Leonardo signs contract with NATO to extend cyber defence partnership

Leonardo has signed an 18-month contract with the NATO Communications and Information (NCI) Agency which will see the company continue to deliver cyber incident detection and management capabilities. The new NATO computer incident response capability (NCIRC) cyber security support services (CSSS) contract provides continuity of service to the NCIRC – full operational capability (FOC) contract which ends in February 2019.

Since February 2012, Leonardo has worked in partnership with the NCI Agency to protect NATO's Communications and Information System (CIS) infrastructure from cyber attacks, thus significantly assisting in the support to NATO missions. A combined Leonardo and NCI Agency staff of around 200 digital security experts provide cyber incident detection, management and rapid-response capabilities around the clock, covering NATO staff in 29 countries. Protection extends from portable devices up to networks at 75 sites including NATO headquarters. NCIRC-FOC has also been operationally employed to successfully protect the NATO summits in 2014, 2016, and 2018.

The NCIRC CSSS contract follows the successful operation of the NCIRC-FOC over a number of years and a deepening relationship between Leonardo and NCI Agency. In 2015, NCIRC-FOC expanded under the 10 Additional Sites contract to cover newly-opened European headquarters. This contract was completed to budget, specification and on schedule in 2017. In 2016, the two organizations signed an industrial partnership agreement (IPA) to share cyber security information, with the mutual goal of better understanding threat patterns and attack trends.

In addition to delivering cyber security expertise to NATO, Leonardo also supports individual nation states, large corporations including defence companies and financial institutions. In September 2017, the company announced that it had been selected by the European Space Agency (ESA) as the cyber security partner for the Galileo European navigation satellite program. Leonardo is also active in the Gulf and South-East Asia, working with government and industry customers.

Leonardo continues to invest in its cyber expertise. The cyber services and products in the company's portfolio are designed to evolve in-line with the ever-changing cyber battlefield. To ensure its customers maintain their cyber skills, Leonardo offers certified training as well as Cyber Academy and Cyber Range design and delivery, allowing specialists to exercise against new and emerging threats. Demand continues to increase and, in June, Leonardo tripled the size of its cyber and electronic warfare capacity in Lincoln, U.K., to allow 150 students to train at any one time.

Airspace Systems today introduced Airspace GalaxyTM, the first family of fully-automated, always-on airspace security solutions that accelerate the integration of drones into cities and protects people and property -- on the ground and in the air -- from clueless, careless or criminal drone operators. The new Airspace Galaxy security platform combines input from multiple sensors to detect drone activity at long-ranges, instantly identifies authorized and unauthorized flights, assesses risk, and if necessary and permitted, deploys an autonomous mitigation system to safely capture and remove an unauthorized or malicious drone. “We created Airspace to accelerate the integration of lifesaving drone technologies while giving communities the ability to ensure safe and secure skies,” said Jaz Banga, Airspace co-founder and CEO. “Galaxy is the first crucial step toward creating the trusted environment required to unlock the full potential of drones.” The airspace security company also today announced that cybersecurity veteran David DeWalt has invested in Airspace through the NightDragon Fund, and joined the Airspace board of directors as Vice Chairman. Additionally, Airspace announced that former Federal Aviation Administration Administrator Michael Huerta has joined the company's board of advisors. Airspace developed the Galaxy security platform for business, public venues, government, law enforcement, and the military to protect people, property, and IP from harm. Galaxy was recently deployed to detect and identify drone activity behind the scenes for Major League Baseball during the 2018 World Series games in Boston and Los Angeles, for the San Francisco Police Department in support of the U.S. Navy to protect its annual San Francisco Fleet Week, and in Sacramento for the 36th annual California International Marathon. And in the fall, during the Chairman of the Joint Chiefs of Staff's BLACK DART live-fire exercise, Galaxy was the only airspace security solution to deliver a fully autonomous drone mitigation capability – from takeoff to landing – capturing both stationary and moving targets. “Airspace security is a prerequisite to realize the full potential of the drone economy,” said Huerta. “We are on the verge of many great things that drones can do for us, but without the kind of safety and security Airspace Galaxy offers, we are just one terrible event away from stalling what could be a thriving, multi-billion dollar industry.” We believe in the good that drones can do Drones have already proven critical in disaster response. Firefighters have used them to monitor ongoing fires to focus their efforts, keep themselves safe, and help them save lives. Emergency teams have used drones to survey damage after natural disasters, deliver supplies, and find missing people. But as drones get smaller and cheaper, the potential physical and cyber threats grow exponentially. And regardless of whether a damaging drone event is caused by the naïve or nefarious, the results will be the same: progress derailed, and benefits denied. Airspace developed the Galaxy software platform to protect people, property, and IP by stopping drone threats before they happen. Galaxy: Mobile, Modular, Simple to Operate The critical first step in airspace security is accurate long-range detection of drone activity. As a modular system, Galaxy options include the ability to configure detection based on a customer's site- and mission-specific requirements and includes identification of all types of drones, both signal and non-signal emitting. The Airspace sensors detect anomalies operating from ground level to 400-feet and beyond in the sky, and cover up to a 25-mile radius. Detection comprises three primary functions: radio frequency (RF) sensors that use drone-to-operator communication links to legally identify a drone's unique identifier and launch location, a camera array to minimize false alarms and improve localization, and communication alerts to the Galaxy operator. Galaxy then fuses data from multiple sensors into a single, easy-to-use graphical user interface that is coupled with artificial intelligence (AI) and machine learning to create actionable intelligence for the system to handle automatically or with human override. Users can log in from a browser on their desktop or mobile device to see all pertinent information. Finally, if necessary and permitted by law, the Airspace mitigation option dispatches the Airspace Interceptor drone with a single click. Using advanced guidance systems and powered by AI, the Interceptor autonomously locks onto identified rogue drones and heads them off at high speed without human guidance. Trusted and deployed by the U.S. Department of Defense, the Airspace Interceptor fires a Kevlar net to neutralize and capture unauthorized or malicious drones, and then delivers them to a safe place, preventing damage to either people or property. “Thinking about security in two dimensions is antiquated -- it's just not good enough to keep the bad guys out today,” said DeWalt, who has led two of the biggest companies in cybersecurity – McAfee and FireEye – and is now Delta Air Lines chairman of Safety & Security. “Today you have to protect in three dimensions – basically create an airspace security dome over everything -- events, your company – your entire city.” Among many other positions, DeWalt is the founder of cybersecurity platform NightDragon Security and the managing director of early-stage investor AllegisCyber. He sits on the boards of several cybersecurity firms, including Optiv, Callsign, and Claroty, and he has served on the Department of Homeland Security's National Security Telecommunications Advisory Committee since 2011. DeWalt was president and CEO of McAfee between 2005 and 2012 and was CEO of FireEye between 2012 and 2016. “David's and Michael's experience across the cybersecurity and aviation industries is incredibly relevant to our mission to create autonomous airspace security and our vision of a world of safe and secure skies open for business and social good,” said Banga. “They are both equally strategic assets for Airspace.” Airspace began producing Galaxy solutions that are now ready to deploy in three configurations after raising a $20-million Series A round led by Singtel Innov8 Ventures in March 2017.     American shipbuilding: An anchor for economic and national security

