La Pologne serait prête à payer 2 milliards de dollars pour une base américaine, qui pourrait s'appeler «Fort Trump»

Une réponse au « comportement agressif » de la Russie. La Pologne est prête à débourser au moins deux milliards de dollars pour l'implantation d'une base militaire américaine sur son sol, une offre que le président Donald Trump a affirmé étudier « très sérieusement ».

Le président Andrzej Duda « nous a offert beaucoup plus que deux milliards de dollars » pour l'installation d'une base permanente dans son pays, a indiqué Donald Trump lors d'une conférence de presse commune à la Maison Blanche avec son homologue polonais. « Nous étudions cela très sérieusement », avait-il fait savoir plus tôt dans le Bureau ovale avant leur entretien. Il a précisé que les Etats-Unis examinaient cette requête polonaise « d'un point de vue, en premier lieu, de protection militaire pour les deux pays et, aussi, de coût ».

Dans la soirée, la Maison Blanche a indiqué dans un communiqué que « les Etats-Unis s'engagent à explorer les options pour un rôle plus important de l'armée américaine en Pologne, et nous intensifierons nos consultations pour déterminer la faisabilité du concept ». « Les résultats de ces efforts contribueront à la défense non seulement de l'Europe centrale et orientale mais aussi de l'Alliance tout entière », a poursuivi l'exécutif américain en référence à l'Otan dont fait partie la Pologne.

« Fort Trump »

Lors de leur conférence de presse commune, le président polonais a appelé Donald Trump à « déployer plus de soldats américains en Pologne ». « J'espère que vous prendrez la décision de déployer plus d'unités et d'équipement (...). J'aimerais voir une base américaine permanente en Pologne », a-t-il ajouté, suggérant de l'appeler « Fort Trump ».

Le ministre américain de la Défense Jim Mattis a salué plus tard les efforts de la Pologne pour augmenter son budget militaire, tout en insistant sur le fait qu'aucune décision n'avait été prise concernant une éventuelle base américaine sur son territoire. « Les questions sont nombreuses », a-t-il souligné auprès de journalistes au Pentagone.

« Comme vous le savez, il ne s'agit pas seulement d'une base. Il s'agit de zones d'entraînement, il s'agit d'infrastructures de maintenance au sein de la base, toutes ces choses, ce sont beaucoup de détails que nous devons étudier avec les Polonais », a-t-il expliqué. « Donc aucune décision n'a été prise, nous l'étudions et nous travaillons ensemble ».

Aggraver les tensions entre l'Occident et la Russie

Aux côtés de Donald Trump, Andrzej Duda a également longuement insisté sur « le comportement agressif » de la Russie, évoquant notamment la situation en Géorgie voisine ou en Crimée qui font partie de la « violation permanente du droit international » par Moscou.

« Il y a toute une panoplie d'arguments en faveur du fait que la présence des forces armées des Etats-Unis dans cette région est absolument justifiée », a poursuivi Andrzej Duda. « Je suis convaincu qu'il n'y a pas de méthode plus efficace pour empêcher une guerre que de montrer que nous sommes prêts à repousser une attaque à tout moment », a-t-il affirmé.

Des propos appuyés par le milliardaire new-yorkais : « Il y a beaucoup d'agressivité dans cette situation. La Russie a agi de manière agressive. Ils respectent la force. (...) Et nous avons la plus grande force au monde, surtout en ce moment ». Une telle initiative, si elle se concrétisait, pourrait cependant créer des crispations au sein de l'Otan, dont la Pologne est membre, mais aussi aggraver encore un peu plus les vives tensions entre l'Occident et la Russie.

    What do we know about CATS, India’s new fighter jet drone program?

