Leonardo signs contract with NATO to extend cyber defence partnership

Leonardo has signed an 18-month contract with the NATO Communications and Information (NCI) Agency which will see the company continue to deliver cyber incident detection and management capabilities. The new NATO computer incident response capability (NCIRC) cyber security support services (CSSS) contract provides continuity of service to the NCIRC – full operational capability (FOC) contract which ends in February 2019.

Since February 2012, Leonardo has worked in partnership with the NCI Agency to protect NATO's Communications and Information System (CIS) infrastructure from cyber attacks, thus significantly assisting in the support to NATO missions. A combined Leonardo and NCI Agency staff of around 200 digital security experts provide cyber incident detection, management and rapid-response capabilities around the clock, covering NATO staff in 29 countries. Protection extends from portable devices up to networks at 75 sites including NATO headquarters. NCIRC-FOC has also been operationally employed to successfully protect the NATO summits in 2014, 2016, and 2018.

The NCIRC CSSS contract follows the successful operation of the NCIRC-FOC over a number of years and a deepening relationship between Leonardo and NCI Agency. In 2015, NCIRC-FOC expanded under the 10 Additional Sites contract to cover newly-opened European headquarters. This contract was completed to budget, specification and on schedule in 2017. In 2016, the two organizations signed an industrial partnership agreement (IPA) to share cyber security information, with the mutual goal of better understanding threat patterns and attack trends.

In addition to delivering cyber security expertise to NATO, Leonardo also supports individual nation states, large corporations including defence companies and financial institutions. In September 2017, the company announced that it had been selected by the European Space Agency (ESA) as the cyber security partner for the Galileo European navigation satellite program. Leonardo is also active in the Gulf and South-East Asia, working with government and industry customers.

Leonardo continues to invest in its cyber expertise. The cyber services and products in the company's portfolio are designed to evolve in-line with the ever-changing cyber battlefield. To ensure its customers maintain their cyber skills, Leonardo offers certified training as well as Cyber Academy and Cyber Range design and delivery, allowing specialists to exercise against new and emerging threats. Demand continues to increase and, in June, Leonardo tripled the size of its cyber and electronic warfare capacity in Lincoln, U.K., to allow 150 students to train at any one time.

    Marines Develop Laser To Fry Drones From JLTVs

    By PAUL MCLEARY WASHINGTON: As the Marine Corps prepares to wrap up the first deployment of its innovative mobile counter-drone system to the Middle East, the service is rushing ahead to put lasers on a ground vehicle, with an eye to shooting down drones. While the deployed Light Marine Air Defense Integrated System — mounted on two Polaris MRZR all-terrain vehicles — can move quickly and electronically jam drones, the Marines are looking for something a little more...well, kinetic. They hope they've found it in the Compact Laser Weapons System (CLaWS) program. It is the first ground-based laser approved by the Pentagon for use by ground troops. Marine Lt. Col. Ho Lee, product manager for Ground Based Air Defense Weapons Systems, said in a statement that the CLaWS program has been developed, troops trained on it, and its been fielded for testing all in about a year's time, a timeline the Corps is hoping will get the system fielded in a relatively short time period. “We've been doing rapid prototyping, rapid delivery,” Lee said. “With this and a lot of the other efforts we are doing, we are using items currently available and integrating them to meet a capability. Little development, if any, went into this.” Back in 2017, Boeing began developing the system in 2-kW, 5-kW and 10-kW configurations. But it's unclear which version the Marines are testing. The Army has already placed a version of the weapon on a Stryker for testing in Europe, while the Marines last year showed it off on top of a JLTV. The idea is to get the system in the field as part of a larger, integrated air defense system that can protect deployed troops from DIY drones to more sophisticated models built by nation states. Despite the Pentagon's National Defense Strategy which prioritize equipping the force for competition with China and Russia, out in the world, there are still 15,000 US troops in Afghanistan, 5,000 in Iraq and somewhere around 2,000 in Syria, all of whom are in range of small, DIY drones made by insurgent groups or second-tier states. In Syria, Iranian-made drones operated by the Asad regime have dropped small bombs near US troops, and US aircraft have been forced to shoot them down using aircraft that launch expensive missiles, creating a cost imbalance that favors the other side. Islamic State fighters in Syria and Iraq have also long weaponized small commercial quadcopter drones to drop small munitions on Iraqi troops and US-backed fighters, who have little to no protection against them. The Taliban has filmed attacks on Afghan outposts from a collection of drones, as well. “We will never deploy again to a theater of operations where we are not under threat from unmanned aerial systems,” UK's Maj. Gen. Felix Gedney, former deputy commander of US and coalition troops in Iraq and Syria in 2017-2018 said recently. “Both those high-end systems of our near-peer competitors, and lower, off-the-shelf, botched-together systems that are developed by asymmetric enemies.     South Korean military to upgrade ‘friend or foe’ ID capability