    By: Peter Navarro “Don't give up the ship!” These were Capt. James Lawrence's dying words defending the USS Chesapeake during the War of 1812. Over 200 years later, the United States Navy and America's critical shipbuilding industry are issuing the same cry from shipyards across our nation. Here is a simple truth: A true renaissance of America's shipbuilding industry will require a large-scale overhaul and new strategy before it can churn out the ships we urgently need to maintain our status as the greatest maritime power in world history. In the first year of his “Peace through Strength” administration, President Donald Trump made a 355-ship Navy the official national policy by signing the 2018 Defense Authorization Act. Currently, however, we are asking too few ships to do too much while many vessels are decades old and severely backlogged for critical repairs. This egregiously long queue is an open invitation to foreign adversaries, who are displaying increasingly aggressive postures and rapidly expanding their own naval capabilities. Today, only seven shipyards across the country are capable of constructing large or deep-draft Navy vessels. More subtly, each yard has become specialized to build a specific warship, whether it be a nuclear-powered Virginia-class submarine or an Independence-class littoral combat ship. This specialization, while optimal for workforce training and infrastructure investments at specific yards, makes them remarkably vulnerable when there is a downturn in government contracts or the private market contracts. Foreign competitors such as China anchor their shipyards in tens of billions of mercantilist and predatory government subsidies every year. Unable to compete with such foreign subsidization, the American shipbuilding industry has lost 75,000 jobs — a decline of over 40 percent. For every shipbuilding job in America, three indirect jobs are supported. We have therefore allowed predatory foreign markets to steal approximately 300,000 good-paying American jobs — the population of St. Louis, Missouri. Our strategic and economic adversaries know the importance of shipbuilding. To understand the dangers, consider this: From 2010 to 2018, the Chinese Communist Party has provided over $130 billion in shipping and shipbuilding subsidies. Now, it controls the world's second-largest commercial fleet by gross tons, and constructs one-third of the world's ships. If Pax Americana is to continue, we must live up to the maxim of former Assistant Secretary of the Navy and 26th President Teddy Roosevelt: “A good Navy is not a provocation to war. It is the surest guarantee of peace.” Restoring investment in shipbuilding will leave a wake of prosperity for our economic security and send waves of strength for our national security. Expansion in capacity and capabilities of our shipyards will again incentivize commercial shipbuilding, increasing industry efficiency and creating competition, eventually lowering the overall cost of production. This must be our policy goal. If we commit to a revitalization of our shipyards, in just a few years, scores of vessels could again make maiden voyages from American yards built at the hands of thousands of American steelworkers, pipefitters, welders and electricians — a renaissance of one of our nation's most integral industries. This would mean thousands of new jobs in Maine, Michigan, Pennsylvania, Wisconsin, Florida and throughout the Gulf Coast. This means secure waters around Greenland, the Bering Strait and the South China Sea as well as the straits of Bab el-Mandeb, Malacca and Hormuz. While the 296-ship fleet of the U.S. Navy is still the most powerful in the world, Communist China's People's Liberation Army Navy is now sailing approximately 350 warships and counting. Some estimates say Communist China's Navy could be as large as 450 ships by 2030 — and it's not just China that is a cause for concern. While the Chinese Communist Party militarizes the South China Sea, Russia — which will assume chairmanship of the Arctic Council in May 2021 — has been quietly rebuilding its Arctic fleet. This is a region that will be of critical importance in the years to come as northern shipping lanes open and natural resources make themselves available. As it stands now, the U.S. Navy can't effectively access these waters, as it lacks the ice-hardened warships to do so. Our shipbuilding industry was once a bulwark of American manufacturing, but decades of neglect, ambivalence to predatory foreign markets and sequestration have caused it to take on water. If we don't begin patching the holes now, it won't be just an industry that sinks. It may well be our economic and national security, as we will be unable to protect the world's sea lanes — the arteries of commerce and veins of national defense. While our enemies argue American manufacturing and might is on the decline, we repeat the battle cry of Capt.