    Unveiled with pomp at Aero India 2021, the largest airshow since the start of the pandemic, the HAL Combat Air Teaming System (CATS) looks a bit derivative, with its centerpiece – the CATS Warrior – looking almost identical to the Kratos Valkyrie, a drone that captured the imagination of aviation community several years ago. The resemblance is not coincidental. Drones of this kind are informally called “loyal wingmen”, and they are often compared to unmanned fighter jets. Currently under development with most leading military powers, they are set to be controlled by artificial intelligence (AI) instead of ground-based operators, and accompany manned fighter jets into battle. In the United States, the Skyborg program is aimed at developing loyal wingmen for the US Air Force. In Europe, the Mosquito will soon be flying with the Royal Air Force (RAF), while the Future Combat Air System (FCAS) has at least several designs in the works. Russia has been working with the concept too, as did China and some other countries. An ambitious project On paper, theCATS looks very similar to all of those developments. According to the Indian press, it is going to be comprised of several interconnected systems: First off, the whole idea revolves around “Mothership for Air teaming eXploitation” (MAX), a modified two-seater variant of the HAL Tejas Mk-1A fighter jet designed to control a number of drones in flight. It would carry the CATS Hunter, which is described as a fighter-launched cruise missile that would have a range of 700 kilometers (435 miles) with a regular warhead. In a different configuration, the Hunter would have a range of 350 kilometers (217 miles) and could return to base for reuse. Its payload, then, would consist of Air Launched Flexible Assets (ALFAs), swarming munitions each carrying 5 to 8 kilograms of explosives and likely similar in its concept to loitering munitions used by many modern armies. A mockup displayed at Aero India 2021 showed four ALFAs in an internal cargo bay of one Hunter. The last component of the CATS program would be the Warrior drone, a loyal wingman with stealth features, powered by the domestically-produced PTAE-7 turbofan engine and carrying a pair of air-to-air missiles, ALFAs or laser-guided bombs in its two internal bays. With an active electronically scanned array (EASA) radar, Electro-Optical/Infra-Red (EO/IR) imaging system and electronic warfare suite, it could be used both as a forward-deployed scout for regular aircraft as well as for directly engaging enemy targets. It is important to understand that so far these projects are in a development stage. HAL claims that it has been working on the concept since early 2018, but the development really started only in late 2019 and early 2020. The deadline is scheduled for 2024-2025, which could seem optimistic for regular aircraft, but falls in line with similar projects: both the Skyborg and the Mosquito aim at initial operational capability by 2023. Crucial differences There are several key differences between the CATS and other similar programs though. First off, the CATS Warrior is the first loyal wingman showcased, at least in mockup form, with air-to-air missiles. Many manufacturers of prospective loyal wingmen have hinted at such a capability, yet they tend to be careful with their claims. The reason for that is clear: while it is relatively easy to make a drone capable of launching infrared-guided missiles, the participation in actual aerial combat, especially if such a drone is partially or primarily AI-controlled, is a whole other level of complexity. It is very likely that the first “generation” of loyal wingmen will have only rudimentary air-to-air capability and the option to engage in a pitched aerial combat will come later, with upgrades, refinements or subsequent programs (such as the DARPA's LongShot). Both Kratos and Boeing, two companies that already developed and tested their loyal wingmen, talk quite assertively about reconnaissance and ground attack capabilities of their aircraft, but hint at air-to-air capabilities with far less certainty. The two aforementioned drones are supposed to be modular though, their components, such as detection or payload delivery systems, being mission-adaptable. The modularity of the CATS Warrior was not mentioned by HAL at the airshow, and the existence of the multi-purpose Hunter is partially compensating for its lack. Yet another large difference between the CATS and rival Western programs is an emphasis on AI control. It is quite clear that although ALFAs will likely use some form of artificial intelligence, the existence of dedicated two-seater control aircraft hints at Warrior being, at least in some part, piloted. According to HAL, its loyal wingman will be capable of autonomous take-off and landing, yet the capability of autonomous combat was not revealed – an element which, if planned, would likely become its main selling point. In this regard, India is not alone, as the Russian Grom is intended to be human-controlled too, at least according to the current plan. But both American and European programs dedicate a lot of effort and investments into the development of AI capable not only of controlling swarms of combat drones, but of taking over part of the pilot's workload too. Human-AI teaming proved to be a difficult concept, necessitating the development of special algorithms and interfaces with features not explored before. Reacting to circumstances That might be the reason HAL keeps conservative with the control possibilities of its loyal wingman. The ground has not been proven for autonomous fighter jets, and being a pioneer in this field requires colossal research and development funding – money that would be better spent on more pressing issues. Such as the lack of fighter jets. India has been struggling with that for some time now, introducing a hotchpotch of models – from brand new Dassault Rafales to refurbished 80s-vintage MiG-29s – just to close the air defense gap. The ramping up of the production of the HAL Tejas was not enough for that too. The latest MRCA (multi-role combat aircraft) competition has been dragging for some time now, and even if India finally selects its new fighter jet, it will take quite some time to reach operational capability. The CATS Warrior can be interpreted as a direct response to that. If the whole project will enter mass production by the mid-20s, as expected, it may become an ultimate way to solve IAF's long-running problem without greatly increasing the production of the Tejas.     DoD Pushes To Reverse FCC OK Of Ligado 5G Network