    By: Jeff Jeong SEOUL — Thousands of South Korean jet fighters, helicopters, warships and missile systems will be fitted with sophisticated identifications technologies by the mid-2020s under a major weapons upgrade program, according to the military and defense companies. For the $2.2 billion deal to switch the decades-old Mode-4 Identification Friend or Foe, or IFF, system to the latest Mode-5, South Korea's arms procurement agency has started issuing a request for proposals. “The number of equipment eligible for the Mode-5 upgrade account approximately 2,000 related to 70 weapons systems,” according to a spokesman for the Defense Acquisition Program Administration. “The request for proposals will continued to be issued separately by the types of weapons systems over the coming weeks.” The upgrade program is in line with the transfer of IFF systems to the Mode-5 version by the U.S military, as the South Korean military conducts key operations with U.S. forces on the Korean Peninsula under the authority of the Combined Forces Command. By 2020, all NATO nations are required to introduce the Mode-5 systems, using advanced cryptographic techniques to secure their systems against electronic deception by adversaries. “This is a huge program as for the numbers and budget, and is strategically important to upgrading the battlefield capability of the South Korean military and its joint operations with allied forces,” said Kim Dae-young, a military analyst at the Korea Research Institute for National Strategy. “The new encrypted system will allow South Korean and its allied troops to work safely together, reducing the risk of friendly fire incidents, and it will also offer commanders a better view of the battlefield,” Kim added. IFF works by sending coded signals, with equipment on friendly planes and ships able to receive and instantly decode the encrypted challenge message, then send the appropriate response to identify themselves. Three South Korean defense manufacturers are competing for the IFF upgrade contract by teaming up with foreign IFF developers. They are Hanwha Systems, teaming up with U.S. company Raytheon and Hensoldt of Germany; LIG Nex1, with Italy's Leonardo and Thales of France; and Korea Aerospace Industries, joining hands with BAE Systems of the United Kingdom. Unlike the installation of the Mode-4, the technologies of which belong to foreign IFF makers, domestic companies are involved in the Mode-5 systems development and will locally produce the equipment for cost-effectiveness and sustainable integrated logistics support, according to Defense Acquisition Program Administration officials. Hanwha Systems, a leading defense electronics company formerly known as Samsung Thales, claims it has the advantage of having know-how related to IFF integration and design. “Our company was in charge of almost all Mode-4 upgrade programs in cooperation with foreign partners,” said Yoon Seok-joon, a consultant with Hanwha Systems' avionics business team. “Through the experience, we have much better knowledge of IFF design and functions than other local competitors. This is a clear advantage.” LIG Nex1, a precision missile developer, formed a task force in 2016 for Mode-5 upgrade work to seek related technology for localization. As a result, the company successfully localized a Mode-5 system for its KP-SAM Shin-Gung (or Chiron) shoulder-launched surface-to-air missiles with the help of Thales, which is contracted to provide Mode-5 technologies for ground weapons systems. “Based on the successful development of a Mode-5 device for Shin-Gung, we're now able to independently develop Mode-5 equipment for other weapons systems, such as Hybrid Biho air defense system; Chunma short-range surface-to-air missile; and TPS-830K low-altitude radar,” said Park Jung-ho, program manager of LIG Nex1's Mode-5 upgrade team. To help facilitate the certification of its Mode-5 systems by the U.S. Defense Department, LIG Nex1 recently signed an agreement with the U.S. defense system certification contractor KBR. Korea Aerospace Industries is expected to win contracts for Mode-5 devices to be fitted on advanced aircraft, including F-15K fighters, T-50 trainer jets and Surion utility helicopters. KAI develops the Surion platform. “We own thousands of platforms around the world with this product, so we have lots of experiences in the U.S. and other countries as well as with this IFF piece of equipment,” said Rob Peer, president of BAE Systems in Korea. “It's advanced technology with low weight, low power and cost effective.     New small arms course launches to prepare Army Reserve for combat, increase survivability

    By: Kyle Rempfer A new Army Reserve small arms trainer course that teaches gunnery and range operations to soldiers has been launched at Fort McCoy, Wisconsin. Still in its pilot program phase, the course is intended to field weapons subject matter experts at the unit level and increase weapons proficiency among the Reserve force, according to the 88th Readiness Division. The new course lasts 12 days and prepares troops to train their fellow reservists as well as develop year-round training calendars for their home units. The Army Reserve Small Arms Trainer Course focuses on six common weapons: the M2 .50 caliber machine gun, MK19 grenade launcher, M240B machine gun, M249 Squad Automatic Weapon, M4 carbine/M16 rifle and the Beretta M9. The effort is also part of Army Reserve Chief Lt. Gen. Charles Luckey's larger push to make his component a more combat-ready force through efforts like Task Force Cold Steel — a series of mounted and ground crew-served weapons qualification events. “This is about building the most capable combat-ready and lethal federal reserve force in the history of the United States,” Luckey said at a Cold Steel training event in February. “This is about building the capacity, the capability, the bench strength of America's Army Reserve to train itself.” At the new course, instructors will teach preliminary marksmanship instruction on each weapon and their optics, as well as teach maintenance for each system. The course will also teach soldiers how to operate weapons ranges and how to procure ammunition through classroom instruction, simulations training and live-fire qualification. “This course is a true train-the-trainers program,” Master Sgt. Howard Griffith, course manager, said in an Army news article. “We take select soldiers from around the entire Army Reserve and provide them with the knowledge and skills to return to their units and educate their fellow soldiers.” An increase in weapons proficiency correlates with an increase in survivability in combat, which ultimately helps win battles, the news article states. The pilot program was designed by instructors from the Army Reserve Competitive Marksmanship Program and will be taught by instructors from Task Force Cold Steel. The Army National Guard and the active-duty force have had similar weapons proficiency courses for many years, and the Reserve component's own version was overdue. If successful, the long-term desire is to keep the new trainer course permanently at Fort McCoy. The installation has state-of-the-art ranges available for year-round training and is conveniently located in the center of the United States, making it easily accessed by vehicle, rail or air, according to the Army.
