rail and then via air. Sources said that the company had requested a four-week extension to deliver the vehicle to Aberdeen and also offered to hand over the vehicle to the Army under lock and bond in Germany by the Oct. 1 deadline and both were denied. But a larger issue, multiple sources conveyed, was the clear differences between what the Army acquisition community and what Army Futures Command wanted to do. Sources confirmed that the acquisition side of the house was willing to agree to extensions, for instance, but AFC, who is in charge of rapid requirements development and prototyping efforts ahead of programs of record, insisted the Army must adhere to the schedule. Industry also expressed concern to the Army over the roughly 100 mandatory requirements, with just six tradeable ones, expected to be met over 15 months using non-developmental vehicles. Brig. Gen. Ross Coffman, who is in charge of Next-Generation Combat Vehicle (NGCV) modernization efforts, said at the Defense News Conference in September that he was confident the requirements set for OMFV are appropriate and had no plans to change them. Presently, the OMFV competition is on hold due to a congressionally mandated continuing resolution that prevents the effort from kicking off. The Army had planned to begin the $378 million program in the first quarter after taking receipt of the bid samples at the start of the new fiscal year. As the Army enters its competition to build prototypes to replace the Bradley, Australia is running a similar effort and recently downselected to two competitors: Rheinmetall's Lynx and an offering from Hanwha. GDLS was competing but did not make the final cut. Australia laid out just five mandatory requirements for its competition.