By THERESA HITCHENSon May 06, 2020 at 8:14 PM WASHINGTON: DoD is pressing for the FCC to reverse its controversial decision to approve Ligado's plan to create a mobile 5G communications network, one the Pentagon asserts will jam GPS receivers. “It is clear to DoD that the risk to GPS far outweighs the benefits of this FCC decision. And the FCC needs to reverse their decision,” DoD CIO Dana Deasy told the Senate Armed Services Committee (SASC) hearing during a marathon hearing this afternoon. A formal “re-petition” action has to be taken by National Telecommunications and Information Administration (NTIA) by the end of May. NTIA, which falls under the Commerce Department, coordinates federal agency use of the radio frequency spectrum. DoD, Deasy told the SASC, is working to provide NTIA with the necessary technical information to do so. SASC members were divided on the wisdom of the FCC's April 20 decision to approve Ligado's latest plan to repurpose its current L-band spectrum for use in a US-wide terrestrial 5G network. The SASC hearing did not fall along partisan lines. Instead, the division came between the SASC leadership and the committee's members who also sit on the Senate Commerce, Science and Transportation Committee. It has jurisdiction over the FCC. For example, while Republican SASC Chairman James Inhofe and Democratic Ranking Member Sen. Jack Reed excoriated the FCC decision, Republican Sen. Roger Wicker, who chairs the Commerce committee, expressed support for the FCC. Indeed, a number of senators with a foot in the Commerce Committee raised the fact that the FCC's decision not only was approved unanimously by the five FCC commissioners, but also has been praised by Secretary of State Mike Pompeo and Attorney General William Barr. (Barr was tapped by President Donald Trump on April 4 to head a new Telecom Team designed to ensure that China cannot dominate the 5G marketplace and undercut the security of emerging US networks.) DoD and many other agencies, including the Transportation Department, have opposed the planned Ligado (formerly LightSquared) network for nearly a decade, arguing that it will drown out GPS signals in most current receivers. Their protests have been echoed by a wide swathe of the defense and commercial transport industry, including the Aerospace Industries Association and the National Defense Industrial Association. Indeed, according to a press release put out today by Inhofe's office: “This opposition extends to the private sector as well. Numerous industries across the gamut – commercial air, satellite communications, weather, construction, and more – have also registered their objections to the FCC's Order.” Mike Griffin, head of DoD Research and Engineering, explained that the issue is the “noise” that will be created by Ligado because it will use spectrum designed for satellite use to rebroadcast via terrestrial cell towers. He said that the situation for the vast number of GPS receivers today would be analogous to trying to hear the “rustling of leaves” through the noise of “100 jets taking off all at once.” Perhaps most significantly, Griffin pushed back hard against Ligado's assertions in FCC filings (and most recently in a letter today to the SASC obtained by Breaking D) that most receivers would not be affected. He said testing done by the Transportation Department showed that high-end GPS receivers used in civil aviation, which costs some $10,000 each, are impacted by Ligado's planned signal strength. Even those “hardened” receivers are “barely capable” of discerning GPS signals through the “noise” caused by Ligado's 9.8 dBW — an energy level about equal to that put out by a 10 watt light bulb). More worryingly, Griffin asserted that most commercial GPS receivers — including those that would be used to guide self-driving cars in the future — “lose lock” on the signal at a power level some 100 times lower than Ligado plans to use. Gen. Jay Raymond, double hatted as the head of Space Force and Space Command, told the SASC that Ligado's network would have a “significant impact” on Dod's homeland defense mission, as well as on military and commercial space launch capabilities. “In my opinion, the impact is significant, and it's unacceptable,” he said. While Deasy said one avenue for reversing the decision could be legislative action, it remains unclear what the SASC can actually do, however — should the committee even be able to agree on a course of action. Inhofe said it is legally unclear to him right now whether the Congressional Review Act, that allows Congress to overturn a decision by a federal agency, actually applies to the FCC decision for technical reasons. (The FCC officially is independent of the Executive Branch.) Retired Adm. Thad Allen, former Coast Guard Commandant and chair of the Space-Based Positioning and Timing National Advisory Board, suggested that the Senate Commerce Committee should hold a hearing and force the FCC to reconsider. Those members of that committee participating today, including Wicker, seemed reluctant to consider the idea of even having an exploratory hearing. For example, Democratic Sen.     La DGA lance CI-AILE, un cluster d’innovation technique de défense dans le domaine de l’aéromobilité

    La Direction générale de l'armement a inauguré le 19 décembre 2019 sur son centre d'expertise et d'essais Techniques aéronautiques à Balma (proche de Toulouse) un cluster d'innovation technique de défense dans le domaine de l'aéromobilité. Baptisé CI-AILE, ce cluster a été créé en associant quatre partenaires régionaux fondateurs : la DGA, l'armée de Terre, l'institut supérieur de l'aéronautique et de l'espace (ISAE-SUPAERO) et la communauté défense du pôle Aerospace Valley dans les régions Occitanie et Nouvelle Aquitaine. Le cluster CI-AILE a pour objectif de détecter, orienter et expérimenter les innovations portées par les acteurs régionaux afin de faire émerger de nouvelles solutions technologiques pour la défense dans le domaine de l'aéromobilité en lien avec l'Agence de l'innovation de défense (AID). Basé en région Occitanie, il pourra bénéficier d'un écosystème riche dans le domaine aéronautique et en particulier dans celui de l'aéromobilité, tout en restant ouvert à des partenariats avec des acteurs implantés dans d'autres régions de France. Le comité stratégique de CI-AILE est co-présidé par le directeur du centre d'expertise et d'essais DGA Techniques aéronautiques, le sous-chef d'état-major plans et programmes de l'armée de Terre, le directeur général de l'institut supérieur de l'aéronautique et de l'espace . Son comité de pilotage comprend un représentant de chaque membre fondateur. Ce nouveau cluster s'inscrit dans l'effort global du ministère des Armées en faveur du soutien à l'innovation, coordonné par l'Agence de l'innovation de défense en lien étroit avec la DGA. CI-AILE est un partenariat dont le fonctionnement repose sur un comité stratégique qui donne les orientations du cluster et un comité de pilotage qui anime et conduit les ateliers technico-opérationnels. Le comité de pilotage de ce cluster est constitué de personnels de DGA Techniques aéronautiques, de la 11e brigade parachutiste basée à Toulouse, du commandement des forces spéciales terre basé à Pau, de l'ISAE-SUPAERO et d'Aerospace Valley. Il se réunira pour la première fois en janvier 2020. Les périmètres attendus de l'innovation dans le domaine de l'aéromobilité sont la captation et l'évaluation de technologies innovantes dans les domaines : - du parachutage de combattants de l'armée de Terre et d'équipements, de mise à terre à partir d'aéronefs (aérolargage, aérocordage...) - de l'embarquement sur aéronefs (voilure fixe et tournante) de combattants de l'armée de Terre et d'équipements (aérotransport, aérocordage...) - de l'équipement du combattant débarqué et embarqué, toutes fonctions opérationnelles confondues, et de son adaptation aux contraintes du parachutiste - des méthodes et des moyens d'essais et de la R&T dans le domaine de l'aéromobilité.
